WSP Contract No.K20916 <br />FEDERAL GRANT INTERAGENCYAGREEMENT <br />Tukwila Police Department <br />Exhibit A <br />Terms and Conditions <br />1. Definitions. <br />“Agreement” means this Federal grant subrecipient agreement, including all documents attached or <br />incorporated by reference. <br />“Equipment” means an article of nonexpendable, tangible personal property having a useful life of more <br />than one year and an acquisition cost which equals the lesser of (a) the capitalization level established by <br />the governmental unit for financial statement purposes, or (b) $10,000. <br />“Federal Granting Agency” means the federal agency that has granted the funds to WSP. <br />“Public Agency” means the entity performing services to this Agreement and includes the Public Agency’s <br />officers, directors, trustees, employees and/or agents unless otherwise stated in this Agreement. For the <br />purposes of this agreement, the Public Agency shall not be considered an employee or agent of WSP. <br />“WSP” means the State of Washington, Washington State Patrol, and its officers, directors, trustees, <br />employees and/or agents. <br />2. Entirety of Agreement. This agreement consists of the following: <br />a. Contract Summary <br />b. Exhibit A, Terms and Conditions <br />c. Exhibit B, Statement of Work <br />d. Exhibit C, Special Terms and Conditions <br />e. Exhibit D, Subrecipients Approved Award <br />3. Statement of Work. The Public Agency shall perform the services as set forth in the attached Exhibit A, <br />Statement of Work. <br />4. Special Terms and Conditions. In addition to the terms contained in this Agreement, the Public Agency <br />shall comply with the terms and conditions contained in Exhibit B, Special Terms and Conditions, which is <br />attached hereto and incorporated herein. <br /> This Agreement shall be binding on both parties upon full <br />5. Agreement Execution and Start Date. <br />execution. Upon execution of the Agreement, expenditures are eligible for reimbursement beginning with <br />the start date listed on page one. <br />6. Billing Procedure. WSP shall reimburse the Public Agency according to Exhibit A, Statement of Work, for <br />work performed to the satisfaction of the WSP Project Manager. Compensation for services rendered shall <br />be payable upon receipt of properly completed invoices, which shall be submitted not more often than <br />monthly to the WSP Project Manager named on the Contract Summary page. The invoice shall be in the <br />format designated by WSP and shall include the following: <br />a. description of the work performed <br />b. activities accomplished <br />c. progress of the project <br />d. fees and expenses <br />e. match amount as well as amount requested for reimbursement <br />f. a copy of the Public Agency’s property record which includes the tag number that is assigned to the <br />equipment <br />g. reference to WSP’s agreement number. <br />The Public Agency shall submit the final invoice no later than forty-five (45) calendar days from the <br />completion of the Project or no later than 45 days of the Agreement End Date. <br />7. Agreement Alterations and Amendments. WSP and the Public Agency may mutually amend this <br />Agreement. Such amendments shall not be binding unless they are in writing and signed by personnel <br />authorized to bind WSP and the Public Agency. <br />Federal Grant Subrecipient Interagency Agreement Page 2 of 10 <br />21 <br /> <br />
