City of Tukwila <br />Thomas McLeod, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Transportation & Infrastructure Services Committee <br />FROM: Nora Gierloff, DCD Director <br />BY: Alison Turner, Sustainable Transportation Program Manager <br />CC: Mayor McLeod <br />DATE: August 18, 2025 <br />SUBJECT: Commute Trip Reduction Grant 2025-2027 <br />ISSUE <br />The Transportation Demand Management (TDM) Program is asking for approval to accept the WSDOT <br />CTR formula grant. The City has been allocated $103,200 for the 2025-2027 biennium. <br />BACKGROUND <br />The City's Commute Trip Reduction (CTR) Program is mandated by the state and has been operational <br />since 1991. There are 17 CTR-affected worksites in Tukwila (including the City of Tukwila). Employers <br />are required to complete biennial Program Reports and Employee Surveys to track progress toward <br />goals. The TDM Program provides many services to assist employers with implementation of CTR <br />Programs including consultation, training for Employee Transportation Coordinators, and employee <br />outreach support. <br />DISCUSSION <br />WSDOT has provided a biennial allocation for the CTR Program since 1993. Funding had been flat at <br />$74,204 for many years but as a result of the Move Ahead Washington transportation package passed <br />in 2022, the funding formula was updated and the amount increased to $93,300 in 2023 and to <br />$103,200 this biennium. The work plan will include updating the City's CTR Ordinance #2201 and <br />associated municipal codes, which were originally adopted in 2008. <br />FINANCIAL IMPACT <br />There will be no impact to the general fund. The allocation provides a consistent source of funding for <br />the TDM Program, which is leveraged for additional TDM grants. <br />RECOMM EN DATION <br />The Council is being asked to accept the WSDOT CTR formula grant and consider this item on the <br />Consent Agenda at the September 8, 2025, Special Meeting. <br />ATTACHMENTS <br />Attachment A: CTR Award Letter <br />Tukwila City Hall • 6200 Southcenter Boulevard • Tukwila, WA 98188 • 206-433-1800 • Website: TukwilaWA.gov <br />45 <br />
