CJPY12-045 <br />Council Approval N/A <br />Memorandum of Understanding <br />FY 2012 Edward Byrne Memorial Justice Assistance Grant <br />This Memorandum of Understanding (MOU) outlines the responsibilities and <br />protocols for participating jurisdictions pertaining to the FY 201ZEdward Byrne <br />Memorial justice Assistance Grant. <br />I. Participating Jurisdictions <br />The participating jurisdictions, relevant to this MOU, in the Edward Byrne Memorial <br />Justice Assistance Grant are: <br />• City of Auburn <br />• City of Bellevue <br />• City of Burien <br />• City of Des Moines <br />• City of Federal Way <br />• City of Kent <br />• King County <br />• City of Renton <br />• City of SeaTac <br />• City of Seattle <br />• City of Shoreline <br />• City of Tukwila <br />II. Background and Purpose <br />Proposed to streamline justice funding and grant administration, the Edward Byrne <br />Memorial Justice Assistance Grant (JAG) Program allows states, tribes, and local <br />governments to support a broad range of activities to prevent and control crime <br />based on their own local needs and conditions. JAG blends previous Byrne Formula <br />and Local Law Enforcement Block Grant (LLEBG) Programs to provide agencies <br />with the flexibility to prioritize and place justice funds where they are most needed. <br />III. Disparate Certification <br />Jurisdictions certified as disparate must submit a joint application for the aggregate <br />of funds allocated to them, specifying the amount of funds that are to be distributed <br />to each of the units of local government and the purposes for which the funds will be <br />used, and indicating who will serve as the applicant/fiscal agent for the joint funds. <br />The above jurisdictions are certified as disparate. <br />IV. Fiscal Agent and Fund Allocation <br />The City of Seattle will act as the applicant and will serve as the fiscal agent for the <br />joint funds. The City of Seattle will charge a 3.75% administrative fee for these <br />services. <br />Paget of 4 <br />
