12 -114 <br />Council Approval 9/4/12 <br />INTERLOCAL JOINT PURCHASING AGREEMENT <br />This agreement is made this day of A" k r�2012, between eCityGov Alliance (the <br />"Alliance an interlocal government agency, and the City of Tukwila (the "City a municipal <br />corporation organized under the laws of the State of Washington. <br />WHEREAS, the Alliance issued a Request for Proposal #09 -003 (the "RFP to assist Alliance <br />members and subscribers in identifying qualified vendors that can offer permitting software <br />solution for the City of Tukwila; and <br />WHEREAS, the Alliance coordinated the Regional Permit System RFP to improve service to <br />constituents by making services and information available online, to reduce member cost for <br />providing these services, and to enhance service delivery; and <br />WHEREAS, the RFP requires the vendors to guarantee discounts to future subscribers who enter <br />into interlocal joint purchasing agreements with the Alliance per sections 4.2 and 23.1; and <br />WHEREAS, the City desires to take advantage of the proposals submitted under the RFP as a <br />future subscriber; and <br />WHEREAS, the parties enter into this Agreement pursuant to Chapter 39.34 RCW; <br />NOW THEREFORE, it is agreed as follows: <br />1. Purpose. The purpose of this Agreement is to allow the City to share in the price <br />proposals submitted to the Alliance per RFP #09 -003 and incorporated by this reference. <br />Such proposals guaranteed extension to future subscribers. <br />2. Financinu. No special budget or funds are anticipated or created. Additionally, there <br />shall be no acquisition, holding, or disposal of real or personal property other than as <br />specifically provided within the terms of this Agreement. <br />3. Administration. No separate legal entity is created to administer this Agreement. This <br />Agreement shall be administered by the Brenda Holt, Permit Coordinator for the City of <br />Tukwila. <br />4. The Citv's Responsibilities. The City of Tukwila shall evaluate on its own (and <br />based on its own needs) proposals received in response to the Alliance's RFP and <br />shall, if, in its sole judgment, it deems a proposal acceptable, enter into its own <br />contract with the vendor(s). <br />5. The Alliance's Responsibilities. The Alliance shall extend the proposals received <br />pursuant to the RFP to the City. The Alliance accepts no responsibility or liability for <br />the performance of any vendor used by the City of Tukwila as a result of this <br />Agreement.
