6.1.d Collection Service. The County shall not provide Solid Waste collection <br />services within the corporate limits of the City, unless permitted by law and agreed to by both <br />Parties. <br />6.1.e Support and Assistance. The County shall provide support and technical <br />assistance to the City consistent with the Comprehensive Solid Waste Management Plan for a <br />Waste Prevention and Recycling program. Such support may include the award of grants to <br />support programs with System benefits. The County shall develop educational materials related <br />to Waste Prevention and Recycling and strategies for maximizing the usefulness of the <br />educational materials and will make these available to the City for its use. Although the County <br />will not be required to provide a particular level of support or fund any City activities related to <br />Waste Prevention and Recycling, the County intends to move forward aggressively to promote <br />Waste Prevention and Recycling. <br />6.1.f Forecast. The County shall develop Solid Waste stream forecasts in <br />connection with System operations as part of the comprehensive planning process in accordance <br />with Article XI. <br />6.1.g Facilities and Services. The County shall provide facilities and services <br />pursuant to the Comprehensive Solid Waste Management Plan and the Solid Waste Transfer and <br />Waste Management plan as adopted and County Solid Waste stream forecasts. <br />6.1.h Financial Policies. The County will maintain financial policies to guide <br />the System's operations and investments. The policies shall be consistent with this Agreement <br />and shall address debt issuance, rate stabilization, cost containment, reserves, asset ownership <br />and use, and other financial issues. The County shall primarily use long term bonds to finance <br />transfer System improvements. The policies shall be developed and /or revised through <br />- 10 - <br />
