pursuant to a state or federal laws or regulations shall be considered by the Parties to have been <br />expended on behalf and for the benefit of the County and the Cities. <br />8.6.g In the event that the funds established as specified in Subsections 8.6.c.i -iii <br />and 8.6.d are insufficient to cover the entirety of the County and Cities' collective Environmental <br />Liabilities, the funds described therein shall be equitably allocated between the County and <br />Cities to satisfy their Environmental Liabilities. Factors to be considered in determining <br />"equitably allocated" may include the size of each Party's System User base and the amount of <br />rates paid by that System User base into the funds, and the amount of the Solid Waste generated <br />by the Parties' respective System Users. Neither the County nor the Cities shall receive a benefit <br />exceeding their Environmental Liabilities. <br />8.7 The County shall not charge or seek to recover from the City any costs or <br />expenses for which the County indemnified the State of Washington in Exhibit A to the <br />Quitclaim Deed from the State to the County for the Cedar Hills Landfill, dated February 24, <br />1993, to the extent such costs are not included in System costs. <br />IX. CITY ADVISORY COMMITTEE <br />9.1 There is hereby created an advisory committee comprised of representatives from <br />cities, which shall be known as the Metropolitan Solid Waste Advisory Committee ( "MSWAC "). <br />The City may designate a representative and alternate(s) to serve on MSWAC. MSWAC shall <br />elect a chair and vice -chair and shall adopt bylaws to guide its deliberations. The members of <br />MSWAC shall serve at the pleasure of their appointing bodies and shall receive no compensation <br />from the County. <br />
