City of Tukwila Jim Haggerton, Mayor <br />Department of Community Development Jack Pace, Director <br />MEMORANDUM <br />DATE: November 20, 2012 <br />TO: Tukwila Tree and Environment Advisory Committee <br />FM: Carol Lumb, Senior Planner <br />Sandra Whiting, Urban Environmentalist <br />RE: November 28, 2012 Advisory Committee Meeting <br />At our next meeting, the work of the Advisory Committee will begin in earnest, as we start looking at <br />Comprehensive Plan goals (and then policies) that will guide City actions on the natural environment for <br />years to come. The Committee, acting to represent the larger Tukwila community, will make <br />recommendations for changes that will ultimately be reviewed by the Planning Commission and City <br />Council. <br />I thought it might help to provide several definitions to help your preparation for the meeting and the <br />discussion on comprehensive plan goals and ultimately policies: <br />Goal: a broad statement of what should exist in a community or what the community wants to <br />achieve in the future. Ideally, the goals are shaped by the citizens in the community to guide <br />future actions by government. <br />Policy: a more specific statement than a goal; a policy describes a particular course of action to <br />accomplish the comprehensive plan goals. <br />As we begin our review of the Comprehensive Plan, we think this is an opportunity to step back and <br />think what should be accomplished by this chapter. To that end, staff developed a list of key topic areas <br />that, to us, comprise the natural environment. If the Committee agrees with this approach, we will <br />discuss whether there are other topic areas that should be added before moving on to review the existing <br />goals and staff - proposed goals. <br />To help set the context of the current Natural Environment goals and policies, Sandra will make a <br />presentation at the beginning of the meeting on the regulatory environment (Federal, State and local <br />laws) for wetlands, streams, rivers, stormwater, and steep slopes.
