As you know, the project landscape plan must be submitted to, and approved by the Planning Commission before occupancy of the.new drive -up facility. Thus, staff could not at this time endorse sheets L -1 through L -3 as contained in the building permit plan set. However, I am pleased that your design team has already begun work on the planting plan, since we can discuss and resolve related con- cerns well in advance of project completion. Specifically, I believe that the following points represent legitimate public concerns, and are offered for your consideration: 1. Proposed Acer Platanoides Screen a. This tree specimen is deciduous, meaning that the project will not be adequately screened during those months when the trees are barren. We suggest that your designer con- sider a mix of several varieties of tree specimens, both deciduous and evergreen, to achieve year- around site screening, seasonal color change, and variety of growth habit and leaf texture. b. The strict on- center spacing of the tree screen seems rigid and unnatural. Please consider staggering the tree posi- tions, and possibly grouping some in groves or clusters at strategic view points in order to simulate a more realistic growth pattern. c. Our referrence indicates that this tree has a characteris- tically aggresive root system; please examine this speci- men, or any.substitute, for its potential for root damage to surface improvements or underground pipe lines, conduits or outfalls. Our concern here is not with the proposed plant specie itself, but with the relative density of landscape material immediately adjacent to the teller's building entrance. We certainly en- dorse the approach indicated from a visual quality standpoint; however, the bank's security analyst may view this proposal as a potential danger to employees in the teller building since a thief or mugger could be concealed in the mature shrubbery. If the bank or the Tukwila Police Department do not share this concern, however, the Planning Division will require no changes to this aspect of the planting plan. DATE: 22 August 1979 SUBJECT: SIDEWALK REQUIREMENT, SEA -FIRST BANK DRIVE -UP As you know, Planning Commission approval for this project left the resolution of public sidewalk requirements to the assessment of your office. However, O.C.D. wishes to encourage you to require sidewalks along the entire north and east boundaries of the total Sea -First site, if you find justification to require sidewalks at all in this vicinity. This recommendation is based on Ordinance #1025, the City of Tukwila Sidewalk Plan, Section III of which identifies the Andover Park West and Tukwila Parkway frontages as "high- priority" components of the commercial sidewalk system. Policy 1, Goal 2, Section III'of Ordinance #].025 (attached) suggests sidewalk construction priority should be analyzed according to foot - traffic demand in the vicinity. As you observed in our conversation this morning, this approach is difficult to accept literally since construction of sidewalks where they previously did not exist tend to attract new pedestrian activity. However, O.C.D. suggests that the current permit application represents a significant opportunity to complete a vital linkage in the sidewalk system which may not occur again for many years. The opportunity for Sea -First to fulfill these improvements at today's, rather than tomorrow's costs, might be a factor to consider in your study of this matter. As a result of those comments, I am requesting that you provide additional information concerning the traffic impact of the facility. The Public Works Department has speci- fically asked for a traffic generation /traffic flow study of the total banking facility. The study should include traffic flow counts per hour during the normal banking day and current traffic counts for a similar facility. In addi- tion, the study must include traffic counts for surrounding access roads during banking hours. If you have any questions concerning the focus of the study please contact Phil Fraser, Office Engineer, Tukwila Public Works Department at 433 -1851. Until the study is completed and reviewed by the Tukwila Department of Public Works, both applications for Board of Architectural Review approval and for a building permit will be considered as Pending for lack of information. Our request for a traffic study is based on the premise that an applicant should be provided with the opportunity to address potential points.of critical impact without having to do a total environmental impact statement. Since the application is considered to be incomplete, it has been removed from the June 28th Planning Commission Agenda. Policy 1: Where short sidewalk discontinuities exist, city crews should be used to complete the segment. Goal 2: Sidewalks adjacent to public rights -of -way should be required with new pedestrian- oriented commercial construction. Policy 1: Priority should be given to construction of sidewalks where there is the highest amount of pedestrian traffic. Policy 2: Sidewalks should have a minimum width of five (5) feet.. Policy 3: Safe pedestrian access should be made available from• sidewalks to retail structures. Goal 3: The City should join property owners on a 50% matching basis for construction of sidewalks on an L.I.D. basis. Policy 1: Timing should provide for construction of high priority systems first. If deemed necessary, the applicant should construct sidewalks in conjunction with the building permit. . This area is identified as an area of high priority for sidewalks and should the Public Works Department deem side- walks as necessary, a five foot sidewalk built to city standards would be required and be.a condition of any building permit issued.
