AN ORDINANCE OF THE CITY OF TUKWILA, WASHINGTON,
ANNEXING AN UNINCORPORATED ISLAND OF TERRITORY LOCATED
WHOLLY WITHIN THE CITY COMMONLY KNOWN AS THE GREEN RIVER
INTERCHANGE ANNEXATION, PURSUANT TO THE METHODS SET
FORTH IN RCW 35A.14.295 -.299, REQUIRING SAID PROPERTY TO
BE ASSESSED AND TAXED AT THE SAME RATE AND UPON THE SAME
BASIS AS OTHER PROPERTY WITHIN THE CITY, DIRECTING THE
CITY CLERK TO PUBLISH NOTICE OF THE ORDINANCE AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, there is within the City of Tukwila, unincorporated
territory containing approximately 6.8 acres and having one
hundred percent (1000) of its boundaries contigious to those of
the City, which territory is commonly known as the Green River
Interchange Annexation, and
WHEREAS, pursuant to Resolution No. 977, passed by the City
Council on October 7, 1985, the City Council held a public hearing
on October 21, 1985 at which all residents or property owners of
the area included in the proposed Green River Interchange
Annexation were afforded an opportunity to be heard, and
WHEREAS, after said public hearing the City Council
determined to annex the said territory and require that the same
be assessed and taxed at the same rate and on the same basis as
the property of the City of Tukwila is assessed and taxed to pay
for existing indebtedness of the City of Tukwila, and
WHEREAS, the City's SEPA responsible official has reviewed
the environmental impacts of said annexation and has issued a
Determination of Non significance (DNS) for the annexation action,
and
WHEREAS, said proposed annexation was submitted to the King
County Boundary Review Board pursuant to Chapter 36.93 RCW and
said Board waived review of the proposed annexation at a public
meeting on September 26, 1985, now, therefore,
THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Property Annexed.
The real property commonly known as the Green River
Interchange Annexation and more particularly described as follows:
Beginning at a stone monument in the centerline of
Permanent Highway No. 30 (also known as Interurban
Avenue, Secondary State Highway No. 1 -L), said monument
being at a point of curve designated 136 44.32 in
Survey No. 1143G, and being located North 8 52'10" West
462.32 feet more or less, and North 34 46'00 "West, 166.7
feet from the intersection of the centerline of said
Permanent Highway with the south line of said Government
Lot 10 (the meridian used being that of said survey) in
Section 24, Township 23 North, Range 4 East W.M.; thence
North 60 40' West, 207.56 feet and south 28 05'00" West
30 feet more or less to the southerly margin of said
Highway and the TRUE POINT OF BEGINNING of the tract
herein described; thence continuing South 28 05'00 500
feet more or less to the west bank of the Green River
(White River); thence westerly and northerly along said
bank to an intersection with the northeasterly extension
of the centerline of James Clark Road No. 622 (now known
as the Renton Three Tree Point road);thence
northeasterly along said centerline extended to an
intersection with the thread of said river; thence
northerly along the thread of said river to an
intersection with the southwesterly margin of Interurban
Avenue; thence southeasterly along said margin, 450 feet
more or less to the TRUE POINT OF BEGINNING.
should be and hereby is annexed to and made a part of the City of
Tukwila.
Section 2. Assumption of Indebtedness.
Pursuant to RCW 35A.14.297, all property within the territory
annexed hereby shall be assessed and taxed at the same rate and on
the same basis as other property within the City, including
assessments for taxes in payment of any bond issued or debts
contracted prior to or existing as of the date of annexation.
Section 3. Duties of City Clerk.
In fulfillment of the notice requirements set forth in RCW
35A.14.297, the City Clerk is hereby directed to publish this
Ordinance, containing the legal description of the property to be
annexed, the effective date of the annexation and provisions for
assumptions of indebtedness at least once each week for two (2)
weeks subsequent to passage of the Ordinance, in one (1) or more
newspapers of general circulation within the City and in one (1)
or more newspapers of general circulation within the area to be
annexed.
Section 4. Effective Date Referendum.
This Ordinance shall be in full force and effect and the
property annexed to the City of Tukwila on ,J0p, 1 98C;
which is not less than forty -five (45) days after passage. This
Ordinance shall be subject to referendum pursuant to RCW
35A.14.297 and .299.
