On April 12, 2005, I discussed this issue with Ms. Jill Musquetta of the Tukwila Public Works Department. Specifically, the 1998 King County Surface Water Design Manual dictates this setback in Appendix C of the Small Site Drainage Requirements, Section C.2.4.3, Item 1. The reason for this request is to provide a "usable" back yard depth of 20 feet. The justification for this request includes the following: 1. The area of town where the site is located typically is known to infiltrate quite well. Therefore, the need for an overflow path is minimized. 2. The ground is relatively flat so that if an overflow path is needed, an adequate flow time along the vegetated flow path will be met. 3. The proposed total flow path from dispersion trench to the nearest property line is still over 25 feet.
