All disturbed areas of the site shall be permanently stabilized prior to final construction approval. 28: From October 1 through April 30, cover any slopes and stockpiles that are 3H:1V or steeper and have a vertical rise of 10 feet or more and will be unworked for greater than 12 hours. During this time period, cover or mulch other disturbed areas, if they will be unworked more than 2 days. Covered material must be stockpiled on site at the beginning of this period. Inspect and maintain this stabilization weekly and immediately before, during and following storms. 29: Finished floor elevation shall be verified with the Public Works Utilities Inspector, prior to start of construction on foundation for house. FF elevation shall conform to the Elevation Certificate, by Streadman & Associates, dated June 2, 2004. 30: Prior to start of construction of driveway, verify with Fire Department, that full width (20') of asphalt is required. On April 12, 2005, I discussed this issue with Ms. Jill Musquetta of the Tukwila Public Works Department. Specifically, the 1998 King County Surface Water Design Manual dictates this setback in Appendix C of the Small Site Drainage Requirements, Section C.2.4.3, Item 1. The reason for this request is to provide a "usable" back yard depth of 20 feet. The justification for this request includes the following: 1. The area of town where the site is located typically is known to infiltrate quite well. Therefore, the need for an overflow path is minimized. 2. The ground is relatively flat so that if an overflow path is needed, an adequate flow time along the vegetated flow path will be met. 3. The proposed total flow path from dispersion trench to the nearest property line is still over 25 feet. Specifically, the distance is 35 feet — the front 15 feet which is vegetated and the back 20 feet which is asphalt paving that is located on private property.
