EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). Tukwila, WA 98168 Re: Your letter, undated, subject: Temporary Office Trailers (Tukwila Building Pemiits 692- 0200 and 0201) Dear Mr. Carl: This letter is to notify you that your request for a permit for two temporary office trailers, to be located on the property at 12855 48th Ave S., cannot be granted. Your letter said you were requesting a permit for trailers located at 12855148th Ave S. I assume this was a typographical en and you actually meant 12855 48th Ave S, which is the address where two trailers were previously permitted under Tukwila building permit numbers shown above. The permits previously issued were very specific in that they were being issued for a 18 month period only, and the trailers would have to be removed from the property at the end of that period. These provisions were stated on the permit that was signed by a Mr. John Buchanan, who signed both the application and permit as the agent of the property owner. Since the' permits were issued on June 6, 1992, the 18 month period has passed and the permits are no longer valid. If the trailers are still located on the property, and being used as temporary office structures, they are in violation of the City Zoning Code as well as City policy regarding temporary office buildings. I have discussed this subject with Vernon Umetsu of the City Planning Division, Department of Community Development. Temporary portable single story office structures that meet the state factory inspection requirements are logical and reasonable appurtenances customarily accessory to permitted uses in the M -1, M -2L and M -2 zones. Review of proposed temporary portable office structures shall be through the normal building permit process. The standard of review and conditions to be imposed on these permits shall be: A. Eighteen months after approval of the permit the structures shall be completely removed from the property, B. Uniform Building Code requirements shall be met, C. Adequate parking, vehicular access and safety separation for fire pprotection /prevention between the structures shall be demonstrated, and D. To the maximum extent feasible the structures shall not be visible from public streets. 2. Construction offices (job shacks) for contractors constructing permanent buildings shall be permitted for the duration of construction in all zones. This shall include residences for commercial construction security personnel, but not the owner of the property. 3. Temporary single story offices shall be permitted during remodeling of office spaces in office, commercial and industrial zones for the period of the remodeling, but not to exceed 6 months. 4. Governmental and public educational institution temporary offices or classrooms shall be permitted during the period of remodeling or construction of offices or Classrooms in any zone where the use is allowed, unless authorized for longer period by the Planning Commission. The attached set of building plans have been reviewed by The Fire Prevention Bureau and are acceptable with the following concerns: 1. The total number of fire extinguishers required for your establishment is calculated at one extinguisher for each 3000 sq. ft. of area. The extinguisher(s) should be of the "A11 Purpose" (2A, 10B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (NFPA 10, 3 -1.1) Extinguishers shall be installed on the hangers or in the brackets supplied, mounted in cabinets, or set on shelves (NFPA 10, 1 -6.9), and shall be installed so that the top of the extinguisher is not more than 5 feet above the floor. (NFPA 10, 1-6.9) Extinguishers shall be located so as to be in plain view (if at all possible), or if not in plain view, they shall be identified with a sign stating, "Fire Extinguisher ", with an arrow pointing to the unit. (NFPA 10, 1 -6.3) (UFC 10.505A) 2. Exit hardware and marking shall meet the requirements of the . Uniform Fire Code. (UBC 3314(A) ) 3. Sprinkler protection shall be extended to all areas where required, including all enclosed areas, below obstructions and under overhangs greater than four feet wide. (NFPA 13- 4 -1.1, 4- 4.1.7.1.1, 4- 4.1.7.5, 4- 4.1.7.6.1) All new sprinkler systems and all modifications to existing sprinkler systems shall have fire department review and approval of drawings prior to installation or modification. New sprinkler systems and all modifications to sprinkler systems involving more than 25 heads shall have the written approval of the W.S.R.B., Factory Mutual, Industrial Risk Insurers, Kemper or any other representative designated and /or recognized by The City of Tukwila, prior to submittal to the Tukwila Fire Prevention Bureau. No sprinkler work shall commence without approved drawings.
