BID REJECTION
ISSUE
Reject all bids for repairs and sealing the Green River Pedestrian and Utility Bridge.

This project was designed to provide repairs and sealing of the Green River Pedestrian Bridge
on the Green River Trail near South 180t Street and Andover Park East. The repairs include
replacement of the wooden deck and repairs to deteriorating sections of the bridge truss. The
sealing includes coating the entire bridge with a stain/sealant to preserve the wood from
further deterioration.
The project was advertised for bids on May 31 and June 7 and bids were opened June 15,
2007. Four bids were received with the apparent low bid of $209,500.00 from Cadence
Construction. The engineer's estimate was $192,100.
The bids were reviewed and tabulated and no errors or irregularities were found in the bids.
However, the apparent low bidder and the other bidders, are non responsive to the experience
requirement. Cadence Construction has worked primarily on residential renovation projects
up to $55,000 with no experience working on a wooden truss bridge over water. Further, the
remaining three bidders have worked on similar size projects, but none with wood bridges
over water. Working with wood bridges and work over the river requires special expertise to
protect the bridge and the environment.
Reject all bids for the construction bid for the Green River Pedestrian and Utility Bridge and
re- design and re- advertise in two packages. The first package will be bridge repair and the
second will be bridge painting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUKWILA, WASHINGTON, REJECTING THE BIDS
SUBNIITTED FOR THE GREEN RIVER PEDESTRIAN AND
UTILITY BRIDGE AND AUTHORIZING STAFF TO RE-
DESIGN THE PROJECT AND RE- ADVERTISE FOR BIDS.
WHEREAS, sealed bids were solicited for the Green River Pedestrian and Utility Bridge
Project; and
WHEREAS, all the bids received from four (4) bidders were publicly opened, examined
and declared by the City Clerk's office on June 15, 2007; and
WHEREAS, the engineer's estimate for this repair and sealing project was $192,100.00,
and the budgeted amount was $270,000.00; and
WHEREAS, the bids were not responsive to the requirement for ten (10) years of similar
experience for type and size of project; and
WHEREAS, RCW 35.23.352 provides for the rejection of any or all bids by resolution of
the City Council; and
WHEREAS, staff recommends the rejection of all bids and further recommends re-
designing the work and re- advertising for bids;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. All bids for the Green River Pedestrian and Utility Bridge Project are hereby
rejected. The bid deposits received by the City shall be returned to the bidders with notification
of the rejection.
Section 2. City staff is hereby authorized to re- design the work and re- advertise for bids.
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, at a
Regular Meeting thereof this day of 2007.
