Please have the applicant respond to the following comments in itemized letter form and submit any necessary calculations and or drawings. Ordinance 1. Provide, on the drawings, a note calling for signs to be posted allowing no more than 29 occupants on mezzanine 'B'. 2. In order to use Exception 2 under Section 1706, the north stair needs to be enclosed and protected. Provide a rated door, with 20 minute smoke control assembly, at the mezzanine and provide a 1 hour enclosure for the stair. This will include the area under the stair shown in Section H /A6. 3. The canopy construction called out in the response letter does not correlate with the ICBO report provided. Clarify if the sheathing attached to the bottom of the trusses is GWB and if it is type 'X'. The canopy construction must be 1 hour rated. Provide details on the drawings showing the assembly. 4. The following comments are for the structural portion of the review only. Please have the applicant respond to the following comments in itemized letter form and submit any necessary calculations and or drawings. Structural 1. Provide a section of 4x4x1/4 column connection to the foundation at Grid 'D'. The response letter indicates the column sits on a wall;the drawings show the columns out of live with the wall. The Architectural plans show part of the existing opening is to be filled. Clarify on the structural drawings. What is the opening to be filled with? 2. Provide, on the drawings, the spacing of the 2x10 floor framing for the smaller mezzanine. Provide header size which supports the floor joists. 3. NO JUL ... G 1987 CI £ Y OF I lJK`!'1tLA PLAN!Nrr,;'G D?"PT. We have received revised plans and calculations for the proposed project and have reviewed them for compliance with Chapters 5 through 33 of the 1985 Edition of the Uniform Building Code, Regulations for Barrier Free Facilities and the Washington State Energy Code. Please have the applicant respond to the following comments in itemized letter form and submit any necessary calculations and or drawings. Structural 1. Show adequacy of suspended ceiling and lights for seismic Zone 3. We were not able to find "added" note on Section A /A5. 2. Many section cuts are shown on plans, but sections have been voided. Provide complete structural details. Additional comments may follow after complete drawings have been submitted. 3. A more complete structural review will be provided when the major ordinance issues are resolved. Ordinance 1. Please provide a complete Architectural "Mezzanine" plan including existing and new construction. Also include those areas that are unoccupied. This drawing should include occupancy usage and total square footage calculations for the entire second level structure. 2. Judging from the structural drawing of the Mezzanine, since a complete architectural plan was not included, it appears that the second level would not be considered a mezzanine refer to Section 414, Mezzanine definition. The second level does not appear to be a floor within a room but rather a floor within a building with a few openings to the level below. We must, therefore, consider the second level as a floor, and the building as 2 story structure. This information will effect the square footage increase allowed due to sprinklers. Sprinklers would o>g17 double not triple the allowable square footage. Maximum square footage for this building would he 24,000 s.f. "Ow square footage that we estimate for the service area exceeds the Avurctsr statistics. We agree with all others statistics for the f G r §6 Mort irvel . • • July 2, 1987 Duane Griffin City of Tukwila Re: 87 -T -05 Page two 4. Include the complete second story square footage, including unoccupied areas,in the allowable area calculations. Show compliance with Section 505(a); refer to comments 2 & 3 above. 5. A 1 hour occupancy separation wall is required between all B1 and B2 occupancies. The entire service area should be isolated from the remainder of the building with 1 hour fire resistive horizontal and vertical occupancy separations. All openings in such separation shall be protected by a fire assembly having a 1 hour fire- protection rating. Refer to Section 503. Clearly mark location of separation walls. Reference the 1 hour separation wall details on plans and amend door and opening schedule. 6. The occupancy load on corridor 129 exceeds 10, therefore Section 3305 applies. The corridor is adequate with its present occupant load which does not exceed 30. When the 2nd floor becomes occupied space, and exits through corridor 129, there may be a violation of Sections 3303(a), 3305(a) and 3305(g). Provide signage to second floor and letter from owner per Duane Griffin. 7. Provide extension of handrails beyond the top riser of stairs and dimension. 8. Show compliance with Section 505(e) 3,4, and 5. Regulations for Barrier Free Facilities 1. Corridor 129 is an exit corridor, as previous stated in Ordinance comment 6. It should, therefore, comply with Section 3305(b). 2. Door 111.1H and 129.1K do not appear to have 18" on the strike side for barrier free access. Washington State Energy Code 1. Materials called out in the energy calculations do not correspond to the materials on the drawings. Provide calculations for condition shown on the drawings. 2. Walls with studs do not take into consideration the studs which will reduce the thermal performance of the walls. Recalculate and show assumptions. Please call if you have any questions. Note that if the ceiling contains plane air spaces (Table 2), the resistance depends on the direction of heat flow, i.e., whether the calculation is for a winter (heat flow down) or summer (heat flow up) condition. For ceilings of pitched roofs under winter conditions, calculate the U- factor of the ceiling (same as flat roofs). The heat loss from these ceilings can be obtained using a calculated attic temperature shown in Chapter 25. Table 4 can be used to determine the effective resistance of the attic space under summer conditions for varying conditions of ven- tilating air temperatures (i.e., outdoor design temperatures) and rates, ceiling resistance, roof or sol -air temperatures and surface emittances. The U- factor equals the inverse of the total resistance obtained by adding the ceiling and effective at- dc resistances. The applicable temperature difference is that difference between room air and sol -air temperatures or bet- ween room air and roof temperatures (Table 4, footnote e). Table 4 can be used for pitched and flat residential roofs over attic spaces. When there is an attic floor, the ceiling resistance should account for the complete ceiling -floor construction. Panels Containing Metals Curtain wall constructions present a combination of metals and introduce metallic thermal bridges. Thermal characteristics for panels of sandwich construction can be computed by combining thermal resistances of the several layers. However, few panels are true sandwich constructions; Table 4 23.13 many have ribs and stiffeners that create complicated heat flow paths for which it is very difficult to calculate reliable heat transfer coefficients. Coefficients for the assembled sec- tions should be determined on a representative sample by a hot box method (ASTM C -236 or ASTM C -976). If the sam= ple is of a wall section with air cavities on both sides of fibrous insulation, the calibrated hot box method (ASTM C -976) is recommended. It is also recommended that the sam- ple be of representative height since tests show that convective air flow can contribute significantly to heat loss through the test section. The transmittance of a panel that includes metal or other highly conductive material extending wholly or partly through insulation should, if possible, be determined by test in a hot box. When calculation is required, a good approximation can be made by a /2/Amatilifirod. This involves two separate com- putations --fflarAtIrellieROMPIMMPPORINMEMINreaffl. taining the highly conductive element; the other for the re- two computations are then combined, and the average transmit- tance per unit of overall area is calculated. The value of d should not be less than 0.5 in. for still air. Generally, the value of W should be calculated by Eq. (13) for each end of the metal heat path; the larger value, within the limits of the basic area, should be used as illustrated in Ex- ample 4. _ Example 4: Calculate transmittance of the roof deck shown in Fig. 4 and 5. Conductance of built -up roofing is 3.0 Btu /h • ft2 • F. Solution: The basic area is 2• f12 (24 in. by 12 in.), with a tee - bar (124n. long) across the middle. This area is divided into Zones and B. Zone is determined from Eq. (13) as follows: Top Side W -m+2d- 0.625 +(2 • 1.5) = 3.625 in. Bottom Side W - m + 2d • 2.0 + (2 • 0.5) = 3.0 in. Using the larger value of W, the area of Zone A is (12 • 3.625)/)44 = 0.302 ft2. The area of Zone 8 is 2.0 - 0.302 - 1.698 ftz. To determine area transmittance for Zone A. divide the structure within the zone into five sections parallel to the top and bottom surfaces (Fig. 5). The area conductance C • A of each section is calculated by adding the area conductances of its metal and non- metal paths. Area conductances of the sections are converted to area resistances R/A and added to obtain the total resistance of Zone A. t /C•A Section Area • Conductance C • A = R/A • Air (outside, 15 mph) No. 1, Roofing No. 2, Gypsum concrete No. 3, Steel No. 3, Gypsum concrete No. 4, Steel No. 4, Glass fiber No. 5, Steel Air (inside) 0.302 • 6.0 0.302 • 3.0 0.302 • 1.66/1.125 0.052 • 312.0/0.625 0.250 • 1.66/0.625 0.0104 • 312/1.00 0.292 • 0.25/1.00 0.167 • 312/0.125 0.302 • 1.63 1.812 0.552 0.906 1.104 0.446 2.242 26.0 0.664 3.24 0.073 416.83 0.492 10.038 10.302 0.002 2.031 Total R/A 6.271 Area transmittance of Zone = I /(R /A) - 1/6.271 • 0.159. When the steel is a large proportion of the heat path, as in Example 4, detailed calculations of resistance in sections 3, 4 and 5 of Zone A are not justified; if only the steel is con- sidered, the final result of Example 4 is the same. However, if the steel path is small, as for a tie rod, detailed calculations for sections 3, 4 and 5 are necessary. Caution: A panel with internal metallic structure, bonded on one or both sides to a metal skin or covering, presents special problems of lateral heat flow not covered in the Zone Method. Slab on Grade and Below -Grade Construction Heat transfer through basement walls and floors to the ground depends on (1) the difference between the air temperature within the room and that of the ground and out- side air, (2) the material of the walls or floor and (3) con- ductivity of the surrounding earth. Conductivity of the earth varies with local conditions and is usually unknown. Because of the great thermal inertia of the surrounding soil, ground temperature varies with depth, and there is a substantial time lag between changes in outdoor air temperatures and car' responding changes in ground temperatures. As a result, ground coupled heat transfer is less amenable to steady -state representation than is the case for above -grade building elements. However, several simplified procedures for estimating ground coupled heat transfer have been developed.
