The Board of Architectural Review (BAR) conducted a review of the request on August 27, 1987, and approved it with conditions. The BAR adopted the Findings and Conclusions contained in the Staff Report dated August 27, 1987. Any party aggrieved by this decision may appeal the decision to the City Coun- cil by filing an appeal in writing with the City Clerk within ten (10) days of the above date and shall state the reasons for the appeal. Moira Bradshaw reviewed the staff report which recommended approval subject to conditions, entering it into the record as Exhibit A. Bill Polk, 1201 Western Avenue, Seattle, represented the appli- cant. He was in agreement with the staff's recommendations. In response to a question posed by Mr. Larson as to the roof composition, Mr. Fred Millet commented that no one can see the roof. MR. KIRSOP MOVED AND MR. KNUDSON SECONDED A MOTION TO ACCEPT THE SITE PLAN FOR 87 -6 -DR SOUTHCENTER GATEWAY ON THE STAFF'S FINDINGS AND CONCLUSIONS AND SUBJECT TO CONDITIONS WHICH READ AS FOLLOWS: 1. Revise site plan to show the following: A. Designate loading zone compatible with pedestrian and vehicular circulation. B. Indicate compact stalls and typical dimensions. C. Extend and connect the pedestrian sidewalk system to S. 178th Street. D. Relocate light poles out of right -of -way. E. Provide safe pedestrian access to and seating in the plaza. 2. Revise Landscape Plan to show the following: A. Save existing trees numbered 2, 8, 9, 11, 15 and 16 and incorporate into planting plan. B. A short recess was taken and the meeting reconvened at 10:00 pm. 87 -5 -DR: GENCOR - Design Review of an apartment complex which will have five buildings containing 57 apartment units. Jack Pace, Senior Planner, reviewed the staff report which recommended approval of the proposal subject to conditions. He distributed the color scheme to be used for the outside of the building. Steven Friedman, 1633 72nd Avenue S.E., Mercer Island, and representing the applicant, discussed the proposal. Azaria Rousso, 7605 S.E. 27th, Mercer Island, and architect for the proposal, discussed the design of the apartment complex. Philip Verhalen, 15255 Sunwood Blvd., represented the Board of Directors for Sunwood, expressed concerns regarding the impact the development will have on Sunwood. Leon Grundstein, 11801 N.E. 160th Street, Bothell, spoke in favor of the proposal. Christine Gordon, 15222 Sunwood Blvd., expressed a concern that the site is not conducive to disabled people and if adequate parking has been provided. Discussion ensued on the proposal. MR. Project Description: Concrete and glass office building with approximately 84,000 square feet. A ground level parking area will be provided with three levels of office above. Parking is provided at a ratio of 3.45 spaces per 1,000 square feet of office. 2. Existing Development: Undeveloped. 3. Surrounding Land Use: To the east the land slopes steeply down to South - center Parkway and the Levitz Furniture site, to the south of South 178th Street are various single - family residences, to the west is I -5 and then single - family neighborhoods, and to the north a continuation of freeway and hillside. 4. Terrain: Slopes down gradually 40 feet from west to east. 5. Vegetation: Thick growth of blackberries, various species of Douglas Fir and other evergreens, and deciduous trees and shrubs. 6. Soils: Clean sands to silty clays. (See 1965 soils investigation by Dames & Moore, and 1986 letter by GeoEngineers; EPIC File 316 -86.) 7. Light /Noise /Air Quaility: I -5 located on the west creates an undetermined volume of noise. 8. Access: South 178th Street, adjacent to the property, is a King County street and provides access to Southcenter Parkway to the east and Military Road to the west. 9. Utilities: Water District No. 75, City of Tukwila sewer, Washington State Department of Transportation storm sewer system. DECISION CRITERIA The applicable Tukwila Municipal Code (TMC) criteria are listed below in bold, followed by pertinent findings. 1. TMC 18.60.050(1) - Relationship of Structure to Site The parking will be located on the west half of the site and under the first floor of the office. The improvements to the site lie approximately five to ten feet below the elevation of the adjacent street due to existing grades. A sidewalk will be constructed in the right -of -way and a sidewalk is shown (Attachment A) in the front of the building's entrances on the west side. The sidewalks, however, do not connect with each other. STAFF REPORT 87 -6 -DR: Southcenter Gateway Page 3 Landscape transition and parking lot screening is illustrated (Attachment B) with a cross section. Shrubbery is proposed adjacent to the property line with ground cover and deciduous street trees and accent trees located behind. The dumpster is screened with concrete masonry units with a wooden gate and slats and located on the north side of the site. Shrubs will be used to provide a landscape screen of the enclosure on the north side. 2. TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area The site is a sloping plateau along the valley's hillside. Property east of the site on the north side of 178th drops sharply. Twenty -five to fifty feet of existing vegetation will remain on the east downslope side of the site. I -5 right -of -way is on the north and east sides. The building is located in a unique location and is currently surrounded by residential and agricultural zoning and residential uses and the freeway. Two vehicular access points are shown on the site plan. A traffic study and King County traffic planners (King County has jurisdiction of the right -of- way) have commented that the access locations, proposed turning movements and improvements to 178th adjacent to site are safe and appropriate. A loading zone has not been identified, therefore a finding cannot be made on its interaction with the pedestrian and vehicular circulation on the site. 3. TMC 18.60.050(3) - Landscaping and Site Treatment The landscape plan locates sixteen 12- to 24 -inch caliper trees existing on the site; however the planting plan proposes to eliminate them all. A number of them are located in proposed planting areas and at the same eleva- tion after grading of the site occurs. The slopes are gradual on the paved portions of the parking area. The parking areas will terrace down from west to east five feet to ten feet. The parking areas run approximately six hundred feet along the site in a north /south direction and are broken by landscape fingerlings on the average of every 120 feet. Trees located adjacent to the main building entrance have not been identi- fied on the planting plan legend, and the minimum 15 -foot landscape yard is not consistent across the front. TMC 18.60.050(4) - Building Design The structure's facade will be buff colored pre -cast concrete panels and average 48 feet in height. Turquoise in horizontal reveals and along the edges of the curtain walls will be used as accent. The windows will be solar gray with dark aluminum framing. The horizontal window bands have been varied to coincide with parapet variations. Parking will be located on the ground level of the structure with three stories of office above. Stucco panels projecting seven feet above the building parapet are proposed to screen mechanical equipment located on the roof of the building (Attachment C). STAFF REPORT 87 -6 -DR: Southcenter Gateway Page 4 The building is approximately 334 feet in length with design offsets of 25 and 20 feet in the center and south end, respectively. No exterior lights are proposed as part of the building's design, however pole parking lights are locationally indicated on the site plan and an ele- vation is shown on Attachment F. Three lights are shown in the right -of -way and will have to be relocated. 5. TMC 18.60.050(5) - Miscellaneous Structures and Street Furniture An outdoor plaza is shown on the east side of the structure. Pedestrian access and amenities such as seating are not shown. Seven accent trees which are indicated to be ornamental fruit trees are shown in the plaza. Sunlight will be obstructed in the plaza due to the northeasterly location; however, noise levels would be lower in the present location than if it were relocated to the west side of the site. Parking lot lighting will be with bollards and pole lights and are equally spaced around the site. Several of the lights are shown in the right -of -way. CONCLUSIONS 1. Pedestrian transition is not adequate. The internal walkway should be con- nected to the external walkway. Pedestrian access to the plaza is not shown and should be provided to demonstrate safety and convenience. The shrubbery proposed adjacent to the access points will interfere with sight triangles and therefore should be redesigned. The large linear parking area is somewhat broken by the change of grade and the use of landscape islands. The addition of a large tree at the north end of the parking lot would act as a landscape focal point and help moderate the impact of the pavement and the long aisle lengths. The use of the existing maple at the end of the westernmost aisle is recommended with a relocation of the lost stall to the east end. In addition, compact stalls can be located to allow additional trees within the center of the parking lot (Attachment E). 2. The applicant has incorporated right -of -way improvements into the proposal that provides turning lanes to facilitate traffic movement on South 178th Street into the site. The required loading zone and a demonstration of its compatibility with the site and pedestrian and vehicular circulation is required. 3. The topography of the site is being used to separate the parking into levels and to provide visual separation with the street. The significant trees capable of being saved could also contribute to the transition from street - front to site design. STAFF REPORT 87 -6 -DR: Southcenter Gateway Page 5 The landscape plan is deficient in its identification of size, number and type of vegetation. A revised plan should ensure sufficient coverage, and the minimum 15 foot front yard depth should also be met. 4. The structure will be constructed on the side of a hill. This proposal is the largest office structure proposed in a P -0 Professional Office district within the City. The purpose of this district is to provide a buffer be- tween residential and commercial uses. The staff feels that BAR discussion and conclusions on this project would provide guidance on compliance with criteria such as harmony in mass, architectural style and a building's relationship to surroundings. Can landscaping, grade change and the siting be used to provide harmony with permanent neighboring development or should elements of actual building design provide harmony to adjacent residential neighbors? The design of Southcenter Gateway does not blend in and does not mirror the stepped topography of the site. The use of line and color rather than bulk and shape is used to create interest. Although there is basically an unlimited height ceiling on the site, there are design elements that would make the structure more compatible to surrounding uses and in harmony with its setting, such as greater horizontal offsets, sloped roof lines, and different facade materials. The 25 -foot offset in the center and curtain wall at the southeast corner attempts to alter the shoebox shape of the structure. The residential zoned properties south of South 178th Street will view the narrower 100 -foot wide end of the structure where there is a greater percen- tage of vertical breaks in the facade. The east facade could have greater blending through groupings of large scale native firs and cedars and /or the dedication of the eastern undeveloped strip as an open space easement. This east edge of the site drops sharply and is vegetated with low growth alders. Trees are depicted on the east elevation (Attachment C) to artistically break up the horizontal length and mass of the structure. RECOMMENDATIONS Based on the above Findings and Conclusions, the Planning staff recommends that the BAR approve the project subject to the following minimum design modi- fications to be approved by the staff. The BAR may choose, based upon the conclusions, that additional design changes are necessary to meet the criteria. 1. Revise site plan to show the following: A. Designate loading zone compatible with pedestrian and vehicular circulation. B. Indicate compact stalls and typical dimensions. C.
