Published: Record Chronicle, January 12, 1986 CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 86 -1 -DR: LLOYD HARTONG Lloyd Hartong is applying for approval of building elevations and a landscape plan for 6412 South 144th Street. FINDINGS 1. Per TMC 18.60.030(2)(E) and 18.60.060(3), the Board of Architectural Review shall review development within the Interurban Special Review District and development north of I -405 and east of I -5. 2. The Board has authority to approve, approve with conditions or deny proposals based on guidelines established in 18.60.050 and 18.60.060(4). 3. On May 26, 1983, the BAR reviewed and approved DR -3 -83 and the applicant's site plan for the property, subject to the following three conditions: a. The approval action pertains only to site layout as depicted on Exhibit A and authorizes the Building Official to process a foundation permit for a single -story office building. BAR approval of building, landscape /irrigation and lighting shall be required for any subsequent construction pursuant to installation of the foundation and completion of site paving. b. Exhibit A shall be modified prior to issuance of building permits to reflect compliance with TMC 18.56.040(4D). c. Prior to issuance of building permits, the Developer's Agreement recorded under Auditor's File #8108250512 shall be amended to eliminate building encroachment on the 72 foot parking reserve as provided therein. Should the City Council elect not to amend the agreement, Exhibit A shall be modified to reposition the future building envelope outside the 72 foot parking use area reserve. 4. The applicant received written notification of the above conditions on June 20, 1983. On June 16, 1983, the City issued the applicant a foundation per- mit. 5. On July 17, 1984, the City issued a building permit for an office on the sub- ject property. 86 -1 -DR: LLOYD HARTONG `•.. Tukwila Planning Commission January 23, 1986 Page 2 6. Condition number 2 of the initial BAR approval stipulated that a sidewalk would be required between the parking in the rear and the front yard entrances to the building. Actual development of the site shows entrances to the building located in the rear adjacent to the parking. Compliance with 18.56.040(D), therefore, is no longer required. 7. The applicant amended the original agreement to provide 69 feet in the rear of Lot C for parking and recorded the agreement on July 11, 1983. 8. The structure contains 1500 square feet of office space and is categorically exempt from SEPA regulations. CONCLUSIONS 1. Guideline 18.60.050(1) - Relationship of Structure to Site: Parking for the structure has been located in the rear of the site. In addi- tion, a sidewalk has been installed along the length of the front property line. Due to its location, the parking area is adequately screened to moderate its visual impact. The single -story structure is situated on the front half of Lot C. Lot C measures eighty by one hundred and ninteen feet (9520 square feet). The size and scale of the office structure does seem to relate well with the size of the site. 2. Guideline TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area: The applicant has developed a similar structure directly adjacent on the west side t the subject property at 6402 South 144th. The scale, design, and materials of the building at 6412 duplicates the building at 6402 and, there - fore, relates well to its immediate area. 3. Guideline TMC 18.60.050(3) - Landscape and Site Treatment: The front yard, which measures approximately twenty -five feet from sidewalk to building face, is planted with beauty bark, three weeping birches, six small evergreen bushes along the foundation line of the building and additional shrubbery along the sides of the front yard. The bushes planted along the foundation line could be denser to provide a screen for the concrete foun- dation. Except for these shrubs, the plant materials and design mirror the landscape plan for the adjacent building (Exhibit A). 4. Guideline TMC 18.60.050(4) - Building Design: The building is faced with cedar channel siding stained a rust color. The mansard roof is of bevel cedar siding with a darker brown stain. Four (4) downlights are recessed into the soffits creating a nice visual effect and '86 -1 -DR: LLOYD HARTONG Tukwila Planning Commission January 23, 1986 Page 3 providing night lighting. Because the building duplicates the style of the building on Lot A (6402 S. 144th), the design and colors relate well to the surroundings. Eight large windows along the front elevation and continuing around the sides provide variety and detail that are harmonious with the dimensions of the structure (Exhibit C). Lighting is not indicated in the rear for the parking lot but should be shown prior to final approval by staff. 5. Interurban Special Review Area Guidelines The existing structure provides an excess of landscaping as required in the M -1 district and has provided concrete sidewalks to facilitate pedestrain cir- culation. The uses in the surrounding area are varied and range from single family to light industrial. The proposed office use would seem to most com- patible for coexistence and therefore complimentary to the district. RECOMMENDATION Based on the above findings and conclusions, the staff recommends approval of the applicant's elevations and landscape plan subject to staff approval of 1. Illumination of the parking lot. 2. Increase the landscape materials along the front foundation.
