The Board of Architectural Review (BAR) approved at their June 26, 1986
meeting, the proposed design of the development at 13955 Interurban Avenue
South with the following conditions to be submitted and approved by staff:
1. Revise site plan to meet minimum aisle width requirements and to show
adequate and coordinated pedestrian circulation.
2. Revise landscape plan to show the use of street trees to define the
driveways and to coordinate the type of tree with the trees on adjacent
sites. The ivy located in the southeast portion of the site should be
replaced with an evergreen screening shrub.
4. Complete Boundary Line Adjustment.
Per TMC 18.90.030, any person aggrieved by the decision of the BAR, may
appeal that decision to the City Council. The appeal shall be made in
writing to the City Clerk within ten days of the BAR decision as stated
above and shall state the reasons for the appeal. The City Council shall
affirm, deny or modify the decision of the BAR within ninety days of the
filing of the appeal.

The motion was defeated by a vote of 1 to 4.
Mr. Collins stated that there was no way to legally approve a readerboard
in addition to the existing size of the sign.
MR. KIRSOP MOVED TO ACCEPT THE AREA OF THE EXISTING SIGN AS 119 SQUARE
FEET, TO CONSIDER THE BUILDING HEIGHT AS 35 FEET, AND, THUS, ALLOW THE SIGN
TO REMAIN AS IT STANDS, HOWEVER, NO ADDITIONAL READERBOARD WOULD BE
PERMITTED. MR. ORRICO SECONDED THE MOTION.
MR. MCKENNA MOVED THAT BASED ON THE STAFF'S FINDINGS AND CONCLUSIONS, THE
SIGN BE PERMITTED TO REMAIN AT ITS CURRENT HEIGHT AND THAT CONCLUSION #4 BE

PUBLIC MEETINGS
A. , 116-25-DR: ,- Moody ‘Bloomquisti requesting BAR approval of a pro-
fessional office building located on Lot 1, Tukwila Short Plat
#80 -36, Interurban Avenue South and 57th Avenue South.
Ms. Bradshaw summarized the staff report, eliminating Exhibit A, which had
not been included in the staff report.
Judith Stoloff, 13975 Interurban Avenue South, Tukwila, WA, stated her
agreement with all of the staff's recommendations.
Nancy O'Brien, Mithun Bowman Emrich Group, 2000 112th NE, Bellevue, WA,
presented samples of glass and proposed color scheme, which were entered
into the record.
MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS AS PRESENTED IN THE
STAFF REPORT AND APPROVED THE REQUEST SUBJECT TO CONDITIONS 1, 2, AND 4 OF
THE STAFF REPORT AND THE COMPLETION OF A BOUNDARY LINE ADJUSTMENT.
MR. SOWINSKI SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY.
B. 86- 23 -DR: Foster Park, requesting BAR approval of a City Park
located on the east side of 51st Avenue South between South 138th
and South 139th Streets.
Ms. Bradshaw summarized the staff report and added as Exhibit D a map of
the area.
Jay Stillmaster, 1329 - 51st Avenue South, Seattle, WA, stated his concern
with the adequacy of the parking for the proposal, but that he was in favor
of the development of the park.
Mr. Knudson asked about the number of stalls currently developed.

Ms. Bradshaw stated that currently there were 25 stalls and pointed out
that with the additional parking planned for the site and off - street
parking the total would be 76.

Mr. McKenna expressed his concern that the parking requirements were
underestimated.
Mr. Stillmaster suggested that South 139th Street could be vacated for
additional parking.
MR. KIRSOP MOVED TO CONTINUE ACTION ON THE ITEM TO THE NEXT MEETING TO
ALLOW TIME TO OBTAIN ADDITIONAL INFORMATION ON THE PARKING PLAN. MR.
SOWINSKI SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY.
C. 86- 22 -DR: United Homes, requesting BAR approval of a manufactured
home display and sales center at the northeast corner of
Interurban Avenue South and Southcenter Boulevard.
Mr. McKenna removed himself from acting on this item and left the council
chambers.
Ms. Bradshaw summarized the staff report and presented additional infor-
mation provided by the proponent concerning colors, lighting, fencing,
decking and window treatment.
Mr. Knudson asked about the landscape requirements.
Mr. Collins indicated that the proponent had requested a residential
setting for his sales lot.
Mr. Collins entered a letter received from John C. Radovich into the record
as Exhibit E. He also stated that the river environment area may need to
be improved with landscaping and the dike road, in conjunction with a flood
zone control permit.
Bruce McCrory, 1810 SW 349th P1, Federal Way, WA, representing the devel-
oper, asked about the dike improvement requirements.
Mr. Collins stated that King County Surface Water Management may require
such.
Mr. McCrory explained the proposed landscaping, the site selection process,
and the elevations provided as exhibits. He stated that architectural
interest is more varied than is presented by the elevations.
Mr. Kirsop asked about the movement of the homes in and out of the site and
the effects on the landscaping.
Mr. McCrory stated that they intended to use potted plants for landscaping
in the display area.
Mr. Kirsop asked about the ownership of the property.
Ms. Bradshaw indicated that there was a 20 -year lease on the property by
the applicant.

AGENDA ITEM
INTRODUCTION
Western Pacific Properties is applying for BAR approval of a two -story office
building to be located behind the Sperry Marine building off of Interurban Avenue
and 57th Avenue South.
FINDINGS
1. The subject parcel is lot 2 of Tukwila Short Plat 80 -36 -SS which is currently
accessed through (2) 22 foot easements on Lots 4 and 3. (Exhibit A) These
easements, however, are encroached upon by the development on each lot. The
applicant has proposed a boundary line adjustment which is outlined on the
site plan to allow access from 57th Avenue S. (Exhibit B)
2. Per Tukwila Municipal Code (TMC) 18.60.030(2)(E), any development north of
I -405 and east of I -5 and any development within the Interurban Special Review
Area as defined in 18.60.060(2) shall be subject to Board of Architectural
Review (BAR) review and approval. The BAR shall use the guidelines of TMC
18.60.050 and 18.60.060(4) in its decisionmaking.
3. The proposal is a one and two story stucco finished office building.
4. The trash enclosure is shown located in the rear of the site enclosed on three
sides with a six foot high wood fence.
5. The number of parking and loading stalls meets the performance standards of
the district, however, aisle widths will need to be altered to meet minimum
requirements.
CONCLUSIONS
Review Guidelines
Criteria 18.60.050(1) Relationship of Structure to Site.
The development of the general area is somewhat haphazard. A successful
pedestrian transition from street front to building has not occurred.

The trash enclosure is adequately located although the screen should wrap around
all four sides of the receptacle.
The site, as it exists now, is a simple, fairly square lot. The proposed boundary
line adjustment will create a more angular lot which is asymmetric. The placement
of the building on the site emphasizes the oblique angles of the building. The
height and scale of the building is appropriate for the site.
Criteria 18.60.050(2) Relationship of Structure and Site to Adjoining Area.
The question of pedestrian and vehicular circulation and its compatibility with
adjoining lots has been raised. A circuitous drive off Interurban Avenue will
link four separate buildings. Common driveways and parking areas will be shared
by all four. Two points of access would exist and the development of Lot 2 will
physically connect them. Easements are proposed for the Flexi -Five and Moody
buildings for • the joint access off of 57th Avenue S. and easements for ingress and
egress exist for Moody, Sperry and Fewel buildings exist off of Interurban. The
existing access drive off Interurban is nonconforming but the 57th Avenue South
entry would meet minimum driveway and curb cut standards. Sufficient pedestrian
access to Interurban and 57th Avenue South is not shown and will need to be pro-
vided prior to final approval.
Criteria 18.60.050(3) Landscape and Site Treatment.
The site is flat with a steep upward slope along the west property line. The
landscape plan should be revised to show a street tree common to the other three
adjacent lots to help delineate the internal circulation pattern. The street
trees could be used to form an axial pattern.
The ivy used in the southeast portion of the site should be replaced with a shrub
to provide screening of the parking area.
Three light standards are shown as illumination for the parking areas. (Exhibit 2)
Building lighting has not been indicated but should be proposed to provide ade-
quate security for the rear portions of the building and to show the effectiveness
of the use of night lighting to emphasize the building's design.
Criteria 18.60.050(4) Building Design.
The materials used in the Moody building will be similar to the stucco in
Flexi -Five. Color samples should be submitted and will require BAR approval.
Mechanical equipment is located on the rooftop and screened from side views.
Screening from views from above should also be shown.
The scale of the building is harmonious yet the design is distinct from the very
individual styles of the adjacent buildings. The design of the ancillary parts
are well proportioned and the central atrium lobby provides a dynamic element to
the mirror proportions, and windows of the north and east wings.

Criteria 18.60.050(4)
(A) Proposed development design should be sensitive to the natural amenities
of the area;
(B) Proposed development use should demonstrate due regard for the use and
enjoyment of public recreational areas and facilities;
(C) Proposed development should provide for safe and convenient on -site
pedestrian circulation;
(D) Proposed property use should be compatible with neighboring uses and
complementary to the district in which it is located;
(E) Proposed development should seek to minimize significant adverse environ-
mental impacts;
(F) Proposed development should demonstrate due regard for significant
historical features in the area.
As has been mentioned earlier pedestrian circulation on site and its relation with
the surrounding uses should be improved and coordinated. The vehicular cir-
culation pattern for the four buildings will become integrated and the pedestrian
pathways should be addressed to complement this use.
The use of street trees would aid in the visual coordination of the four different
developments that will have interconnected driveways.
RECOMMENDATION
The staff recommends that the BAR adopt the staff's Findings and Conclusions of
the staff report dated June 26, 1986 and approve the application subject to the
following conditions:
1. Revise site plan to meet minimum aisle width requirements and to show adequate
and coordinated pedestrian circulation.
2. Revise landscape plan to show the use of street trees to define the driveways
and to coordinate the type of tree with the trees on adjacent sites. The ivy
located in the southeast portion of the site should be replaced with an
evergreen screening shrub.
3. Submit color samples for BAR review and approval.
4. Enclose dumpster on four sides.
