The project will be within shorelines of statewide significance
(RCW 90.58.030). The project will be located within a urban
designation. The following master program provisions are applicable to this
development Goals 1,3,5,7, and 10, p. 4.1; Goals 1,2 and 4, p. 4.3; Policies
1.e., 2 and 3, p. 4.4; Goals 1 and 2 and Policies 1 and 3, p. 4.4; Goals 1 and 2
and Policies 1,3 and 4, p. 4.5; Goals 1 and 2 and Policies 1,2 and 3, p. 4.6;
Goals 1,2 and 3 and Policy 3, p. 4.7; regulation 3, p. 6.1; regulation A.1, p.
6.2; zoning code section 18.44.130(1)(F).
Development pursuant to this permit shall be undertaken pursuant to the plans
approved by the Board of Architectural Review
This permit is granted pursuant to the Shoreline Management Act of 1971 and
nothing in this permit shall excuse the application from compliance with any
other federal, state or local statutes, ordinances or regulations applicable to
this project, but not inconsistent with the Shoreline Management Act (Chapter
90.58 RCW).
This permit may be rescinded pursuant to RCW 90.58.140(8) in the event the per -
mittee fails to comply with the terms or conditions hereof.
CONSTUCTION PURSUANT TO THIS PERMIT WILL NOT BEGIN OR IS NOT AUTHORIZED UNTIL
THIRTY (30) DAYS FROM THE DATE OF FILING AS DEFINED IN RCW 90.58.140(6) AND
WAC 173 -14 -090, OR UNTIL ALL REVIEW PROCEEDINGS INITIATED WITHIN THIRTY DAYS

Introduction: The State Environmental Policy Act of 1971, Chapter
43.21C, RCW, requires all state and local governmental agencies
to consider environmental values both for their own actions and
when licensing private proposals. The Act also requires that an
EIS be prepared for all major actions significantly affecting the
quality of the environment. The purpose of this checklist is to
help the agencies involved to determine whether or not a proposal
is such a major action.
Please answer the following questions as completely as you can with
the information presently available to you. Where explanations of
your answers are required, or where you believe an explanation would
be helpful to government decision makers, include your explanation
in the space provided, or use additional pages if necessary. You
should include references to any reports or studies of which you
are aware and which are relevant to the answers you provide. Com-

of the project with King County. The project has been supported by
local property owners.

to the existing conditions this will require: The project involves
replacement of the Foster bridge, which collapsed, in a slightly modified
location to improve traffic movememcnts..Wbrk in the river will be limited
to installation of temporary piling for falsework bents, and rip -rap for
erosion protection of the southbank. Work will comply with the requirements
of Coast Guard, Corps of Engineers and Washington State Fisheries permits.

1. Nothing in this permit shall be construed as excusing the
applicant from compliance with any federal, state, or local
statutes, ordinances, or regulations applicable to this
project other than the permit requirements of the Shoreline
Management Act of 1971.
2. This permit may be rescinded pursuant to Section 14(7) of
the Shoreline Management Act of 1971 in the event the
permittee fails to comply with any condition hereof.
3. Construction pursuant to this permit will not begin or be
authorized until thirty days from the date of filing the
final order of King County with the Department of Ecology or
Attorney General; or until all review proceedings initiated
within thirty days from the date of such filing have been
terminated.
4. The following time requirements shall apply to this permit:
a. Construction or substantial progress toward
the construction of this project must be undertaken
within two years from this date or the permit shall
terminate. If such progress has not been made, a new
permit will be necessary.
b. If this project has not been completed within five
years from this date, the permit will be reviewed at
the expiration of the five -year period and, upon a
showing of good cause shall be either extended for one
year or shall be terminated; PROVIDED that such review
shall be requested by the permittee prior to the
expiration date.

tial development permit for replacement of collapsed Foster Bridge located
at 52nd Ave. S. and Interurban Ave. S. within NW* of section 14 of township
23 N., Range R.E. W.M., in the City of Tukwila in King County , Washington.
