Subsequent design work produced revisions (Exhibits D -F). At the November 22, 1984, Planning Commission meeting the in- formal consensus was that these revisions should be reivewed by the Board of Architectural Review. V T1 FINDINGS 1. TMC Section 18.60.030(2)(A) required Board of Architectural Review approval of the original proposal per design guidelines of TMC 18.60.050 and TMC 18.60.060. 2. The revisions to the plans originally approved on April 26, 1984, are: A. Roofline of southwest building elevation. B. Removal of coveringl mechanical and service area of southwest building elevation. C. Fencing instead of a wall in the northwest building elevation. D. Addition of telephone booths to northwest building elevation. E. Change of colors to dark brown trim and brown -grey building walls. 3. The overall site plan and landscaping plans remain essentially unchanged. CONCLUSIONS 1. Not all of the design criteria of TMC 18.60.050 and TMC 18.60.060 apply to the revised design. Only the applicable criteria needs to be addressed, and the remaining criteria continue to apply to the unchanged balance of the proposal. 2. The new roofline along the southwest building elevation is less harmonious with the existing building, thereby reducing design unity of the overall project (TMC 18.60.050(2)(A) and 18.60.050(4)(C)). This increases the visual impact upon adjacent southwesterly properties (TMC 18.60.050(2)(B)). Removal of the covering although interrupted by an opening, increases the potential for noise impacts to be generated to adjacent properties (TMC 18.60.060(4)(D)). In addition the original roof provided visual screening of mechanical and service equipment from view of the adjacent southwesterly properties (TMC 18.60.050(2)(B) and TMC 18.60.050(4)(E)). 4. The original wall along the southwesterly and northwesterly building elevations minimized view of the mechanical and service equipment by adjacent properties (TMC 18.60.050(2)(B) and TMC 18.60.050(4)(E)). A cyclone fence and telephone booths replaced these walls in the revision, thereby increasing the potential for noise incursion on adjacent properties (TMC 18.6O.060(4)(D)), lessening design unity of the project (TMC 18.60.050(2)(A) and TMC 18.60.050(4)(C)) and increasing the visual impact of the project (TMC 18.60.050(2)(B)). 5. Colors recently selected are less contrasting and visually interesting than the originally proposed red, white and blue gutter, medium beige trim and light beige wall colors. The former colors produce an "accent" which is a very desirable unifying element of the overall building (TMC 18.60.050(4)(D)). 6. Because of the above conclusions and lack of supporting basis for, the design change, the reasonable conclusion is preference for the originally approved plans. However, the applicant may be able to present supportive reasons for the design change at the Planning Commission Meeting. RECOMMENDATION Staff's preliminary recommendation is that the revised plans be rejected in form of retention of the existing approved plans. A final recommendation will be offered at the meeting following the hearing comments from participants. Gull Industries INTRODUCTION The existing Gas -n -Go Service Station has recently been acquired by Gull Industries who intends to remodel the existing facility. The existing 1,647, square foot building will be remodeled and repainted. Another 438 square feet will be added'along the westerly and southerly portions of the building. The site plan will also be revised to achieve additional efficiency and accomodate heavy trucks. FINDINGS 1. TMC Section 18.60.030(2)(A) requires Board of Architectural Review of the pro- posal. TMC 18.60.050 and TMC 18.60.060 contain design review guidelines for the Board to utilize in reaching its decision. The Board may approve, modify, or deny the application. 2. The subject property is located in the C -2 (Regional Retail) zone of the City and consists of 27,624 square feet. Located along the south side of Interurban Avenue South the property is in close proximity to the intersection with I -5. Formally named "Gas- n -Go," the mini mart will be expanded by Gull Industries to include a new refrigerator and an enclosure of the westerly por- tion of the building (438 square feet). Pursuant to the Interurban Avenue South project wherein additional right -of -way is being acquired the applicant will be installing a 4' planter strip adjacent to the curb and an. 8' sidewalk adjacent to the evisting planter area along the property line. New landscaping will be installed therein and along the westerly and easterly pro- perty lines adjacent to the existing, concrete walls. The two curb cuts onto the property will be revised slightly according to constraints of the site plan and Interurban Avenue South project. The existing westerly pump island will be removed and replaced by a relocated new pump island in a more westerly . location. Cut -outs in the perimeter walls of the property will be made in order to accomodate sidewalk connections to the adjacent property whereon is proposed a Metro park and ride facility. (See Attachment B.) 3. The existing building design will be maintained and similar metal panel exterior materials will be used in the expansion areas of the building. The building will be painted beige and trimmed with a darker middle tone beige. The existing gravel and rock roof will be maintained. Roof eaves will be painted an off -whi.e on the underside, as well as the inside edge of the roof gutters. A dark ravy blue will be painted on the underside edge with a deep red the outside of the gutter. (See Exhibit C.) ,Page -2 PLANNING COMMISSION DR- 06 -84. Gull IndustrieT April 26. 1984 4. Exterior lighting will be provided via 30' freestanding light at the north- west corner of the property and a 40' pole light at the west corner of the property and an additional light at the south corner of the building. Parking for six cars will be provided on the site. Additional concrete for internal sidewalk pedestrian circulation and pad for the new gas Dump area is proposed. 5. A Declaration of Non - Significance was issued for the proposal. 6. The City. Metro and the applicant have been inclose contact and coordination of their respective projects to accomplish compatibility of site plans and access. CONCLUSIONS 1. Development of the proposal has been appropriately coordinated with the Interurban Avenue South project currently in the planning process of the Public Works Department and also the surrounding Metro park and ride lot deve- lopment (TMC 18.60.050(1)(A) and TMC 18.60.060(4)(A)). The pedestrian .cir- ulation on the site is differentiated from the existing pavement by new concrete paths and connections to the sidewalk system in Interurban Avenue South the Metro park and ride lot. Existing landscaping along Interurban Avenue South is retained and supplemented by deciduous trees planted at the opposite corners of the property along the street. 2. Parking is proposed adjacent to the building for 4 cars, and 2 stalls are indi- cated at the westerly corner of the site. Services are confined to the southerly portion of the building within walls and wood gates. Therefore the visual impact upon adjacent areas is minimized (TMC 18.60.050(B)). 3 The existing building is essentially maintained in its existing form and design therefore several of the required findings of TMC 18.60.050 do not apply. The existing low profile scale of the building is continued in the remodeling and extension (TMC 18.60.050(1)(C) and (4)(B) and (C)). 4. Landscaping in the proposal accomplishes transition to the adjacent Metro park and ride lot which encompasses the perimeter of the property except along Interurban Avenue South (TMC 18.60.050(2)(B) and TMC 18.60.060(4)(B)(D)). This landscaping also contributes to the existing building (TMC 18.60.050(3)(C)). Along the southerly portion of the property the existing 2' high concrete wall is topped by a 3' fence with wood slats which accomplishes the transition in this area due to the minimal area permitted for landscaping while providing for adequate movement for service vehicles (TMC 18.60.050( D)(E)(F)(G)). 5. The circulation system for pedestrians and vehicles on the property appears to function efficiently and conveniently for patrons. employees and service vehicles (TMC 18.60.050(D)(B) and TMC 18.60.060(4)(C)). The existing building and small addition thereto is of an architectural style typical of service stations and mini marts. Relative to existing conditions, the proposal is a commendable improvement (18.60.050(4)(A)(B)(C)(D) and TMC 18.60.060(4)(A)). The affect of the proposed exterior lighting adjacent to the building is unclear per the submitted plans. This will require infor- mation in the public meeting from the applicant in order to determine whether or not the exterior lighting.is appropriate (TMC 18.60.050(4)(F)). 7. Overall the development is responsive to existing conditions which control the: peramters for design of such a small renovation and expansion of the existing facility (TMC 18.60.060(.4)(A)(E)). Historical features have not been demonstrated or are not known to exist in the area to which the proposal should respond (TMC 18.60.060(4)(F)). RECOMMENDATION .
