Subject: Approval of McCann Projects 427 and 461
28 April 1981
This letter confirms the decision of the Tukwila Board of Architectural
Review at its meeting of 23 April 1981 approving site plan and architec-
tural details for McCann Project 461, in Southcenter Industrial Park, and
McCann Project 427 (office only) at Andover Park East and Midland Drive.
Stipulations pertaining to the approval actions are described in the
enclosed excerpt from the meeting minutes.

573/461 AS DEPICTED ON EXHIBITS A, B AND C OF THE APPLICATION SUBJECT TO THE
FOLLOWING CONDITIONS:
1) PRIOR TO ISSUANCE OF BUILDING PERMITS, THE APPLICANT SHALL FURNISH ON-
SITE LANDSCAPING DETAILS FOR STAFF APPROVAL.
NO STORAGE OF HAZARDOUS MATERIALS SUCH AS THOSE REQUIRING I.C.C. TRUCK

E) Alfred Croonquist, Architects (McCann Project 427): Requesting ap-
proval of site and architecture for an office building at the north-
west corner of Andover Park West and Midland Drive.
Mr. Caughey read the staff report; Mr. Croonquist remained present for this
item as well as the last.
Mr. Croonquist presented two scale models depicting alternative architectural
concepts for the building, which were prepared at request of his clients.
The differences of site area and building material between the two proposals
were discussed.

MCCANN 427 ( BUILDING ONLY) AS DEPICTED ON EXHIBITS "A -1ST REVISION"
AND "B -1ST REVISION" ACCORDING TO THE FOLLOWING CONDITIONS:
1) THAT THE TWO PARKING SPACES DEPICTED ON EXHIBIT "A -1ST REVISION"
CLOSES TO THE NORTHEAST CORNER OF THE SITE BE ELIMINATED.AND REPLACED
WITH LANDSCAPING.
) THAT THE APPLICANT SHALL PRESENT A DEFINITIVE LANDSCAPE PLAN FOR THE
PROJECT FOR STAFF APPROVAL PRIOR TO ISSUANCE OF CONSTRUCTION PERMITS.

Mr. James inquired if the Mayor's office was making progress toward filling
the vacancy which now exists on the Commission. The Commission agreed to -
suggest imformally the name of Ann Altmayer for consideration.

STAFF REPORT
TMC Section 18.56.055 requires a 15' wide landscaped area on each
thoroughfare frontage of the site (less a 6' wide sidewalk as required
by Ordinance 1158). The applicants satisfy this requirement if the
Board accepts the site plan as drawn, showing a portion of the land-
scape and sidewalk improvements situated within the public right -of -way.
After reviewing Exhibit "A ", the Public Works Department suggests
eliminating the two spaces closest tothe northeast corner of the site
to reduce conflicting vehicle movements with traffic entering the
property from Andover Park West.
B) ARCHITECTURE
Staff has no particular concerns about the proposed architectural con-
cept.

Staff recommends that the develop ent plan set for McCann .427 (office building
only), as depicted on Exhibits "A' and "B" be approved according to the following
conditions:
1) That the two parking spaces depicted on Exhibit "A" closest to the north -
east corner of the site be eliminated and replaced with landscaping.
2) That the applicant shall present a definitive landscape plan for the
project for staff approval prior to issuance of construction permits. All
planting areas shall be served by automatic irrigation equipment as
approved by the Dept. of Public Works. Planting areas adjacent to the
project's street frontages shall be landscaped with materials similar in
specie and growth habit to those existing on the easterly frontage of the
property immediately north of the subject site.

Per our telephone conversation this morning, I understand that your clients have
elected not to pursue this project, at least for the time being. Therefore, we
shall remove this application from the Board of Architectural Review agenda of
26 February 1981. Please let me know when and if the project is` so that
we can reschedule a B.A.R. hearing for it.

Dear Mr. Coffee:
We are submitting two proposals for review:
Proposal #1 72,000 sq. ft. (footprint) warehouse with 10,000 sq. ft.
mezzanine office.
Proposal #2 72,000 sq. ft. (footprint) warehouse
13,940 sq. ft. office building
We have submitted the two proposals because the tenant may elect to separate
their offices from the warehouse, but have not yet decided. The occupancy
deadline requires that we obtain B.A.R. approval in February, as construc-
tion must begin mid - March. We should be able to advise you of which pro-
posal is chosen within two weeks.
