Dick Reeves was present from Wilsey & Ham, the engineer for the project. Traffic information had been submitted to Mr. Monaghan per the require- ments of the last Subdivision Committee meeting of July 12, 1979. Mr. Monaghan suggested that we could have notations on the Short Plat, a notation that the developer may be requi ed to provide future traffic improvements if needed, or basically that the State Environmental Policy Act must be complied with with each development proposal. Mr. Monaghan indicated that he had a preference for the last alternative. More 'discussion followed then moved by Mr. Stoknes, seconded by Mr. Monaghan that the Short Plat be approved subject to the following conditions: 1. That the following wording appear on the face of the Short Plat Map: "In approving this Short Plat the City recognizes that future devel- opment will be reviewed under the State Environmental Policy Act to determine the impact of traffic generated by each project." 2. That the following requirement be complied with prior to issuance of a building permit: That the developer submit an adequate design of the cul -de -sac and the intersection with the private easement road prior to issuance of any building permits. The Short Subdivision Committee was brought to order with the following members present: Kjell Stoknes, Terry Monaghan and Jim Hoel representing the Fire Chief. A representative was present from Wilsey & Ham representing the applicant and the developer was present. Discussed during this meeting were the following: 1. That there appeared to be adequate room alongside Fort Dent to construct the continued trail to the 2. There was inadgiate information regarding traffic and peak hour demand and how that would relate to tion with the cul -de -sac comprised of an easement roadway itself. The Committee decided to table this item until a further traffic analysis based on full development of the adjacent property could be submitted to the Public Works Department to determine the adequacy of the roadway and /or necessary design modifications. An east /west cross section through the bridge to determine if there is adequate right -of -way so the proposed trail will not dead -end against the bridge but can in fact connect to the road approaching the bridge. Also discussed was the desirability of an easement, as opposed to a dedication, of the area within 20 feet of the top of the bank for public access purposes. Please discuss with your clients if they have any problems with an easement as opposed to a dedication. The Short Subdivision Committee was brought to order with the following members present: Kjell Stoknes, Hubert Crawley, and Terry Monaghan. A representative was present from Wilsey & Ham, the engineer for the development. The Western Athletic Club proposed short plat on the Firoito property on the eastern end of Southcenter Boulevard east of Interurban Avenue was the only item on the agenda. Chief Crawley noted two items: SHORT SUBDIVISION COMMITTEE 1. Necessary traffic information as may be Department. 2. A cross section of the right -of -way and not the proposed trail dedication ends. 1. The proposed trail dedication adjacent to the river appears to dead -end against the bridge. 2. The proposed easement road is too close to the bridge going over the river and would appear to create some traffic conflicts. Mr. Monaghan indicated that there was no information submitted regarding the type of user proposed for the property, traffic volume, potential traffic con- flicts and other related traffic information necessary to assess if the pro- posed private access road is in an acceptable location to the Public Works Department. Mr. Stoknes brought up the subject of whether or not the private easement road would be a required improvement, and therefore whether or not it would have to be built or bonded prior to recording of the short plat. Our relationship was made to the similarity with the Alton short subdivision upon 53rd Avenue South and Southcenter Boulevard. In that case building or bonding was required prior to the recording of the short plat. With the above questions in mind, the Short Subdivision Committee tabled the proposed short plat pending submission of documents related to the following: required by the Public Works bridge to indicate whether or Also discussed was whether or not the City should accept the dedication of the 20 foot trail area adjacent to the river or if this should be an easement. No resolution was made on this issue. Discussed was the possibility that the City may have to provide maintenance to this 20 foot area should it be dedicated.
