The Commission took this action at their. regular May meeting (24 May 1979). I will try to remember to forward a copy of the Planning Commission minutes on this item as soon as they are approved and published. Pro - . cedurally, I believe you are now free to forward this matter to the City Council for a decision. 1 Planning Commission fates May 24, 1979 Page 5 PUBLIC H °'ING: Southcenter Corporate Square Streets d Satterstrom, Planning Supervisor, read the Staff Report on the request of the owners of the Southcenter Corporate Square development that the City of Tukwila accept dedication of two unnamed cul -de -sac streets in that development. The Staff recommended that the Planning Commission recommend the City Council accept the dedication of the roadways within Southcenter Corporate Square contingent upon completion of the required legal documents. MOVED BY MRS. AVERY, SECONDED BY MR. SOWINSKI, THAT THE PLANNING COMMISSION RECOMMEND THE CITY COUNCIL ACCEPT THE DEDICATION OF THE TWO UNNAMED STREETS IN THE SOUTHCENTER CORPORATE SQUARE DEVELOPMENT. MOTION CARRIED. Mrs. Avery recommended that one of the streets be named after Mayor Bauch. BOARD OF ARCHITECTURAL REVIEW Development Plans: Parkway Square - Hayden Island Roger Blaylock, Assistant Planner, read the Staff Report, including findings, conclusion, and recommendations. He said that Kjell Stoknes, OCD Director, suggested that the 5 -foot sidewalk shown along Southcenter Parkway be a requirement. He stated the Public Works Department has not had the opportunity to review the revised site plan as presented here tonight. David Hickman, representing the developer, stated the sides shown as concrete block should be beveled wood. He said it appears the main problem has been with the parking and they have had no problem in revising and meeting the City requirement. He said with respect to Item 2 of the Staff recommendations, they have responded to that with a lane allowing the cars to come through. He said if the Board of Architectural Review does not approve that plan, he hoped they would approve their project subject to staff review of the parking so they can continue to work with the staff on their recommendations. He said this was the first he had seen the Staff report and recommendations. Chairman Kirsop said it appears the proposed roof top sign will not meet the sign code requirements, but that matter does not need to be taken care of at this time. Peter Gindale, representing the developer, said the parking on the north side of the building would be for the employees. He said he felt the parking in the front was sufficient for the customers since the building had been shifted about 5 feet south to accommodate the parking. Discussion continued regarding the flow of traffic within the parking area as customers drive up to a pick -up are to receive purchases too large to carry out of the store, such as bicycles, etc. Mr. Hickman said the customer pick -up would not be in front of the store, but rather to the rear, and the circulation would be controlled. Mrs. Avery expressed concern about the lack of landscaping. Mr. Hickman said they had not submitted the landscape plans yet, that will be done at a later date for staff approval. He said the islands would be landscaped and there would be other landscaping. Mr. Richards said he thought the parking situation at the Doubletree should be resolved and the main entrance situation should be resolved and modified to accommodate the traffic in a public right -of -way. That no physical improvements be located on the 30 foot road and utility easement and a dumpster shall not be located within this area. 2. City of Tukwila Planning Division 6200 Southcenter Boulevard Tukwila, Washington 98188 Office of Community Development PLANNING COMMISSION 433 -1845 Minutes of the continued April Planning Commission meeting, 2 May 1979. Chairman Kirsop convened the continued April meeting at 8:02 p.m. in the Police Training Room. Commissioners in attendance were: Mrs. Avery, Mr. James, Mr. Kirsop, Mr. Orrico, Mr. Sowinski, and Mr. Welsh. Roger Blaylock represented the Planning Division staff. VELOPMENT PLANS: SOUTHCENTER CORPORATE SQUARE BUILDING #11, BCS OFFICE BUILDING Roger Blaylock, Assistant Planner, read the staff report including the findings, conclusions, and recommendations. He stated that due to the size of the building a sprinkler system will be required. Bob Kacel, architect, said this is not the site plan for the previous Building #11, that is null and void. He said it is planned to sprinkle the building in accordance with the fire code. Ed Hunt, McCann Construction, said the parking requirements have been established by studies of the Boeing Company, who will occupy the building. He circulated photos taken of the parking lot to indicate the orderly parking system. Mrs. Avery said she had driven through the parking lot at noon and she had found many parking spaces in the parking lot. Mr. Kacel said the proposed parking lot will fit in with the others that have been built for the Boeing Company. Mr. Hunt said there is a 30 foot easement. The utilities consist of sanitary sewer and storm sewer. He said there is no possibility of a street being built there as J.C. Penney's cuts off the possibility of a street. MOVED BY SOWINSKI, SECONDED BY AVERY, THAT THE PLANNING COMMISSION APPROVE THE DEVELOPMENT PLANS WITH THE FOLLOWING CONDITIONS: 1. AGENDA ITEM VI D DEVELOPMENT PLANS: Southcenter Corporate Square Building #11 /BCS Office Building Mr. Bob Kacel of Leason Pomeroy Northwest, Inc., has submitted development plans for Building #11 in Southcenter Corporate Square. The building will house Boeing Com- puter Service. The development plans (Exhibit A and B) propose a 31,408 square foot, two (2) story building on approximately a 160,244 square foot site. The building will be finished with 1" x 6" channel groved cedar siding. The windows will be clear glass with dark bronze anodized aluminum frames, (Exhibit C). 1. The site is located in the C -M District. 2. The development plans show 145 parking spaces which utilize ten (10) feet of easement reserved for roads, utilities, and railroad trackage. 4. Southcenter Corporate Square presently has approximately 199,000 square feet of office space along with 1,239 available parking spaces. 5. The Bedford Building which is presently used by Boeing Computer Service was not designed as an office building and it lacks the necessary parking. TMC requires 112 parking spaces, while only 60 spaces are provided. 6. Overflow parking from the Bedford Building is channeled across the street into Southcenter Corporate Square parking lots. 7. At the present time, 1,375 Boeing employees occupy 236,000 square feet of office space. This breaks down to 5.8 employees per 1,000 square feet. 8. Present employment exceeds available parking by 136. However, not every employee drives an automobile. A recent parking utilization analysis taken by LPN (Exhibit D) suggests that on an average only 960 spaces are utilized or 69.8 percent of the present number of employees. The functions of BEC are explained in Exhibit E. 9. The trash container is located on a road and utility easement. 1. An office is an allowed use in the C -M District. • RECOMMENDATION: Planning Commission Page 2 Staff Report 26 April 1979 2. The parking shown complies with the requirements of the TMC (98 spaces). The dimensions of the parking stalls and aisles comply with the established cri- teria. However, the utilization of a road and utility easement for parking will not be allowed by the Department of Public Works. The parking lot located immediately to the east of the site does not utilize the 30 foot road and utility easement. Access must be maintained because of the location of a major storm sewer. 3. The necessary parking required to provide adequate parking for the Boeing Company was the primary reason for denying the development plans for Building #11 in October of 1978. The Parking Utilization Analysis is not based on suf- ficient data to support their conclusion that only 70% of the employees drive automobiles to work. Assumptions are not clearly stated; therefore, it is impossible to use the analysis as a precise tool. One major flaw in the data is that of the observation times. I would suspect that parking demand would be higher in the early morning and late afternoon as a result of the general operational nature of salesmen, consultants and high level administrators. Plus the counts were taken at different times on different days. This doesn't consider operational schedules, field work, vacations, or flex time. The question still arises what is "adequate "? The TMC standards are an average. An office worker is usually given less than 16 x 20 foot working space, which considered alone would mean that the TMC is too low. However, the economics of mobility have to be considered. Without a detailed parking analysis study over a two week period what is "adequate" can not be determined. Such a study would probably fall within 10% plus or minus of the preliminary average. The available parking is proposed to have that 10 percent expansion capacity above estimated utilization. In any event the parking provided will exceed that required by TMC by over 500 spaces. The staff recommends that the development plans for the BCS Office Building in Southcenter Corporate Square be approved with the following conditions: 1. That no physical improvements be located on the 30 foot road and utility ease- ment. 2. That detailed landscaping plans be approved by B.A.R. prior to issuance of occupancy permit. Mr. Lloyd McDonald of Pacific Metals, explained that truck drivers do not like to back in from the right because it is a blind side. He also mentioned that the trucks were making the back up maneuver in a 60 foot area at their present location on First Avenue. Mr. Hartong stated the trucks could not back in without running over the curb or going over parking stalls. Chairman Kirsop asked what kind of tracks were located behind the proposed build- ing. Mr. Croonquist said one main line track and one spur track. Mr. Croonquist mentioned that they had discussed the site plan with Mr. Satterstrom Mr. Satterstrom explained that he had talked with Mr. Tom Croonquist and had told him that the maneuvering was tight. There was a discussion regarding the temporary parking lot. Mr. Hunt explained that it was still being used and that the Commission had previously approved continued usage as long as it was upgraded, landscaped and the driveway was re- moved. He stated the above conditions are done or in progress. Mr. Hunt.explained that Boeing has comitted to Building #10 but not #11. Mr. Satterstrom mentioned that there was a question in his mind regarding approval of Building #10 and not #11. He suggested that the Commission consider each building separately to insure code requirements are met for both. Bui ldi nqs 10 & 11: Southcenter Corporate Square The above - referenced project includes the construction of two additional buildings, Buildings #10 and #11, in the Southcenter Corporate Square com- plex at the west end of Corporate Drive. Both buildings are proposed as 2 -story office structures, having a combined total of 39,045 sq. ft. of floor area. At this time, the site is developed as a parking lot and handles overflow parking for Buildings 1 - 4. According to the proposed site plan, access to the site is obtained by a curb -cut from the end of the Corporate Drive cul -de -sac and by a curb -cut from Corporate Drive just east of the beginning of the cul -de -sac. Exterior treatment of the proposed structures is consistent with the existing buildings in the Southcenter Corporate Square complex: T -111 plywood siding stained dark brown with clear glass windows. Staff recommends approval of the proposed site plan and buildinn eleva- tions with the .following conditions: 1.
