Box 88314 Tukwila, Washington 98188 Dear Mr. Swanson: RJB /ch CITY of TUKWILA OFFICE of COMMUNITY DEVELOPMENT RE: McCANN PROJECT #402 /LANDSCAPING- SPRINKLER PLAN The Tukwila Planning Commission reviewed the landscaping and sprinkler plans for the McCann Project #402 at their Thursday, 26 October 1978 meeting. The plans were approved with the following conditions: 1. Area shown as "native grass" shall be maintained: 2. All planting areas be irrigated in an acceptable manner. 3. Treatment of area between building and Riverside Drive with ground - cover, approved by Planning Division prior to'issuance of occupancy permit. 4. Interior edge of planting border at northwest corner of site be extended into parking lot to define stalls, and planted in a manner similar to bed at southwest corner. Mr. Hunt informed the Commission that the maintenance required in Item #1 was a stipulation in the tenant's leases. Item #2 was covered with the presenta- tion and acceptance of the irrigation plan. Area shown as "native grass" shall be maintained. 2. All planting areas be irrigated in an acceptable manner. 8:00 P.M. A detailed landscape and sprinkler plan has been submitted for review by the Planning Commission for the McCann Construction Company Project #402 warehouse on Olympic Avenue South. Park Properties, Ltd. is the owner. The landscape design was done by Weedman Landscaping of Kent. Parking for the project will be to the west of the building with planting proposed to screen the area from the north, south, and west. Planting boxes will be spaced along the west building wall. The east building wall will be bordered by a future rail spur. The south end of the building site will be covered with native grasses; the north end of the site will be barked and planted with randomly spaced Japanese Black Pines. Ivry will be used as ground cover for the remaining planting beds, with Maple, Pine, and shrubbery for foliage. All planting areas are to be sprinklered. Staff recommends that the Commission approve the landscape plan with the following conditions: 3. There was a discussion regarding condition #2 in staff report on sprinkling sys- tem. MOTION BY MRS. AVERY AND SECONDED BY MR. WELSH TO APPROVE THE LANDSCAPE PLAN WITH THE FOLLOWING CONDITIONS: 1. SIDEWALK TO PARALLEL SOUTHCENTER PARKWAY BE A MINIMUM OF 5' WIDE. 2. AUTOMATIC SPRINKLING SYSTEM IN ALL PLANTING AREAS. 3. WESTERN PORTION OF LOT BEHIND PROPOSED LANDSCAPING BE LEFT AS UN- DISTURBED, NATURAL VEGETATION. 4. JUNIPERS PLANTED ALONG SOUTHCENTER PARKWAY TO BE A MAXIMUM OF 5' ON CENTER. M1OTION BY MR. SOWINSKI AND SECONDED BY MR. WELSH TO MIEND CONDITION #2 OF MOTION TO READ "AN ACCEPTABLE SPRINKLING SYSTEM IN ALL PLANTING AREAS BE PROVIDED ". There was a discussion regarding what type of irrigation system is "acceptable ". Mr. Sowinski withdrew his motion to amend the motion and Mr. Welsh withdrew his second. Mr. Blaylock suggested staff provide regulations on irrigation systems in update of zoning ordinance. ORIGINAL MOTION CARRIED UNANIMOUSLY. ANN BUILDING #402 Mr. Blaylock read the staff report and explained displayed drawings. Mr. Ed Hunt of McCann Construction Comapny explained that stipulations 1, 2 and 4 will be completed and that area north of building will be barked. Mr. Hunt explained that tenants are required to pay their share for maintenance and that this was contained in the lease with the tenants. MOTION BY MR. BOWEN AND SECONDED BY MRS. AVERY TO APPROVE THE PLAN WITH THE FOLLOWING CONDITIONS: 1. AREA SHOWN AS "NATIVE GRASS" SHALL BE MAINTAINED. 2. ALL PLANTING AREAS BE IRRIGATED IN AN ACCEPTABLE MANNER. Mr. Richards asked for a clarification of stipulation #2. Mr. Satterstrom explained that it is the policy of the Planning Department to include this stipulation on all landscape plans. There was a discussion regarding landscape and irrigation plans. Mr. Richards felt that if a landscape plan, which includes the type of irrigation system proposed to be used, is approved a stipulation to require acceptable irri- gation is not necessary. Mr. Satterstrom explained that sometimes an irrigation plan is not submitted or is not included on the landscape plan. He also said that if an irrigation plan is submitted and gets misplaced and if no stipulation to require irrigation is put in the minutes, there would be no record of it being required. MOTION BY MR. RICHARDS TO AMEND THE MOTION BY REMOVING STIPULATION #2. MOTION DIED FOR LACK OF SECOND. ORIGINAL MOTION CARRIED. TUKWILA CITY HALL SIGN REVIEW Mr. Satterstrom read the staff report and explained the displayed drawing. A1r. Al Pieper, Tukwila Building Official, explained background information on signs. Mr. Satterstrom mentioned that the staff report was prepared before staff knew the signs were already made. Mr. Satterstrom explained the size of the signs could be decreased without decreasing the size of the printing by removing some of the background. MOTION BY MR. WELSH AND SECONDED BY MR. SOWINSKI TO APPROVE THIS ITEM WITH THE FOLLOWING CONDITIONS: 1. SIGN AT INTERSECTION OF 62ND AVENUE SOUTH AND SOUTHCENTER BOULEVARD BE SET BACK 20 FEET FROM INTERSECTION PER 19.28.010 (J) OF THE TMC. 2. SIGN AT INTERSECTION BE SET BACK A MINIMUM OF 6 FEET FROM PROPERTY LINES PER 19.32.070. 3. OVERALL FACE AREA OF SIGN NOT TO EXCEED 64 SQ. FT.
