Bauch, Mayor MEMORANDUM TO: FILE (Benaroya Office Building) FROM: Kjell Stoknes DATE: 27 June 1979 e f SUBJECT: Landscape Plan, Zoning Review COMPREHENSIVE LAND USE PLAN COMPREHENSIVE PLAN Today I inspected the Benaroya Office Building for land- scaping and zoning compliance to B.A.R. and city codes. The following conclusions are drawn: 1. The 25' landscape area width along Southcenter Park- way is not met in areas where there is a turn -out lane or at the bus stop. DECISION: The turn -out lane and bus stop are a public benefit to the project and the area. Some of the area being on private property. The landscape width in these areas is ±15 feet and appears to look the same as where it is 25 feet wide. This is approved as meeting the B.A.R. intent. 2. The southwest property line was to have property line trees approximately 25 feet on center. There has been placed an evergreen hedge in this area ±four feet on center. This hedge will grow 6 - 10 feet high. DECISION: While being a substantial and dense planting, it does not provide future high growth trees intended to visually minimize the bulk effect of the building. The owner is required to, in addition to the hedge, plant property line trees similar in type and size to the street frontage trees by October 31, 1979. 3. All the landscaped areas are not beauty barked. DECISION: All landscape areas are to be beauty barked by July 30, 1979. AGENDA ITEM V E Landscaping Plan: Parkway Plaza Buildi.na Mr. Robert Fehnel of the Jack Benaroya Company has submitted a landscaping plan for the Parkway Plaza Building. The applicant has submitted two sets of landscaping drawings. The first set.(Exhibit 1) attempts to comply with the specific requirements imposed by the Planning Commission at their regular May meeting. The second set of. plans (Exhibit 2) presents the landscaping treatment that the Benaroya Company wishes to use on the site. Each plan is reviewed as per the requirements imposed by the Planning Commission. (SEE; Exhibit 3) Mr. Fehnal has submitted a cover letter explaining why certain conditions cannot be met (SEE, Exhibit 4). FACTS: 1. The building has been enlarged to include a full basement, which required an additional 49 parking spaces. 2. Approximately one - fourth of all parking area has already been paved. This parking lot is located south of the building. 3. The site plan turning pattern for the main entrance is not correct. There is no through traffic. A right turn south and left turn north are permitted. 4. A traffic light will not be installed because traffic warrants cannot be met. The following is an anlysis of proposed plans (Plans 1 and 2) and the stipu- lations unposed by the Planning Commission at their regular May meeting: Stipulation 1: Relocate parking indicated in northeast or southeast corner of the site to the vacant northwest area near the rail line; this will pro- vide approximately 100,000 square feet of vacant land abutting Southcenter Parkway for commercial development. Analysis: Plan 1 - The applicant has complied with this requirement. Plan 2 - Same as plan 1. Stipulation 2: Provision of sidewalks along entire frontage of Southcenter Parkway and both sides of main entrance road. Also, provision of sidewalks alo ;Igwest side of the north -south internal roadway. Planning Commission Staff Report Plan 2 - Same as plan 1. Plan 2 - Same as plan 1. Stipulation 3 A: Live groundcover of all landscape areas. Analysis: Plan 1 - The applicant has complied with this requirement. Plan 2 - Same as plan 1. Page 2 16 November 1978 Analysis: Plan 1 - :\ six (6) foot sidewalk has been provided along Southcenter Parkway and a five (5) foot sidewalk along the north -south internal roadway. However, the plans presented show only one six (6) foot sidewalk along the north side of the main entrance road. This seems to serve opposite purposes when considering that the majority of the potential pedestrian traffic could be generated from the bus stop which is on the south side of the entrance road. Stipulation 3 B: Trees along Southcenter Parkway and major internal drives to be of a complementary mix of evergreen and deciduous, each of 3-inch caliper, minimum, and situated in clusters no more than 30 -feet apart. Analysis: Plan 1 - The trees along Southcenter Parkway are not necessarily a complementary mixture of evergreen and deciduous trees, however, they are spaced correctly. Deciduous trees line Southcenter Parkway, except at the entrance where evergreen trees are used. In the fall and winter the four (4) foot berm with cistus and junipers will create site screening of the parking lots. The three evergreen trees on the south side of the main entrance might create a site clearance problem, if placed improperly. Care should be taken so that a car will not have to pull out into the crosswalk to be able to see traffic. The applicant has not placed trees along the internal north -south roadway with a minimum sepa- ration of 30 feet; however, he demonstrates that it is possible in plan #2. There is no indication that the trees are of a minimum 3 -inch caliper. Plan 2 - Provides the required spacing for trees along the internal north -south roadway. The other portions of this requirement are fulfilled the same as plan 1. Stipulation 3 C: Trees provided around the building of 3 -inch caliper, minimum. Analysis: Plan 1 - Notes on the landscaping plans are inadequate to establish compliance with this stipulation. Plan 2 - Same as above. Stipulation 3 D: Provision of outside sitting or sack -lunch area near the build- ing for use by employees. Analysis: Plan 1 - An outside "seating area" has been provided. The seating area is not very large, however, considering that 1500 or more employees will eventually occupy the building. Stipulation 3 E: Provision of deciduous trees at intervals of every five parking stalls in all parking areas, in a manner as depicted on the above- referenced land- scape plan. Planning Commission Plan 2 - Same as plan 1. Analysis: Plans 1 and 2 Plan 2 - Same as plan 1. Page 3 Staff Report 16 November 1978 Analysis: Plan 1 - Plan 1 complies with this requirement. However, disagree- ment with this requirement is a major reason why the applicant has submitted a second set of plans. Plan 2 - Plan 2 does not comply with above stipulation. The land- scape architect disagrees with the specific required treatment of the landscap- ing for the parking lot. The intent is to screen the parking and blend the building into the natural hillside from observation points along Southcenter Parkway. The proposal appears to fulfill this intent but does not offer syste- matic shade to employee parking area, as plan 1 does. Stipulation 3 F: Automatic irrigation along major landscape corridors and areas of landscape concentration. Analysis: Plan 1 - The requirement is being fulfilled. The automatic irrigation system was shown on the utility plans included in the building permit application. Stipulation 3 G: Submittal of revised landscape plan incorporating above stipula- tions to Planning Commission for review at the regular June 1978 meeting. 1. On May 31st, the applicant was advised to submit revised landscaping plans incorporating the desired revision for review at the regular June meeting. 2. The applicant was informed by certified mail on August 25, 1978 to sub- mit landscape plans by September 14, 1978 for regular September meeting. 3. The applicant informed the Planning Division on September 14, .1978 that they would submit the plans on approximately October 1, 1978 for the regular October meeting. 4. The applicant submitted a complete set of landscaping plans on 7 November 1978. Stipulation 3 H: Provision of 25 -foot wide landscaping strip along Southcenter Parkway; same to be bermed 4 feet in height. Analysis: Plan 1 - The plans submitted show a 15 -foot strip in lieu of a 25 -foot strip. Eventhough the berm creates the majority of site screening, the require- ment is not met. Stipulation 4: The entire hillside .lying west of the rail line shall remain undisturbed. Analysis: Plans 1 and 2 - No development is proposed or intended west of the rail line; therefore, the stipulation is complied with. Planning Commission � Staff Report RECOMMENDATION: Page 4 16 November 1978 The majority of the evidence indicates that approval of the landscaping plan for the Parkway Plaza Building should be approved as presented in the drawings dated 31 October 1978 only if the following are met: 1. That a 25 -foot wide landscaping strip be provided along Southcenter Parkway; the same to be bermed 4 feet in height. 2. That a sidewalk a minimum of 5 feet in width be provided on the south side of the entrance road. 3. The trees on the north and south side of the access road shall be set back to provide a minimum of 500 feet site distance clearance without extending the vehicle into the crosswalk. 4. That the landscaping be completed prior to issuance of occupancy permit, 5. The entire hillside lying west of the rail line shall remain undisturbed. 6. Off. 6230 Southconter Boulevard n Tukwila, Washington 98188 n (206) 242 -2177 The Tukwila Planning Commission, at its regular May meeting, completed the site plan review of the Benaroya Office Building located on Southcenter Park- way (minutes attached). On May the 31st, a letter was . sent to you informing you of the conditions imposed by the Tukwila Planning Commission (letter attached). Since there was no objection by yourself to the staff report or the final motion of the Planning Commission at that meeting, it was assumed that the site plan submitted for the building permit would reflect those conditions. At the present time, the site plan has not been approved. The building permit specifically states that the site plan is not approved and is sub- ject to revision. Recognizing the fact that letter of May 31st may not have reached your attention, we will accept a revised site plan and landscaping plan if submitted prior to Thursday, September 14th. These plans will then be reviewed at the regular September meeting of the Tukwila Planning Commission at 8:00 P.M. on the 28th. If you do not wish to submit plans which comply with the Planning Commission's conditions, then you must submit a letter asking for reconsideration of the site and landscaping plans. In either case we must receive notice of your decision in writing prior to 5:00 P.M. on Thursday, September 14th. Failure to respond by this time could force administrative action which would possibly delay occupancy of the structure. Binding assignment of the development plan to the land seems adequate. As to review of detailed plans, each phase must be reviewed by the Planning Commission only after City Council action regarding this recommen- dation for reclassification. Motion carried unanimously. PUBLIC HEARING: REZONE, R -3 and C -1 to R -4 (Ehmke -Kato) Motion by Mr. Bowen, seconded by Mr. Sowinski and carried to table the hearing on this matter until environmental review has been completed. BOARD OF ARCHITECTURAL REVIEW evelopment Plans: Benaro.ya Office Building (continued) Mr. Crutchfield read the staff report and explained the revised drawings. Distri- buted and read the revised staff recommendation in response to the recently revised plans. Mr. Bob Fehnel, representing applicant, explained the potential for a restaurant to be located at the southeast corner of the area rather than the north- east. Mr. Crutchfield also pointed out that the landscape plan should indicate a minimum landscape strip along Southcenter Parkway of 15 feet and staff recommends that it be bermed. ir. Fehnel noted his agreement. Mr. Richards asked if the traffic problems associated with the proposed develop- ment have been resolved. Mr. Fehnel explained they are working with the Depart- ment of Public Works as well as consulting traffic engineers to resolve the details. Motion by Mr. Richards, seconded by Mrs. Avery and carried to approve the site plan dated 10 May 1978 and elevation drawings with the following stipulations: 1. Detailed landscape plan to complement the adjacent development be approved by Planning Commission priorto issuance of Occupancy Permit. 2. Architectural screening of roof - mounted equipment. 3. The landscape plan shall include provision of sidewalk to complement adjacent developments. Landscape Plan: Phase II & III (Southcenter Corporate Square) Mr. Crutchfield read the staff report and explained the materials and manner of landscaping. Motion by Mr. Bowen, seconded by Mr. Sowinski and carried to approve the land- scape plans as presented. Landscape Plan: Parking Lot (Southcenter Corporate Square) £lr. AGENDA ITEM V A • Development Plans: Benaroya Office Building (continued) The Planning Commission, at its regular April meeting, approved the location of the :proposed structure and directed that site details be worked out with- in sixty (60) days. An Environmental Impact Statement has been required to be prepared but is unavailable as yet. Since the fundamental issue before the Commission regard - ing this proposal (its height) was decided on 27 April 1978, Staff recom- mends approval of the site plan and elevations with the following stipulations: 1. Revise the general parking layout to provide north -south internal channel - ization to correspond with Public Works requirements with respect to ingress /egress at Southcenter Parkway. 2. Policy,Decision - ':This memo is to confirm verbal' discussion we had in response to a memo from you -to me on same subject dated May 16, "!:1978: It is wise to discuss the delivery of municipal services when reviewing the impact -Of a proposed project. 'It comes under the general term of environmental impact, but in this case, :it:-is. the economic impact rather than the physical environment. Mitiga- tion of this economic impact is handled much different from that of a physical impact. The first item of:consideration is that of scale. ';What is the scale of this project to the total economic environment of the City of Tukwila? If this project were to be .built in Algona or. Pacific, then a significant .impact would be considered. The second item is of. timing. Which comes first,. the services or the project? If we had required the services, Southcenter would never have been built. .The question of increased police or fire service is an administrative and political 'process. The department head identifies a problem area, states the needs, and then justifies the increase in head count and budget to the mayor. The mayor evaluates .and makes recommendations to.the City Council. The City Council appropriates. This .process is independent of individual projects. How well a jurisdiction responds within this system dictates how -many developers are willing to build within the. jurisdiction. My instructions to'you are that you are to process - a project based on existing ordinances and codes. Department heads who feel .they have a problem then. should attempt to have those ordinances and codes changed within the political process. - you will have met your obligation as a responsible official by bringing this ..,matter to my attention.. MEMORANDUM TO: Kieli Stoknes, Dire. tor, OCD FROM: Gary Crutchfiel.v '- s'stant Planner SUBJECT: THRESHOLD DETERMINATION: Benaroya Office Building 6230 Southcanter Boulevard D Tukwila, Washington 98188 n (208) 242 -2177 Initial review of the Environmental Checklist submitted for the above - referenced project has revealed the following findings and conclusions. FINDINGS: 1. Earth: The soils analysis by Dames & Moore indicates the minimum construction measures necessary to achieve a foundation which will settle between 2 -inch to 12 inches. The report further recommends imported fill be used due to the wet nature of existing soils. Also, the report recommends a "supple- mentary exploration program" be accomplished prior to construction. The Checklist Appendix indicates the indirect effect of the traffic generated by this project, that is, an increase in the carbon monoxide level. 3. Water: Approximately 9 acres of the site will be covered by impervious surfaces. The soils report indicates the presence of groundwater. 4. Flora: The proposed construction is essentially void of vegetation. The hillside to the rear of the proposed structure is heavily vegetated and is designated on the Environmentally Sensitive Areas Map of Ordinance #986. The height of the proposed structure will cause shadows to be cast on this hillside during morning hours. Memorandum Kjell Stoknes Page 2 4 May 1978 5. Fauna: The proposed construction site is essentially void of wildlife habitat; there- fore, wildlife is essentially non - existent. The hillside, due to its signifi- cant vegetation, offers a viable habitat for fauna. 6. Noise: The checklist acknowledges that noise will increase but fails to address the matter. Existing noise levels are anticipated to increase primarily due to associated vehicular traffic, especially during peak traffic hours. 7. Light /Glare: Lighting will increase as a result of interior and exterior building lighting, parking lot lighting and (possibly) building signing. The extent of such in- crease is unidentified. 8. Land Use: The proposal represents a dramatic departure from the established character of surrounding development, both structurally and functionally. Comprehensive Plan policies (Policy 3 of Objective 1 and Policy 2 of Objective 4, Commerce /Industry Element) promote compatability in bulk of structures, specifically their height. Surrounding development does not exceed the typical 35' height limit. The proposed structure is 133 feet in height. The location of the proposed office structure is in the heart of an area iden- tified by the Checklist Appendix as having "high regional commercial drawing power ". Further the Comprehensive Plan promotes "Commercial" use of this and surrounding land. The promotion of office use in commercial areas is intended as a secondary or subordinate use when located within a planned commercial area. This is substantiated by the Commerce Element objectives and policies as well as the definition of "Commercial ". Comprehensive Plan Objective 3, Policy 1 (Com- merce /Industry) promotes retail development. 9. Risk of Upset: Results of seismic disturbances are not addressed in the Checklist. This would seem necessary in light of PSCOG's Regional Disaster Plan, pages 49- 50, due to the soil characteristics of the site and the height of the proposed structure. Recent settlement problems at the Carriage House underscore the potential problem. 10. Population: The proposal seems to carry some degree of indirect increase in population by virtue of the number of employees and the l'iklihood some percentage desiring to reside in the immediate vicinity. 11. Housing: Again, by virtue of the likely desire on the part of some of the users of this pro posed structure, an unidentified increase in the demand for housing should be anti cipated. Memorandum Kjell Stoknes Page 3 4 May 1978 12. Transportation /Circulation: The proposal represents significant increases in both volume and peak of vehicular traffic. These impacts will also conflict with established, com- mercial traffic patterns. Serious vehicular congestion is anticipated as a result of this project. A proportionate increase in vehicular and pedestrian hazards must also be anticipated. 13. Public Services: The bulk characteristics of the proposed structure (height in particular) will place a strain on available fire department manpower as that depart- ment is not staffed to handle high -rise structures. Increased traffic congestion and resulting need for manual control will create a need for more manpower in the Police Department. 14. Aesthetics: The proposed structure will result in at least partial obstruction of a heavily vegetated and steep slope. Tukwila hill residents as well as users of the surrounding commercial area will experience the disruption of a scenic view. The prominence of the proposed structure will constitute a landmark, adding to its visual' significance. CONCLUSIONS: 1. Several impacts which appear to be minor in.scale include: a. Flora and fauna within the construction area itself is essentially non- existent and therefore, impacts are insignificant. Also, the vegetated hillside to the rear of the proposed structure is capable of accepting any displaced wildlife. b. Demand for housing and related increase in population would appear to be of an insignificant scale. c. Extension of utilities necessary to serve the proposal seem to be of minor consequence. 2. Many direct and indirect impacts associated with the proposal may be signifi- cant, either due to their very nature or due to the lack of information regard- ing them. They include: a. Considerable changes to the natural soils are necessary to support the proposed structure and further unidentified actions are indicated as necessary in the soils report. The effects of these actions may well be of an adverse nature. b. Increased air contaminants as an indirect result of the project (via automobile traffic) is expected. The degree of impact is compounded . by the vehicular traffic congestion expected as an indirect result of construction. A • Memorandum � ` Page 4 }jell Stoknes 4 May 1978 c. Approximately 400,000 square feet (9 acres) of impervious surfaces, during a 10 -year storm, will contribute approximately 4500 gallons ' of storm water runoff per minute (10 cfs) to the existing storm water system. This impact my be significant. d. A proportionate increase in existing noise levels is anticipated (relative to vehicular traffic). However, it remains unidentified. e. Increased lighting levels are expected as a result of, primarily, park- ing lot lighting. Interior /exterior building lighting, however, will affect current lighting levels experienced by hillside residents (Ren- ton as well as Tukwila) due to the abnormal height of the building. Building signing (as yet unidentified) may contribute to this impact. f. Potential harm during upset conditions (primarily seismic) seems greater with this project than typically anticipated. The nature of soils coupled with the abnormal height of the proposed structure requires identification of the potential impact to determine its significance. g. The heavily vegetated, steep hillside to the rear of the proposed struc- ture constitutes a scenic view not only for users of the immediate vicinity but residents of the Tukwila hill (south face) and Talbot Hill area of Renton as well. The proposed structure, due solely to its height, will intrude into and partially obstruct this existing view. 3. The following environmental elements are deemed to experience significant adverse effects as a result of the proposal: a. Land Use: The proposal, due primarily to its location, will adversely affect the long -term viability of the established and planned "regional commercial" area. It represents a serious departure from established surrounding development character and will establish a precedent and impetus for further departure. It directly.conflicts with several Objec- tives and Policies of the Comprehensive Plan, especially the Commerce/ Industry Element thereof. The proposed office use of ±10 acres of prime commercially - designated land seems to be in direct conflict with the plan. b. Transportation /Circulation: Not only does the proposal represent signi- ficant increases in volume and peak loads of vehicular traffic, but the very character of the vehicular traffic will seriously conflict with the established nature (commercial) and pattern of traffic in this vicinity. The need for imported fill will also conflict with established traffic patterns. A proportionate decrease in vehicular /pedestrian safety is expected as well. The Police and Public Works Departments indicate that traffic problems associated with this proposal need further clarification to fully identify the extent of adverse impacts. c Public Services: Both the Fire and Police Departments have indicated the definite need, either immediately or in the near future, for additional personnel to service this proposal. 4. Land Use, Transportation, and Public Service elements of the environment are expected to experience significant adverse impacts as a result of the proposal. Page 5 4 May 1978 (Air, Water, Light and Aesthetics) add to the extent of adverse impacts asso- ciated with this proposal. Lastly, cumulative impacts (Air, Land Use, Trans- portation, Public Services and Aesthetics) are long -term effects and cannot be mitigated. 5. The sheer size and scale of the proposal ( ±1500 employees, 1'1100 parking spaces, 9 acres of impervious surfaces, 133 -foot height of structure) constitute a major action sicmificantly affecting the environment. RECOMMENDATION: Based on the foregoing conclusions, the Planning Division recommends an affirmative threshold determination be made and an Environmental Impact Statement be prepared and utilized in the decision- making process with regard to this proposal. Planning Commission ( Page 4 Minutes 27 April 1978 /(' Architectural screening of roof - mounted equipment. evelopment Plans: Benaroya Office Building Mr. Crutchfield read the staff report explaining the location and nature of the proposal. Noted the staff recommendation to table action on this item until the regular May meeting to allow completion of environmental review. Mr. Robert Fehnel, Benaroya Company, stated the applicant feels the criteria of Section 18.60.035 are met and requested approval of the Planning Commission. Explained contractual obligation to the Boeing Company to have the building com- pleted by December of 1978. The delay recommended by staff will seriously inhibit the Benaroya Company's ability to meet that deadline. Mr. Chet Lindsey, Architect, noted the exterior of the building will include brick and solar bronze glass. Stated this will be highly compatible with the development in the area. Also explained the hillside to the rear of the project is higher than the building, thus . it will not be adversely affected by shadows. Chairman Kirsop recalled the cutting of the hillside behind Carriage House. Mr. Jack Benaroya, proponent, assured the Commission the hillside behind this project would not be touched. Mr. Ken Long, Benaroya Company, stated the project conforms to the Comprehensive Plan; building set back to eliminate problem to adjacent uses, set into hillside which provides excellent backdrop as well as a view for office building occupants. Noted ownership of adjacent parcels, any shadows will fall on Benaroya property. Landscape theme established at existing and surrounding developments will be con- tinued in this project. Mr. Benaroya stated the proposed office building is the highest and best use for the ten acres of land affected. Chairman Kirsop asked if any on -site eating facilities will be included. Mr. Ben - aroya stated the office building will contain a cafeteria and one or two on -site restaurants are being planned. Noted the building is of a multi- tenant design with more elevators than required. As of now, the building is planned to be exclusively occupied by Boeing. Mr. Fehnel explained a traffic consultant hired by the Benaroya Company has indicated the possible need for a traffic light at the main entrance on Southcenter Parkway. Commissioner Richards noted potential traffic conflicts with adjacent properties and rechannelization on Southcenter Parkway. Mr. Long noted meetings between the Benaroya Company and the Public Works Department more than a year ago had resulted in the conclusion that ultimate development of the Parkway Plaza West area should include no more than 4 curb cuts. The proposed office building reflects this guideline. Traffic lights and channelization on Southcenter Parkway are anticipated. Commissioner Richards pointed out the common driveway situated on the adjacent property owned by Levitz. Mr. Benaroya stated a copy of the agreement with Levitz to utilize their property for access will be provided tomorrow. . • Planning Commission Minutes Page 5 27 April 1978 Commissioner Richards noted the subject area is affected by drainage from the above hillside and I -5. Mr. Fehnel explained drainage provisions have been incorporated into the design process. Commissioner Richards noted the circulation problem inherent in the design of the parking lot, specifically the frontage road. Mr. Fehnel acknowledged the problem and explained the traffic engineer has suggested revisions to eliminate that problem. Mr. Long distributed a traffic study to the Commissioners. Mr. Satter - strom noted the traffic study has been given to the Public Works Department as a part of the environmental review process and the Planning Division is awaiting their response. Commissioner Richards asked if traffic lights and crosswalks would be installed prior to occupancy of the building. Mr. Fehnel stated yes and that approval of the project can and should be conditioned as the Commission deems appropriate. Commissioner Avery noted the extent of over - parking. Mr. Satterstrom explained that Boeing, the planned occupant, has parking peculiarities. Explained most multi - tenant office buildings do not require the planned extent of parking. Commissioner Avery asked how the proposed building height compared to the Com- prehensive Plan. Mr. Crutchfield read two policies from the Commerce /Industry element of the Comprehensive Plan (Policy 3 under Objective 1; Policy 2 under Objective 4). Commissioner Richards asked if sufficient landscaping was provided in front of the building, noting the sea of parking provided.between Southcenter Parkway and the building itself. Considerable discussion ensued regarding site revisions which could be incorporated into the project. Chairman Kirsop requested a motion for preliminary approval of the building noting that site revisions could be accomplished within 60 days. Motion by Mr. Bowen and seconded by Mr. Richards to approve the location of the structure subject to Planning Commission review of all site improvements, except foundation, within 60 days. Chairman Kirsop, upon inquiry, explained the intention of the motion is to allow the applicant to meet contractual deadlines and reserve revision details (traffic, landscape, etc.) for future Planning Commission approval. Staff noted that building permits were not issued in the absence of site design details. Motion carried. Chairman Kirsop declared a brief recess. Chairman Kirsop reconvened the meeting at 10:25 p.m. G. Tenant Improvement: Bedford Project Mr. Crutchfield, noting this item had been submitted after preparation of the agenda, read a memorandum describing the proposed improvements to accommodate an office tenant. Explained original Commission approval of this development including concern regarding distribution of parking spaces and was based on industrial use. 27 April 1978 8:00 P.M. AGENDA ITEM V F The Benaroya Company has proposed construction of a 9 -story office building immediately north of Levitz on Southcenter Parkway. Section 18.60.035 (TMC) authorizes structures to exceed the 45 -foot height limit only upon approval of the Planning Commission after review in accordance with said TMC Section. Reductions of the site and elevation drawings are attached. FINDINGS: 1. The site of the proposal lies between Southcenter Parkway and I -5 immedi- ately north of Levitz. It comprises approximately six acres of currently surcharged and vacant land. 2. The property was classified M -1 (Light Industry) in 1969 under Ordinance #567 which established the concept that development of this land area should complement the CM use district across Southcenter Parkway. 3. The proposal includes construction of a 9 -story office building containing 216,044 square feet of gross floor area. The overall height of the struc- ture from grade is 133 feet. (SEE, Exhibit A and B) 4. As such, the structure exceeds the 45 -foot height limit of the M -1 zone. Section 18.60.035 (TMC), however, provides for exceptions from the height restriction, but only upon approval of the Planning Commission in accordance with the criteria spelled out under Section 18.60.035. (SEE, Exhibit C) A. 18.60.035(1): Minimum setback from centerline of Southcenter Parkway, based on building height, is 88 feet. The structure is proposed to be situated approximately 320 feet from said centerline. B. 18.60.035(2): Minimum side and rear yard setbacks, based again on the building height, are 58 feet. The structure is proposed to be situated approximately 250 feet from the south property line and approximately 230 feet from the north property line. The rear pro- perty line is not depicted on any of the drawings; the setback, therefore, cannot be ascertained. The proposed structure will obscure daylight to this area during morning hours. E. 18.60.035(5) :. This requirement can be fulfilled under this review. Section 18.32,040 (TMC) states the purpose of such review is "...to protect and preserve the natural beauty and charm existent in and inherent to these and peripheral properties." The natural beauty and charm existent in this property is, primarily, the wooded hillside to the rear. The plans reflect no consideration of such area. Surrounding developments, specifically Levitz and Car- riage House, have retained the hillside in its naturally wooded character. Measures implemented in conjunction with development of Levitz, Car- riage House and Parkway Plaza included landscape corridors along Southcenter Parkway and landscape islands within the parking areas. F. 18.60.035(6): Environmental review of this proposal has not been completed and, therefore, all effects to adjacent and /or surrounding properties are difficult to identify. They include but may not be limited to: (1) Increased traffic volumes; (2) Creation of new peak hours of traffic movement; (3) Elimination of potential commercial facilities in existing and planned commercial area; (4) Internal traffic patterns as they relate to adjacent properties as well as Southcenter Parkway. Comprehensive Plan policies relative to this proposal include the following: (1) Natural Environment, Objective 3, Policy 2: This policy promotes consideration of areas of high natural amenity as open spaces in conjunction with development design. (2) Commerce /Industry, Objective 1, Policy 1: This policy strives to group land uses which are complementary to each other; conversely, it serves to discourage the grouping of non- complementary uses. (3) Commerce /Industry, Objective 1, Policy 3: This policy directs that development guidelines should be established and maintained to assure the attainment of the desired image of a given development area. (4) Commerce /Industry, Objective 3, Policy 1: This policy promotes strategic location of facilities supportive to a retail area so as to assure the longevity and viability of a planned retail area; conversely, land uses which are non - functional to a retail area are discouraged. Planning Commission Staff Report Page 3 27 April 1978 (5) Commerce /Industry, Objective 4, Policy 2: This policy explicitly directs that office developments reflect consideration of adja- cent or surrounding use areas. It essentially strives to assure physical compatibility with neighboring structures as well as architectural themes. (6) Transportation /Utilities, Objective 1, Policy 9: This policy strives to reduce traffic conflicts in areas of high traffic volume through coordination of internal traffic patterns with adjacent properties and major arterials. The Land Use Map of the Comprehensive Plan designates both sides of Southcenter Parkway from Strander Boulevard to a point south of Levitz as "Commercial" (defined as "Commercial areas...and compatible and com- plementary uses including offices "). G. 18.60.035(7): It is the responsibility of the applicant to comply with all applicable rules and regulations of other agencies. H. 18.60.035(8): Design alternatives and /or mitigating measures cannot be sufficiently identified prior to completion of the environmental review. z. 18.60.035(9): At 3.1 parking spaces per 1,000 square feet of gross floor area, the project must provide 658 parking spaces. The plan provides 1,095 spaces, or 437 spaces beyond the minimum requirement. This represents a parking surplus of 66 %. J. 18.60.035(10): All other provisions of the M -1 district appear to be complied with. Review of the revised plans has resulted in a modification of the origin staff report. That modification is as follows: Staff recommends approval of the site plan dated 10 May 1978 and elevati•ns with the following stipulations: 1.
