VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. Dear Sir: The attached set of building plans have been reviewed by The' Fire Prevention Bureau and are acceptable with the following concerns: 1. The total number of fire extinguishers required for your establishment is calculated at one extinguisher for each 3000 sq. ft. of area. The extinguisher(s) should be of the "All Purpose" (2A, 10B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (NFPA 10, 3 -1.1) Extinguishers shall be installed on the hangers or in the brackets supplied, mounted in cabinets, or set on shelves (NFPA 10, 1 -6.9), and shall be installed so that the top of the extinguisher is not more than 5 feet above the floor. (NFPA 10, 1 -6.9) Extinguishers shall be located so as to be in plain view (if at 'all possible), or if not in plain view, they shall be identified with a sign stating,. "Fire Extinguisher ", with an arrow pointing to the unit. (NFPA 10, 1 -6.3) (UFC 10.505A) Clear access to fire extinguishers is required at all times. They may not be hidden or obstructed. (NFPA 10, 4 -4.1) If the required monthly and yearly inspections of the fire extinguisher(s) are not accomplished or the inspection tag is not completed, a reputable fire extinguisher service company will be required to conduct these required surveys. (NFPA 104 -4 -4) Commercial -type food heat - processing equipment from which grease -laden vapors emanate in normal cooking application shall be protected by an approved automatic extinguishing system. The extinguisher system shall be interconnected to the fuel and current supply so that the fuel or current is automatically shut off to all equipment under the hood when the system is actuated. (UBC 3303(d)) Exit doors shall swing in the direction of exit travel when serving any hazardous area or when serving an occupant load of 50 or more. (UBC 3304(b)) Exit doors shall be openable from the inside without the use of a key or any special knowledge or effort. Exit doors shall not be locked, chained, bolted, barred, latched or otherwise rendered unusable. All locking devices shall be of an approved type. Exits shall not be obstructed in any manner and shall remain free of any material or matter where its presence would obstruct or render the exit hazardous. (UFC 12.104(a)) Dead bolts are not allowed on auxiliary exit doors unless the dead bolt is automatically retracted when the door handle is engaged from inside the tenant space. Exit hardware and marking shall meet the requirements of the Uniform Fire Code. (UFC 12.106 - 12.111) Internally illuminated exit signs shall have both bulbs working at all times. (UBC 3314(c)) When two or more exits from a story are required,.exit signs shall be installed at the required exits and where otherwise necessary to clearly indicate the direction of egress. (UBC 3314(A)) Aisles leading to required exits shall be provided from all portions of buildings.. The width and spacing of aisles shall be maintained at all times. (UFC 12.104(b)) Exit doors from a group A, E or 1 occupancy having an occupant load of 50 or more shall not be provided with a latch or lock unless it is panic hardware. When exit signs are required by The Building Code (see U.B.C. section 3314(A)), additional approved low level exit signs which are internally or externally illuminted, or self- luminous, shall be provided in all interior exit corridors serving guest rooms of hotels in Group R, Division 1 occupancies. The bottom of the sign shall not be less than 6 inches or more than 8 inches above the floor level. Assistive listening is accomplished in the Satellite location through the use of video aids and printed materials. All information is communicated to the public through the visual media, via closed circuit monitors; or in a printed format, via the daily program, the daily racing form and the handicapping information center. The use of audio is in fact a supplement to the video and printed forms of communication, and is by no means the primary form of communication. Since customers arrive and leave throughout the course of operating hours, it is impossible to communicate over the public address system in an effective manner. Only through the use of printed media and video monitors can effective communication occur. There will be approximately 200 monitors located throughout the facility. The odds are displayed on the video monitors, and are updated periodically as the size of the betting pool is increased, and race time draws closer. When the horses enter the starting gate, the odds are replaced by showing of the race itself. There are two types of announcements made over the public address system. They are planned and unplanned announcements. Planned announcements take the form of information that needs to be communicated to the public about upcoming events, including changes in hours of operation and racing format. Only as a supplement to the written announcement are announcements made over the public address system. Unplanned announcements take the form of changes in the race program that were not anticipated, like the late scratch of a horse. In this case the odds monitors are updated to show that the horse was removed from the betting pool. An announcement is made, but the video monitors show the public what has occurred. Accommodating the needs of all the racing patrons has always been a primary concern to those of us involved in racetrack management. My involvement in racetrack management throughout the 1980's has taught me the value of every customer, and the obligation of the racing association to provide for their needs.
