VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no penrrit Is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). The issue is that Gary did not accept the type paint that was used as being a authorized substitute for the required vapor barrier. Jeff said they used Pro Coat 2000 Primer & Sealer that they had bought at Home Base and had been told by the salesman that it met the requirements for the vapor barrier required by code. He said they have been using it in King County and I think he said Isssuaquah without any problems. He also said that the house in question is in the process of being sold and not having a final inspection approval could mess up the deal with the owner. I told him I would do some research and get back to him. I called Home Base in Kent, 18230 E. Valley, 251 -9400, and asked to speak to a paint expert, and was eventually transferred to the Dept Head. I told him what the problem was and told him we were talking about Pro Coat 2000. He said he was aware of this problem (or at least a similar one) and had been in contact with the paint company, because their company rep had been representing this paint as being a vapor retarder, but the paint company's tech office had stated that it did not meet the requirements for a vapor retarder. He said the paint company rep was in trouble with his boss because of this issue. I called Jeff back and told him the paint he had used is not an authorized substitute for a vapor retarder as required by Sec 502.1.6.1 of the State Energy Code, and told him about the conversation I had just had with the guy at Home Base. He said ok, he'd repaint the walls, and maybe ceiling (depending if there was a vapor barrier in the attic) this weekend and be ready for an inspection Monday morning so the owner could close the deal later that day. I said we'd make an effort to get there early for the inspection but cautioned him that there may have been some other issues Gary wrote up that would have to be fixed before getting a final. Jeff did not have the permit number or address, and thought that the owners name was Mcrae. I looked it up in Sierra, found the name, but didn't find any Bldg permits listed for that name.
