The request for a approximately 70% increase, from 170 -sq. ft. to 290 -sq. ft. for the proposed sign on the front elevation of the Target building located at 301 Strander Bl is approved. This decision is based on the Findings and Conclusions listed below. Approval for a Special Permission Sign, increasing the allowed sign area. The maximum allowed sign is proposed to be increased by 70 %, i.e. from 170 -sq. ft. to 290 -sq. ft. 301 Strander Blvd TUC TUC No determination required Kathryn Devlin The sign is proposed on the Front elevation of the existing Target. This request is for a Special Permission Sign to increase the maximum allowed sign by 70 %. The exposed building face (EBF) is 9,106 square feet. With the approval of the Special Permission Application, the wall sign would be 290 square feet (3.2% of EBF) versus the normal maximum of 150 square feet. TMC 19.32.140(A) allows permitted sign area to be increased by 50% for each doubling of the required minimum setback...but in no case shall the sign area exceed that permitted in TMC 19.32.150. The sign is proposed on a building facade that is setback approximately 200'. from the property line. The minimum setback requirement for the TUC zone is 15 feet and the building is setback 200 feet. Per Table 1 of TMC 19.32.140, the standard allowed sign area would normally be 150- sq. ft. for an EBF of 9,106 -sq. ft. Since the required setback for the underlying zone is 15 feet and the building is setback 200 feet, the maximum sign area is allowed to be increased 50% for each doubling of the required minimum setback up to 6% of EBF or 500 sq. ft., whichever is less. Thus for each additional 15 feet setback above the required 15 feet, the maximum sign area could be increased by 50 % (75- sq ft) two times. The applicant is proposing a new sign with a total of 290 —sq ft. CONCLUSIONS 1. The building is setback a sufficient distance to allow for a 150% increase of the allowed sign area. 2 The proposed sign area is 290- sq. ft., which is less than maximum permitted for that facade. APPEAL PROCESS This decision may be appealed to the Planning Commission within 14 days from the issuance of this Notice of Decision. All appeal material must be submitted to the Department of Community Development. The store currently has one building sign on the front elevation. This sign is an individual letter, logo and word TARGET, which is 175 square feet in area. The store is currently in the planning stages for a remodel project, which includes the addition of a Pharmacy. Part of this plan includes the addition of a 56 square foot individual letter Pharmacy sign to the storefront. The existing Target sign is to be relocated over the store entrance. The total sign area would then be 231 square feet, exceeding the sign code maximum by 81 square feet. The code allows for an increase up to 50% of sign area for each doubling of the required minimum set back for the wall upon which a particular sign is to be placed, not exceeding 6% of the wall area or 500 square feet. In this case, the building wall upon which the signs are placed is set back a minimum of 200' from the drive entrance / street it faces. Three doublings of the 15' set back would be 120', which would calculate to 506.25 square feet of sign area *. At 231 square feet, the sign(s) requested are 2.6% of the wall area, less than half of the theoretical maximum percentage and area allowance for a building of this size and set back. In conclusion, we feel that this request is appropriate for, and in proportion to, the building, and the character of the surrounding area. Thank you for your consideration of this request.
