BOX 1800 RENTON, WASHINGTON 98057 (425) 235-7736 October 24, 2000 2 5 2000 The purpose of this letter is to determine SEPA exemption and request permission to work within wetland buffers for the proposed realignment of the Olympic Pipe Line Company (OPL) 14- inch - diameter petroleum product pipeline that crosses beneath South 180 Street in Tukwila, Washington. We understand that the City of Tukwila plans to construct improvements on South 180 Street in the vicinity of the crossing that will include grade separation between the existing vehicle traffic lanes, railroad tracks, and the Interurban Trail. The location of the existing OPL pipeline interferes with the planned construction, and it is essential that the pipeline be realigned in order for the City to complete the improvements. According to a letter from the City of Tukwila Department of Public Works dated July 13, 2000, the pipeline replacement shall be completed in accordance with the Franchise Agreement executed between the City of Tukwila and OPL (City Ordinance No. 496) and effective on October 4, 1967. The Franchise Agreement requires OPL to raise, lower, or change its pipeline should the grade of any road in which OPL's installations are constructed or maintained be changed. OPL plans to realign the pipeline via a directional bore. Based on conversations with representatives from the City of Tukwila and project engineers from Berger /Abam Engineers, Inc., elements of the grade separation at South 180 Street will be supported on secant piles extending to a depth of approximately 60 feet below the existing ground surface. We plan to complete the bore and pipeline at a depth of 100 feet below the existing ground surface at South 180 Street to avoid impacts to the pipeline from construction, based on the opinion of engineering geologists from GeoEngineers. Entry and exit pits are planned for the bore approximately 600 feet south and north of South 180 Street, respectively. According to City of Tukwila Environmental Regulations, Title 21.04.110, excavations totaling less than 500 cubic yards are categorically exempt from the SEPA review process. It is our opinion that the proposed directional bore activities are exempt from the SEPA review process. The bore exit pit and staging area on the north side of South 180`" Street are located within a portion of the Interurban Trail and a gravel- surfaced turnout that extends east of the trail. The proposed work area is located approximately 25 feet from the edge of mapped wetlands depicted in a report titled "South 180`'' Street Grade Separation, Draft Wetlands Study" by Berger /Abaco (April 1999). The wetlands do not appear to be connected to waters of the Green River, and the city's sensitive areas map indicates that they are classified as Type 1 wetlands with a 100 -foot wide buffer. OPLC is requesting permission to temporarily work within the buffer to complete the planned realignment. No work associated with the bore activities is planned within the mapped wetland areas. There are no wetlands mapped in the vicinity of the bore entry area south of South 180` Street. The following section of this letter summarizes planned construction activities, mitigation measures, and scheduling for the directional bore. PROJECT DESCRIPTION The project location is shown on the Vicinity Map, Figure 1. The proposed entry and exit pit locations, mapped wetland areas, and the location of the existing 14- inch - diameter pipeline are shown with respect to surrounding physical features on the Site Plan, Figure 2. The proposed pipeline path is shown on the Cross Section, Figure 3. This project will consist of a directional bore approximately 1,400 feet in length that will be completed at a depth of approximately 100 feet beneath the existing ground surface . at South 180 Street. The new pipeline will have the same 14- inch - diameter size, shape and appearance as the existing line. The new pipeline, like the existing one, will be entirely underground and thus not visible from any location. In order to accommodate the City of Tukwila's construction plans for the South 180` Street Grade Separation, the new pipeline will be installed deeper than the existing line. However, it will be installed within the same easement as the existing line and have a configuration and location comparable to the segment being replaced. The bore path will have a diameter of approximately 24- inches. We estimate that approximately 170 cubic yards of soil will be removed from the bore path during boring activities. Boring pits for drilling equipment will be excavated at the entry and exit points of the bore. The pits will be located within the OPL easement adjacent to the Interurban Trail. The exit pit is located approximately 650 feet north of South 180' Street and the entry pit is located approximately 600 feet south of 180` Street. The pits will be approximately 10 feet deep, by 10 feet long, by 10 feet wide. The entry pit will be situated within a work area measuring approximately 15,000 square feet (100 feet by 150 feet). The exit pit will be situated within a work area that is contained within the immediate vicinity of the trail and gravel turnout area. nit 7!4 Steve Lancaster October 24, 2000 Page 3 Approximately 40 cubic yards of soil will be removed during excavation of each pit. The soil will be stockpiled and used to backfill the pits upon completion of the project. Some soil or rock may need to be imported to construct equipment surfaces in the work areas. Any imported soil or rock will be removed upon completion of bore activities. All drilling mud will be contained within a mud pit or container during boring and will be removed from the site upon completion of the bore process. Work areas will be restored to appropriate grades, and any disturbance will be replanted with a diverse plant community of northwest native vegetation according to a plan that we will develop and submit to you for approval. The work areas will be restored to exceed the function and values of the pre- construction vegetation in the wetland buffer. OPL will provide maintenance until the newly replanted vegetation is established. If possible, vegetation removed during bore activities will be stockpiled and replanted upon completion of the work. Conventional excavation equipment, such as track -hoes, will be used to excavate the entry and exit pits. The directional bore will be completed with a truck- or flatbed- mounted drill. All digging will be performed in a manner to minimize erosion and sedimentation. Erosion control measures including silt fences and surface water control ditches and basins will be incorporated into the construction plans. Access to the north pit can be accomplished on the existing paved Interurban pedestrian trail via South 180 Street. Access to the south pit can be accomplished on the Interurban trail via South 180 Street or via an existing gravel access road at the east end of South 182n Street. Trail traffic can be detoured around the bore construction via Strander Boulevard, the Green River trail, 72" d Avenue South, and South 182n Street for the duration of the construction, which is expected to last for 3 to 4 weeks. The existing pipeline will be purged and filled with an inert substance (nitrogen gas or soda ash and water), capped, and abandoned in place. SCHEDULE Olympic Pipe Line Company wishes to proceed with the proposed bore and pipe replacement as soon as possible. We understand that South 180` Street Grade Separation construction activities will likely commence as soon as May 2001. We anticipate that a bore contractor can be scheduled for the proposed work within 1 to 3 weeks after all permitting and access issues are successfully addressed. Preliminary estimates indicate that approximately 3 to 4 weeks will be necessary to complete construction activities associated with the bore and pipe replacement. We hope that this letter provides sufficient information for allowing the planned directional bore and bypass to be completed under our existing franchise agreement without submission of a SEPA checklist and other substantial development permit requirements. The City of Tukwila is planning to construct grade separation improvements at South. 180 Street at a location approximately 1,000 feet east of the Green River in Tukwila (see attached Vicinity Map). The grade separation improvements include construction of a road underpass beneath two sets of railroad tracks and the Interurban Trail. An existing 14 -inch OPLC petroleum product pipeline is located within the construction area immediately west of the Interurban Trail. OPLC plans to realign The pipeline to bypass the construction area in a 1,300 foot long directional bore that passes beneath South 180 Street. The proposed bore exit point is located on the Interurban Trail approximately 640 feet north of South 180 Street. The proposed bore exit point is located within the buffers of mapped wetlands located on both sides of the Interurban Trail. The City of Tukwila will permit the proposed bore under the existing OPLC Franchise Agreement provided that a licensed landscape architect with wetland experience develops a y;Ycgetation and maintenance plan. Deborah Ritter, City of Tukwila, has given us verbal authorization to proceed with development of a revegetation plan. Explain why the choices for the recommended replanting schemes were made, and provide typical types, typical sizing, and typical spacing of plants for each community. • Provide a maintenance schedule for the each of the proposed replacement plant communities. • Provide a narrative on how the planting will be staged and if existing individual plants should be stockpiled and cared for, if appropriate. It would probably be most efficient to delay revegetation until all construction activities are completed and the site has been regraded. Submit the Initial Draft Report the City of Tukwila, OPLC, and GeoEngineers for review. Incorporate review comments into the report. Submit a Final Initial Report to the City of Tukwila. Provide a copy of the report to OPLC, GeoEngineers, and the bore contractor. Receive written approval of the revegetation plan from the City of Tukwila. The Franchise Agreement will then be granted. Complete the directional bore and pipeline installation activities. Meet at the bore exit point once construction activities are completed to define the limits of disturbed areas that need revegetation. The meeting should include a representative from the City of Tukwila, the landscape architect, and the contractor. Mitigation in areas that have been slightly disturbed should also be identified. Complete observation services during the replanting. The revegetation services will likely be completed by OPLC or the bore contractor or subcontractor, and should be observed and documented by a representative from your firm (provide minimum observation services required). Complete a summary report (needs to be sealed by a landscape architect licensed in Washington State). The report should include the map of the pre - existing vegetation from the Initial Report, a summary of the revegetation activities completed, and a map showing the a :as that were revegetated. A narrative of revegetation for each specific plant community should be included, along with the type, size, and spacing of the plants within the communities. Finel maintenance recommendations should also be included in the report. Next week, Boyd Benson of GeoEngineers (acting as agent for Olympic) will supply us with a copy of their RFP for the wetland buffer work, revegetation and maintenance. We will be supplied with a detailed wetland report after the wetland consultant has been hired. Once Steve Lancaster has reviewed and approved the wetland report for compliance with the Sensitive Areas ordinance, he will issue written approval to work in the wetland buffer. In the meantime, Mr. Benson will be contacting you to begin the application process for a Franchise Utility Permit. It is my understanding that this permit will be needed to perform the actual testing and construction and that it should contain any conditions of approval pertaining to the Sensitive Areas ordinance. Mullet, Mayor As the result of Tukwila's proposed grade separation at South 180th Street, the Olympic Pipeline Company will be required to realign their 14 -inch petroleum product pipeline. This realignment will require that the pipeline exit at a point located in the 50 foot buffer of Wetland D (as identified in the "Wetlands Study and Mitigation Plan" prepared by Berger /Abam, dated May, 2001). Wetland D is a Type 2 wetland located in Tukwila on the north side of South 180th Street within a wide swale running north -south between the Interurban Trail and commercial - industrial properties. On October 24, 2000, via a letter request received on October 25th, Olympic Pipeline requested permission to perform the pipeline realignment work in the Wetland D buffer. A Notice of Completeness was never issued and the file was considered complete on November 21, 2000. On November 21, 2000 the Director of Community Development acknowledged the letter request and granted an exemption from SEPA under WAC 197 -11- 800(3) on that date. As a Type 2 application, the Special Permission — Director application requires notification to the applicant, parties of record and agencies with jurisdiction. Because the proposed work will occur exclusively in the wetland buffer, no other agencies have jurisdiction. As there are no parties of record it was not necessary to issue a Notice of Application solely to the applicant. Under TMC 18.45.040(C)(4)(c) disturbances to the wetland buffer must be minimized, and after completion of installation of essential utilities, must be restored to pre- project configuration, replanted as required and provided with maintenance care until newly planted vegetation is established. Shrubs should be 1- gallon container size, nursery grown plants, installed an average of 3 feet on- center. 2) The lower third of the slope, down to any areas of standing water in the base of the swale, should be planted with red -osier dogwood (Corpus stolonifera). Shrubs should be 1- gallon container size, nursery grown plants, installed an average of 3 feet on- center. 3) The middle third of the slope should be planted with a mixture of snowberry (Symphoricarpos albus) and Nootka rose (Rosa nutkana). Shrubs should be 1- gallon container size, nursery grown plants, installed an average of 3 feet on- center. 4) Jute erosion control matting should be securely staked down over the entire disturbed area to control erosion and provide stability to the soil surface while the plantings become established. Our services were requested in a telephone conversation with Boyd Benson of GeoEngineers on September 17, 2002. Our understanding of the proposed work is based on information provided by Mr. Benson and his discussions with you and Rose Ann Lopez of OPLC. The Jay Group, LLC, completed previous evaluations at the site which are summarized in our June 25, 2001 report titled "Wetland Buffer Impacts and Mitigation Plan for the Olympic Pipe Line Company Tukwila Bypass Bore Project" and our November 7, 2001 Mitigation Planting Plan, Sheet W -1. This letter is a supplement to that report. OPLC plans to install a nitrogen gas vent at the north end of the abandoned section of pipeline at the South 180`" Street reroute. The vent will be used to purge air from the abandoned section of pipe and fill it with inert nitrogen gas. The planned work will include excavating approximately 8 to 10 feet down to the abandoned pipeline and installing a small fitting on the pipe. Air within the pipe will then be purged and replaced with nitrogen and the pipeline buried. No above- ground fittings will be installed on the pipeline. We understand that the excavation will likely be shored using trench boxes to minimize the size of the excavation. The vent site will be accessed from the Interurban Trail. We understand that the proposed area for access and excavation associated with the work is approximately 15 feet (north - south) by approximately 40 feet (east - west). The location of the vent valve and the planned area of disturbance as we understand it is shown on the annotated sheet W -1 (11/7/01). We also understand OPLC plans to remove the plants that are located within the area of disturbance, stockpile the plants, and replant the plants following completion of the vent installation. In our opinion, these actions will have minimal impact to the values and functions of the site provided that the following recommendations are implemented: • All work is completed within the area replanted with vegetation following completion of the reroute. • The site is photographed or sketched prior to the work activities to establish the existing plant locations and types. • The plants are removed in a manner that maintains soil around the root mass. • The plants are stored in a bed of moist bark dust, wood chips, or sawdust so that the roots of the plants are completely covered with moist material for the duration of the activities. • The plants are held in a shaded location or covered with shade cloth to prevent excessive transpiration and stress. • The disturbed area is graded to pre- existing conditions following completion of the earthwork activities. • The plants are replanted as soon as possible following completion of the work in their pre - construction locations, in general accordance with the planting notes presented on Sheet W -1 (11/7/01). • Irrigation is applied to the plants immediately following replanting. The plants temporarily removed for the proposed vent installation are expected to be out of the ground for no more than three days, and should survive if the above listed recommendations are followed. We recommend that the Jay Group, LLC, visit the site within two weeks after completion of the site activities to assess the planting. A letter summarizing our observations will be prepared and distributed to the City of Tukwila and OPLC following our site visit. Our firm was notified on October 4, 2002 that the project had been completed. On October 7, 2002, I visited the site for the purpose of evaluating the condition of the work area, specifically the mitigation plantings that had been temporarily removed, stockpiled, and re- installed in the mitigation area. The plants in question all appeared to be generally healthy, and have been replanted in general accordance with the planting notes presented on Sheet W -1 (11/7/01). Mulch had been re- applied, and the plants appeared to have been irrigated following re- planting. All plants in the mitigation planting area are beginning to enter their dormant phase, evidenced by changes in leaf color and initiation of leaf senescence. At this time, no mortality or undue stress is apparent in the plants that were temporarily relocated. On January 16, 2004, I visited the site for the purpose of evaluating the condition of the work area, specifically the mitigation plantings, to determine the success of the mitigation project. The attached site photographs document the current and pre- construction conditions of the site. Performance standards required in the Final Mitigation Plan, dated June 21, 2001 include a survival rate of planted vegetation greater than 80 %, and control of non - native, invasive species in the project area (specifically Himalayan blackberry). Periodic maintenance activities at the site have been successful in controlling blackberry, which is currently present in the mitigated area at a density of less than 5% areal cover. The planted vegetation has performed quite well, and now appears to be dense enough to compete with any encroachment by blackberry without further maintenance. Although the site was inspected during the dormant season, areal coverage of planted vegetation is approximately 70 %. During the growing season, the expected areal cover percentage is likely to exceed 90 %. Maintenance activities have kept the planting pits free of weeds, and erosion control grass has established on the side slopes of the mitigation area. The estimated survival percentage is greater than 90 %. Ecological function of the mitigation area has been further enhanced by natural recruitment of native vegetation, including cattail (Typha latifolia), brooklime (Veronica americana) and water plantain (Alisma plantago - aquatica) in the wetter areas, and native willow (Salix sp.) and black cottonwood (Populus trichocarpa) along the slope. Wildlife observed using the area included a pair of Mallard ducks (Anas platyrhynchos). This memo was requested by Gary Schulz, Deborah Ritter, and Robin Tishmack of the City of Tukwila during a site meeting with OPLC, GeoEngineers, and Plem Co representatives on October 2, 2001. We understand that the City of Tukwila will commence construction of the planned South 180 Grade Separation within the next few months. The location of the existing OPLC 14 -inch diameter petroleum pipeline conflicts with the planned grade separation activities. OPLC has completed a directional bore to replace the section of pipeline in the vicinity of South 180 Street. The bore is approximately 1,300 feet Iong and is located near the west edge of the Interurban Trail. The bore extends from an entry pit work area located approximately 600 feet south of South 180 Street to an exit pit work area located approximately 600 feet north of South 180 Street. PLANNED WORK AREA EXPANSION The north work area is currently 100 feet long (north - south) and 50 feet wide (east - west). The work area extends from the east edge of the Interurban Trail to the west edge of the OPLC easement (see attached figure). The north work area is located within buffers of several previously mapped Type 2 Wetlands. The work area and wetland areas are shown in the June 25, 2001 Jay Group report titled "Wetland Buffer Impacts and Mitigation Plan for the Olympic Pipeline Company Tukwila Bypass Bore Project." Additional area is required at the north work area to connect the new pipeline segment into the existing line. The additional work area extends 25 feet north and 55 feet south of the existing work area (see attached figure). The additional work area will add 4,000 square feet to the existing work area, for a total work area of 9,000 square feet. Much of the work area is located within an approximately 20 -foot wide ditch along the west edge of the Interurban Trail. Based on conversations with City representatives during our October 2, 2001 meeting, the additional work area is located within Type 2 Wetland Buffers and Wetland Areas. However, much of the vegetation within the wetland and buffer areas include non -native plants such as scotch broom and himalayan blackberry. Efforts will be made to minimize construction impacts within the work area. PLANNED MITIGATION MEASURES The areas disturbed by activities associated with construction of the OPLC reroute will be restored to their pre - existing function and values or better. The plan outlined in the June 25, 2001 Jay Group report titled "Wetland Buffer Impacts and Mitigation Plan for the Olympic Pipeline Company Tukwila Bypass Bore Project" will be followed for the restoration activities. The restoration activities include: • Grading and restoring the ground surface following completion of the construction activities. • Identifying and mapping areas impacted by the reroute activities in conjunction with the City. • Developing a planting and restoration plan in association with the Jay Group and the City. • Implementing the planting plan with final review by the City. • Implementing a monitoring and maintenance plan for a 2 -year period. • Providing a report summarizing the restoration and revegetation. We expect that the planned restoration and revegetation will improve the function and values of the site. Non -native plants, including scotch broom and himalayan blackberry, present within the work area prior to construction will be replaced with native vegetation. In addition, the City has requested that excavation activities be completed to open up a water flow constriction within the ditch along the west side of the Interurban Trail within the work area. Removal of the constriction should improve north -south water flow within the ditch and wetland area. We understand that the City of Tukwila is requiring a financial security to assure that the planting, maintenance, and monitoring of the plantings is completed for a period of two years. Based on our discussions with the City of Tukwila, we estimate that the cost of planting, maintenance, and monitoring will be approximately $3,100. Introduction This report is prepared for the purpose of mitigating possible impacts to wetland buffers caused by the re- alignment of a petroleum pipeline owned by the Olympic Pipeline Company. This project is part of a larger project consisting of grade separation and road alignment at the intersection of South 180 Street and the Burlington Northern Santa Fe and Union Pacific Railroad tracks in the City of Tukwila (see Figure 1, Vicinity Map). The pipeline as it now exists is being re- located in the project vicinity to allow the grade separation project to be constructed. Activities associated with the proposed pipeline bore project may impact wetland buffers. It is our understanding that these activities will not be completed within mapped wetland areas. This report is intended to identify the vegetative communities in the potential project impact area, with the goal of providing a method of assessing project impacts and restoring the area to pre- construction conditions. Federal, state and local regulations govern activities in wetlands and their buffers. This report is intended to facilitate compliance with applicable regulations following review by the appropriate regulatory agencies. Depending on the final project scope and jurisdiction, specific permits may be required. Regulatory agencies with jurisdiction should be consulted prior to construction to ensure that all their requirements are met. Site Description For the purposes of this report, the project area is defined as an approximately 26,100 square foot area surrounding the bore exit pit and junction point between the existing pipeline and relocated pipeline sections. This area is located west of the railroad grade, immediately adjacent to the west side of the Interurban Trail. Topography of the area is generally flat, with the exception of the railroad and trail grades, which are elevated. Several wetlands have been previously identified and delineated by Berger /Abam Engineers, Inc. and Herrera & Associates, Inc (Berger /Abam Engineers, Inc. 1999), as shown on the Site Plan, Figure 2. The wetlands most closely associated with the project impact area at the bore exit pit are Wetland A and Wetland D. Wetland A occupies the area east of the Interurban Trail, between the trail and the Union Pacific Railroad. Wetland A meets the criteria to be classified as a Type 1 wetland per the City of Tukwila Sensitive Areas Ordinance, Chapter 18.45. Wetland D lies west of the Interurban Trail, between the trail and the developed commercial property to the west. Wetland D meets the criteria to be classified as a Type 2 wetland per the City of Tukwila Sensitive Areas Ordinance, Chapter 18.45. The planned 50' x 100' bore exit work area is located north of Wetland D and west of Wetland A. No activities are proposed within the mapped wetland areas. For the purposes of this study, a reference point was marked adjacent to the Interurban Trail immediately east of the proposed exit pit (see Appendix A). The study area extends 150 feet to the north and south of this point, on both sides of the trail. The study area extends approximately 50 feet east and west of the reference point, to the toe of the Union Pacific Railroad grade to the east, and to a fence at the western edge of the Interurban Trail right of way to the west. Field investigation conducted by The Jay Group, LLC on January 5, 2001 confirmed the classification and delineation of the wetlands in the immediate vicinity of the exit pit study area. Vegetation in the area consists of scrub /shrub vegetative communities dominated by Pacific willow (Salix lucida var. lasiandra), Himalayan blackberry (Rubus procerus), Reed canary grass (Phalaris 2 41 arundinaceae) and Common cattail (Typha latifolia). Scattered Sitka willow (Salix sitchensis), Oregon ash (Fraxinus latifolia), Bentgrass (Agrostis sp.) and Field horsetail (Equisetum arvense) were also present in the area. Vegetated areas of wetland are interspersed with patches of open water. There are no forested vegetative communities in the study area, and no associations of rare or unique wetland or buffer plants. The proposed bore exit pit is located immediately adjacent to the west side of the Interurban Trail, in an area of wetland buffer dominated by Himalayan blackberry and Reed canary grass approximately 18 feet west of the reference point. According to best available information, the existing pipeline runs parallel to the Interurban Trail approximately thirty -one feet to the west, within the west buffer of Wetland D. The junction between the existing and relocated pipeline may pass through a small area of open water, north of the mapped boundary of Wetland D. Standing water outside the wetland boundary is likely a result of seasonal precipitation events. The area northeast of the reference point is dominated by Pacific willow, Sitka willow, Reed canary grass, Common cattail and Himalayan blackberry, with approximately 40 percent open water. Shrub coverage in this area is provided by the willows and blackberry at approximately 40 percent areal cover. Cattails, grasses and other herbs provide the remaining vegetative cover. The area northwest of the reference point is dominated by Reed canary grass at 30 percent areal cover, Himalayan blackberry at 20 percent areal cover, and Common cattail at 20 percent areal cover, with approximately 25 percent open water. This community type extends approximately 100 feet north of the reference point, at which point Pacific willow begins to provide significant areal coverage. The area southwest of the reference point is dominated by Reed canary grass at 40 percent areal cover and Himalayan blackberry at 35 percent for the first 50 feet south of the reference point. Pacific willow then begins to dominate, interspersed with patches of open water and Common cattail. The area southeast of the reference point is dominated by Pacific willow at 60 percent areal cover, with an understory of Reed canary grass and Himalayan blackberry at the edges of the wetland, with approximately 30 percent open water in this area. Figure 3 illustrates the vegetative communities present in the study area, as well as their relative areas and positions in the landscape. Project Impacts and Proposed Mitigation Due to the nature of the proposed project, the precise location and extent of site disturbance will not be known until the actual boring takes place. The purpose of this report is to characterize the vegetative community types in the area of possible disturbance, develop a preliminary plan to mitigate for any temporary damage to wetland buffers, and develop a conceptual revegetation and maintenance plan. The site visit conducted by The Jay Group, LLC on January 5, 2001 identified the vegetative communities present in the project area and the species composition of these areas. Likely impacts from the project will be limited to the area immediately surrounding the bore exit pit, and the excavation required to join the existing and relocated pipelines. Vegetation that will be disturbed by this activity consists of Himalayan blackberry and Reed canary grass, both considered invasive exotic species. There is a gravel and grass covered access tongue extending more than 50 feet east of the trail that will provide parking and turnaround for trucks and equipment. Utilizing this area will minimize impacts from site activity on surrounding vegetation. Conceptual Revegetation Plan The proposed project may impact wetland buffers. Field assessment of the project area resulted in the identification of two vegetative community types: scrub /shrub and herbaceous. The buffer scrub /shrub community is dominated by Himalayan blackberry (Rubus procerus) and Scot's broom (Cytisus scoparius), with an understory of Reed canary grass (Phalaris arundinaceae). The herbaceous community is dominated by Reed canary grass. Disturbance to the buffer plant communities will be mitigated by restoring the area to pre- construction condition or better by planting: 1) Pacific willow, 1 gallon container size, 18 -36" height; and 2) Hydroseeding the disturbed area with a suitable wetland grass seed mix, such as Barclay's Low Growth or DF Marks Standard Wetland Mix. Willows planted from cuttings may not survive in the drier buffer environment when planted in early summer. Container plants offer a higher likelihood of success. Hydroseeding in buffer areas is for erosion control and ground cover establishment. Re- vegetation of the buffer areas disturbed during construction will likely result in a more desirable plant community becoming established, since the area is currently vegetated with non - native, invasive plants. Post - Construction Monitoring Monitoring of the mitigation plantings will be necessary to ensure that the re- vegetated areas meet performance standards for survival and areal coverage. Two site visits will be conducted. The first will take place immediately following re- vegetation of the disturbed areas to ensure that plants were installed per plans and identify any possible problems at the earliest possible stage. Monitoring at this site visit will include visual inspection of plants to verify species, quantities and general health and vigor of plantings. The next site visit should occur approximately 3 months after construction. Monitoring at this site visit should include assessment of survival rates, species composition, and percent areal cover. The precise monitoring schedule will depend on the time of year the plants are installed. If the plants are installed in the fall, the second monitoring visit should be delayed until the start of the growing season the following spring. The specific monitoring schedule will be developed with input from the City of Tukwila. Since the goal of this project is to restore any disturbed wetland buffer areas to pre - construction (or better) condition, specific performance standards for re- vegetation will depend on the nature and extent of disturbance. " '7a, Conclusion percent survivability is a generally accepted standard, subject to modification depending on the specific vegetative community type affected. Specific standards will be developed with guidance from the City of Tukwila. Due to the nature of the plant communities likely to be disturbed (invasive non - native species), it is likely that the proposed project will result in an increase in the functions and values of the sensitive areas and their buffers. This preliminary mitigation plan addresses anticipated impacts associated with the proposed pipeline relocation project and provides a conceptual revegetation and maintenance plan. At this stage of the project, it is not possible to know the full extent of impacts to the wetland buffers. Every effort will be made to avoid and minimize these impacts, and compensatory mitigation in the form of restoration will be provided for impacts that are unavoidable. If they cannot so determine the amount, the matter shall be submitted to binding arbitration. OPLC is planning to complete a pipeline reroute beneath the proposed grade separation activities to be completed by the City of Tukwila at South 180 Street in Tukwila. The proposed grade separation activities include lowering the east -west trending road surface at South 1 80 Street beneath existing railroad tracks and the Interurban pedestrian trail. The existing north -south trending OPLC 14 -inch diameter pipeline is located immediately west of the Interurban Trail along the west edge of the Puget Sound Energy (PSE) utility corridor (see attached Figure). The pipeline reroute will be completed as a directional bore. The bore path is approximately 1300 feet long and is generally located beneath the existing pipeline section at depths of up to 100 feet below the ground surface. The directional bore entry pit will be located within an 80 -foot wide, 150 -foot long work area located approximately 600 feet south of South 180 Street. The directional bore drill rig, support equipment, and excavation equipment will be situated in the entry pit work area located on the west side of the Interurban Trail. Access to the bore entry pit work area will be via the east end of South 182 Street. The directional bore exit pit will be located within a 50 -foot wide, 100 -foot long work area located approximately 600 feet north of South 180 Street. Excavation equipment will be situated in the exit pit work area located along the Interurban Trail. A pipe layout and welding area will extend approximately 1,300 feet north of the exit pit work area on the Interurban Trail. Access to the bore exit pit work area and pipe layout and welding area will be via the Interurban Trail. FRANCHISE AGREEMENT We understand that the proposed directional bore work will be permitted under a Franchise Utility Permit once review of the project is completed. The following section of this memo summarizes anticipated conditions of the Franchise Permit. This memo was requested by Gary Schulz, Deborah Ritter, and Robin Tishmack of the City of Tukwila during a site meeting with OPLC, GeoEngineers, and Plem Co representatives on October 2, 2001. We understand that the City of Tukwila will commence construction of the planned South 180 Grade Separation within the next few months. The location of the existing OPLC 14 -inch diameter petroleum pipeline conflicts with the planned grade separation activities. OPLC has completed a directional bore to replace the section of pipeline in the vicinity of South 180 Street. The bore is approximately 1,300 feet long and is located near the west edge of the Interurban Trail. The bore extends from an entry pit work area located approximately 600 feet south of South 180 Street to an exit pit work area located approximately 600 feet north of South 180 Street. PLANNED WORK AREA EXPANSION The north work area is currently 100 feet long (north- south) and 50 feet wide (east- west). The work area extends from the east edge of the Interurban Trail to the west edge of the OPLC easement (see attached figure). The north work area is located within buffers of several previously mapped Type 2 Wetlands. The work area and wetland areas are shown in the June 25, 2001 Jay Group report titled "Wetland Buffer Impacts and Mitigation Plan for the Olympic Pipeline Company Tukwila Bypass Bore Project." Additional area is required at the north work area to connect the new pipeline segment into the existing line. The additional work area extends 25 feet north and 55 feet south of the existing work area (see attached figure). The additional work area will add 4,000 square feet to the existing work area, for a total work area of 9,000 square feet. Much of the work area is located within an approximately 20 -foot wide ditch along the west edge of the Interurban Trail. Based on conversations with City representatives during our October 2, 2001 meeting, the additional work area is located within Type 2 Wetland Buffers and Wetland Areas. However, much of the vegetation within the wetland and buffer areas include non - native plants such as scotch broom and himalayan blackberry. Erosion control, including silt fence and straw bales, will be installed at the limits of the work area as summarized in the July 30, 2001 GeoEngineers report titled "Geologic and Memorandum to Steve Lancaster October 3, 2001 Page 2 Geotechnical Assessment, South 180' Street Bypass, Tukwila Washington." Efforts will be made to minimize construction impacts within the work area. The Plem Co representatives stated that the trail area would be 0 cleaned and that Interurban Trail pavement damaged during the construction '— would be repaired. z The purpose of this email is to summarize the October 29, 2001 meeting at the site of the OPLC South 180th Street reroute in Tukwila. Robin Tischmak (City), Mike Monan (OPLC), Dan Hamlin (OPLC), Matt Andrews (Plem Co), Will Hart (Plem Co), Kevin Karlson (Jay Group), and Boyd Benson (GeoEngineers) met at the site to discuss restoration at the north end of the reroute. Robin Tischmak of the City of Tukwila requested this email. The pipeline tie -in excavation for the north end of the reroute is located within a wetland buffer area. A portion of the wetland was impacted by the tie -in activities. These activities were completed with City of Tukwila permission, as summarized in the City's October 3, 2001 approval letter. The tie -in work area was regraded following completion of the pipeline tie -in on October 17, 2001. The ground surface in the disturbed area was graded to match topography of the existing drainage swale and adjacent slopes observed north and south of the work area. A local topographic high within the swale over an existing east -west trending Renton sewer was removed during the grading at the request of the City to allow for unhindered water flow. The Jay Group is in the process of creating a planting plan for the site, as specified in the City of Tukwila Franchise Permit and our July 30, 2001 report titled "Geologic and Geotechnical Assessment, South 180th Street Bypass, Tukwila Washington." The planting plan will be submitted to the City of Tukwila for comments once reviewed by OPLC and GeoEngineers. We estimate that the planting plan will be ready for submission to the City during the first week in November. All trees and shrubs to be nursery grown, any collected stack shall be from a source approved by the Landscape Architect prior to delivery. It is permissible to substitute bare root stock for the appropriate species, bare root stock will only be acceptable if approved by the Landscape Architect, Installed In the appropriate season, and Installed at a ratio of 3:2. Substitutions ore strongly discouraged, if plant availability Is a problem, contact Landscape Architect for sources or acceptable alternatives. All trees over 6' in height shall be staked. Tree stakes will be 'WC' turned lodgepole pine stakes 6' in height driven to refusal. The paying material will be r 'Chalnlack', installed per manufacturer's specifications. Root masses of containerized stock should be "scored" with a shape object, to insure that the plants will not become 'root bound ". The planting pits will receive on application of 4-2 -2 transplant fertilizer, applied per manufacturers specifications. After planting immediately saturate all planting pits, to eliminate air pockets, and facilitate settling of the backfill material. Use existing sails to backfill planting pits. If poor soil or debris is encountered when excavating plant pits, contact Landscape Architect for alternative solutions. Using fine ground bark mulch, mulch an area 36" in diameter around all Installed woody plants. All plants shall be marked with biodegradable survey flogging to facilitate future monitoring. Maintenance Notes: The maintenance/monitoring period shall be two years from the time of acceptance by the City of Tukwila The maintenance program requires monthly visits during the growing season, (March through September). Hand watering of plants shall be done as needed for plant survival, during the two year maintenance period Seeding notes: All designated areas to be seeded with D.F.
