Based on the submittal, preliminary approval is granted subject to the conditions stated below. The City SEPA Responsible Official has previously determined that this application does not require a SEPA threshold determination because it is categorically exempt. This letter serves as the Notice of Decision per TMC 18.104.170. Based on the latest project submittal, preliminary approval is granted subject to the conditions stated below. There are three basic steps in the short plat approval process: 1. Preliminary Approval This letter constitutes your preliminary approval. The application was reviewed by the Tukwila Short Subdivision Committee and approved with conditions. The conditions imposed are to ensure the short plat is consistent with the Criteria for Preliminary Approval listed at TMC 17.12.020 C in the Tukwila Subdivision Code. This short plat approval decision is appealable to the Hearing Examiner, and any appeal must be filed before the end of the 21day appeal period on August 4, 2005. Pursuant to the Tukwila "underground ordinance ", all utilities shall be placed underground. b. Extension of the sewer and water lines to the lots shall be approved by the appropriate utility. As -built plans shall be provided to the Public Works Department. c. Drainage design for Lots 1 and 2 shall meet City of Tukwila Surface Water Ordinance Requirements. Contact the Tukwila Public Works Department for submittal and design requirements. Access d. A 20 foot wide paved access road with an all weather surface built to Public Works and Fire Department standards must be provided to any new structures. This requirement must be stated on the face of the recorded plat, and must be met prior to issuance of any building permits. e. Legal description of the access/utility easement shall be provided. This easement shall also be included in the Joint Maintenance Agreement. Fire Protection f. Proposed houses much be within 25 feet of access road, or have a residential fire sprinkler installed. General g. Rf This requirement must be stated on the face of the recorded plat, and must be met prior to the issuance of any building permits. You will need to obtain all required permits prior to beginning any construction. For water and _ sewer permits, contact the individual provider District. For City of Tukwila utilities, contact Tukwila Public Works at (206) 433 - 0179. h. Install all required site improvements, including those proposed in the short plat application and those identified above as conditions of approval. Recording Rf \ \TUK2 \VOL3\HOME\REBECCA\Nguyen Short Plat\Nguyen NOD L04 -086 7- 12- 05.doc Submit a set of recording documents in either legal or record of survey format that meet the King County Recorder's requirements and contain the following items: 1. A survey map as described in the application checklist that is consistent with all of the conditions of approval. The surveyor's original signature must be on the face of the plat. 2. Existing and proposed legal descriptions for all lots. 3. Legal description of the access/utility easement. This easement shall also be included in the Joint Maintenance Agreement. The set you have submitted is acceptable with the addition of the Joint Maintenance Agreement. 2. Final Approval The next step is to install the required site improvements, comply with the conditions of approval and submit the necessary short plat documents (survey, legal descriptions, and other required paper work). You may apply to delay installation of the site improvements up to six months beyond final approval subject to the approval of the Public Works Director. A financial guarantee must be provided to ensure installation. All taxes and fees assessed against the property must be current prior to final approval. Please check with the King County Assessor's Office and the City of Tukwila Finance Department prior to submitting final mylars. After the documents have been found to be in order, and the all of the requirements of the short plat have been met, the Chair of the Short Subdivision Committee signs your short plat which constitutes a grant of final approval. Expiration 1. The final approved short plat must be filed with the King County Department of Records by July 14, 2006, one year from the date of this preliminary approval or the application will expire. The City may grant a single one year extension if requested in writing prior to the expiration date. The signature of the Chairman of the Short Subdivision Committee certifies that your short plat application is ready for recording. It is your responsibility to record the City approved short plat documents with the King County Department of Records. You will need to pay the recording fees and submit your approved original short plat to King County, see the Recording Procedures handout. The short plat is not complete until the recording occurs and 3 07/13/05 Sincerely, Rf copies of the recorded documents are provided to the Department of Community Development. After recording, the County returns the recorded original to the City of Tukwila within 4 -6 weeks, at which time your short plat is considered complete. You can shorten this processing time by hand- delivering a copy of the recorded short plat to the project planner. In many circumstances, building permits on the short platted property may not be issued until a copy of the recorded short plat (or original) is returned to the Department of Community Development. Thanks for calling Ed to address his questions. Rebecca Hi Joanna, I came by your desk, but must have missed you. I got a call from Ed Green of GeoDimensions. He's got questions about the revisions that were requested in the letter that I sent on October 5, 2006. In our phone conversation, he had these comments: 1) He says that #2 on the Declaration of Easement and Maintenance Agreement covers both lots 1 & 2, rather than lot #1 only. 2) On the Short Plat document, he says that C, D and J are correct. 3) Question: Does the Easement/Maintenance agreement information need to be reproduced on the actual short plat document? It seems that it would be fine to record this document separately, and them just put the recording number on the short plat document. Why are the names of the grantor (Khan Huynh) and grantee (Khan Huynh) the same? Why are these names different from the owners names (Thanh H. Trang and Lynn P. Huynh) shown on the short plat document (Item A below)? 2. The description that is provided covers lot #1 only. Lot #2 needs a legal description. 3. You may either mail them to the Assessor's office with a check for the recording fee or take the original documents to the King County Administration Building in downtown Seattle. 1. Make sure that your documents meet the recording requirements (margins, font size, legibility). Documents may not be folded. Number and Location of Tests A minimum of three tests shall be performed within the area proposed for an absorption system. They shall be spaced uniformly throughout the area. If soil conditions are highly variable, more tests may be required. Preparation of Test Hole The diameter of each test hole is 6 inches, dug or bored to the proposed depths of the absorption systems or to the most limiting soil horizon. To expose a natural soil surface, the sides of the hole are scratched with a sharp pointed instrument and the loose material is removed from the bottom of the test hole. Two inches of to 3 / -inch rock are placed in the hole to protect the bottom from scouring when the water is added. Soaking Period The hole is carefully filled with at least 12 inches of clear water. The depth of water should be maintained for at least 4 hours and preferably overnight if clay soils are present. A funnel with an attached hose or similar device may be used to prevent water from washing down the sides of the hole. Automatic siphons or float valves may be employed to automatically maintain the water level during the soaking period. It is extremely important that the soil be allowed to soak for a sufficiently long period of time to allow the soil to swell if accurate results are to be obtained. In sandy soils with little or no clay, soaking is not necessary. If, after filling the hole twice with 12 inches of water seeps completely away in less than ten minutes, the test can proceed immediately. Measurement of the Percolation Rate Except for sandy soils, percolation rate measurements are made 15 hours but no more than 30 hours after the soaking period began. Any soil that sloughed in to the hole during the soaking period is removed and the water level is adjusted to 6 inches above the gravel (or 8 inches above the bottom of the hole). At no time during the test is the water allowed to rise more than 6 inches above the gravel. Approved 10.05.04 1 DEVELOPMENT BULLETIN C4 FALLING HEAD PERCOLATION TEST PROCEDURE Immediately after adjustment, the water level is measured from a fixed reference point to the nearest 1/16 inch at 30- minute intervals. The test is continued until two successive water level drops do not vary by more than 1/16 inch within a 90- minute period. After each measurement, the water level is readjusted to the 6 -inch level. The last water level drop is used to calculate the percolation rate. In sandy soils or soils in which the first 6- inches of water added after the soaking period seeps away in less than 30 minutes, water level measurements are made at 10- minute intervals for a 1 -hour period. The last water level drop is used to calculate the percolation rate. Calculation of the Percolation Rate The percolation rate is calculated for each test hole by dividing the time interval used between measurements by the magnitude of the last water level drop. This calculation results in a percolation rate in terms of minutes /inch. To determine the percolation rate for the area, the rates obtained from each hole are averaged. (If tests in the area vary by more than 20 minutes /inch, variations in soil type are indicated. Under these circumstances, percolation rates should not be averaged.) Example: If the last measured drop in water level after 30 minutes is 5/8 -inch, then: Percolation rate = (30 minutes) /(5/8 inch) = 48 minutes /inch. For the permit application, provide 1) a map showing the test locations, 2) the water drop in inches, 3) the time interval and 4) the calculated rate. Approved 10.05.04 2 CITY OF TUKWILA BULLETIN B4 GEOTECHNICAL REPORT GUIDELINES The City may require a geotechnical investigation and report based on the nature of the proposal: All of the following require a geotechnical investigation and report prepared by a Geotechnical Engineer'. 1. Unless waived by the Building Official: . • All new buildings except a residential structure that falls under the International Residential Code • Any structure, including a rockery, that retains a surcharge • Any retaining structure, including a rockery, that is over four feet above existing grade • Grease interceptors that are 1000 gallons or larger • Surface water retention /detention structures 2. Unless waived by the Department of Community Development Director: • Any work on sites containing or adjacent to slopes that are 15% or steeper • Grading that requires environmental review under the State Environmental Policy Act 3. Unless waived by the Public Works Director • Surface water infiltration • Riverbank Stability (Ordinance 2038) • Hazardous Waste Facility Design The reporting requirements for single - family permits may be waived, if a report for the site meeting the City of Tukwila's criteria has been filed less than five years before the date of application and the Geotechnical Engineer who signed the report prepares a written letter stating the report is still applicable to the site and currently proposed project. Similarly, reporting requirements may be waived for single - family permits if the applicant can demonstrate, to the City's satisfaction, that soil or groundwater conditions at or near the site pose little or no risk for the project. The Geotechnical Engineer determines the actual scope of investigation, analysis, and reporting necessary to meet the Standard of Practice with respect to the project and its geotechnical requirements. The report must be stamped, signed and dated by the Geotechnical Engineer. This Bulletin should not be used as a substitute for codes and regulations. A report submitted to the City must contain each element in the outline. The actual content under each element will depend on the nature and complexity of the project and site conditions. For example, a single family residence on a glacial till site without groundwater issues warrants a short, simple report, while a high -rise structure with a deep excavation on an alluvial site warrants a longer, much more detailed report. The report should state "Not applicable" for each outline element that does not apply. For example, shoring and retaining walls would be "Not Applicable" if the project scope does not include these items. 1 GEOTECHNICAL ENGINEER means a practicing, professional civil engineer registered with the State of Washington, who has knowledge and practice of geotechnical engineering. Include dimensions, quantities, proposed finish floor elevations, maximum depth of cut or fill, foundation and floor loads, etc. • Describe all assumptions that were relied upon to develop the conclusions and recommendations contained in the report. 2.4 PURPOSE AND SCOPE OF SERVICES • State succinctly the primary purpose for the geotechnical engineering services. • Summarize the scope of geotechnical engineering services that form the basis for the conclusions and recommendations contained in the report. • Indicate any limitations to the scope of geotechnical engineering services provided, particularly if the scope represents a departure from service typically provided on similar projects. 2.5 INVESTIGATIONS SUMMARY • Provide the dates, general nature, and extent of the geotechnical investigation. This section should include data research, borings, test pits, geophysics, physical laboratory testing, chemical testing, field instrumentation or testing, etc. • If the investigation was complex, present a complete and detailed explanation and results in the form of an appendix. 2.6 REPORT OVERVIEW • Introduce and describe other sections of the report, directing the reader to critical sections, if appropriate. • Identify and describe all attachments and appendices. Terminology should be clear and consistent, and continue to be consistent through the entire report. 3.1 LOCATION AND SURFACE CONDITIONS • Provide the cross streets, addresses and parcel numbers in order to locate the investigation. • Describe the site and adjoining properties, including surface elevation, topography and drainage. Clearly reference all elevations to the datum. • Provide current uses of the site and adjacent properties. • Identify all current structures, subsurface utilities, wells, manmade fills, and other surface features. • Describe vegetation, topsoil, paving, and other surface coverings. • Describe any indications of historic geological processes or hazards on or near the site (e.g., slope instability, landslides, liquefaction, flooding, etc.) • Describe any indications of surface releases or other contamination, or potential contamination sources. • Describe any planned changes to the surface conditions described above which will take place after the investigation. 3.2 GEOLOGIC SETTING • Provide an overview of regional geology, local stratigraphy, groundwater occurrence, etc. 3.3 SUBSURFACE SOIL CONDITIONS • Describe each soil or geologic unit encountered by their classification and group units with respect to the properties that are most relevant to the conclusions and recommendations. Give each unit group a unique, clear, common title and consistently refer to this unit by its given title throughout the report. • Provide important results of the laboratory physical property testing and its indications of soil behavior. • Provide design infiltration rate per the King County Surface Water Design Manual (EPA Falling Head procedure) • Avoid detailed descriptions of the sequence of units found in individual borings; rather, focus on variations in the units across the site, if appropriate. For each item covered in the recommendations sections, present the following: • Specific design recommendations along with their limitations, factors of safety, minimum dimensions, and effect of expected variations in actual conditions. • Specific construction recommendations including definitions, materials, execution, monitoring testing, or other quality control measures, and any other construction requirements to support the design recommendations. • Responsibility for seeing that each recommendation is met, such as owner, geotechnical engineer, other design consultants, or contractor. The owner of the project holds the ultimate responsibility; however, all design parties have shared responsibility. Construction responsibilities are directly related to the contractor. 5.1 SITE GRADING AND EARTHWORK • Provide specific design recommendations for 1) depth of stripping, 2) soil excavation limits and slopes, 3) depth and lateral limits of over - excavation to remove unsuitable materials, 4) preload fills, 5) location and thickness of particular fill material or compaction requirements, 6) maximum temporary and permanent slopes, 7) permanent surface and subsurface drainage systems, and 8) permanent erosion controls. • Provide specific construction recommendations for 1) clearing, 2) on -site and /or import fill materials, 3) excavation and compaction equipment, 4) fill material moisture conditioning, placement, and compaction, 5) proof - rolling, in -place density testing, and other quality control measures, 6) temporary seepage and drainage control measures, 7) permanent surface of subsurface drainage system installation (as appropriate), and 8) temporary slope protection and erosion control measures. 5 $EOTECHNICAL REPORT CONTEI ' CITY OF TUKWILA • All design and construction methodologies should be specific and identifiable; no generalized or vague statements are acceptable. 5.2 TEMPORARY SHORING AND RETAINING WALLS • Provide specific design recommendations for 1) active and passive earth pressures, 2) surcharge pressures, 3) bearing capacity, 4) minimum or maximum dimensions and depth of penetration, 5) lateral support, 6) wall or backfill drainage systems, and 7) any other appropriate structured details. • If appropriate, provide specific design, recommendations for tie -back anchors including 1) anchor inclination, 2) no load zones, 3) minimum anchor length, 4) anchor bond zone, 5) anchor adhesions, and 6) corrosion protection. • Provide specific construction recommendations for 1) installation, 2) on -site and /or import backfill materials, 3) backfill material moisture conditioning, placement, and compaction, 4) in -place density testing or other control measures, and 5) seepage and drainage control. • If appropriate, provide construction recommendations for tie -back anchors including 1) anchor installation methods, 2) anchor testing, and 3) monitoring. 5.3 ROCKERIES • Provide recommendations as outlined in the Associated Rockery Contractors (ARC) Standard Rock Wall Construction Guidelines (December 1992). • The geotechnical engineer should provide direct input to the design of the rockeries and provide construction monitoring and testing as appropriate. Specific design parameters may include: Rock quality, density, frequency of testing, slopes, keyways, surcharges, drainage, rock sizes, face inclination, and surface drainage. 5.4 REINFORCED SOIL STRUCTURES • Geogrid or geotextile fabric may be used to reinforce a fill. Reinforcement results in a more stable slope and helps reduce the risk of significant long -term maintenance. If reinforced slopes are used, the geotechnical engineer should specify, at a minimum, the fill soil materials, vertical spacing of the reinforcement, the specific type of reinforcement and the distance to which it must extend into the fill, the amount of overlap at reinforcement joints, and the construction sequence. Additional design parameters will be required for each specific site. 5.5 STRUCTURE AND FOUNDATIONS • Provide seismic design recommendations for 1) Building Code soil type and Site Coefficients, and 2) any specific recommendations to reduce the risk of damage due to earthquakes. • Spread footing foundations - provide design recommendations for 1) bearing soils, 2) bearing capacity, 3) minimum footing depths and widths for both interior and exterior footings, 4) lateral load resistance, 5) foundation drainage systems, and 6) frost protection. The City's Sensitive Areas maps and the Comprehensive Surface Water Management Plan delineate hazards such as wetlands, streams and flood hazard, erosion, landslide, and coal mine. Recommendations should be general and further studies may be required. 1. VICINITYMAP Include a Vicinity or Location Map that presents adequate street and /or other physical references to allow clear identification of the project location. This map may be an individual figure or may be included on the Site Plan. 2. SITE PLAN Show the project boundaries, property lines, existing features and the proposed development and structures. A north arrow and scale should be included along with all subsurface exploration locations. The accuracy of exploration locations should be indicated on the Site Plan or in the report. 3. EXPLORATION LOGS Include logs of all explorations describing soil units encountered, soil classification, density or stiffness, moisture conditions, groundwater levels, stratigraphic sequence, common geologic unit name, and other descriptive information. 4. LABORATORY TEST DATA Include figures or tables of laboratory test results if presentation of all the data, in the text, would require more than a simple paragraph to supplement the data provided in the exploration logs. 5. CROSS SECTIONS Include cross sections to visually present all but the simplest subsurface conditions. 6. TYPICAL DETAILS Include figures, graphs, and other visual aids to clearly present detailed recommendations. Provide design details (stamped by a professional engineer) on drawings such as: rockeries, reinforced earth, interceptor trenches, wall and footing drains, utility backfill, and other details used for a particular design. 8 Geotechnical Report Guidelines Approved 04.24.04 L i DTECHNICAL REPORT CONTENT CITY OF TUKWILA STANDARDS FOR SLOPE STABILITY ANALYSES 1. STUDY REQUIREMENTS a) The geotechnical engineer should review and evaluate the stability of natural, temporary, and permanently constructed slopes on or adjacent to the property to be developed. Such review should, at a minimum, include: • Review of published geologic data referencing or including the site. • Review of previous studies of the site performed by geotechnical engineers. • Reconnaissance of the site for signs of slope instability. b) Where such review indicates that the proposed development would reduce slope stability, or that the natural slopes may have a factor of safety of less than 2.0 (static case) or 1.5 (seismic case), then the geotechnical engineer shall perform additional, more detailed review and evaluation of the stability of the slope. Such additional review and evaluation should, at a minimum, include: • Drilling and sampling of test borings to a depth necessary for the evaluation of slip surfaces with factors of safety lower than the above criteria, or to at least 15 feet or 10 percent of the slope height (whichever is less) beyond the most critical slip surface for the design. • Laboratory shear testing of soil samples which are representative of all significant zones or layers of soil and /or rock through which the potential slip surfaces pass. • Performing a limit equilibrium analyses or other approved analyses of all significant critical slip surfaces associated with the slope. Approved analyses may be conducted by a computer program if the methodology and assumptions are clearly delineated and the name, version number, and solution methodology of the program are clearly presented in the report. All analyses should include a cross section of the slope(s) and critical slip surfaces. c) Other analyses as required by the City. 9 2. FT The area for Lot 1 is 7,923 SQ. FT. and the area for Lot 2 is 9,937 SQ. FT. The proposed easement area for ingress and egress is 2,122 SQ. FT. The lot size then and land use conform to the current standards now in effect for this location in the City of Tukwila. The purpose of the proposed short plat then is to divide the land into two lots in order for a new home to be constructed on Lot 2. A technical information report has been included that shows provisions for water, storm drainage, erosion control and sanitary sewage. This plan is consistent with the King County development standards. In addition this plan shows the build out for access to Lot 2. A 10 FT wide asphalt driveway is proposed within the 20 FT easement. The proposed easement will allow for utilities to access the property from S. 148 St. These utilities then will be stubbed or capped at the end of the driveway. In addition the proposed easement for ingress and egress to Lot 2 is 106.10 FT. Since the length of the easement is less than 150 FT, provision of a turn around for fire protection is unneeded. The project will create a new lot behind the existing house, which will be accessed via a driveway located on the east side of the lot. The existing house is to remain, and each lot will have its own private driveway. The site is mostly in grass, although there are a few trees on the site. It is in a neighborhood consisting of similar single family residences. Grades slope down to the east at a rate of about 7% to 8 % %, with the north end being slightly lower than the south. No sensitive areas or drainage features are known to exist on or adjacent to the site. Access to the site is currently via S 148 St. The driveway is located towards the east side of the site and has good sight distance in both directions. The new driveway will be just to the east of the existing driveway. There are no curbs, gutters or sidewalks on 148 St., but there are walks on 42 St. to the east. This project will construct no new frontage improvements. Offsite Analysis: This is presented in Section III. No known problems exist within % mile of the site. Flow Control: As the increase in impervious area will be about 4,300 square feet (1150 square feet for the entrance driveway, 650 square feet for the driveway in front of the garage and 2,500 square feet of roof area),no flow control is required for this project except for roof downspout BMP's. This will consist of a perforated tight line connection. Conveyance System: Conveyance systems will consist of roof drains connecting to the existing storm drain in 148 St. This does not require a conveyance analysis. Erosion and Sediment Control: Maintenance and Operations: PRELIMINARY CONDITIONS SUMMARY TESC measures will be provided as required for private home construction in the City. No maintenance directions are required, as the system consists only of roof drains. Financial Guarantees and Liability: All required guarantees will be provided when requested. Water Quality: Because the site will construct less than 5000 square feet of PGIS, no storm water treatment systems are required. Source Controls: Oil Control: SPECIAL REQUIREMENTS Other Adopted Area - Specific Requirements: No such areas are known to affect this site. Floodplain /Floodwav Delineation: The site does not contain, nor is it adjacent to a stream, lake, wetland, or closed depression Flood Protection Facilities: The site is not adjacent to a Class 1 or 2 stream, nor does is propose to construct a new or modify and existing flood protection facility. No special controls should be required for the site, as it is a single family residential development. This is not a high use site, nor is it redeveloping an existing high use site. Therefore, special oil control measures are not required. SECTION III OFFSITE ANALYSIS UPSTREAM: ON -SITE: OFF -SITE ANALYSIS The upstream area consists of single family residences on large lots, so most of the ground cover consists of grass. No concentrated runoff was observed entering the site from the upstream area, but it is possible that some concentrated flows could occur during heavy rainfall. It appears that the house roof drains are tight lined to the storm drain in 148 St. Since the lot is 0.48 acres and has only one house and a small shed, most of the site is landscaped with tall grass with sparse trees (see Photo 1A). The ground slopes down to the east at 7 %to 8 %, in addition to sloping slightly down to the north towards 148 St. No drainage features such as stream channels or closed depressions were observed on the site. The house downspouts are connected to a piped system that is probably carried to the storm drain system in 148 St. That system consists of a 12 inch pipe extending between catch basins located just to the south of the existing asphalt pavement. One such catch basin is located near the west side of the subject site. Runoff leaving the asphalt pavement is carried in the shoulder to the catch basins, as there are no gutters or sidewalks in 148 St. DOWNSTREAM: Runoff from the site sheet flows across the adjacent site to the east, which is a residential property similar to the subject site (see Photo 1B). From there the runoff continues to sheet flow to a ditch in 42 Ave to the east. The existing roof does not appear to drain in this direction, but, instead, is directed to the storm drain in 148m St. This storm drain is a ductile iron pipe that outfalls to a ditch just before reaching 42 Ave. This ditch almost immediately turns to the south and parallels 42 Ave. The ditch is about six feet deep with 2H:1V vegetated side slopes. The bottom is about two to three feet wide and is stable bare earth. Just on the north side of the driveway for house number 14811, the ditch runoff is collected in a 24 inch concrete pipe and carried to a large diameter catch basin in the driveway. From there the pipe goes to another catch basin in 42 Ave. in front of the same driveway. From there the storm drain system travels south in 42 Ave. for at least 1 /4 mile, so the downstream review ended there. See the Downstream Sketch and associated pictures.
