You have noted the need to install a GPS antenna and 24 -inch omni antenna at the facility. These two antennas are being installed to comply with Federal Wireless enhancement rules. Both of the antennas are currently installed and City staff has conducted an inspection of the facility. The two antennas have minimal exposure and are consistent with the layout and design of the facility. A full CUP application is not warranted for the scope of work outlined in your letter. You may proceed with the installation of the above listed antennas a minor modification to L2000 -024. This antenna is described more completely below, but is the necessary result of compliance with CFR Title 47 Chapter I, Part 20. This federal mandate is generally referred to as "Wireless Enhanced Rules" or "E911." The requirement of this regulation by the Federal Communications Commission (FCC) is to locate callers utilizing wireless phones during 911 emergencies. In order to achieve compliance with this mandate, T- Mobile must triangulate between 3 or more T- Mobile wireless facilities in order to provide the location of a caller by 911 dispatchers. There are two antennas that need to be installed in order to achieve this function which include a GPS antenna (mushroom style) and 24" omni antenna. Both are receive only. The GPS must have a 120 degree unobstructed conical view of the sky in order to reliably and continuously receive a GPS signal. The 24" omni antenna must be high enough to receive signal and not be "shadowed" by adjacent roof edges, etc. These two functional requirements dictate the specific antenna placement at each T- Mobile facility. Please understand that these devices are installed as a public safety component only. I hope this letter adequately provides the information you requested. The City approved the construction and operation of this facility in June of 2000 as part of a Conditional Use Permit (CUP) process (L2000 -024). In a phone conversation that I had with you, you expressed concern that what was currently on the site was outside of the scope of what was approved in the 2000 CUP. The approved CUP allowed Voicestream (now T- Mobile) to construct and operate six antennas on the existing office building. The plans and photo - simulations show that the antennas would extend above the roofline. In my inspection of the site I found no indications that T- Mobile was operating outside of their approved CUP. During the agreed upon ground installation of the equipment box the building owner (see Bill Rambo, Building Inspector for details and name) requested that the wood screening fence not be installed as it will block his office view. After consultation with Cydly Smith, contact for the applicant, it was decided that the fence is not necessary for security and that there might be acceptable alternatives for screening. Cydly and I agreed to having the cabinets painted the same color as the primary color of the building and for the continuation of the existing low shrubbery past the front of the box (with enough door clearance for access to the equipment inside). Conditional Use Permit Application FINDINGS Vicinity /Site Information Project Description The applicant is requesting Conditional Use Permit approval to install a Personal Communication Service (PCS) Base Station at 15215 52 "d Ave S. The applicant is proposing installation of 6 antennae, to be divided into three sectors and to be mounted on the rooftop of the existing office building. Associated operating equipment will located adjacent to the building on a slab on grade. Existing Development The Parkridge Office Building, a two story structure. Surrounding Land Uses The subject property is in the southwest corner of the Office (0) zone that is bordered by Interstate 5 to the east and 515` Ave S to the west. To the south is the Regional Commercial Mixed -Use (RCM) zone and to the west across 5151 Ave S is a LDR zone. To the north in the 0 zone is an apartment building. CONDITIONAL USE CRITERIA The proposed project must conform with criteria detailed in TMC 18.64.050, (1 -5), concerning Conditional Use Permits: (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use or in the district in which the subject property is located. The applicant has included site plans, elevations and photosimulations showing the proposed antennae. The proposed site is a two -story office building in an Office zone. (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. The Development Standards for uses in the Office (0) zone include a maximum height of 3 stories or 35 feet. The building is 26'and with the addition of the proposed 11' antennae assembly (only 9' of which will extend above the roof parapet line) the over all height will be 35'. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. As with similar uses, the base station will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance. The operating equipment will be located on a slab on grade on the south side of the building and facing a RCM zone. To reduce visual /building design impacts the applicant is offering to paint the antennae to match the building color or the sky or general "ambience" of the background. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan By locating on an existing building, the proposal abides by the Comprehensive Plan goal of minimizing the number of free standing cellular sites and their visual impact while accommodating the expansion of appropriate telecommunications capacity and coverage. 5) All measures have been taken to minimize the possible adverse impacts that the proposed use may have on the area in which it is located The applicant intends to locate on an existing structure in lieu of proposing a separate support structure for their antennae. CONCLUSIONS Staff makes the following findings and conclusions under the city's Conditional Use Permit criteria (TMC 18.64.050): (1) The proposed use will not be materially detrimental to the public welfare... A -7u T1 The location of the antennae on the rooftop and the operating equipment behind a fence will make potentially hazardous operating equipment inaccessible to the public. Planning Commission VoiceStream Wireless 15215 52nd Ave S bandwidth and low power and high frequency of this station's signals are within federal safety guidelines, consequently there will be no interference with TV or radio reception or negative health effects. Also, by mounting the antennae below the parapet line physical intrusions or significant visual impacts on the surrounding area are avoided. (2) The proposed criteria shall meet or exceed the performance standards... All applicable development standards in this zone have been met. The proposed installation will be at the maximum allowed height limit for this zone (35'). The applicant proposes to screen the equipment cabinet to be located on grade with a 6' cedar fence. As this equipment will not be clearly visible from either 515t or 52nd Avenues S, and be partially recessed beneath the cantilevered second floor, the proposed fence should be adequate for screening now and in the future when the wooded and vacant parcel to the south is developed. (3) The proposed development shall be compatible generally with the surrounding... The installation of PCS antennae on an office rooftop is a compatible use for the Office and RCM Re m. zones. Their location near to Interstate 5 is also compatible with this environment and will serve the 2/T01A -- travelling public. In the past, painting antennae to match the building color have reduced visual impacts on views and building design. Here, the slender profile of the antennae and their supports, if painted to match the building, would render them unintrusive to the surrounding areas. Because of the sharp incline of the hill to the west and toward the LDR zone the view out from the LDR area, in addition to being blocked by substantial tree growth, will be above the proposed antennae and not be blocked by their presence. No other impacts to pedestrian or transportation movements are anticipated. (4) The proposed use shall be in keeping with the goals and policies... The addition of this facility is within the intention of the Comprehensive Plan and associated zoning by providing support for "areas appropriate for professional and administrative offices" and, in the RCM directly to the south, serving "high intensity regional uses ". Again, by locating on an existing . structure this proposal also furthers the Comprehensive Plan goals for the siting of 'telecommunications facilities. (5) All measures have been taken to minimize the possible adverse impacts... The antennae will be mounted below the parapet of the existing roof thereby hiding from view much of the base support structure and connections. The antennae themselves have a narrow profile that will minimize their visual impacts to the surrounding buildings and neighborhood uphill to the west. (Please see photo simulations.) The equipment cabinets, by location on grade, will not add a bulky presence to the roof. INTRODUCTION U S WEST Wireless is in the process of developing a new wireless communication system called Personal Communication Services (PCS). PCS is a unique combination of telecommunication services that will provide the public with the next generation of wireless devices, such as: compact cellular telephones with paging and voicemail service, wireless fax machines and fax modems, and an array of other customized mobile equipment. Ultimately, PCS will allow for an all -in -one telecommunications device combining multiple services in a single wireless telephone. PCS uses new digital technology to produce a higher quality transfer of voices and data versus the older analog /digital systems that are currently being used by many wireless telephone service providers. This digital technology also accommodates the transfer of data and graphics. In addition, PCS operates at a higher frequency, around 1,900 megahertz, and broader frequency band than conventional cellular. In order to provide these services, U S WEST is developing a PCS network in the greater Seattle area. PCS works by splitting a region into smaller geographic areas called cells, that are each served by a transmitter and receiver or "base station." As a caller moves across the landscape, the call is passed or "handed -off' from one base station to another. Each base station is connected to a mobile telephone switching office, which is linked to the land based phone network serving your home or office. Individual base station site locations, such as the proposed site, are selected based on a number of considerations related to topography, distance from other base stations, proximity to traffic corridors, and other technical features. U S WEST engineers utilize computer modeling and radio testing to determine pbtential sites. Because PCS base stations consist of very low powered transmitters, which cover a relatively small geographic area, there is limited flexibility in site selection. U S WEST tries to locate its sites where the impact to local residents is minimal, such as the Sterling Realty Lewis and Clark Theater site. The proposed PCS base station facility has been designed to provide PCS service to this portion of Tukwila and State Route 518. When developed, this facility will connect to other neighboring facilities in the network allowing for uninterrupted PCS service throughout much of this sector of Tukwila. PROJECT DESCRIPTION The proposed PCS facility consists of the installation and operation of antennas and associated equipment for U SWEST Wireless personal communications service (PCS) network. U S West Wireless proposes to collocate antennas on an existing monopole designed for collocation. Two wireless providers, Nextel and VoiceStream, currently operate equipment and antennas at the site. A total of seven antennas will be attached to the monopole. Six of the collocated antennas will have a center line location of 55' and one parabolic antenna will have a center line location of 82 feet. The wireless communications equipment will be located at the base of the tower. The proposed project would take place at an existing wireless communications utility compound located in the parking lot of Lewis & Clark Theaters, 15820 Pacific Highway South. U S West Wireless proposes to collocate antennas on an existing 100' monopole designed for collocation. Two wireless providers, Nextel and VoiceStream, currently operate equipment and antennas at the site. A total of seven antennas will be attached to the monopole. Six of the collocated antennas will have a center line location of 55' and one parabolic antenna will have a center line location of 82 feet. The wireless communications equipment will be located at the base of the tower. The proposal calls for the installation of three sectors with two panel antennas that will be mounted to the pole on a universal monopole mount. The dimension of the parabolic antenna is 29" in diameter. Each panel antenna is approximately sixty inches tall, twelve inches wide and seven inches in depth. The design of the antennas and mounts resemble the types of antennas that Nextel and VoiceStream utilize to allow for uniformity. In addition to the antennas, there will be equipment cabinets containing the electronic equipment necessary to transmit and receive the signal located at the base of the pole on a "utility board" (see plans for details). A small Global Positioning System (GPS) antenna will also be attached to the utility board. The facility has been designed to meet all applicable development standards of the zone. The proposed facility is conditionally permitted pursuant to TMC 18.24.040.13. IV. The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design; The proposed use is located in a Regional Commercial zone and is located on the same property as an existing 100' wireless communications monopole and equipment compound. The antennas and equipment will have minimal visual impact on the surrounding community and is compatible with the wireless communications use on this site. Collocation of the equipment and antennas minimize the need for another support structure. The site is located on a paved parking lot of the Lewis and Clark Theaters. Commercial activities abut the site to the south and west. State Route 518 is located north of the site. The land use east of the site is vacant. W & H Pacific. 4 0 z U S West Wireless Conditional Use Permit Application After construction, the facility would require only one maintenance visit per month which will generate no measurable amount of traffic to the property or surrounding district. The facility is generally compatible with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design 4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan; Policies for non -city owned utilities: 12.1.34 Actively coordinate project implementation with individual utilities based upon Tukwila's Comprehensive Plan and Development regulations. As noted above, the proposed facility would be located at an existing wireless communications compound occupied by two wireless communication providers. The location and design has been coordinated with the existing wireless communications utility owner. Based upon the nature of this project, implementation is consistent with Tukwila's Comprehensive Plan and Development regulations and does not require further coordination with individual utilities due to type of facility and location. 12.1.36 Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. The proposed use will be located on the same property as an existing 100' wireless communications monopole and equipment compound. The antennas and equipment will have minimal visual impact on the surrounding community and is compatible with the wireless communications use on this site. Collocation of the equipment and antennas minimize the need for another support structure. The facility is ideal from the standpoint of the City of Tukwila Comprehensive Plan in consolidating utility facilities. 5. All measures have been taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located, The location should have no impact on the surrounding district. The proposed use is located in a Regional Commercial zone and is located on the same property as an existing 100' wireless communications monopole and equipment compound. The antennas and equipment will have a minimal visual impact on the surrounding community and is compatible with the wireless communications use on this site. Collocation of the equipment and antennas minimize the need for another support structure. The compound will be slightly expanded in size and an additional fence will be installed. Privacy slats will be installed in the fence Maintenance visits to the site will be only once a month, and therefore, will have a minimal affect the surroundings. PCS uses low power and operates at a frequency that meets all local, state and federal requirements for the health and safety of the community. CONCLUSION US West Wireless requests a Conditional Use Permit for collocating equipment and antennas on an existing wireless communications utility monopole and equipment compound. This is an ideal location given the existing use of the site and minimizes the need for constructing a new wireless communications utility compound and monopole. The proposed site is the ideal location to fulfill U S West Wireless design and engineering requirements. Additionally, this site is needed to meet the wireless telecommunications needs of the residents, businesses, and visitors of this portion of the City of Tukwila. ATTACHMENT TO REVIEW CRITERIA FORM VOICESTR.EAM WIRELESS CUP APPLICATION: PARKRIDGE SITE (SE3999 A) Criteria for Conditional Uses (TMC 18.64.030) 1. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity. VoiceStream Wireless' proposed use is a PCS (Personal Communications Service) facility. It will be operated in conformance with Federal Communications Commission (FCC) regulations for a wireless provider. The facility will be constructed using only contractors licensed in Washington State and in compliance with all applicable building requirements and regulations. VoiceStream's proposed facility would be beneficial to the general public welfare. In addition to facilitating everyday business and personal transactions, this facility will increase the reliability of communications between law enforcement, emergency response and disaster relief teams when conventionallandllne communication is not possible. Studies have also shown that a high percentage of individuals who have cellular /PCS service do so for safety reasons Therefore, VoiceStream Wireless will be enhancing public safety by providing PCS service to the residents of Tukwila. Minimal traffic would be generated during the construction phase while the crew is traveling to and from the site. After construction is completed, pedestrian and vehicular traffic associated with the facility would be limited to one visit per month by a technician for routine maintenance. This increase in traffic flow will not be hazardous or conflict with existing and anticipated traffic in the neighborhood. Site visits typically occur during off peak traffic periods and, therefore, no noticeable change would be experienced by this neighborhood. The proposed facility will not require the expansion ofpublic facilities and services for its construction, operation and maintenance. Access to the site would be achieved using existing roadways, including Southcenter Boulevard and 52'd Avenue South. The site will be unstaffed and will not require water, waste treatment or management of hazardous waste. 2. The proposed use shall meet or exceed the same standards for parking, landscaping, yards and other development regulations that are required in the district it will occupy. The proposed VoiceStream Wireless facility complies with all height and setback requirements for the 0 District. The antennas associated with the facility are rectangular in shape with the following dimensions: 72" .high by 8" wide by 2.75" deep. The electronic support equipment consists of small cabinets with the following dimensions: 522" .high by 90.9" wide by 44.0" deep. The antennas associated are manufactured in a neutral color and can be painted to suit Tukwila requirements in either a non glare color matching that of the VoiceStream Wireless Site: Parkridge (SE3999.A) City of Tukwila CUP Application May 19, 2000 p.1 existing building, or another color which will blend with the Puget Sound area skies. The electronic equipment cabinets are also manufactured in a neutral color. They will be screened in part by the existing building, as well as by a wooden fence. The facility requires no additional parking, as it would be unstaffed; a field technician would visit the site once per month and use existing on -site parking. 3. The proposed development shall be compatible generally with the surrounding land uses. The proposed VoiceStream Wireless rooftop facility is similar in size and appearance to other rooftop facilities located in Tukwila. Roof-mounting of telecommunications equipment is generally the least obtrusive means of providing wireless services to the community. The proposed facility would be inconspicuous to surrounding building occupants, nearby residents and passers -by. The proposed use is also a business use that is consistent with the surrounding business activities. The proposed facility is unstaffed and would be briefly visited once per month by a technician for routine maintenance activities, but would not interfere with any other commercial activity on the subject or adjacent properties. The subject property is occupied by a two -story office building. Adjacent development includes office buildings and multifamily residences to the north; office and commercial buildings and the Interstate SHighway to the east and south; and, single family residential properties to the west. Mounting the antennas on the large, Bat roof ofthe building provides the minimum possible exposure of equipment to view while still enabling VoiceStream Wireless to achieve its desired coverage objectives. The antennas are no larger than other rooftop appurtenances already present on the subject and neighboring buildings. The antennas would be painted a non glare color and placed to blend into the building. They would be minimally visible to passers -by in the immediate vicinity. The electronic equipment cabinets would be located at ground level on the south side ofthe building and completely screened by the building itself and a wooden fence. Visibility ofthe proposed VoiceStream facility from buildings to the north, south and east is limited by distance and the small scale ofthe antennas and equipment relative to size of existing structures on the subject and adjacent properties. The I -S freeway provides substantial buffering to properties located further east. Southcenter Boulevard and existing trees provide additional buffering to properties located further south. Visibility of the proposed facility from nearby business and residential properties to the west is minimized due to the steep terrain rising immediately adjacent to the subject property and existing tree cover. Moreover, by siting the facility on the roofofthe existing building, located at 15215 52'd Avenue South, VoiceStream is minimizing the potential visual impact ofthe facility as well as following the Implementation Strategy set forth under General Policy 12.1.36 which directs wireless carriers to use existing structures. 5. All measures shall be taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. The antennas associated with the facility are manufactured in a neutral color and can be painted to suit Tukwila requirements in either a non glare color matching that ofthe existing building, or another shade which will blend with the Puget Sound area skies. The electronic equipment cabinets are also manufactured in a neutral color. They will be screened in part by the existing building, as well as by a wooden fence. Several photosimulations the proposed facility are enclosed with this application depicting the antennas on the roofofthe existing building. The views shown are as follows: 1) looking southwest to the existing building and proposed facility; 2) looking northwest to the existing building and proposed facility; and, 3) looking southeast to the existing building and proposed facility. As is clear from the photosimulations, use of matching paint for the antennas, coupled with their diminutive profile, will minimize the visibility ofthe facility from adjacent buildings and street level. The small size ofthe antennas, relative to the large building on which they would be located and other large structures in the vicinity, would further minimize their visual impact to the surrounding neighborhood. We built these units in 1979 and have enjoyed living in Tukwila ever since. We are very familiar with Tukwila's high standards and are appreciative of them. First of all we would like to thank Art Pederson for his time and explanations of the project. We greatly appreciated his prompt follow up on some questions we had. The project proposed does concern us, as we strongly question the choice of location. 52nd Ave. is a pleasant mix of residential and office buildings. The office buildings presently located on the street are;all aesthetically pleasing:. they have clean lines and are visually uncluttered. As we understand it, the city has already approved PCS antenna of a competing company on top of the building occupied by Amour on the Boulevard on Southcenter Blvd. : just around the corner. It is one of our concerns that this will precipitate more antenna on buildings in our area. With Tukwila having such a large urban center, we see no reason for the antenna to encroach on residential areas at all. Once again with the vast amount of non - residential area in Tukwila, would it not be more prudent to locate the antenna within the urban/commercial center?
