Stoneflex technology has been used successfully in external applications for over 20 years. INSTALLATION Back-Up Framing Stoneflex panels may be installed as a complete exterior wall, as accents to other building finishes (i.e.: fascias, soffits, spandrel panels, etc.) or as infill panels over doors or over /under windows. Vertical framing members should be placed at a maximum of 24" on center or 16" in high- impact or windload situations. JOINT TREATMENT Joint using PVC erfr'usion http:// www. enteract .com/— petrarch/stntech2.htm Illustrated is a typical detail using a caulking compound. A good grade sealant should be used in all cases when filling the joints between the panels. Recommended Caulk Joint Width 3/8" (min. 1/4 ") All panel joints must be supported by a framing member. The size of the joints will depend on the type of caulking used but generally, width should be twice the depth. The recommended gap between panels is 3/8" and must never be less than 1/4 ". Joints and panel edges should be free from dust and, if recommended by the sealant manufacturer, the edges should first be primed. Special care should be taken to avoid primer from being applied on the face of the panel. It is mandatory to provide a release at the back of each joint so that the caulking compound will only stick to either edge of the panel and allow for differential movement. To accomplish this release, a polyethylene or similar bond breaker tape must be used. Care should be taken to protect the stone surface from excess sealant and to leave finished work in a neat and clean condition. For best results, it is recommended that a recognized caulking contractor be used. Color matched PVC and EPDM joint strips are also available. Contact Petrarch Claddings for samples and details. FASTENING All screw holes must be pre - drilled with a hold 1/16" larger than the screw shank diameter. It is important that the hole is drilled straight and the drill is kept perpendicular to the panel. Maximum fastener spacings are 8" on center around the perimeter of the panel, a maximum of 1/2" on center for fasteners in the center of each panel. All panels should be fully supported at the perimeter. Care is taken when mining and 0 5, crushing to select veins in which the color remains constant. w w 1- V To match Stoneflex on an existing building, a sample of the original Stoneflex panel should be ' Z submitted. It should be noted that natural stone aggregates, when mined, can vary from one deposit to C z another. Every effort is made to maintain consistency, but it may not always be possible to match an l= I existing or desired aggregate exactly. z CUTTING Cutting in the shop or on site is usually carried out using an electric circular saw with either an abrasive cutting disc (for minimal cutting) or a dry -cut diamond blade (for more extensive cutting). Operators should always wear eye protection and a respiratory mask. The panels should be face side down, held down to a flat saw bed and a guide rail used to ensure true and straight cutting. Dust should be cleaned from all panels immediately after cutting. DRILLING Normal drilling can be carried out from either the front or the back of the panel, using a portable hand -held pistol drill fitted with a masonry bit suitable for drilling at between speeds of 900 and 1200 rpm. The drill size should b 1/16" larger than the screw shank diameter. Dust should be cleaned from all panels immediately after drilling. CLEANING Stoneflex panels will retain atmospheric dirt as do other aggregate surfaces. Most of this can be removed with water or a mild detergent mix. A high pressure wash or scrubbing with a mild detergent followed by a clean water rinse, at high pressure, from the top down, using standard commercial cleansing techniques is all that is normally required. During installation or subsequently during building alterations, building site dirt and dust can contaminate the surface. This should be removed immediately. 'Certain dirt and stains induced by other trades on site may be removed by a proprietary brand of cleaner. It is advisable to test the cleaner first on a small area. Stoneflex panels damaged on site can be repaired with the Stoneflex Repair Kit which normally includes color matched paste, catalyst, natural stone, and written instructions. STORAGE AND HANDLING Extreme care should be taken when handling Stoneflex panels on site. Panels will normally be delivered on the site on wood pallets, face side up, wrapped in plastic sheets with protective side panels. The pallets should be stored flat, clear of the ground and under cover in a ventilated space. Extreme care should be taken to avoid rain or standing water as migration of moisture between the panels can cause staining or bowing. Should wet material be suspected or discovered, it must be uncrated immediately and towel dried. Panels should always be carried vertically and care taken not to damage the surface, edges or corners. One sheet should always be lifted completely off the next. They should not be temporarily stored outside of the original shipping crate unless completely supported and separated by the protective paper. If mechanical lifting equipment is used, panels should always be properly protected to avoid scuffing from ropes or chains. If the panels are soiled or damaged, remedial treatment should be administered immediately for best results. Project Description: This Conditional Use Permit approval is for installation of a wireless telecommunication facility on the roof of the Lindal Corporate Park, Building A. The project consists of three sector wireless facility. Each sector consists of two antennae. Two sectors are combined at one location (southwest corner of the roof) and third sector is proposed on the north side of the roof. Eight -foot high screen wall is proposed around both locations. The subject site is zoned Light Industrial (LI). Surrounding Land Uses The area to the west is Interstate 5. The area to the south is the entrance ramp to northbound Interstate 5 and Martin Luther King Jr. Way South. The area to the north is developed with light industrial and commercial buildings. The area to the east is a public storage warehouse building. The property on the southwest corner of the intersection of Martin Luther King Jr. Way South and South Ryan Way has Raisbeck Engineering's corporate office. BACKGROUND The applicant is requesting to co- locate antennae on an existing building. Qwest Wireless is proposing this facility as a Personal Communication Services (PCS) base station. PCS uses digital technology that also accommodates transfer of data and graphics in addition to voices. This is the first wireless facility proposed on this building. Based on w staff's recommendations the proposal was revised to install the operating equipment on the ground and to consolidate the spread of antennas to two locations and to provide - 0 screen wall that is architecturally consistent with the building in order to minimize co 0 visibility of antennas and exposed truss work. w U) u_ CONDITIONAL USE CRITERIA w o The proposed project must comply with criteria detailed in TMC 18.64.050, (1 -5), concerning co Conditional Use Permits. Applicant's response to conditional use criteria is attached to this staff = d. report as Attachment F. Staff makes the following findings under the city's Conditional Use z m Permit criteria (TMC 18.64.050): H 0 z �- (I) The proposed use will not be materially detrimental to the public welfare or 8 cn; injurious to the property or improvements in the vicinity of the proposed use or in the 0 ! district in which the subject property is situated. = v' The applicant has included site plans; elevations of the antennae; and computer generated u. z! photographs showing the proposed antennae and associated equipment in relation to the c.) existing building and surrounding development. The existing building is 22'6" high. The p F-' top of the antennas and the screen wall will be 34'6" high. The subject site is zoned LI. Z The facility shall comply with all federal standards related to radio frequency emissions. Comments related to the proposed project were received from Mr. James D. Raisbeck, owner of the property kiddy corner from the subject site (Attachment G). Issues related to screening and minimizing visibility of the antennae were conveyed to the applicant and revised drawings have addressed those concerns. However, pursuant to Section 704 of the 1996 Telecommunication Act, the local government does not have authority to regulate placement of these facilities on the basis of environmental effects of radio frequency emissions when these facilities comply with Federal Communication Commission's (FCC) regulations concerning such emissions. Per applicant, this facility will comply with all FCC regulations. This was conveyed to Mr. Raisbeck in a letter dated September 14, 2000 (Attachment H). Applicant has also submitted additional documentation that the proposed facility meets all FCC regulations (Attachment I). Staff Report to the Planning Commission L2000 -043 Qwest Wireless at Lindal Corporate Park Building Page 5 of 7 (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. The Development Standards for uses in the LI zone are: Maximum height: 45' Setbacks: First Front: 25' Second Front: 12.5' Side and rear: 5' The top of the proposed antennae and screen wall will be 34'6" and thus meet the maximum height requirements. As proposed the project also meets all setback requirements. The equipment is approximately 5'6" high and is proposed to be mounted on ground on the west side of the building. The existing landscaping effectively screens the equipment. The proposed antennae will be screened by an eight -foot high wall that will be architecturally consistent with the existing building. Screen wall must be provided on all four sides of the antennae proposed on the southwest corner of the building. The antennae and the screen wall proposed on the north side of the roof must be located on the north east corner of the existing building so the screen wall appears to be part of the building and can be an architectural element of the building. The screen wall must also be finished and painted to match the existing building. No other development standards in this zone apply to this application. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. As with similar uses, the proposed facility will generate trips during the construction period and, following the completion of construction, up to 1 trip per month for maintenance. No other impacts to pedestrian or transportation movements are anticipated. No new building or structure is proposed. Instead the project is to install antennae on rooftop of an existing building. Implementation strategies for this policy include the use of shared infrastructure and use of existing structures. The applicant is proposing antennae that will be located on an existing building. The screen wall will be designed to match the existing building. 5) All measures have been taken to minimize the possible adverse impacts, which the proposed use may have on the area in which it is located. The applicant has applied for a location on an existing building in lieu of proposing an additional support structure for their antennae. Providing screen walls that are architecturally consistent with the existing building around the proposed antennae will minimize the aesthetic impact. The facility will meet all federal standards related to radio frequency emissions. CONCLUSIONS 1. The proposal to install additional antennae on an existing building will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity. 2. The proposed project meets the performance standards that are required in LI zone. 3. The proposed project is compatible with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. 4. The proposed project is in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. 5. The radio frequency emissions are regulated by Federal Communication Commission and this project must meet all their requirements. The location of the operating equipment is appropriate as it is least visible from public streets and is effectively screened by existing landscaping. Screen wall that is architecturally consistent with the existing building will provide effective screening of the antennae and reduce clutter on the rooftop. RESPONSE TO CONDITIONAL USE CRITERIA Requirements of TMC18.64.050 The following criteria shall apply in granting a conditional use permit: 1. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use in the district in which the subject property is situated; The site is located on the roof of a commercial structure. The zone of the site and adjoining properties is Light Industrial (LI). The use is conditionally permitted in the LI zone. The surrounding area is developed with warehouse buildings and is a major transportation corridor. The height of the antennas, the antenna and equipment support skids and the electronic equipment are designed to have a minimal impact on this site and surrounding properties. During operation, the site will be unmanned and will generate only one vehicle trip per month for maintenance purposes. The facility does not emit harmful rays, noxious odors, heat, excessive noise or pollutants. The wireless utility at this site will not impact the public. 2. The proposed use shall meet or exceed the performance standards that are required in the district it will occupy; The maximum allowed height in the LI zone is 45'. The new antennas will not exceed the height limit of the zone. The top of the antennas on the azimuth 100 degrees skid mount is 35'. The top of the antennas on the azimuth 0 degrees and azimuth 210 degrees skid mount is 34' 6 ". The top of the equipment cabinet is 28' 6 ". The location of the antenna skid mounts and the equipment skid mount meet the general yard setbacks of the zone. No landscaping is proposed due to the roof top installation of the equipment and antennas. This site utilizes a design that minimizes the visual impact to the site and surrounding properties. The site will not remove any parking stalls. The site is ideal given the industrial warehouse nature of the site, the surrounding industrial uses, and the location of major transportation corridors to the south and west. No other performance standards apply. 3. The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design; The wireless utility installation is compatible with the site and surrounding land uses. After construction, the facility would require only one maintenance visit per month which will generate no measurable amount of traffic to the property or surrounding district. The facility is generally compatible with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design 4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan; Policies for non -city owned utilities: 12.1.34 Actively coordinate project implementation with individual utilities based upon Tukwila's Comprehensive Plan and development regulations. Planning and construction of the site has been planned and coordinated with electrical power and telephone utilities companies. The implementation of this project is consistent with Tukwila's Comprehensive Plan and development regulations. 12.1.36 Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. The site was selected due to the need to provide service to public travelers along Interstate 5, Martin Luther King Jr. Way South, and South Ryan Way. The design of the antennas, antenna support mouths, electronic equipment and electronic equipment mounts were designed to minimize visual impacts. Collocation opportunities were not present at this site. 5. All measures have been taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. The location should have no impact on the surrounding district. The proposed wireless utility is located in an area zoned for light industrial uses. The antennas and equipment will have a minimal visual impact on the surrounding community and is compatible with the light industrial and traffic corridor nature of this area. Maintenance visits to the site will be only once a month, and therefore, will have a minimal affect on the surrounding area. PCS uses low power and operates at a frequency that meets all local, state and federal requirements for the health and safety of the community. File Number L2000 -0043. Thank you for your letter provided in response to Notice of Application for the Qwest project. You have expressed concern about the proposed project; in particular you are concerned about the aesthetic impacts and any health effects associated with the presence of electromagnetic wave energy. The concerns expressed in your letter were conveyed to the applicant. The project was revised to minimize the visibility of the antennae and the operating equipment. The operating equipment is now proposed to be located on the ground on the west side of the building. The three different sectors on the rooftop are consolidated in two locations and are proposed to be screened with architectural walls that will match the existing building. Attached are the revised drawings submitted by the applicant on September 12, 2000. Additionally, the applicant must comply with all federal standards for radio frequency emissions. The applicant for this project will be submitting documentation showing that they meet all federal standards. A copy of the applicant's response will be mailed to you along with the staff report. Please be aware that Section 704 of 1996 Telecommunication Act preempts state and local governments from basing regulation of the placement, construction, and modification of personal wireless facilities directly or indirectly on the environmental effects of radio frequency emissions. Section 704 states that "No state or local government or instrumentality thereof may regulate the placement, construction or modification of personal wireless service facilities on the basis of the environmental effects of radio frequency emissions to the extent that such facilities comply with Federal Communication Commission's regulations concerning such emissions." As it relates to their concerns about health risks, Qwest equipment complies with FCC regulations related to radio frequency transmissions. Qwest Wireless PCS base stations transmit on FCC - licensed radio frequencies berween 1956 and 1970 megahertz. Let me state that our goal in working with your jurisdiction is to make our utility support structures to have the least visual design impact as possible. As it relates to moving the antennas to the center of the building, the building roof structure will not support the combined weight of our antennas, support structures, and equipment at one central location on the roof. Furthermore, we would need to raise the height of the steel poles that the antennas attach to above the permitted height of the zone. The current height of the antennas is 34'- 6 ". Our RF engineer advises that moving the antennas to the center of the building would necessitate the height of the steel pole to rise an additional 15 feet to 49' -6 ". As it relates to the actual support structure that we are proposing, our construction manager has stated that this type of structure is needed to spread the weight of the antennas, the support structure, and the ballast that will hold the support structure in place, evenly on the roof. Our RF engineer states that he needs the separation between the antennas to provide an adequate signal to each of the sectors. This support structure was chosen for those reasons. One idea that I might propose is to waive the 10' setback requirements and allow us to directly mount the antennas and a support pole directly to the outside of the building. 1 saw this application on a building just north and west of this site on Airport Way South. The support pole would rise approximately 9 feet above the existing roof line. Another idea would also be to waive the 10' setback requirements and allow us to use a tripod mount. This would permit us to us to reduce the overall height of the support structure. This would also address your concerns about the current skid mount support structure. INTRODUCTION U S WEST Wireless is in the process of developing a new wireless communication system called Personal Communication Services (PCS). PCS is a unique combination of telecommunication services that will provide the public with the next generation of wireless devices, such as: z compact cellular telephones with paging and voicemail service, wireless fax machines and fax ' . z modems, and an array of other customized mobile equipment. Ultimately, PCS will allow for an cc g all -in -one telecommunications device combining multiple services in a single wireless telephone. 6 m JU 0O: PCS uses new digital technology to produce a higher quality transfer of voices and data versus w =. the older analog /digital systems that are currently being used by many wireless telephone service -I h- providers. This digital technology also accommodates the transfer of data and graphics. In p addition, PCS operates at a higher frequency, around 1,900 megahertz, and broader frequency 2 band than conventional cellular. PCS works by splitting a region into smaller geographic areas called cells, that are each z ! served by a transmitter and receiver or "base station." The proposed PCS base station facility has been designed to provide PCS service to this portion of Tukwila and Interstate 5. When developed, this facility will connect to other neighboring facilities in the network allowing for uninterrupted PCS service throughout much of this sector of Tukwila. PROJECT DESCRIPTION The proposed PCS facility consists of the installation and operation of antennas and associated equipment for U SWEST Wireless personal communications service (PCS) network. U S West Wireless proposes to install a three sector wireless utility facility on the roof of the Lindal Corporate Park, Building A. Each sector will consist of two antennas mounted on a skid. The skid mount is an antenna support structure. The wireless communications equipment will also be located on the roof. The top of the azimuth 100 degrees antenna is 35 feet. The top of the azimuth 0 degrees and azimuth 210 degrees antennas is 34' 6 ". The top of the equipment is 28' 6 ". U S West Wireless would be the sole wireless provider at this site. The proposal calls for the installation of three sectors with two panel antennas that will be mounted to a universal wireless antenna skid mount. Each panel antenna is sixty inches tall, six inches wide and four inches in depth. The design of the antennas, the antenna mounts, and equipment mounts allow the wireless facility to have a minimal design and view impact. In addition to the antennas, there will be equipment cabinets containing the electronic equipment necessary to transmit and receive the signal located on the south central portion of the roof. The equipment will be mounted on an equipment skid (see plans for details). A small Global Positioning System (GPS) antenna will also be attached to the azimuth 210 degrees antenna skid mount. The facility has been designed to meet all applicable development standards of the zone. The proposed facility is conditionally permitted pursuant to TMC 18.32.040.13. IV. RESPONSE TO CONDITIONAL USE CRITERIA Requirements of TMC18.64.050 The following criteria shall apply in granting a conditional use permit: 1. The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity of the proposed use in the district in which the subject property is situated; The site is located on the roof of a commercial structure. The zone of the site and adjoining properties is Light Industrial (LI). The use is conditionally permitted in the LI zone. The surrounding area is developed with warehouse buildings and is a major transportation corridor. The height of the antennas, the antenna and equipment support skids and the electronic equipment are designed to have a minimal impact on this site and surrounding properties. During operation, the site will be unmanned and will generate only one vehicle trip per month for maintenance purposes. The facility does not emit harmful rays, noxious odors, heat, excessive noise or pollutants. The wireless utility at this site will not impact the public. 2. The proposed use shall meet or exceed the performance standards that are required in the district it will occupy; The maximum allowed height in the LI zone is 45'. The new antennas will not exceed the height limit of the zone. The top of the antennas on the azimuth 100 degrees skid mount is 35'. The top of the antennas on the azimuth 0 degrees and azimuth 210 degrees skid mount is 34' 6 ". The top of the equipment cabinet is 28' 6 ". The location of the antenna skid mounts and the equipment skid mount meet the general yard setbacks of the zone. No landscaping is proposed due to the roof top installation of the equipment and antennas. This site utilizes a design that minimizes the visual impact to the site and surrounding properties. The site will not remove any parking stalls. The site is ideal given the industrial warehouse nature of the site, the surrounding industrial uses, and the location of major transportation corridors to the south and west. No other performance standards apply. 3. The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design; The wireless utility installation is compatible with the site and surrounding land uses. The area to the south of the site is the entrance ramp to northbound Interstate 5 and Martin Luther King Jr. Way South. The area to the north is developed with light industrial and commercial buildings. The area to the east is a public storage warehouse facility. After construction, the facility would require only one maintenance visit per month which will generate no measurable amount of traffic to the property or surrounding district. The facility is generally compatible with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design 4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan; Policies for non -city owned utilities: . 12.1.34 Actively coordinate project implementation with individual utilities based upon Tukwila's Comprehensive Plan and development regulations. Planning and construction of the site has been planned and coordinated with electrical power and telephone utilities companies. The implementation of this project is consistent with Tukwila's Comprehensive Plan and development regulations. 12.1.36 Encourage utilities to consolidate facilities and minimize visual impacts of facilities where technically feasible. The site was selected due to the need to provide service to public travelers along Interstate 5, Martin Luther King Jr. Way South, and South Ryan Way. The design of the antennas, antenna support mouths, electronic equipment and electronic equipment mounts were designed to minimize visual impacts. Collocation opportunities were not present at this site. 5. All measures have been taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. The location should have no impact on the surrounding district. The proposed wireless utility is located in an area zoned for light industrial uses. The antennas and equipment will have a minimal visual impact on the surrounding community and is compatible with the light industrial and traffic corridor nature of this area. Maintenance visits to the site will be only once a month, and therefore, will have a minimal affect on the surrounding area. PCS uses low power and operates at a frequency that meets all local, state and federal requirements for the health and safety of the community. General Background on PCS Description of transmitting and receiving facilities U S West is in the process of improving and expanding it Personal Communications System (PCS) network in the greater Seattle area. The network provides high quality digital voice and data communications services to our customers, however, network improvements are required to meet our customers needs, expectations, and changing call behaviors. Just like existing analog cellular service, PCS is a terrestrial land- mobile based communication system. However, digital PCS offers tremendous improvements over analog cellular in quality, reliability and features (e.g. data, paging, etc.). U S West will be employing Code Division Multiple Access (CDMA) technology to ensure the clearest, highest capacity and most secure services available. The PCS site, or "cell" in question is one of over 200 in the greater Seattle area providing continuous coverage to our mobile customers. Each cell site consists of several base station cabinets, transmit and receive antenna pairs, and cabling to connect the base stations and antennas. The PCS base station equipment utilizes a transmitter and receiver, providing "uplink" and "downlink" capability to mobile uses with PCS handsets. The downlink or "forward" link is from the base station transmitter to mobile receiver. The downlink will use one of the six PCS bands in the 1930 to 1900 MHz range. The uplink or reverse link is from the mobile transmitter to base station receiver. The reverse link will use one of the six PCS bands in the 1850 to 1919 MHz range. The CDMA based PCS system is a low power technology, using a transmitter output power of only 8 watts. The location of each cell is critical to ensure contiguous coverage, and thus critical to the overall quality of the network. Each base station is integrated into the network by T -1 telephone circuits, which serve as a point of entry into the local telephone system. Approximate range of signals Due to the inherent characteristics of radio wave propagation, RF signals in the 800 MHz bands (such as cellular and ESMR) travel approximately twice as far as PCS RF signals in the 1900 MHz bands. Consequently, a PCS cell site will have a coverage radius of approximately one -half the radius of a cellular or ESMR cell site. Because of this, PCS cell sites must be spaced closer than cellular sites.
