This letter serves as a Notice of Decision and is issued pursuant to TMC 18.104.170 on the
following project and permit approvals. On the review of the Director of the Department of
Community Development, the applicant's request for a 36 square foot Special Permission
Freestanding Internal Information Sign was hereby denied. A copy of the requested sign is
attached to this Notice of Decision.

Property owners affected by this decision may request a change in valuation for
property tax purposes notwithstanding any program of revaluation.
h. Administrative appeals for the various permit Types are discussed below.
The period for administrative appeals is 14 days, starting from the issuance of this
Notice of Decision. The administrative body hearing each appeal is shown below. All
appeal materials shall be submitted to the Department of Community Development.
Appeal materials shall contain:
1. The name of the appealing party,
2. The address and phone number of the appealing party, and if the appealing
party is a corporation, association or other group, the address and phone
number of a contact person authorized to received notices on the appealing
party's behalf, and
3. A statement identifying the decision being appealed and the alleged errors in that
decision. The Notice of Appeal shall state specific errors of fact or errors in
application of the law in the decision being appealed, the harm suffered or
anticipated by the appellant, and the relief sought. The scope of an appeal shall
be limited to matters or issues raised in the Notice of Appeal.
Project materials including the application, any staff reports, and other studies related to the
permit(s) are available for inspection at the Tukwila Dept. of Community Development; 6300
Southcenter Blvd.; Suite 100; Tukwila, WA; from Monday through Friday, between 8:30 AM to
5:00 PM. The project planner is Michael Jenkins, who may be contacted at 206 - 431 -3685 for

We are in the process of removing the old signage on our Tukwila facility and installing a much cleaner
and More uniform look to comply with the sign codes for the City of Tukwila. How ever the requirement
of four (4) square feet doesn't provide, a clear and visible identification for the Main truck entrance, since
the majority of tragic entering through this gate is "LARGE" tractor /trailer equipment. The sign that we
are proposing is that of Thirty Six Square feet (36) located: approximately 150' off of East Marginal Way
South, this will clearly mark the entrance and exit to minimize any hazards of the large pieces of
,equipment entering and exiting onto East Marginal Way South. Thank you for your consideration in this

FINDINGS
Vicinity /Site Information
The applicant requests approval of a Freestanding Internal Information sign for their
Truck Entrance. The sign face measures 36 square feet (four feet by nine feet) and will
rest of two - six inch steel poles. The sign will have an overall height of five (5).feet, as
it will sit one (1) foot off of the ground. A copy of the sign specifications and the site
plan are included as Attachment A and B, respectively.
The sign, as indicated in Attachment A, will be used to mark the Truck Entrance for
Associated Grocers. Note that the truck entrance and surrounding area is located in
the City of Tukwila. The remainder of the site directly to the north of the proposed sign
is within the City of Seattle city limits. This use is complementary to the other industrial,
manufacturing and distribution uses in the general vicinity.
Background Information
Associated Grocers has received approval on March 14, 1997 for two wall signs to be
located on the south and east facades. These signs contain only the logo for the
business and do not include a spelling of the business name.
Decision Criteria
TMC 19.22.020 authorizes the Director to authorize a sign to resolve locational. or traffic
hazard problems. This section also requires that any such sign must also comply with
the other requirements of TMC Chapter 19.22.
The proposed sign appears appropriate in its scale and message area for its intended
use. As this entrance is served only by combination truck /trailer rigs measuring up to
14 feet in height, a sign sized appropriately to convey the message and placed near the
entrance is needed. This is the only proposed freestanding sign for the site within
Tukwila's jurisdiction.
Attachment C is a letter from Terry Farden, Administrative Services Manager for
Associated Grocers. Mr. Farden indicates that the sign will be setback 150 feet from
the property line. This meets the minimum required front yards setback in the MIC /H
zone (TMC 18.38.080). TMC 19.22.040 (4) requires freestanding signs to be located in
a landscaped area or on a decorative base. As presented, the sign will be located on
two steel poles.

CONCLUSIONS
1. The proposed sign area exceeds the four square foot maximum for freestanding
internal information signs (TMC 19.22.040), but is appropriate in size and scale to
resolve locational problems for truck traffic (TMC 19.22.020).
2. The placement of the sign meets setback requirements for its zone (TMC
18.38.080).
3. The base of the sign must be appropriately designed (TMC 19.22.040(4)) using
masonry, landscaping or other quality materials and /or treatment.
DECISION
The request, as presented in Attachments to this report, is hereby approved.
