Dear Mr. Bronson:
I have received your bond to postpone the required improvements for your short plat at
14430 58th Avenue South. The following items are still needed for final approval.
• The locations of the yet to be built water and sewer lines should only be shown on the
plat map if you are confident that they will be installed in those locations.
• Joint utility easements and maintenance agreements signed by the property owners
are still needed.
• The plat map only shows the private access easement from 58th Avenue South to Lot
B as gravel. It is required to have a minimum 12' asphalt paving with 4' shoulders on
both sides, 'capable of supporting the weight of the City's fire apparatus. Either the
map should be amended or the reference to gravel should be deleted.
• A completed joint access and maintenance agreement for the road signed by the
property owners needs to be provided with the final submittal.
• The surveyor's original signature and notorized signatures of the property owners
must be on the face of the plat.
• Please add the assessor's parcel number to the face of the plat.
• Please fill out and submit the attached Developer's Project Warranty Request Form.
The limited power of attorney you submitted along with the bond Tacks the seal
needed to be valid. I am returning it to you to be signed and sealed.
After the documents have been found to be in order, and the all of the requirements of the
short plat have been met, the Chairman of the Short Subdivision Committee signs your
short plat which constitutes a grant of final approval.

Preliminary Approval Letter
It is your responsibility to record the City approved short plat documents with the King
County Department of Records. The short plat is not complete until the recording occurs
and copies of the recorded documents are provided to the Department. of Community
Development.
The signature of the Chairman of the Short Subdivision Committee will certify that your
short plat application is ready for recording. You will need to pay the recording fees and
submit your approved original short plat to the King County Department of Records (296-
1570).
After recording, the County will return the recorded original to the City of Tukwila within 4-
6 weeks, at which time your short plat is considered complete. You can shorten this
processing time by hand - delivering a copy of the recorded short plat to me.
In many circumstances, building permits on the short platted property may not be issued
until a copy of the recorded short plat (or original) is returned to the Department of
Community Development.

The Short Subdivision Committee has completed review of your short plat application and
has granted preliminary approval subject to the conditions stated below.
There are three basic steps in the short plat approval process:
1. Preliminary Approval
This letter constitutes your preliminary approval. The application was reviewed by the
Tukwila Short Subdivision Committee and approved with conditions. The conditions
imposed are to ensure the short plat is consistent with the City's policies and regulations.
PRELIMINARY APPROVAL CONDITIONS
Utilities
a. Extension of water and sewer lines to the lots shall be approved by the Public
Works Department, contact Joanna Spencer at 433-0179. You will need to obtain
all required permits prior to beginning any construction.
b. Storm drainage system shall be installed according to the approved plan.
c. All utilities shall be placed underground or applicant shall apply for a waiver to the
undergrounding ordinance with an obligation for future undergrounding.
d. As-built plans, joint utility easements and maintenance agreements shall be
provided with the final submittal.

e. The private access from 58th Avenue South to Lot B shall have a minimum 12'

Fire Protection
g.
Prior to development of the lots, the following will be required: If there is no fire
hydrant within 250 feet of all building sites, then the developer shall either install a
fire hydrant capable of pumping 1000 gallons per minute OR the future houses will
be required to provide interior sprinklers, to be approved by the Fire Department.
This requirement must be stated on the face of the recorded plat, and must be met
prior to issuance of any building permits.
General
h. Submit a survey map as described in the application checklist which is consistent
with all of the conditions of approval. The surveyor's original signature must be on
the face of the plat. The survey reference number needs to be updated to L96-
0078.
i. Prior to submitting for final approval, you need to install all required site
improvements, including those proposed in the short plat application and those
identified above as a conditions of approval, or provide appropriate financial
guarantees to ensure that they will be installed within 6 months of recording.

The final approved short plat must be filed with the King County Department of
Records within six months from the date of this preliminary approval, October 4,
1997, otherwise the application will expire. The City may grant one six month
extension if requested in writing prior to the expiration date.
2. Final Approval
The next step is to submit the necessary short plat documents (survey, plat map, and
other required paper work), comply with the conditions of approval and install the required

site improvements. Installation of the site improvements may be delayed up to six
months beyond final approval when a financial guarantee is provided to ensure
installation. Appropriate financial guarantees may include: bond, cash deposit, letter of
credit or assignment of account in the amount of 150% of the estimated construction cost.

short plat have been met, the Chairman of the Short Subdivision Committee signs your
short plat which constitutes a grant of final approval.

TASK 1: STUDY AREA DEFINITION AND MAPS
The project site is within a portion of the Northwest quarter of Section 23, Township 23
North, Range 4 East, Willamette Meridian, in the City of Tukwila, King County,
Washington. The site is generally between S. 144th Street and S. 147th Street, and is on
the east side of 58th Avenue S.
There are two existing buildings in the southern half of the property, and a shed in the
northern half. The existing structures are accessed by a 10 foot gravel driveway. The
ground is presently covered with grass and is classified as Urban type soils by the United
States Department of Agriculture.
The upstream tributary area consists of yard areas, roofs and driveways from the
properties south of the project site. Runoff enters the site via seasonal stream that
partially discharges into a cinder block vault in the northeast corner of the property. There
are no sheet flow entering the site from the adjacent properties. Water from the site and
upstream areas discharges into a catch basin in the east side of 58th Avenue S. and
continues north within a series of pipes and catch basin before discharging into the
Duwamish River.
It is proposed to create three single - family lots. The existing house and garage will remain
and will occupy the southern half of the property. Two smaller lots will be created in the
northern portion of the site.
Per Section 1.5.B.7. of the City of Tukwila Ordinancel 755, each lot is considered a
separate land use /development activity. Less than 5000 sq. ft. of new impervious area will
be added to each lot, and therefore, a drainage review is not required for this project.

TASK 3: Field Inspection
Off -site runoff enters the site in the northeast corner as previously stated in Task 1.
Runoff discharges into a cinder block structure that has a 4" drain that appears to go
southwest, then turns west and discharges into an existing depression/conveyance facility
in front of the site. There is an existing junction box near the center of the eastern
property line that collects water that is conveyed to the cinder block structure. Runoff
from portions of the southern half of the site drains into a junction box behind the existing
structures. Water collected in the junction box is assumed to flow west into the
conveyance facility in front of the site.
Runoff that leaves the site drains into a catch basin in front of the property. Water that is
collected in the catch basin is conveyed north within 12" pipes. Runoff travels
approximately 1700 feet before eventually draining into the Duwamish River.
The existing drainage features are shown in the attached drainage map.
TASK 4: Drainage System Description and Problem Screening
The downstream facilities appear to be in good condition and with sufficient capacity to
handle the peak flows. Most of the on -site structures are old and may need to be replaced.
The proposed improvements are discussed in the next section.
TASK 5: Mitigation
A 10' easement will be provided along the eastern property line of Lot `B" to allow
maintenance and replacement of the existing conveyance facility in this area. The 4" pipe
at the downstream end of the cider block vault will be replaced with a new 6" line that will
run along the northern property line. Three new catch basins will be installed as shown on
the attached drainage map. The existing drain tile along the front of the property will be
connected to the new system which will be connected to the catch basin in 58th Avenue
South. Roof drains from future houses will be connected to the new system. The
southern half of the site will not be developed, therefore, the existing facilities will remain
in place.
Per Section 1.5.b.7 of the City of Tukwila Ordinance 1755, each lot is considered as a
separate land use /development activity. Less than 5,000 sq.ft. of impervious area will be
added to the lots, therefore, a drainage review is not required for this project.

The City of Tukwila should be aware of the water drainage problems which are caused by
underground springs and water runoff.
Mr. Bronson, who purchased the property located on 58th Avenue South, wishes to add
two more homes to the property that he purchased. What is Mr Bronson and the City of
Tukwila going to do with the pressures put upon the ground, movement of the
underground springs and the water table which has saturated the surrounding properties
over the past several years? We have no problem with the development as long as the
surface and underground water is properly diverted.
As home owners of the Tukwila community we are very concerned about the possibility of
two homes that are to be built. We feel that the homes that would be built would not
compare in value or square footage to the surrounding homes including the property, in
the neighborhood.
We as property owners, reserve the right to sue Mr. Bronson and the City of Tukwila if
there is a negative impact on our property.

I have concerns regarding the proposed construction of two
additional houses in the north yard of 14430 58th avenue south.
1. My home at 5809 south 144th street is downhill from the
proposed construction and already receives an excessive amount of
water runoff. To handle the current flow, three shallow ditches are
upstream from the house, a submerged perforated drain pipe
encircles the foundation and connects to the storm sewer, plus four
sump pumps are located in the crawl space for the water that gets
past the ditches and perforated pipe. Before installation of these
systems, my house accumulated up to 10 inches of standing water in
the crawl space causing substantial rot and termite damage. The front
steps and rear patio continue to sink. The elimination of the open
space and vegetation uphill from my property can only increase the
drainage difficulties which threaten the structural integrity of my
house.
2. One legitimate house could be built on the combined two
proposed plots with minimal degradation to the privacy and value of
the neighboring homes. A second house built in its back yard would be
directly in view from ( and of) the back of my house and fifteen feet
higher in elevation thus practically eliminating the privacy of my home
unless I cover all the rear facing windows. Depending on its height,
the second house could shade my yard in addition to my neighbor's
garden. I purchased my house because of the amount of open space
that had been preserved. Open space and privacy are valuable assets
and the proposed second house threatens both. A developer's desire
to maximize profit should not be allowed to diminish the value of
property and quality of life of the surrounding residents.

concern about the possibility that a property owner may plan to

NOTICE OF INCOMPLETE APPLICATION
RE: Bronson Short Plat - L96 -0078
Dear Mr. Bronson:
Your short plat application for property at 14430 58th Avenue South (L96 -0078) has been found to
be incomplete. In order to be a complete application, the following must be submitted to the
Planning Division. If you have any questions on the following items, you can coordinate directly
with Joanna Spencer in the Public Works Department at 433 -0179.
Four sets of utility plans prepared by a licensed civil engineer showing location and size of .
existing and proposed utilities serving the site. Public Works has specifically asked if the
water main for Lot A is existing or proposed? What is the size of the sanitary sewer stubs?
Where is the sewer main located in 58th Ave? Are you proposing a private sanitary sewer
main with Lots A & B tapping into the same line, or will there be individual separate side
sewers? Public Works also commented that all existing utilities for Lot C need to be shown.
• A plan showing site topography at 2 foot contour intervals.
• A copy of the recorded instrument #6708022 referenced in Note 5 on the survey.
Upon receipt of these items, the City will re- review them for completeness and will mail you written
notification of completeness or incompleteness. This determination is made for the purpose of
meeting the time requirements of HB 1724. Additional information may be requested if it is
deemed necessary to ensure the project, will conform to all relevant City requirements. This
application will expire if we do not receive the additional information within ninety days of the date
of this letter unless an extension is granted pursuant to Section 18.105.070(E). If you have any

For and In consideration of One Dollar ($1.00) and other valuable consideration, the receipt of which Is hereby
acknowledged, GEORGE TSUKAMOTO, a single man (*Grantor herein) grants, conveys end warrants to
PUGET SOUND POWER & LIGHT COMPANY, e Washington Corporation ( "Grantee" herein), for the purposes

1. Purpoee. Grantee shall have the right to construct, operate, maintain, repair, replace and enlarge an
underground electric transmission and/or distribution system upon and under the Right -of -Way together with all
necessary or convenient appurtenances therefore, which may include but are not 'gritted to 'the following:
underground conduits, cables, communication lines; vaults, manholes, switches, and trerAo , ert;•arid•semi- buried
or ground mounted facilities. Following the initial construction of its facilities; Gre'rttee• may frora.time to time

2. Access. Grantee shall h .lve the right of access to the Right -of -Way over and across the Property to enable
Grantee to exercise its rights hereunder, provided, that Grantee shall compensate Grantor for any damage to the
Property caused by the exercise of said right of access.
3. Obstructions; Landscaping. Grantee may from time to time remove trees, bushes, or other obstructions
within the Right -of -Way and may level and grade the Right -of -Way to the extent reasonably necessary to carry out
the purposes set forth In paragraph 1 hereof. provided, that following any such work, Grantee shall, to the extent
reasonably practicable, restore the Right -of -Way to the condition it was immediately prior to such work. Following
the installation of Grantee's underground facilities, Grantor may undertake any ordinary improvements to the
landscaping of the Right -of -Way, provided that no trees or other plants she!! be placed thereon, which would be
unreasonably expensive or Impractical for Grantee to remove and restore.
4. Grantor's Use of Right-of-Way. Grantor reserves the right io use the Right -of -Way for any purpose not
inconsistent with the rights herein granted, provided: that Grantor she.; not construct or maintain any building or
other structure on the Right -of -Way, which would Interfere with the exercise of the rights herein granted; that nu
digging, tunneling or other form of construction activity shall be done on the Property, which would disturb the
compaction or unearth Grantee's facilities on the Right -of -Way, or endanger the lateral support to said facilities;
and that no bit sting shell be done within 15 feet of the Right -of -Way.
5. Indemnity. 'By eccepting end recording this easement, Grentee agrees to indemnify and hold harmless Grantor
from any and ell claims for injuries and /or demeges suftered by any person, which may be caused by the Grantee's
exercise of ti or rights hare granted; provided that Grantee ehall not be responsible to Grantor for any injuries
and /or damages to any person caused r.y act . or omissions of Grantor.
6. Abandonment. The rights here:n granted shell continue until such time as Grantee ceases to use the Right -of-
Way ler a period of five (5) successive years, in which event this easement shall terminate and all rights hereunder
