The proposal is to construct a 1,233 s.f. building for loading and unloading packages to replace an existing outdoor facility at the same location. The building will be 75 feet south of the principal building, centered within a paved trailer storage area. Summary of Impacts: The project is small in scale and is not likely to result in significant adverse impacts. The use of the site will not change. Improvements will include the small building and landscape planters with fence intended to screen the facility and the existing trailer storage area. A small landscape planter will be removed. There will be no additional traffic generated and the new building will not adversely affect the flow of traffic on Andover Park West. There are no environmentally sensitive areas on or near the site. The building will be substantially smaller than the principal building, and will be constructed with cement composite boards painted to match the existing UPS /Roffe building. Summary of Proposed Mitigation: New landscaping and fences will reduce visual impacts of loading and storage. Comments Received From Reviewing Departments: Public Works has no comments. The Fire Department notes a fire alarm system will be required in the new structure. This requirement can be implemented through the building permit process rather than SEPA. Seattle, WA 98168 Dear Dave, As we discussed over the phone yesterday, this Air Recovery Unit will not affect the number of employees or the traffic volume at our building. The building will provide an enclosed area to sort /gather the Next Day Air parcels. Previously this operation has been done in the open lot exposed to the elements. The current operation consists of 65 drivers who arrive at work between 7:30 and 8:00 a.m. in their personal vehicles. From 8:05 a.m. to 8:30 a.m. these drivers leave the building in UPS package cars. The building is practically deserted until 5:15 p.m. when 46 sorters commence work. They finish at 8:20 p.m. During the sort the drivers return to the building with the majority of the drivers arriving from 5:45 to 6:15 p.m. By 6:15 all of the air parcels have been sorted and are headed to the airport. The trailers are moved between 10:00 p.m. and 6:00 a.m. There are about 16 trailers that are cycled through the building daily, with 70% of the movement occurring between 2:00 a.m. and 6:00 a.m. At 4:00 a.m. our pre -load sort starts up, requiring 55 employees.
