Mr. Crutchfield displayed and explained the revised landscape plan and Staff
Report.
Mr. Ed Hunt, McCann Construction Company, noted all landscape areas will be
irrigated.
Motion by Mr. Sowinski, seconded by Mrs. Avery and carried to approve the revised
landscape plan with the following stipulations:
1. The poplars to be planted along the dike be of 2 -inch caliper, minimum.
2. Automatic irrigation be provided.
C. Site Plan: Parking Lot @ Southcenter Corporate Square
Mr. Crutchfield displayed and explained the site improvement plans and the Staff
Report.
Discussion centered on potential use after 2 June 1978. Concluded the parking
lot will physically remain and may be useable as auxiliary parking for other
tenants.
Motion by Mrs. Avery and seconded by Mr. Sowinski to approve the site improvement
plan for the temporary parking lot with the following stipulations:
1. Applicant shall submit a detailed landscape plan for BAR review no later
than the regular May 1978 meeting of the Tukwila Planning Commission.
2. Upon issuance of an Occupancy Permit for buildings 3 and 4 of Southcenter
Corporate Square, this parking lot shall be landscaped in accordance with
a BAR - approved landscape plan.
3. The curb cut providing ingress /egress for the parking lot shall be relo-
cated to an appropriate point along the south line of the adjacent cul-
de -sac at such time as the cul -de -sac is improved; such curb cut permit
shall not be issued without Planning Commission approval.
Motion by Mr. Hartong, seconded by Mr. Sowinski and carried to amend the original
motion to include:
4. Use of this temporary parking lot shall cease at such time as an Occupancy
Permit is issued for buildings 3 and 4; future use as auxiliary parking is
subject to Planning Commission review.

The Tukwila Planning Commission, at its regular meeting conducted 28 July
1977, considered your request to authorize a portion of the required park-
ing spaces be provided within the designated storage yard for Project #377.
The Commission, upon due consideration of the information presented, denied
the request. Hence, the total number of parking spaces required by the
Tukwila Municipal Code must be provided outside the storage yard.

Considerable discussion ensued amongst Commissioners with respect to types
of groundcover and maintenance.
Motion by Mr. Hartong and seconded by Mr. Sowinski to approve the landscape
plan subject to treatment of the north yard with acceptable live groundcover.
Discussion on the motion with respect to what constitutes "acceptable live
groundcover" led to the conclusion by the Commission as a whole that field
grass is acceptable but that it must be properly maintained.
Motion carried.
Landscape Plan: Southcenter South #343
Mr. Crutchfield read the Staff recommendation.
Motion by Mr. Richards, seconded by Mr. Bowen and carried to approve the
landscape plan subject to modification to identify the River Zone treatment
as set forth in the Shoreline Master Program and approved by the Planning
Division.
Landscape Plan: Southcenter South #356
Mr. Crutchfield read the Staff recommendation.
Motion by Mrs. Avery, seconded by Mr. Hartong and carried to approve the
landscape plan subject to treatment of the southwest and north yards with
acceptable live groundcover.
Landscape Plan: Southcenter South #362
Mr. Crutchfield read the Staff recommendation.
Motion by Mr. Richards, seconded by Mr. Hartong and carried to approve the
landscape plan subject to treatment of the west yard with acceptable live
groundcover.

Mr. Crutchfield read the Staff Report and a letter from Ed Hunt, McCann
Development Corporation, explaining the requested revision.
Mr. Richards noted that if the parking spaces indicated in the storage yard
are used for parking, then they are not useable for storage. Therefore, why
have them in the storage yard. If the parking space indicated in the storage
yard are not used for parking but are used for storage, then the building is
in effect obtaining an indirect variance from the minimum number of required
parking spaces.

Motion by Mr. Hartong and seconded by Mr. Sowinski to sustain the restric-
tion that all parking spaces required by the Code be provided outside the
storage yard.
Motion carried with Mr. Richards voting NO.
Chairman Kirsop declared a 5- minute recess at 9:40 P.M.
Chairman Kirsop reconvened the meeting at 9:50 P.M. with all Commissioners
present as previously noted.
NEW BUSINESS:
PUBLIC HEARING: Rezone - VIP's @ Southcenter Boulevard
Mr. Crutchfield introduced the rezone petition and explained location of
property and requested classifications.
Chairman Kirsop opened the Public Hearing at 9:55 P.M.
Mr. Crutchfield read the Staff Report including Findings, Conclusions and
Recommendation.
Mr. Charles Dahlen, architect, stated the project has consumed a great deal
of time on the part of soils, landscape and construction experts over the
past several months in cooperation with the Staff to develop a visual as
well as economic success. This facility will clean up an existing eyesore.
Introduced members of the development team.
Chairman Kirsop asked what happened to the "Scottish Lodge" idea of a few
years ago? Mr. Bob Smith, VIP's, stated VIP's occasionally leases ground
to that and other motel chains, but in this instance VIP's will own 100%
of the improvement.
Mrs. Avery questioned the potential banquet capacity and related parking?
Mr. Smith stated the motel will have banquet facilities for approximately
110 persons. Parking is provided per Code.
Mr. Crutchfield pointed out that detailed review of plans, including neces-
sary parking, will be accomplished only upon application for Building Permit
subsequent to reclassification of land.
Mr. Bowen asked about storm service in this vicinity and when will the pro-
ject get started. Mr. Smith stated the storm sewer line had been moved
when the existing restaurant was constructed. The water line presently
existing on the site will be moved at VIP's expense in conjunction with
construction.

Site Plan Revision: Southcenter South #377
Croonquist Associates, architects for Southcenter South #377, has requested
the Commission reconsider their approval of 11 May 1977 which stipulated
that the required number of parking spaces be provided outside the desig-
nated storage area.
The building contains a total of ±65,000 square feet of which 1'20,000 square
feet is to be occupied by a tenant which requires the outside storage area.
This tenant desires its required parking (20 spaces) be located within the
fenced outside storage area while the remainder of the building (45,000
square feet) provides its required parking (45 spaces) within the parking
area associated with the building.

A revised site plan of the subject project was submitted to your office by Mr.
Croonquist on July 13, 1977 for your consideration at the next planning meeting.
The purpose of resubmitting this .plan, which has a revised parking arrangement.
from that which was before the Planning Commission on May 11, 1977, is to establish
a portion of the required parking within one tenant's fenced storage area.
The building is a multi -tenant facility and the main tenant has a priority require-
ment for a fenced yard. That tenant's parking is shown within that yard. It is
felt by this developer that to require the code parking to be outside the area
reserved a particular tenant unduly interferes with the use of the building and
is not in the best interests: of the tenant in question or prospective tenants'.
Further, a situation of inadequate parking is not only a violation of code require-
ment but also an intolerable situation for the successful leasing of the building.
Consequently the intent of the code parking will naturally be followed if the
building is to fulfill its purpose of development. The manner in which this will
be effected throughout the life of the building will be dictated by the require -
ments at any given time, but it . is not difficult to foresee the fence being moved
or alternate reserved parking being available to suit any given situation.

The Tukwila Planning Commission, at a Special Meeting conducted 11 May
1977, reviewed the plans submitted for your Project #377 located in
Southcenter South Industrial Park.
The Commission, sitting . as the Board of Architectural Review, approved
the plans for Project #377 with the following stipulations:
1. The number of parking spaces required by code be provided out-
side the designated storage area.
2. Architectural screening of roof - mounted equipment.
3. Treatment of River Zone in accordance with Shoreline Master
Program to include screening of storage area.
4. Provision of landscape concentration at east end of north property
line.
5. The site plan is subject to revision as may be required as a
consequence of short subdivision review.
6. Access to roadway to be resolved in conjunction with subdivision
review.
7. Minimum driveway width of 18 feet between building and rear parking area.
Application for Building Permit must reflect these stipulations and it is
suggested that landscape plans be submitted to this office at least 30 days
before intended occupancy.

1. Northeast curb cut be located a minimum of twenty (20) feet from
side property line.
2. Southwest and north yards be treated with live groundcover.
3. Complementary exterior treatment of the north elevation.
4. Architectural screening of roof - mounted equipment.
5. Planning Commission review and approval of detailed landscape plan
prior to issuance of Occupancy Permit.
6. The site plan is subject to revision as may be required as a conse-
quence of short subdivision review.
Alte Plan: Southcenter South Project #377
Mr. Crutchfield displayed and explained the site and elevation drawings for
Project #377 and read the Staff Report.
Commission noted the poor access provided to this lot as a consequence of
ending the roadway at the rail line.. Also discussed storage area and need
for screening. Mr. Crutchfield again noted Subdivision review should resolve
the question of adequate access.
Motion by Mr. Sowinski and seconded by Mrs. Avery to approve the plans for
Project #377 with the following stipulations:
1. The number of parking spaces required by code be provided outside
the designated storage area.
2. Architectural screening of roof - mounted equipment.
3. Treatment of River Zone in accordance with Shoreline Master Program
to include screening of storage area.

Mr. West pointed out that the driveway between the rail easement and building
is only 15 feet and feels it is too narrow. Some discussion followed regarding
need for emergency vehicle access and the physical difficulties associated with
the narrow drive.
Motion by Mr. West, seconded by Mr. Sowinski and carried to add the following
stipulation:
7. Minimum driveway width of 18 feet between building and rear parking
area.
Site Plan: Project #368 (Tri -Land Corp.)
Mr. Crutchfield displayed and explained the site and elevation drawings for
Project #368 for Tri -Land Corporation and located at the northwest corner of
the intersection of Andover Park West and South 180th Street.
Mr. Crutchfield noted the past approvals of substandard landscape strips on
adjacent properties and that this plan indicates same.
Commission discussed intent of landscape strips adjacent to street and the
fact that adjacent properties have already been developed with a certain
substandard landscape strip width.
Motion by Mrs. Avery and seconded by Mr. West to approve the plans for Project
#368 with the following stipulations:
1. Provision of 108 parking spaces.
2. Landscape strip adjacent South 180th Street be 15 feet in depth
from curb and the landscape strip adjacent Andover Park West be 11.5
feet in depth from curb.
3. Architectural screening of roof - mounted equipment.
4. Complementary exterior treatment of elevations.
5. Planning Commission review and approval of detailed landscape plan
prior to issuance of Occupancy Permit.
Motion by Mr. Sowinski, seconded by Mr. Hartong and carried to amend the motion
with respect to stipulation #2 as follows:
The planting strip adjacent Andover Park West conform to adjacent
properties.
Original motion, as amended, carried.
