COMMUNITY AFFAIRS AND PARKS COMMITTEE - Meeting Minutes
November 25, 2014 — 5:30 p.m. — Hazelnut Conference Room
PRESENT
Councilmembers: Joe Duffie, Chair; De'Sean Quinn (Absent: Dennis Robertson, Verna Seal)
Staff: Dave Johnson, Warren Orr, Laurel Humphrey
CALL TO ORDER: Committee Chair Duffie called the meeting to order at 5:30 p.m.

A. Foster Golf Links Marketing and Capital Improvement Program
Staff provided an update on the Foster Golf Links Marketing Plan and draft 15 -year Capital
Improvement Plan. A 2014 Action Plan, built from the marketing plan and created to explore
revenue generation, included the following strategies:
Strategy 1: Retain and Strengthen our Core
Strategy 2: Engage Lapsed Golfers
Strategy 3: Attract New Customers
Strategy 4: Improve Course Playability
A 15 year Capital Improvement Plan has been developed that includes rebuilding 6 greens,
rebuilding bunkers, and replacing lifespan capital items. This CIP has been incorporated into
the adopted 2015 -2016 City Budget. Staff distributed a graphical representation of cumulative
rounds played for the years 2011- present.
