is in violation of Tukwila's Municipal Code (MC),
TMC Chapter. 8.28.020 International Property Maintenance Code Adopted
Specifically: Dumpster lids were open. IPMC 307.3.1 and IPMC 307.3.2.
Dumpster enclosure filled with uncontained rubbish and garbage.IPMC 307.1 and 3073
Discarded furniture and debris was present in the enclosure area. IPMC 307.3
Weeds over 24" along entire perimeter of property. IPMC 302.4
Perimeter area (west side of carport and Building B and east side of Building A) covered in
debris (auto parts, tires, furniture, lumber, human waste, etc.). IPMC 302.1 and 307.1.
Rodent harborage around the entire property. Burrows noted in several areas around all
i buildings. 1PMC 302.5.
IPMC 308.4 requires owner of multiple occupancy structures to exterminate in the public
and shared areas of the structure and exterior property areas.
Broken curbs and concrete present tripping hazard near play area and storage building.
(One of the inspectors tripped and fell, wrenching her ankle). IPMC 302.3
Cable wiring throughout complex is a tripping hazard. IPMC 702.1
Broken window in storage area. IPMC 304.13
Door to office is broken. IPMC 304.15 (K2)
Graffiti is present throughout the complex on walls. IPMC 302.9
Exterior lighting is missing in several locations. IPMC 402.2
At least one junk vehicle is parked in the parking lot (tabs expired in 2003 and vehicle has
not moved in two years). IPMC 302.8

None of the apartment unit #s meet minimum size requirements of 4 inches. IPMC 304.3
Most handrails in the stairwells are not properly bolted to the wall. IPMC 304.12 (Photos

Most of the carpeting in stairways is deteriorated and is a tripping hazard. IPMC 302.3
Fence west of covered parking area is deteriorated. IPMC 302.7
Exterior faucet on north end of "A" building is dripping. IPMC 504.1

Most windows are not fitted with window screens throughout entire complex. IPMC
304.14
Mold is present in virtually all apartments we inspected indicating lack of proper
ventilation due to non working fans or windows with missing screens. IPMC 403.2 and
304.14.
Some units may be over occupied. Unit B-5 tenant stated that 6 people live in the 2-
bedroom unit. We did not measure the rooms, but based on observation we believe that the
two bedroom units could legally house 4 adults and one bedroom units could house 2
adults. IPMC 404.5.
Cockroaches and /or sugar ants were noted in many of the occupied and unoccupied units.
IPMC 308.1 (Units A -21, A -20, A -7, A -18, A15, B-6, B-5, B10 and A -10).
Carpeting in many of the units is stained, filthy and /or torn. IPMC 305.1 305.4. (Units B-
3, A -7).
Some tenants reported non working appliances. IPMC 603.1
Non working baseboard heaters were reported by several tenants. IPMC 602.3. Baseboard
heaters were detached from the wall in several occupied and unoccupied units. (Units A-
21, B-2, B-6, B-10)
Obvious leaks near toilets in many of the units. IPMC 504.1
Door locks were installed improperly (too high) in many units. IPMC 702.3
Doors in many units do not operate properly. Exterior sliders do not close all the way,
some do not lock as a result Gaps are visible. Some interior doors were hanging from door
frame or otherwise inoperable. IPMC 305.6 (interior doors) and 304.15 (exterior doors).
(A -20, A -21, B-6)
Holes in wallboard noted in many units. One tenant (Unit B-3) reported that hole was cut
in ceiling above bathtub due to the upstairs shower leaks. When upstairs tenant uses
shower, water flows into lower unit bathtub through the hole. IPMC 305.3 504.1
Decks are deteriorated in many of the units due to excessive moisture, lack of protective
treatment and exposure to the elements. IPMC 304.10 and 304.2.
Tenants reported that electrical outlets were non functional in several units. IPMC 605.1
Smoke detectors missing or not working in several units. IPMC 704.1 and 704.2

Corrective Action Submit a schedule for abatement of all violations to City Code Enforcement,
6300 Southcenter Blvd, Tukwila, WA 98168.

FAILURE TO COMPLY WITH THIS ORDER MAY SUBJECT YOU TO A MONETARY PENALTY OF UP TO $500 PER
DAY FOR EACH DAY THAT THE VIOLATION EXISTS UNDER THE PROVISIONS SET FORTH IN TMC 8.45.100(2).
Ameai Provisions:
A person may, within ten days of receipt of this notice, file with the City Clerk a written notice of appeal containing the
following:
1. A heading with the words: "Before the Hearing Officer of the City of Tukwila;
2. A caption reading:, "Appeal of giving the names of all appellants participating in the appeal;
3. A brief statement setting forth the legal interest of each of the appellants in the property involved in the
notice and order;
4. A brief statement of the specific order or action protested, together with any material facts claimed to
support the contentions of the appellant or appellants;
5. A brief statement of the relief sought, and the reasons why it is claimed that the notice and order should be
reversed, modified, or otherwise set aside;
6. The signature of all persons named as appellants, and their official mailing addresses;
7. The verification (by declaration under penalty of perjury) of each appellant as to the truth of the matters
stated in the appeal.

Failure to appeal this Violation Notice and Order shall constitute a waiver of all rights to any additional administrative hearings.
Failure to respond may result in the matter being forwarded to the City Attorney for further action.
