01— THE TANK IS A 12,000 GAL. ABOVEGROUND — DOUBLEWALLED —
SECONDARY CONTAINED — TWO HOUR U/L 2085 — U/L -142 — PROTECTED
TYPE TANK. IT IS LISTED AND LABLED BY U/L. IT IS A SINGLE
COMPARTMENT, DIESEL FUEL TANK DISPENSING SYSTEM. THE TANK AND
ITS SYSTEMS MEETS UFC -97 — ARTICLE 52 AND 79 — APPEND, II -F — NFPA 30
AND 30A WITH THE REQUIRED NFPA 60 ELECTRICAL STATE AND FIRE
CODE REQUIREMENTS. THE TANK AND SYSTEMS CONTAIN A HIGH LEVEL
90% LIMITER VALVE, AN 85% HIGH LEVEL AND AN INTERSPACE LEAK
ELECTRICAL ALARM SYSTEM, WITH AND EXTERIOR ALARM HORN AND
STROBE LIGHT. THE HORN HAS A TIME OUT, SO TH•IAT IF IT WERE TO GO
OFF FROM HEAT EXPANSION AND NOT ATTENDED, IT WOULD NOT PLACE
FEAR IN THE SUROUNDING AREA. THE SYSTEM CONTAINS AN ANTI -
SYPHON VALVE, AND A SAFETY SHEAR VALVE W/ FUSE LINK.
THE SYSTEM IS SECONDARY CONTAINED WITH THE REQUIRED LEAK
DETECT SYSTEMS. THE SYSTEM CONTAINS A VISUAL AIR OVER HYD.
GAUGE SYSTEM WHICH IS MARKED AT 85 — 90 — AND 95% OF THE SHELL
FULL TANK. THE TOP GAUGE STICK PORT IS OF A 4" LOCKABLE SNAP
TIGHT DESIGN, THERE IS A 4" DROP TUBE THAT PASSES FROM THE TOP OF
THE TANK, DOWN TO 10" OFF OF THE BOTTOM OF THE TANK. INSIDE THIS
TUBE IS KEPT A 1" SQUARE HARDWOOD GAUGE STICK, FOR THE DOUBLE
CHECKING OF THE OUTSIDE GAUGE SYSTEM. THIS TUBE HAS A WEEP
HOLE AT THE TOP OF IT SO AS TO KEEP THE FUEL LEVEL EVEN WITH THE
OUTSIDE OF THE TUBE. THE SYSTEM CONTAINS A HOSE BREAK -A -WAY
SYSTEM AND SUITABLE SWING AND FLEX JOINTS, AS PER CODE AND U /L.
THERE IS ALSO A WATER ABSORB/PARTICIAL TYPE FILTRATION SYSTEM
IN THE DISPENSING SYSTEM. AN AUTOMATIC NOZZEL WILL BE USED. THE
TANK IS LISTED AS ITEM # 1- ON THE DRAWING.
02 -- THE EMERGENCY SHUT OFF SWITCH IS LOCATED APPROX. 30' FROM
THE DISPENSING AREA, AT THE REAR OF THE TANK. THERE IS PROPER
SIGNAGE AND LOCATION FOR THE FIRE EXTINGUISHER AND SPILL
CONTAINMENT ABSORBANT PADS AND PROPERLY LABLED CONTAINER.
THIS IS LISTED AS ITEM # 2 -- ON THE DRAWING.
03 - HEAVY DUTY CONCRETE FREEWAY BARRIERS ARE TO BE SUPPLIED
AROUND THE TANK FOR THE VEHICLE ENCROACHMENT PROTECTION,
THEY ARE LISTED AS ITEM # 3 - ON THE DRAWING.
04 - SECURITY LIGHTING IS AT THE DISPENSING END OF THE TANK AS
WELL AS ON THE POWER POLE TO THE NORTH OF THE TANK. THIS IS
LISTED AS ITEM # 4 - ON THE DRAWING.
05 - A HIGH QUALITY CARD LOCK SYSTEM WILL BE USED TO CONTROL
AND MONITOR THE DISPENSING SYSTEM, THIS WILL BE FOR THE FILLING
OF THEIR OWN TRUCK FLEET WITH DIESEL FUEL, WITHOUT THE PROPER
SECURITY, ONE CANNOT ACCESS THE SYSTEM.
06 - THERE ARE FOUR CITY FIRE HYDRANTS WITI•IIN 400' OF THE FRONT OF
THIS PROPERTY. AS LISTED AS ITEM # - 6 ON THE DRAWING.
07 - THE ELECTRICAL SERVICE WILL BE RUN FROM THE POWER POLE TO
THE NORTH OF THE TANK, TO THE REAR OF THE TANK FOR THE
CONNECTON TO THE TANK ELECTRICAL SYSTEMS. THE TANK WILL HAVE
AN APPROVED ELECTRICAL POWER PANEL AND CONTROL BOX MOUNTED
AT THE REAR OF THE TANK, THIS IS TO HELP KEEP THE TANK AND ITS
SYSTEMS TO A FULL CELL TYPE DESIGNED SYSTEM. EVERYTHING IS
MOUNTED AND ATTACHED TO THE TANK, THE ELECTRICAL SERVICES,
AND CONNECTIONS, FROM THE TANK TO THE METER BASE, WILL BE DONE
BY A LICENCED WASHINGTON ELECTRICIAN, AND THE POWER COMPANY.
08 - THIS ENTIRE PROPERTY IS UNDER ONE OWNERSHIP AND ONE
CONTROL, OF ALL OF THE VARIOUS USES ON THE PROPERTY,
09 - THERE IS A SMALL NON - IMPORTANT METAL SHOP BUILDING 25' TO
THE SOUTH OF THE TANK. THE NEAREST IMPORTANT BUILDING IS THE
TIRE SHOP, WHICH IS OVER 65 FEET TO THE EAST OF THE TANK.
10 - THE NEAREST PROPERTY LINE, FROM THE TANK, IS OVER 100 FEET.
11- THE NEAREST STREET/ PUBLIC WAY IS ALSO OVER 100 FEET AWAY
FROM THE TANK SYSTEM.

12 - THE FUEL SYSTEM IS INSIDE A FENCED INDUSTRIAL PARKING LOT,
WITH AT LEAST 25' FROM THE TANK SYSTEM.
13 -- THE DISPENSING SYSTEM IS POWERED BY A 1-1/2 HORSEPOWER,
SUBMURSIBLE TYPE TURBINE SYSTEM. THE DISPENSING IS PROVIDED
THROUGH APPROVED BULK METERS, HOSES, BREAK -A -WAY, AND
NOZZLES. A SPRING RETRACT REEL WILL KEEP THE HOSE SECURED AT
THE TANK WHEN NOT IN USE. A BALL STOP WILL BE ON THE HOSE TO
PREVENT THE NOZZLE FROM TRYING TO WIND UP INSIDE OF THE REEL.
A CUSTOM NOZZLE HANG UP POST IS PROVIDED FOR THE SUCURING OF
THE NOZZLE, WHEN NOT IN USE.
14 - THE REQUIRED U/L -142 PRIMARY AND SECONDARY VENTING, IS
PROVIDED AT THE TOP OF TFIE TANK, AS PER U/L REQUIREMENTS,
15 - THE REQUIRED - ART. 52 PRIMARY PRESURE VACUUM VENT IS
PROVIDED AS REQUIRED. ALL PORTS ARE ONLY OUT THROUGH THE TOP
OF THE TANK, AS REQUIRED. THIS KEEPS THE VAPORS WITHIN THE TANK,
AND THE DIRT AND WATER OUT OF THE TANK. IT IS U/L APPROVED.
16 - THE ENTIRE TANK AND ALL OF ITS PARTS, PLUMBING, AND
ATTACHMENTS ARE PROPERLY PAINTED AS PER U/L -2085.
17 - THE TANK CARRIES A 30 YEAR STI WARRANTY, AS THEY DESCRIBE.
18 - THE HIGH WATER LINE IS APPROX. 290 FEET TO THE WEST OF THE
TANK, THE GROT.IND SLOPES 1.5+ FEET BACK FROM THE WATER LINE
SHORE EDGE, TO THE TANK. THE SHORE LINE IS A BANK. THE HIGH
WATER LINE IS OVER 10+ FEET BELOW THE SHORE BANK, WATER SHOULD
NEVER REACH THE TANK, AND ANY ACCIDENTAL RELEASE OF FUEL
WOULD NOT FIND ITS WAY TO THE WATERS EDGE/ BANK, ACCEPTABLE
PROCEDURES ARE BEING TAKEN TO PROTECT FROM A RELEASE. AND IF
ONE WERE TO OCCURE, SPECIAL PROCEDURES ARE IN PLACE TO QUICKLY
CONTROL IT. IT IS EXPECTED, WITH ALL OF THE SAFETY BUILT INTO
THIS SYSTEM, ONLY A VERY FEW GALLONS COULD BE RELEASED. IF THIS
WERE TO OCCUR, CLEAN UP MEASURES WOULD IMMEDIATELY TAKE
PLACE TO CLEAN IT UP. ATI IS A HULK MOTOR TRANSPORT COMPANY,
THAT TRANSPORTS PETROLEUM PRODUCTS EVERY DAY, AS ITS PRIMIARY
FUNCTION. THEIR CONTINIOUS TRAINING WOULD HAVE THEM ON GUARD
TO REACT TO ANYTHING THAT WERE TO HAPPEN, IN THE REQUIRED AND
PRESCRIBED WAY. THEY ARE EXPERTS IN THIS FIELD. ANY SPILL WILL BE
QUICKLY CLEANED UP WITH THE ABSORBANT MATERIALS SUPPLIED, AND
THEN THE ABSORBANTS WILL BE PROPERLY DISPOSED OF.

19 — THE TANK GROUND MOUNTING BASE IS A SEISMIC RATED AND
WASHINGTON ENGINEERED, STAMPED, CONCRETE PAD WITH THE
APPROPRIATE ANCHOR HOLD DOWNS INSTALLED. PLEASE SEE THE
DETAILS ATTACHED. IT IS PLACED DIRECTLY UNDER THE TANK, ON THE
DRAWINGS.
20 — IT HAS BEEN OUR EXPERIENCE, FOR OVER THE PAST 14 YEARS, THAT
THESE SYSTEMS ARE VERY FIRE AND ENVIROMENTALLY SAFE.
21— OVER THE LAST 45 YEARS, OUR COMPANY HAS BUILT OVER 12,000
FUEL DISPENSING SYSTEMS, SIMILAR TO AND LIKE THIS ONE. WE HAVE
NEVER HAD A FIRE OR ENVIROMENTAL INCIDENT, AS OF THIS DATE.
22 — WE HAVE INSTALLED A SYSTEM JUST LIKE THIS ONE IN THE CITY OF
PORTLAND OREGON, FOR AMERICAN TRANSPORT, INC,
23 — THIS SYSTEM HAS AND WILL BE TESTED TO THE REQUIRED U/L AND
FIRE CODE REQUIREMENTS. THE PIPING WILL BE TESTED TO 75 PSI. THE
TURBINE PUMPING SYSTEM WILL PRODUCE 45 PSI, WHEN IN STATIC MODE.
24 — ALL OF THE PIPING AND DISPENSING SYSTEMS WILL BE RATED TO A
WORKING CAPAICITY TO OR OVER 150 PSI.
25 — ALL OF THE PIPING AND ELECTRICAL AND DISPENSING SYSTEMS WILL
BE PROPERLY ATTACHED TO THE TANK AND PAINTED.
WE ARE PROVIDING A FREE SERVICE TO ATI IN ASSISTING THEM TO
OPTAIN THE LOCAL PERMIT REQUIREMENTS FOR THEIR NEW SYSTEM. WE
WILL BE BUILDING THE SYSTEM COMPLETE AND READY FOR SERVICE AT
OUR SHOPS IN PORTLAND, OREGON. IT WILL BE READY FOR SHIPPING
FROM OUR SHOPS WITH AN FBO, PORTLAND, OREGON. A LOCAL
LICENCED CRANE COMPANY WILL SET THE SYSTEM. ANY SITE
IMPROVEMENTS WILL BE DONE BY ATI, BY EITHER THEIR PEOPLE OR BY
WASHINGTON LICENCED CONTRACTORS.
ALL OF THE PARTS WARRANTY WILL BE COVERED BY ACE TANK AND
EQUIPMENT OF TACOMA, WA. ADDITIONAL DETAILS ARE AVAILABLE

18.27.090 Exemptions. This chapter shall not apply to:
1. An authorized representative of the United States
Government, the State of Washington, or any
incorporated city, town, county, township, irrigation
district, reclamation district, or other municipal or
political corporation or subdivision of this state;
2. Officers of a court when they are acting within the
scope of their office;
3. Public utilities operating under the regulations of the
utilities and transportation commission in
construction, maintenance, or development work
incidental to their own business;
4. Any construction, repair, or operation incidental to the
discovering or producing of petroleum or gas, or the
drilling, testing, abandoning, or other operation of any
petroleum or gas well or any surface or underground
mine or mineral deposit when performed by an owner
or lessee;
5. The sale or installation of any finished products,
materials, or articles of merchandise which are not
actually fabricated Into and do not become a
permanent fixed part of a structure;
6, Any construction, alteration, Improvement, or repair
of personal property, except this chapter shall apply
to all mobile /manufactured housing. A
mobile /manufactured home may be installed, set up,
or repaired by the registered or legal owner, by a
contractor licensed under thls chapter, or by a
mobile /manufactured home retail dealer or
manufacturer licensed under chapter 46.70 RCW;
7, Any construction, alteration, improvement, or repair
carried on within the limits and boundaries of any site
or reservation under the legal Jurisdiction of the
federal govemment;
8. Any person who only furnished materials, supplies, or
equipment without fabrlcatirig them Into, or
consuming them In the performance of, the work of
the contractor;
9. Any work or operation on one undertaking or project
by one or more contracts, the aggregate contract
price of which for labor and materials and all other
Items is less than $500, such work, or operations
being considered as of a casual, minor, or
inconsequential nature. The exemption prescribed In
this subsection does not apply in any instance
wherein the work or construction is only a part of a
larger or major operation, whether undertaken by the
same or a different contractor, or in which a division

of the operation is made into contracts of amounts
less than $500 for the purpose of evasion of this
chapter or otherwise. The exemption, prescribed in
this subsection does not apply to a person who
advertises or puts out any sign or card or other
device which might indicate to the public that he is a
contractor, or that he is qualified to engage in the
business of contractor;
10. Any construction or operation incidental to the
construction and repair of irrigation and drainage
ditches of regularly constituted irrigation districts or
reclamation districts; or to farming, dairying,
agriculture, viticulture, horticulture, or stock or poultry
raising; or to clearing or other work upon land in rural
districts for fire prevention purposes; except when
any of the above work is performed by a registered
contractor;
11. An owner who contracts for a project with a
registered contractor;
12. Any person working on his own property, whether
'occupied by him or not, and any person working on
his residence, whether owned by him or not but this
exemption shall not apply to any person otherwise
covered by this chapter who constructs an
Improvement on his own property with the intention
and for the purpose of selling the improved property;
Owners of commercial properties who use their own
employees to do maintenance, repair, and alteration
work in or upon their own properties;
14. A licensed architect or civil or professional engineer
acting solely In his professional capacity, an
electrician licensed under the laws of the state of
Washington, or a plumber licensed under the laws of
the state of Washington while operating within the
boundaries of such political subdivision. The
exemption provided in this subsection is applicable
only when the licensee is operating within the scope
of his license;
15. Any person who engages In the activities herein
regulated as an employee of a registered contractor
with wages as his sole compensation;
16. Contractors on highway projects who have been
prequalified as required by chapter 13 of the Laws of
1961, RCW 47.28.070 with the department of
transportation to perform highway construction,
reconstruction, or maintenance work.
