M.S.C.E., M.B.A. Geotechnical /Civil Engineer January 31, 2012 Indian Pentecostal Church 14275 Interurban Ave S Tukwila, WA 98168 Subject: Geotechnical Evaluation and Stability Recommendations Rear Soil Cut 14275 interurban Ave S This engineering report presents the results of a geotechnical evaluation of the Indian Pentecostal Church and overall property at 14275 Interurban Ave S. This evaluation was requested by the church leader, Rev. Watson, and permit coordinator, Maureen Caruso, as a result of a City of Tukwila Stop Work Order No. BFA12001. REFERENCES: ° Site photographs by D. Bruce P.E., dated January 23, 2012 BACKGROUND: The church is located on a rectangular lot that fronts along Interurban Ave S. See photographs. The church building occupies the flat easterly portion of the site. The rear (westerly) portion of the site contains a steep (estimate 40% to 60% slope). This engineer understands that the church congregation desired additional storage room at the rear of the existing wood framed building. In order to accomplish the desired room, church members excavated the toe of slope. See photographs. This excavation and storage room project was undertaken without a City of Tukwila permit. This engineer observed a City of Tukwila Reg Tag Notice No. BFA12001, dated January 6, 2012. The Stop Work Order was issued for non - permitted work with concerns regarding the geotechnical stability of the rear hillside due to the non - permitted excavation work. January 31, 2012 Page 2 EVALUATION: This engineer performed an on -site evaluation on January 23, 2012. This engineer observed that excavation had occurred that cut into the toe of slope approximately eight (8) horizontal feet, and approximately five to six (5-6) vertical feet. See photographs. The slope above the cut is designated "steep" (approximately 40% to 60 %). The slope face is heavily vegetated with shrubs and mature trees. No evidence of any geotechnical instability was observed. No slides, no soil tension cracks, nor any erosional degradation. The native soils (that were excavated) are extremely dense and are the result of glaciation and deposition. The soil cuts are ge9technlcally stable, but require protection and drainage mitigation to prevent erosional sloughing and potential undermining of the slope. There is no immediate threatening condition with regard to slope stability. However, it is geotechnically essential to repair the slope cut and provide a proper stabilization wall. RECOMMENDATIONS; • The open cut must be protected. Based on the economic realities of the church congregation, this engineer does not recommend a reinforced concrete retaining wall. • A battered keystone block wall with Geogrid is recommended. See attached typical sketch. • This engineer understands that permit coordinator Maureen Caruso, is working with structural engineer Pete Pawlak, P.E., to prepare plans for the desired rear addition structure. • The geotechnical keystone block wall should be placed approximately four to six (4' - 6) horizontal feet from the existing slope cut. Prior to placing the base keystone block, the subgrade should be prepared (under this engineer's inspections) with a compacted gravel sub -base. Indian Pentecostal Church Re: 14275 Interurban Ave S. January 31, 2012 Page 3 • At approximately two and one -half to three feet (2.5' - 3') high (of keystone blocks) a Geogrid layer is required. The geogrid layer may be constructed out of typical Geogrid mesh (Tensar, Huesker, etc.), subject to this engineer's approval. • The backfill material shall be relatively free draining (gravel, sand) and placed in compacted lifts. • Additionally, a perforated drainage pipe should be placed behind the base course of keystone blocks. • Most keystone blocks have an inherent batter of 1 H:6V. This batter is geotechnically acceptable; provided geotechnical inspections verify subgrade preparation, base block embedment, block linkage, drainage zone, compacted backfill and Geogrid layer. • This engineer anticipates that the keystone block wall will be approximately four to five feet (4.0' - 5.0') high. The purpose of the keystone block wall is to "reconstruct" the over - excavated toe of slope and provide long -term protection for erosional degradation. • Additionally, this engineer observed that the existing church building contains gutter downspouts that merely "dump" storm water onto the existing foundation footings. This is not good practice. All gutter downspouts should be connected with a tightline and extended beyond the foundation zone. A minimum of four (4) additional feet beyond the foundation zone is required. These downspout extension pipes should be collected into an "intercept drain ", placed in a gravel trench. Engineering inspections by this engineer required to verify work. SUMMARY: • The hillside behind the church building was excavated, but is not threatening overall slope integrity. • Stabilizing work (keystone block wall with Geogrid and proper drainage zone) is required for long -term erosional protection.
