City Council Utilities Committee
December 13, 2016 - 5:30 p. m. - Foster Conference Room, 6300 Building

CALL TO ORDER: Committee Chair Hougardy called the meeting to order at 5:30 p.m.

A. Grant Acceptance: Green the Green
Staff is seeking Council approval of an agreement with King County Flood Control District to
accept $53,459.00 from their Cooperative Watershed Management grant program for the Green
the Green planting project. This grant will be used to hire a consultant who will assist with
outreach, site selection, design, invasive species removal, planting, and two years of
maintenance. The project intends to plant approximately 1,200 lineal feet of shoreline in an
effort to decrease water temperatures and aid salmon recovery. The City's match is $10,000 and
includes staff time for project management. Other funds for the project are included in the
adopted 2017 CIP. The Committee members requested access to the Muckleshoot Tribe's shade
map that will be used to inform site selection. UNANIMOUS APPROVAL. FORWARD TO
JANUARY 17, 2017 REGULAR CONSENT AGENDA.
B. Valley View Sewer District Loop Area Service Update
Staff provided the Committee with an update on the Loop Area Sewer Project. Councilmembers
have been continuing to hear concerns from residents and the Committee wants to remain
updated. The Loop is one of the last remaining un- sewered areas and Valley View Sewer District
(WSD) is working to construct the infrastructure to provide service to homeowners in the future.
Owners will not have to connect until they sell, redevelop, or their septic system fails, and WSD
has recently received around $300,000 in Community Development Block Grant fundingto assist
low income property owners. WSD is currently waiting for information on construction funding
for the project, and Dana Dick, VVSD's Manager, plans to present to the City Council in January
2017. The Committee requested more information on the actual number of failing septic tanks
in the Loop. DISCUSSION ONLY.

Committee members reviewed and discussed the work done in Utilities this year. Chair
Hougardy thanked fellow members and staff for a productive year. DISCUSSION ONLY.
