Benefits of a Regional Animal
Service System
Consistency across jurisdictions
Single access point for residents
Reducing demands on individual jurisdictions
Communications from the media, advocacy groups and other interested
parties on companion animal issues (e.g. public disclosure requests)
Local police agencies to focus on traditional law enforcement instead of civil
animal nuisances and offenses
Local court systems do not deal with animal related civil appeal processes
Local jurisdictions are not involved in court proceedings for Superior Court
appeals of actions or lawsuit response
Wide network of volunteers, partnerships and foster families

Services: Shelter
• Kenneling, adoptions and veterinary care on -site in Kent
• Two shelter veterinarians and three LVTs — seven day a week care
• Almost 4,000 intakes
• Over 1,400 temporary placements in volunteer foster care homes (2016)
• (Underage feral kittens, post- operative, golden oldies)
• Shelter supported by more than 500 volunteers annually
• Over 93,000 hours of support annually at shelter (22K) and fostering (71K)

Summary of changes from
2016 -2017 ILA
Services and Districts to remain the same
Cost allocation methodology to remain the same
80% based on service usage, 20% based on jurisdiction population
Note: usage is to be based on a 3 year rolling average
5 year term
(effective January 1, 2018 — through December 31, 2022)
Additional five year automatic extension
Opt out of automatic extension by providing notice by June 30, 2021
Limited Re- Opener upon Notice of Termination, if any city or cities opts out
of the second term, and the resulting cost impact to any remaining party is
not estimated to exceed 10 %, the Agreement shall automatically extend for
a second five year term, to December 31, 2027 subject to agreement
adjusting the ILA as necessary based on parties departing the system.

Summary of changes from
2016 -2017 ILA
Latecomers, allowed prior to the termination or expiration of
Agreement.
Only permitted if the additional party will not cause an increase any City's
net costs payable to the County or decrease in services provided per
agreement.
Retain shelter credits
Jurisdiction revenue in excess of jurisdictions costs used to reduce
regional model support expenses (i.e. County General Fund expenses
that are not charged to model).
Reduced operating costs by $141K to help mitigate the cost impact of
Kirkland choosing to leave the regional model.

Overview of County Contribution
to RASKC Program
$5.1 million County General Fund support for animal services as
follows in the 2017 -2018 budget:
$1.6 million KC expense as a member /user of services (approximately
1/3 of all intakes, calls and licenses sold are Uninc. KC).
$3.5 million KC expense to support the program in two areas:
$1.8 million KC sponsored support of primarily high shelter intake cities from
south KC.; and
$1.7 million KC funded items not included in RASKC model for:
enhancing the shelter outcomes of animals and supporting the low euthanasia
goal of RASKC
