your comments to 5 minutes. The Council appreciates hearing from citizens and members of the public, and
may not be able to answer questions or respond during the meeting.
PUBLIC COMMENTS
Members of the public are given the opportunity to address the Council on items that are NOT included on
the agenda during PUBLIC COMMENTS. Please limit your comments to 5 minutes. If you have a
comment on an Agenda item, please wait until that item comes up for discussion to speak on that topic.
SPECIAL MEETINGS /EXECUTIVE SESSIONS
Special Meetings may be called at any time with proper public notice. Procedures followed are the same as
those used in Regular Council meetings.
Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel
matters as prescribed by law. Executive Sessions are not open to the public.
PUBLIC HEARINGS
Public Hearings are required by law before the Council can take action on matters affecting the public
interest such as land -use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of the
Tukwila Municipal Code states the following guidelines for Public Hearings:
The proponent shall speak first and is allowed 15 minutes for a presentation.
2. The opponent is then allowed 15 minutes to make a presentation.
3. Each side is then allowed 5 minutes for rebuttal.
4. Members of the public who wish to address the Council may speak for 5 minutes each. No one may
speak a second time until everyone wishing to speak has spoken.
5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to the
question, but may not engage in further debate at that time.
6. After the Public Hearing is closed and during the Council meeting, the Council may choose to discuss
the issue among themselves, or defer the discussion to a future Council meeting, without further public
testimony. Council action may only be taken during Regular or Special Meetings.
COUNCIL MEETING SCHEDULE
No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given.
Regular Meetings - The Mayor, elected by the people to a four -year term, presides at all Regular Council
Meetings held on the 1 st and 3rd Mondays of each month at 7:00 p.m. and Special Meetings. Official
Council action in the form of formal motions, adopting of resolutions and passing of ordinances can
only be taken at Regular or Special Council meetings.
Committee of the Whole Meetings - Councilmembers are elected for a four -year term. The Council
President is elected by the Councilmembers to preside at all Committee of the Whole meetings for a
one -year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m.
Issues discussed there are forwarded to Regular or Special Council meetings for official action.
WHEREAS, Sexual Assault Awareness Month calls attention to the fact that
sexual violence is widespread and impacts every community; and
WHEREAS, one in five women and one in 71 men will experience sexual
assault or sexual harassment during their lifetime; and
WHEREAS, child sexual abuse prevention must be a priority to confront the
reality that one in six boys and one in four girls will experience a sexual assault before
the age 18; and
WHEREAS, young people experience heightened rates of sexual violence and
youths 12 to 17 are 2.5 times more likely to be a victim of sexual assault; and
WHEREAS, on campus one in five women and one in 16 men are sexually
assaulted during their time in college; and
WHEREAS, we must work together to educate our community about sexual
violence prevention, supporting survivors of sexual assault and speaking out against
harmful attitudes and actions; and
WHEREAS, prevention of sexual assault is possible when we increase
awareness and community involvement;
NOW THEREFORE, 1, Kate Kruller, Councilmember, on behalf of Allan
Ekberg, Mayor of the City of Tukwila, do hereby proclaim April 2017:
Sexual Assault Awareness Month
in the City of Tukwila and encourage all citizens to join me in the special observance
and join advocates and communities across the country in taking action to prevent
sexual violence.

TUKWILA, WASHINGTON, REPEALING ORDINANCE NO.
2428; REENACTING TUKWILA MUNICIPAL CODE CHAPTER
2.30, "TUKWILA ARTS COMMISSION'If TO UPDATE
ORGANIZATIONAL STRUCTURE AND PROCEDURES;
PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN
EFFECTIVE DATE.
WHEREAS, the Municipal Research and Services Center has published a report
outlining the components of best practices for Advisory Boards, Commissions and
Committees; and
WHEREAS, the City of Tukwila wants to update the Tukwila Municipal Code to
incorporate these best practices as guidelines for our Advisory Boards, Commissions and
Committees;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY ORDAINS AS FOLLOWS:
Section 1. Repealer. Ordinance No. 2428 is hereby repealed in its entirety.

2.30 is hereby reenacted to read as follows:

Section 3. TIVIC Section 2.30.010 is hereby reenacted to read as follows:
2.30.010 Establishment of Commission — Purpose
The Tukwila Arts Commission (the "Commission") is hereby established to serve in an
advisory capacity to the Mayor, City Council or other commission or board of the City on
matters including, but not limited to, those set forth hereinafter. The activities of the
Commission shall include the following:
1. To represent the City's interest in art matters, to be a spokes-group for art
matters in the City, and to keep the Mayor and City Council informed on all such related
matters.
2. To be a central body to whom art organizations, artists and anyone interested
in cultural advancement of the community may come for information or assistance.
3. To encourage and aid programs for cultural enrichment of Tukwila citizens.
4. To coordinate and strengthen existing organizations in the field of art, and to
develop cooperation with schools and regional and national art organizations.
5. To explore ways and methods of obtaining private, local, State, and federal
funds to promote art projects within the community.
6. To review and make recommendations on all works of art acquired by the City,
inclusive of all art incorporated into capital improvement projects.
7. To render any other advice and assistance in the field of art, aesthetics and
beautification as requested.
8. To render any other assistance to the City in any other artistic activities as may
be referred to by the City.
Section 4. TIVIC Section 2.30.020 is hereby reenacted to read as follows:
2.30.020 Membership
A. Qualifications. Members must be residents of the City of Tukwila or own/work
at a business within the city limits of the City of Tukwila
B. Number of Members. The Commission shall be comprised of not less than five
and not more than seven members. At least three members of said Commission shall be
involved in the instruction of or otherwise professionally engaged in the visual and/or
performing arts whenever possible.
C. Appointment Process. Community members that meet the requirements
stated in TIVIC Section 2.30.020A shall submit a completed Boards and Commissions
Application to the Mayor's Office. The Mayor's Office will forward the application to the
Commission for review. The Mayor recommends appointment of applicants to the City
Council and all appointments are confirmed by the City Council.

D. Term of Appointment. The term of appointment for the members of the Tukwila
Arts Commission shall be four years provided, however, that in order for the fewest terms
to expire in any one year all current terms of existing appointed Commission members
shall expire on December 31 of the year set forth below for each respective position
number:
Term for Positions 1 and 2 shall expire December 31, 2018
Term for Positions 3, 4 and 5 shall expire December 31, 2020
Term for Positions 6 and 7 shall expire December 31, 2017
After the expiration of the current terms for the existing Commission members listed
above, each term thereafter shall be for a period of four years.
E. Student Representation. In addition to the appointed positions, the
Commission shall seek to recruit one student representative to participate on the
Commission. The student representative shall be a high school student who resides in
the City of Tukwila. The term of this position will be a minimum of one year and may not
exceed four years or when the student graduates from high school, whichever comes
first.
F. Resignations. If a Commission member is unable to complete their term of
service, a letter of resignation shall be sent to the Mayor indicating the effective date of
the resignation.
G. Vacancies. Any appointment to a position vacated other than by the expiration
of the term of the appointment shall be to fill only the unexpired portion of said term.
H. Revocation of Appointment. A Commission member may be removed from
the position if absent without being excused for three consecutive meetings or six regular
meetings in a calendar year.
Section 5. TMC Section 2.30.030 is hereby reenacted to read as follows:
2.30.030 Commission Organization
Members of the Commission shall meet and organize by electing from the members
of the Commission a Chair and a Vice-chair, and such other officers as may be
determined by the Commission, to serve for one year. The Vice-chair shall promote to
the Chair the following year and a new Vice-Chair shall be elected by the members. It
shall be the duty of the Chair to preside at all meetings. The Vice-chair shall perform this
duty in the absence of the Chair. If neither the Chair nor the Vice-Chair is present, a
member chosen by agreement of the attending members shall act as chairperson.

Section 6. TIVIC Section 2.30.040 is hereby reenacted to read as follows:
2.30.040 Meetings
A. Conduct. The Commission shall hold at least one regular meeting per quarter.
Commission meetings shall be conducted in public session and noticed in accordance
with the Open Public Meetings Act (OPMA).
B. By-Laws. The Commission shall adopt bylaws to provide guidelines for the
conduct of business.
C. Quorum. A majority of the seated members shall constitute a quorum for the
transaction of business.
D. Staff Assistance. The City shall provide assigned staff to support the
Commission. The primary role of staff is to represent the City and facilitate
communication between the Commission, City Administration, the City Council and other
City departments. Staff responsibilities include:
1. Ensuring that meeting notifications and recordkeeping are consistent with
applicable state laws;
2. Ensuring compliance with applicable laws, such as the Open Public
Meetings Act (OPMA) and Public Records Act (PRA);
3. Providing professional guidance, issue analysis and recommendations;
4. Assisting with research, report preparation and correspondence; and
5. Compiling agendas, maintaining minutes and records, forwarding
recommendations and/or implementing actions.
Section 7. TIVIC Section 2.30.050 is hereby established to read as follows:
2.30.050 Reporting Requirements and Biennial Review
A. Reporting Requirements. The Commission shall keep the City of Tukwila
apprised of its activities and recommendations by submitting an annual written report by
January 31 each year summarizing the activities for the previous year.
B. Biennial Review. The City Council shall review the ongoing relevance of all
Boards and Commissions in conjunction with review of requested funding allocations
during the biennial budget process.

Section 8. TMC Section 2.30.060 is hereby established to reenact the TMC section
entitled "Creation of Municipal Arts Fund for Capital Arts Projects" to read as follows:
2.30.060 Creation of Municipal Arts Fund for Capital Arts Projects
A special fund entitled the Municipal Arts Fund has been established, into which 1 %
of all qualifying Capital Improvement Project funds, as calculated below, shall be
transferred. These funds, together with such other funds that the City may from time to
time transfer into said fund, shall be used to incorporate public art into qualifying Capital
Improvement Projects, or for the purpose of acquisition of or otherwise providing for the
advancement of public art within the City of Tukwila. Qualifying Capital Improvement
Projects shall include Parks development projects and Public Works projects. 1% of
qualifying Capital Improvement Projects shall be calculated based upon construction cost
identified at the time the project is funded, and shall exclude any City funded amount for
the acquisition of real property, demolition, or equipment. This shall be a fixed amount
and shall not fluctuate with future project budget adjustments.
Section 9. Corrections by City Clerk or Code Reviser. Upon approval of the City
Attorney, the City Clerk and the code reviser are authorized to make necessary
corrections to this ordinance, including the correction of clerical errors; references to other
local, state or federal laws, codes, rules, or regulations; or ordinance numbering and
section/subsection numbering.
Section 10. Severability. If any section, subsection, paragraph, sentence, clause or
phrase of this ordinance or its application to any person or situation should be held to be
invalid or unconstitutional for any reason by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of the
remaining portions of this ordinance or its application to any other person or situation.
Section 11. Effective Date. This ordinance or a summary thereof shall be published
in the official newspaper of the City, and shall take effect and be in full force five days
after passage and publication as provided by law.

TUKWILA, WASHINGTON, REPEALING ORDINANCE NOS.
2417 AND 1877; REENACTING TUKWILA MUNICIPAL
CODE CHAPTER 2.42, "CIVIL SERVICE COMMISSION)" TO
UPDATE ORGANIZATIONAL STRUCTURE AND
PROCEDURES; PROVIDING FOR SEVERABILITY; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the Municipal Research and Services Center has published a report
outlining the components of best practices for Advisory Boards, Commissions and
Committees; and
WHEREAS, the City of Tukwila wants to update the Tukwila Municipal Code to
incorporate these best practices as guidelines for our Advisory Boards, Commissions and
Committees; and
WHEREAS, many of the provisions of Tukwila Municipal Code Chapter 2.42 are
addressed within the Civil Services Rules adopted by the Civil Service Commission and are
not necessary within the Tukwila Municipal Code itself;
NOW, THEREFORE, THE CITY -COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY ORDAINS AS FOLLOWS:
Section 1. Repealer. Ordinance Nos. 2417 and 1877 are hereby repealed in their
entirety.

Section 3. TMC Section 2.42.010 is hereby reenacted to read as follows:
2.42.010 Establishment of Commission — Purpose
Pursuant to the authority conferred by RCW 41.08.030 and 41.12.030, the City of
Tukwila Civil Service Commission ("Commission") is hereby established.
Section 4. TMC Section 2.42.020 is hereby reenacted to read as follows:
2.42.020 Membership
A. Qualifications. Members must meet the following requirements:
1. Be a citizen of the United States;
2. Be a resident of the City of Tukwila for three years preceding the
appointment; and
3. Be registered to vote in King County.
B. Number of Members. The Commission shall be comprised of three members
that meet the requirements listed in TMC Section 2.42.020.A, "Qualifications."
C. Appointment Process. Community members that meet the requirements listed
in TMC Section 2.42.020.A shall submit a completed Boards and Commissions
Application to the Mayor's Office. The Mayor's Office will forward the application to the
Commission for review. The Mayor appoints applicants to the Civil Service Commission.
D. Term of Appointment. The term of appointment for the members of the Civil
Service Commission shall be six years provided, however, that in order for the fewest
terms to expire in any one year all current terms of existing appointed Commission

members shall expire on December 31 of the year set forth below for each respective
position number:
Term for Position 1 shall expire December 31, 2021
Term for Position 2 shall expire December 31, 2017
Term for Position 3 shall expire December 31, 2019
After the expiration of the current terms for the existing Commission members listed
above, each term thereafter shall be for a period of six years.
E. Compensation. The members of the Commission shall serve without
compensation.
F. Resignations. If a Commission member is unable to complete their term of
service a letter of resignation should be sent to the Mayor indicating the effective date of
the resignation.
G. Vacancies. Any appointment to a position vacated other than by the expiration
of the term of the appointment shall be to fill only the unexpired portion of said term.
H. Revocation of Appointment. Any member of the Commission may be removed
from office for incompetence, incompatibility or dereliction of duty, or malfeasance in
office, or other good cause; provided, however, that no member of the Commission shall
be removed until charges have been preferred, in writing, due notice and a full hearing
held. [RCW 41.08.030, RCW 41.12.030]
Section 5. TMC Section 2.42.030 is hereby reenacted to read as follows:
2.42.030 Commission Organization — Duties
A. Election of Chair and Vice Chair. Members of the Commission shall meet and
organize by electing from the members of the Commission a Chair and a Vice-chair to
serve for one year. The Vice-chair shall promote to the Chair the following year and a
new Vice-Chair shall be elected by the members. It shall be the duty of the Chair to
preside at all meetings. The Vice-chair shall perform this duty in the absence of the Chair.
B. Duties of the Commission. The duties of the Civil Service Commission shall
include:
1. To make suitable rules and regulations that shall provide in detail the manner
in which examinations may be held, and appointments, promotions, transfers,
reinstatements, demotions, suspensions and discharges shall be made. The rules and
regulations shall also provide for the classification of all positions within the Police and
Fire Departments according to the duties, responsibilities and qualifications of each and
shall further provide the manner in which such classification shall be accomplished. The
rules and regulations and any amendments thereof shall be available to the public.

2. All tests shall be practical and shall consist only of subjects which will fairly
determine the capacity of persons examined to perform duties of the position to which
appointment is to be made, and may include tests of physical fitness and/or manual skill.
3. The rules and regulations adopted by the Commission shall provide for a
credit in favor of all applicants for appointment under civil service, who, in time of war, or
in any expedition of the Armed Forces of the United States, have served in and been
honorably discharged from the Armed Forces of the United States, including the Army,
Navy and Marine Corps and the American Red Cross, in compliance with RCW
41.04.010.
4. The Commission shall make investigations concerning and report upon all
matters touching the enforcement and effect of the provisions of this chapter, and the
rules and regulations prescribed hereunder; inspect all institutions, departments, offices,
places, positions and employments affected by this chapter, and ascertain whether this
chapter and all such rules and regulations are being obeyed.
5. Such investigations may be made by the Commission or by any
commissioner designated by the Commission for that purpose. Not only must these
investigations be made by the Commission as aforesaid, but the Commission must make
like investigation on petition of a citizen, duly verified stating that irregularities or abuses
exist, or setting forth in concise language, in writing, the necessity for such investigation.
In the course of such investigation, the Commission or designated commissioner, or Chief
Examiner, shall have the power to administer oaths, subpoena and require the
attendance of witnesses and the production by them of books, papers, documents and
accounts pertaining to the investigation and also to cause the deposition of witnesses
residing within or without the state to be taken in the manner prescribed by law for like
depositions in civil actions in the superior court; and the failure upon the part of any person
so subpoenaed to comply with the provisions of this section shall be deemed a violation
of this chapter and punishable as such.
6. All hearings and investigations before the Commission, or designated
commissioner, or Chief Examiner, shall be governed by this chapter and by rules of
practice and procedure to be adopted by the Commission, and in the conduct thereof
neither the Commission, nor designated commissioner, shall be bound by the technical
rules of evidence. No informality in any proceedings or hearing, or in the manner of taking
testimony before the Commission or designated commissioner, shall invalidate any order,
decision, rule or regulation made, approved or confirmed by the Commission; provided,
however, that no order, decision, rule or regulation made by any designated
commissioner conducting any hearing or investigation alone shall be of any force or effect
whatsoever unless and until concurred in by at least one of the other two members.
7. To hear and determine appeals or complaints respecting the administrative
work of the Human Resources Department related to the Commission's duties, the
rejection of any examination and such other matters as may be referred to the
Commission pursuant to the duties outlined in TIVIC Section 2.42.030.13.1.

8. To establish and maintain in card or other suitable form a roster of
employees covered by civil service.
9. To provide for, formulate and hold competitive tests to determine the relative
qualifications of persons who seek employment in any class or position and, as a result
thereof, establish eligible lists for the various classes of positions as established by the
City; and to provide that employees laid off because of curtailment of expenditures,
reduction in force, and for like cause, head the list in the order of their seniority, to the
end that they shall be the first to be reemployed.
10. When a vacant position is to be filled, to certify to the appointing authority,
on written request, the names of the three persons highest on the eligible list for the class.
The Commission shall make provision in its rules for provisional or temporary
appointments to be utilized when there is no such eligible list applicable to the vacant
position, or which may be utilized at the discretion of the appointing authority when there
are less than three names on the eligibility list applicable to the vacant position. Such
temporary or provisional appointment shall not exceed a period of six months in duration
but may be extended for up to an additional six months if for any reason it cannot be
determined at the expiration of the initial appointment that the position being filled by
temporary or provisional appointment will in fact continue to be vacant, such as in the
instance of a position vacant due to an officer on disability leave under the LEOFF Act,
or for other good cause which in the discretion of the Commission warrants an additional
extension of such a provisional or temporary appointment.
11. To keep such records as may be necessary for the proper administration of
this chapter.
12. Approval of payroll in accordance with RCW 41.08.120 and RCW 41.12-120.
C. Appointment of Secretary and Chief Examiner. The Commission shall
appoint a person to hold the position of Secretary and Chief Examiner. The method of
appointment and duties of the Secretary and Chief Examiner shall be as prescribed in the
rules adopted by the Commission. The duties of the Secretary and Chief Examiner shall
be to keep the records of the Commission, preserve all reports made to it, superintend
and keep a record of all examinations held under its direction, and perform such other
duties as the Commission may prescribe.
Section 6. TIVIC Section 2.42.040 is hereby reenacted to read as follows:
2.42.040 Meetings
A. Frequency and Conduct. Commission meetings shall be held at least monthly
and shall be conducted in public session and noticed in accordance with the Open Public
Meetings Act (OPMA).
B. By-Laws. The Commission shall adopt bylaws to provide guidelines for the
conduct of business.

C. Quorum. Two members of the Commission shall constitute a quorum and the
votes of any two members of such Commission concurring shall be sufficient for the
decision of all matters and the transaction of all business to be decided or transacted by
the Commission.
D. Staff Assistance. The City shall provide assigned staff to support the
Commission. The primary role of staff is to represent the City and facilitate communication
between the Commission, City Administration, the City Council and other City
departments. Staff responsibilities include:
1. Ensuring that meeting notifications and recordkeeping are consistent with
applicable state laws;
2. Ensuring compliance with applicable laws, such as the Open Public
Meetings Act (OPMA) and Public Records Act (PRA);
3. Providing professional guidance, issue analysis and recommendations;
4. Assisting with research, report preparation and correspondence; and
5. Compiling agendas, maintaining minutes, forwarding recommendations
and/or implementing actions.
6. Duties of civil service Secretary and Chief Examiner as appointed per TIVIC
Section 2.42.030.C.
Section 7. TIVIC Section 2.42.050 is hereby reenacted to read as follows:
2.42.050 Persons Included — Competitive Examination — Transfers, Discharges and
Reinstatements
The provisions of this chapter shall include all full-time, fully paid employees of the
City's Police and/or Fire Departments, with the exception of the chiefs thereof who,
because of the nature of their positions and pursuant to RCW 41.08.050 and 41.12.050,
shall serve in their positions as other City department heads, and with the further
exception of all clerical, dispatchers, fire inspectors, mechanics and other employees of
the Fire Department who are not full-time, fully commissioned firefighters. The position
of civil service Secretary and Chief Examiner shall not be a civil service position.
Section 8. TIVIC Section 2.42.060 is hereby reenacted to read as follows:
2.42.060 Qualifications of Applicants
An applicant for a position of any kind under civil service must be a citizen of the
United States of America who can read and write the English language. An applicant for
a position of any kind under civil service must be of an age suitable for the position applied
for, in ordinary good health, of good moral character and of temperate and industrious
habits; these facts to be ascertained in such manner as the Commission may deem
advisable.

Section 9. TMC Section 2.42.070 is hereby reenacted to read as follows:
2.42.070 Power to Create Offices, Make Appointments and Fix Salaries Not
Infringed
All offices, places, job descriptions, positions and employments and Fire and Police
Department classifications coming along within the purview of this chapter shall be
created by the Mayor and City Council or Mayor alone or whomever otherwise is vested
with power and authority to select, appoint, or employ any person coming within the
purview of this chapter; and nothing contained in this section shall infringe upon the power
and authority of any such person or group of persons, or appointing authority, to fix the
salaries and compensation of all employees employed hereunder.
Section 10. TIVIC Section 2.42.080 is hereby reenacted to read as follows:
2.42.080 Enforcement by Civil Action — Legal Counsel
It shall be the duty of the Commission to begin and conduct all civil suits which may
be necessary for the proper enforcement of this chapter and of the rules of the
Commission. The Commission shall be represented in such suits by the chief legal officer
of the City, or his/her designee, but the Commission may in any case be represented by
special counsel appointed by it.
Section 11. TIVIC Section 2.42.090 is hereby reenacted to read as follows:
2.42.090 Deceptive Practices, False Marks, Etc., Prohibited
No commissioner or any other person shall, by himself or in cooperation with one or
more persons, defeat, deceive, or obstruct any person in respect of his right of
examination or registration according to the rules and regulations of this chapter, or falsely
mark, grade, estimate or report upon the examination or proper standing of any person
examined, registered or certified pursuant to the provisions of this chapter, or aid in so
doing, or make any false representation concerning the same, or concerning the person
examined, or furnish any person any special or secret information for the purpose of
improving or injuring the prospects or chances of any person so examined, registered or
certified, or to be examined, registered or certified or persuade any other person, or permit
or aid in any manner any other person to personate him, in connection with any
examination or registration of application or request to be examined or registered.
Section 12. TIVIC Section 2.42.100 is hereby reenacted to read as follows:
2.42.100 Penalty —Jurisdiction
Any person who shall willfully violate any of the provisions of this chapter shall be
deemed guilty of a misdemeanor and, upon conviction thereof, shall be punished by a
fine of not more than $100 and by imprisonment in jail for not longer than 30 days, or by
both fine and imprisonment.

Section 13. TIVIC Section 2.42.110 is hereby reenacted to read as follows:
2.42.110 Applicability
The examination and eligibility provisions of this chapter and establishment of
positions covered by civil service by the provisions of this chapter shall be effective for all
appointments made after the effective date of this ordinance.
Section 14. Corrections by City Clerk or Code Reviser. Upon approval of the
City Attorney, the City Clerk and the code reviser are authorized to make necessary
corrections to this ordinance, including the correction of clerical errors; references to other
local, state or federal laws, codes, rules, or regulations; or ordinance numbering and
section/subsection numbering.
Section 15. Severability. If any section, subsection, paragraph, sentence, clause or
phrase of this ordinance or its application to any person or situation should be held to be
invalid or unconstitutional for any reason by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of the
remaining portions of this ordinance or its application to any other person or situation.
Section 16. Effective Date. This ordinance or a summary thereof shall be published
in the official newspaper of the City, and shall take effect and be in full force five days
after passage and publication as provided by law.

2.39.010 Establishment of Board —Purpose
A. The City of Tukwila Community- Oriented Policing Citizens Advisory Board
(COPCAB) is hereby established to serve in an advisory capacity to the Police Chief, the
Mayor and the City Council.
B. The duties of the Board shall include, but not be limited to, advising and making
recommendations on issues concerning public safety and police services within the City,
such as:
To enhance police-community relations.
2. To review and provide a community perspective and recommendations
concerning procedures, programs, and the effectiveness of the police service.
3. To promote public awareness of the City's police services and programs
including, but not limited to, business and residential crime prevention programs, safety
training, domestic violence intervention, and D.A.R.E.
4. To hold public meetings from time to time to solicit public input regarding police
services and programs.
5. To serve as a liaison between the Police Department and the community.
6. To encourage individuals and community groups to assist the Police
Department in the implementation of police programs and services.
7. To review and make recommendations concerning such other and further
matters as may be referred to the Board from time to time by the Mayor, the City Council, or
the Police Chief.
C. Notwithstanding the duties of the Board as described within TMC Section
2.39.010A the Board shall have no power or authority to investigate, review, or otherwise
participate in matters involving specific police personnel or specific police-related incidents.
The Board in no way shall receive or stand in review of complaints initiated against
personnel of the Police Department, nor play any role in civil or criminal litigation.

Section 4. TIVIC Section 2.39.020 is hereby reenacted to read as follows:
2.39.020 Membership
A. Qualifications. Members must meet at least one of the following requirements:
1. Be a resident of the City of Tukwila;
2. Own or work at a business within the city limits of the City of Tukwila;
3. Be an employee or a board member of a faith-based or non-profit
organization operating within the City; or
4. Be an employee of one of the school districts operating within the City.
B. Number of Members. The Board shall be comprised of eight members who
shall meet the following qualifications:
Not less than five of the members shall be City residents, representing
residential property owners and renters;
2. At least two members shall be owners or managers of businesses located
within the City; and
3. One member shall represent one of the school districts within the City.
C. Appointment Process. Community members that meet the requirements listed
in TIVIC Section 2.39.020.A shall submit a completed Boards and Commissions
Application to the Mayor's Office. The Mayor's Office will forward the application to the
Board for review. The Mayor recommends appointment of applicants to the City Council
and all appointments are confirmed by the City Council.
D. Term of Appointment. The term of appointment for the members of COPCAB
shall be four years provided, however, that in order for the fewest terms to expire in any
one year all current terms of existing appointed members shall expire on December 31 of
the year set forth below for each respective position number:
Term for Positions 1, 4 and 7 shall expire December 31, 2017
Term for Positions 2, 5 and 8 shall expire December 31, 2018
Term for Positions 3 and 6 shall expire December 31, 2019
After the expiration of the current terms for the existing Board members listed above,
each term thereafter shall be for a period of four years.
E. Student Representation. In addition to the appointed positions, the Board shall
seek to recruit one student representative to participate on the Board. The student
representative shall be a high school student who resides in the City of Tukwila. The term
of this position will be a minimum of one year and may not exceed four years or when the
student graduates from high school, whichever comes first.

F. Resignations. If a Board member is unable to complete their term of service, a
letter of resignation shall be sent to the Mayor indicating the effective date of the
resignation.

H. Revocation of Appointment. A Board member may be removed from the
position if absent without being excused for three consecutive meetings or six regular
meetings in a calendar year.
Section 5. TMC Section 2.39.030 is hereby reenacted to read as follows:

Board a Chair and a Vice-chair, and such other officers as may be determined by the

the Vice-Chair is present, a member chosen by agreement of the attending members
shall act as chairperson.
Section 6. TMC Section 2.39.040 is hereby reenacted to read as follows:
2.39.040 Meetings

meetings will be conducted in public session and noticed in accordance with the Open
Public Meetings Act (OPMA).

A. Reporting Requirements. The Board shall keep the City of Tukwila apprised of
its activities and recommendations by submitting an annual written report by January 31
each year summarizing the activities for the previous year.
B. Biennial Review. The City Council shall review the ongoing relevance of all
Boards and Commissions in conjunction with review of requested funding allocations
during the biennial budget process.
Section 8. Corrections by City Clerk or Code Reviser. Upon approval of the City
Attorney, the City Clerk and the code reviser are authorized to make necessary
corrections to this ordinance, including the correction of clerical errors; references to other

Section 5. TIVIC Section 2.29.020 is hereby reenacted to read as follows:
2.29.020 Membership
A. Qualifications. Members must meet at least one of the following requirements:
1. Be a resident of the City of Tukwila;
2. Own or work at a business within the city limits of the City of Tukwila; or
3. Work in the education field in the City of Tukwila.
B. Number of Members. The Commission shall be comprised of nine members.
To the extent possible, membership shall be representative of the diversity of the
community and should include:
1. Two City employees and one Tukwila City Councilmember (Positions 1, 4
and 7). If the City is unable to fill one of its two positions, a community member may fill
one City position.

C. Appointment Process. Community members that meet the requirements
stated in TMC Section 2.29.020.A shall submit a completed Boards and Commissions
Application to the Mayor's Office. The Mayor's Office will forward the application to the
Commission for review. The Mayor recommends appointments of applicants to the City
Council and all appointments are confirmed by the City Council.
D. Term of Appointment. The term of appointment for the members of the Equity
and Social Justice Commission shall be two years provided, however, that in order for the
fewest terms to expire in any one year all current terms of existing appointed Commission
members shall expire on December 31 of the year set forth below for each respective
position number:
Term for Positions 1, 2, 3, 7 and 8 shall expire December 31, 2017
Term for Positions 4, 5, 6 and 9 shall expire December 31, 2018
After the expiration of the current terms for the existing Commission positions listed
above, each term thereafter shall be for a period of two years.
E. Student Representation. In addition to the appointed positions, the
Commission shall seek to recruit one student representative to participate on the
Commission. The student representative shall be a high school student who resides in
the City of Tukwila. The term of this position will be a minimum of one year and may not
exceed four years or when the student graduates from high school, whichever comes
fi rst.
F Resignations. If a Commission member is unable to complete their term of
service, a letter of resignation shall be sent to the Mayor indicating the effective date of
the resignation.
G. Vacancies. Any appointment to a position vacated other than by the expiration
of the term of the appointment shall be to fill only the unexpired portion of said term.
H. Revocation of Appointment. A Commission member may be removed from
the position if absent without being excused for three consecutive meetings or six
meetings in a calendar year.

applicable state laws;
2. Ensuring compliance with applicable laws, such as the Open Public

3. Providing professional guidance, issue analysis and recommendations;
4. Assisting with research, report preparation and correspondence; and
5. Compiling agendas, maintaining minutes, forwarding recommendations

B. Purpose. The purpose of the Sister Cities and Civic Awareness Committee shall
be to advise the Mayor and City Council on how to best promote understanding and
goodwill between the Tukwila community and the peoples of other nations through
collaboration, communication and programs, and by connecting youth and residents with
civic organizations for education and awareness.
C. Responsibilities. The Committee shall be responsible for the planning,
development and coordination of programs that enhance goodwill and understanding
between the residents of the Tukwila community and peoples of other nations and
promote civic awareness.
Section 10. Corrections by City Clerk or Code Reviser. Upon approval of the
City Attorney, the City Clerk and the code reviser are authorized to make necessary
corrections to this ordinance, including the correction of clerical errors; references to other

the City.
2. To explore ways and methods of obtaining private, local, state and federal

3. To advocate for healthy and active lifestyles and promote the quality of life that
is provided through the programs and actions of the City's Parks and Recreation
Department.
4. To recommend policy and standards for the construction, development,
maintenance and operations of parks, playfields and recreation grounds belonging to or
leased by the City. This includes community buildings as designated by the Tukwila City
Council and improvements of such buildings.
5. To make recommendations on ornamentation of all parks and designated
community buildings, and to control seasonal and other temporary decoration or
ornamentation of street lights and standards.
6. To recommend to the City Council for adoption by ordinance rules and
regulations for the use and management of any municipally-owned or controlled park or
recreation facility. Publication of rules or changes in rules shall be in such manner as the
City Council shall direct. Rules and regulations so adopted shall be enforced by the Police
Department of the City.
7. To recommend names for parks in the City to the City Council for
consideration, as per City of Tukwila resolution.
Section 4. TIVIC Section 2.32.020 is hereby reenacted to read as follows:
2.32.020 Membership
A. Qualifications. Members must be residents of the City of Tukwila or own/work
at a business within the city limits of the City of Tukwila.
B. Number of Members. The Commission shall be comprised of not less than five
and not more than seven members. At least one of the commissioners shall be a senior
citizen.

C. Appointment Process. Community members that meet the requirements
stated in TMC Section 2.32.020.A shall submit a completed Boards and Commissions

Commission for review. The Mayor recommends appointment of applicants to the City
Council and all appointments are confirmed by the City Council.
D. Term of Appointment. The term of appointment for the members of the Tukwila
Park Commission shall be three years provided, however, that in order for the fewest
terms to expire in any one year all current terms of existing appointed Commission
members shall expire on December 31 of the year set forth below for each respective
position number:
Term for Positions 1 and 6 shall expire December 31, 2019
Term for Positions 2, 4 and 7 shall expire December 31, 2018
Term for Positions 3 and 5 shall expire December 31, 2017
After the expiration of the current terms for the existing Commission members listed
above, each term thereafter shall be for a period of three years.
E. Student Representation. In addition to the appointed positions, the
Commission shall seek to recruit one student representative to participate on the
Commission. The student representative shall be a high school student who resides in
the City of Tukwila. The term of this position will be a minimum of one year and may not
exceed four years or when the student graduates from high school, whichever comes
first.
F. Resignations. If a Commission member is unable to complete their term of
service, a letter of resignation shall be sent to the Mayor indicating the effective date of
the resignation.
G. Vacancies. Any appointment to a position vacated other than by the expiration
of the term of the appointment shall be to fill only the unexpired portion of said term.
H. Revocation of Appointment. A Commission member may be removed from
the position if absent without being excused for three consecutive meetings or six regular
meetings in a calendar year.
Section 5. TMC Section 2.32.030 is hereby reenacted to read as follows:
2.32.030 Commission Organization.
Members of the Commission shall meet and organize by electing from the members
of the Commission a Chair and a Vice-chair, and such other officers as may be

A. Qualifications. Members must have a connection to a business or activity in
the City of Tukwila that either collects the lodging tax or is authorized to be funded by
revenue received from the tax.
B. Number of Members. The Committee shall be comprised of nine members that
meet the requirements of TMC Section 2.35.020.A, and shall include:
1. One elected official of the City who shall serve as the Committee Chair;
2. Four representatives of businesses required to collect the lodging tax
pursuant to RCW 67.28; and
3. Four representatives involved in activities authorized to be funded by
revenue received from the tax pursuant to RCW 67.28.

1. Ensuring that meeting notifications and recordkeeping are consistent with
applicable state laws;
2. Ensuring compliance with applicable laws, such as the Open Public
Meetings Act (OPMA) and Public Records Act (PRA);
3. Providing professional guidance, issue analysis and recommendations;
4. Assisting with research, report preparation and correspondence; and
5. Compiling agendas, maintaining minutes, forwarding recommendations
and/or implementing actions.
Section 7. TIVIC Section 2.35.050 is hereby reenacted to read as follows:
2.35.050 Reporting Requirements and Annual Review
A. Reporting Requirements. The Committee shall keep the City of Tukwila
apprised of its activities and recommendations by submitting an annual report by
December 31 each year summarizing the activities for the year.
B. Annual Review. Pursuant to RCW 67.28 the City Council shall review the
Lodging Tax Advisory Committee on an annual basis.
Section 8. Corrections by City Clerk or Code Reviser. Upon approval of the City
Attorney, the City Clerk and the code reviser are authorized to make necessary
corrections to this ordinance, including the correction of clerical errors; references to other
local, state or federal laws, codes, rules, or regulations; or ordinance numbering and
section/subsection numbering.
Section 9. Severability. If any section, subsection, paragraph, sentence, clause or
phrase of this ordinance or its application to any person or situation should be held to be
invalid or unconstitutional for any reason by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of the
remaining portions of this ordinance or its application to any other person or situation.
Section 10. Effective Date. This ordinance or a summary thereof shall be published
in the official newspaper of the City, and shall take effect and be in full force five days
after passage and publication as provided by law.

WHEREAS, the Municipal Research and Services Center has published a report outlining the
components of best practices for Advisory Boards, Commissions and Committees; and
WHEREAS, the City of Tukwila wants to update the Tukwila Municipal Code to incorporate
these best practices as guidelines for our Advisory Boards, Commissions and Committees; and
WHEREAS, the Lodging Tax Advisory Committee was established via Resolution No. 1381
in 1997; and
WHEREAS, the City desires to reenact the organizational structure and procedures of the
Lodging Tax Advisory Committee by ordinance, to be codified in Title 2 of the Tukwila Municipal
Code for standardization with other City of Tukwila Advisory Boards, Commissions and
Committees;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:

The S 144th St Phase 11 construction contract was awarded by Council on February 21, 2017 in the
amount of $1,883,895.03. The City solicited for CM services from three consultant firms —
AECOM, AKANA and KPG, and invited these firms for interviews. KPG was rated the highest by
the cumulative scores of the selection panel. Since KPG was also the design consultant firm for
the project, only a supplemental agreement to the design contract is needed for KPG to provide
CM services.
DISCUSSION & FISCAL IMPACT
Supplemental Agreement No. 7 will include construction engineering, inspection, documentation
compliance, surveying, geotechnical and material testing supports. The fee of $299,988.75 is
within budget for the scope of work provided by KPG for this project.

Scope of Work
February 24, 2017
This work will be to provide construction services for the construction contract to complete the S 144"'
Street Phase 11 Project (hereinafter called "Project"). These services will include project management,
construction inspection, materials testing, and construction documentation during the construction of the
project, as detailed below. KPG ("Consultant") will provide assistance to the City of Tukwila,
Washington ("City") staff assigned to the project to provided construction services as described below:
I. INTRODUCTION
The following scope of services and associated costs are based upon the assumptions outlined below.
Assumptions:
• The City will provide project management and between 2 and 6 months of full time inspection for the
Project.
The Consultant shall support the City project manager and inspector by providing construction
engineering services (submittal reviews, BFI's, etc.), preconstruction services, running weekly
construction meetings, pay estimate assistance, and setup and review of project files in accordance
with City requirements. The proposed consultant project team will include a part-time resident
engineer (2.5 day/week average), a part-time documentation specialist (3 day/week average), a partial
full time inspector (5 day/ week average for 17 weeks), utility/ developer coordination (I day/ week
average), design team engineering support during construction activities, necessary sub-consultants
to provide services for materials testing, and other supporting tasks as deemed necessary. The level
of services is based on project duration of approximately 6 months, or approximately 120 working
days for construction.
Services will be performed in accordance with the Local Agency Guidelines (LAG), the WSDOT
Construction Manual, and City of Tukwila standards.
Project Objectives
The objective and purpose of this Construction Services Agreement is for the Consultant to assist City
staff to successfully deliver the construction of the Project by ensuring that the construction work is of an
appropriate quality and the required Project documentation is accounted for.

11. SCOPE OF WORK
TASK I — MANAGEMENT /COORDINATION /ADMINISTRATION
Provide overall project management, coordination with the City, monthly progress reports, and invoicing.
This effort will include the following elements.
• Organize and layout work for project staff. Prepare project Instructions on contract
administration procedures to be used during construction.
• Review monthly expenditures and CM team scope activities. Prepare and submit invoices
describing CM services provided each month. Prepare and Submit reporting required by funding
source(s), if any.

TASK 2 — PRECONSTRUCTION SERVICES
2.1 Prepare the Record of Materials (ROM): The Consultant shall prepare the ROM to aid
consultant, City and Contractor staff to track material submittals and testing throughout the
project.
2.2 Right of Entry Support: Develop a matrix of property owners that will document
commitments to each property owners, property restoration, and other related impacts. Assist
the City with any right of entry agreements that have not been previously secured.
2.3 File Setup: Attend meeting with City Project Manager to review standard Consultant and City
file systems and develop file structure for management of the project.
2.4 Field Review: Perform plans in hand field review with inspector and project engineer to
review the overall scope, identify challenging areas, and identify traffic concerns to be
addressed in the Contractors traffic control plans.
2.5 Preconstruction Conference: The Consultant will prepare an agenda for, distribute notices
of, and conduct a preconstruction conference in the City's offices. The Consultant's project
manager, project engineer, document control specialist, and inspector will attend the
preconstruction conference. The Consultant will prepare a written record of the meeting and
distribute copies of the minutes to all attendees and affected agencies, staff, etc.
At the Pre-construction conference, the Consultant shall facilitate discussions with the
Contractor concerning the plans, specifications, schedules, and issues with utilities, unusual
conditions, local requirements, EEO, and any other items that will result in better project
understanding among the parties involved.

TASK 3 — CONSTRUCTION SERVICES
A. FIELD SERVICES
3.1 Inspection staff will perform the following duties as a matter of their daily activities:
i. Observe technical conduct of the construction, including providing day-to-day contact
with construction contractor, City, utilities, and other stakeholders, and monitor for
adherence to the Contract Documents.
ii. Observe material, workmanship, and construction areas for compliance with the Contract
Documents and applicable codes, and notify construction contractor of noncompliance.
iii. Document all material delivered to the job site in accordance with the LAG Manual,
WSDOT Construction Manual, and the Project Specifications.
iv. Prepare daily inspection reports, recording the construction contractor's operations as
actually observed by the Consultant; includes quantities of work placed that day,
contractor's equipment and crews, and other pertinent information. All daily inspection
reports will adhere to WSDOT Local Agency Guidelines.
V. Resolve questions which may arise as to the quality and acceptability of material
furnished, work performed, and rate of progress of work performed by the construction
contractor.
Vi. Establish communications with adjacent property owners. Respond to questions from
property owners and the general public.
vii. Coordinate with permit holders on the Project to monitor compliance with approved
permits, if applicable.
viii. Prepare field records and documents to help assure the Project is administered in
accordance with funding agency requirements (Construction Manual 10-2.113). The
inspector will provide measurement and payment information to the consultant for
development of monthly pay estimates.
ix. Collect and calculate delivery tickets and scalesman's daily reports of aggregate. All
tickets will be initialed with correct bid item and stationing identified.
X. Attend and actively participate in regular on-site meetings.
xi. Take periodic digital photographs during the course of construction.
xii. Coordinate with the City's maintenance personnel.
The Resident Engineer shall support the inspector as follows:
L Provide periodic site visits to respond to questions or unanticipated conditions. Advise
the City of any non-conforming work observed during site visits.
ii, Interpret Contract Documents in coordination with City.
3.2 Materials Testing: Provide materials testing sub-consultants for construction services, who will
provide materials testing services as required, up to $15,000. The City inspector shall coordinate
the work of the materials testing technicians and testing laboratories in the observation and
testing of materials used in the construction. The Consultant shall document and evaluate results
of testing; and address deficiencies. Frequency of testing shall be as prescribed in the WSDOT

Construction Manual and LAG manual for the following materials: structural concrete, roadway
asphalt, roadway surfacing, roadway base material, and structural grout and any other testing as
prescribed within the project Specifications and WSDOT Standard Specifications 2016.
Assumptions:
It is assumed that day to day coordination of testing services will be by the inspector. The
Consultant shall assist with evaluation of any deficiencies noted.
3.3 Substantial Completion: Upon substantial completion of work, coordinate with the City and
other affected agencies, to perform a project inspection and develop a comprehensive list of
deficiencies or 'punchlist' of items to be completed. A punchlist and Certificate of Substantial
Completion will be prepared by the Consultant and issued by the City.

3.4 Document Control: Original documentation will be housed at the Consultant's office, and filed
in accordance with standard filing protocol to meet City Requirements. A copy of working files
will be maintained in the field office.
Document Control also consists of preparing Final Project Reports for City acceptance and

3.5 Plan Interpretations: Provide technical interpretations of the drawings, specifications, and
contract documents, and evaluate requested deviations from the approved design or
specifications. Coordinate with City for resolution of issues involving scope, schedule, and/or
budget changes.
3.6 Weekly Meetings: Lead weekly meetings, including preparation of agenda, meeting minutes,
and distribution of minutes to attendees. Outstanding issues to be tracked on a weekly basis.
3.7 Initial Schedule Review: Perform detailed schedule review of contractor provided CPM for
conformance with the contract documents.
3.8 Lump Sum Breakdown: Evaluate construction contractors' Schedule of Values for lump sum
items. Review the Contract Price allocations and verify that such allocations are made in
accordance with the requirements of the Contract Documents. Lump Sum Breakdowns for
payment each month will be calculated with detailed data per WSDOT LAG Requirements.

3.9 Monthly Pay Requests: Assist City with monthly requests for payment, review with the City
and contractor and approve, as pen-nitted. Utilize City provided format for pay estimates, or
Consultant format. The Utilities to provide quantities for payment for work associated with
Utility Schedules.
3.10 Certified Payroll: Process and track all certified payroll per WSDOT Highways &
Local Program Requirements. This includes verifying 30% of all payrolls submitted and tracking
payroll each week. Payroll and payroll logs will adhere to WSDOT LAG requirements.
3.11 Weekly Statement of Working Days: Prepare and issue weekly statement of working
day report each week.
3.12 Subcontractor Documentation: Process / approve all required subcontractor
documentation per WSDOT Highways & Local Program Requirements. This includes checking
System Award Management System (SAMS), verifying OM/WBE, verifying business licensing,
reviewing insurance documentation, verifying city business licensing, Intent to Pay Prevailing
Wage and Affidavit of Wages Paid. All subcontractor documentation will be logged into
WSDOT's subcontractor logs.
C. SUBMITTAL/RFI PROCESSING
3.13 Submittals: Coordinate review process for shop drawings, samples, traffic control
plans, test reports, and other submittals from the Contractor for compliance with the contract
documents. Key submittals to be transmitted to the City for their review and approval.
Submittals shall be logged and tracked.
3.14 Request for Information (RFI): Review and respond to BFI's. BFI's shall be logged
and tracked.
3.15 Record of Materials (ROM): With assistance from the inspector, utilize and maintain
the ROM according to WSDOT Highways & Local Program Requirements. The ROM will track
all of the materials delivered to the site including manufacturer/supplier, approved RAM's, QPL
items, material compliance documentation, and all other required documentation.

D. CHANGE MANAGEMENT
3.16 Change Orders: Develop change orders per Highway & Local Programs Guidelines
and City Standards, provide technical assistance to negotiate change orders, and assist in

been included in the cost for services. Each change order will be executed in accordance with
WSDOT Local Agency Guidelines and City Standards, and contain the following:

LAG Manual.

TASK 4 — CLOSEOUT / RECORD DRAWING SERVICES
4.1 Record Drawings: Review record drawings prepared by the Contractor, and prepare a
conformed set of project record drawings based on Contractor provided information and from
inspection notes. Record drawings to be verified on a monthly basis, as part of the progress
payment to the Contractor. Upon project completion, contractor provided markups will be
verified for completeness and supplemented with inspection information. The Consultant will
prepare record drawings in AL1toCAD format based on construction records provided by the
Contractor. Electronic and full size mylar record drawings will be provided to the City.
4.2 Punchlist oversight: Attend final walk through review with City staff. Field observation of
punchlist items will be by the City.
4.3 Physical Completion Letter: Following completion of all punchlist work, prepare physical
completion letter to the contractor, and recommend that City and/or Utilities accept the project.
Field observation of punchlist items will be by the City if Consultant budget is no longer
available.
4.4 Project Closeout: Transfer all project documents to the City for permanent storage.

Report for April 3, 2017 Regular Council Meeting

The City Administrator Report is meant to provide the Council, staff and community an update
on the activities of the City and on issues that concern Tukwila. Please let me know if you
have any questions or need additional information about any of the following items.
1. Intergovernmental Update
• National League of Cities Congressional City Conference: Councilmembers Duffie,
Hougardy, Kruller, Quinn and Seal, Council Analyst Laurel Humphrey and
Communications and Government Relations Manager attended the National League of
Cities Congressional City Conference in Washington, DC March 13 — 17 where they
met with Senators Patty Murray and Maria Cantwell and Congressman Adam Smith.
• SB 5445 on Eminent Domain: On March 16 Chief Villa testified before the House
Judiciary Committee at a hearing on SB 5445 regarding eminent domain. Chief Villa
spoke to the bill's impact on Tukwila and how the City's use of the community renewal
law and condemnation along TIB exemplifies why the existing law includes sufficient
protections and should remain unchanged.
• International City/County Management Association (ICMA) Regional Summit: City
Administrator David Cline attended the ICMA West Coast Regional Summit in
Burlingame, California on March 24 and 25. Mr. Cline currently serves as the President
of the Washington City/County Management Association.
• King Countv Metro Technical Advisory Committee Meeting: Community
Development staff attended the first Technical Advisory Committee meeting since
adoption of the Metro Connects Long Range Plan. Metro will be coordinating new
service investments, capital investments, and critical system supports with City CIP
projects to discover where there are opportunities for efficiencies and/or partnerships.
• King County Metro Regional Transit Committee Meeting: Community Development
staff attended the monthly meeting of the King County Metro Regional Transit
Committee. King County, Sound Transit, the Downtown Seattle Association, and the
Seattle Department of Transportation provided a presentation on One Center City, a
project on which they are partnering on to come up with a set of strategies to maintain
mobility for those commuting into and out of downtown Seattle and surrounding
neighborhoods during multiple construction projects.

South County Area Transportation Board (SCATBd) Meeting: On March 21
Community Development staff attended a SCATBd meeting where the Seattle
Department of Transportation gave a presentation on the One Center City Project and
Pierce Transit provided an update on service changes that went into effect on March 13.
The next meeting will have an update on the Aviation System Plan currently under
development by the Washington State Department of Transportation (WSDOT). A draft
Aviation System Plan was released this month; the deadline for public comments on the
draft is April 17.
11. Community Events
• Dedication of the Duwamish Hill Preserve and Duwamish Gardens: On May 13 the
Duwamish Gardens dedication ceremony will be held at 9:00 a.m. followed by the
Duwamish Hill Preserve Phase 11 dedication ceremony at 10:00 a.m.
• Tukwila Pond Work Party: The King County Housing Authority is having a volunteer
work party at Tukwila Pond Park on April 21 to celebrate Earth Day.
Ill. Public Safety Plan
• Public Safety Plan Open House: The City hosted an open house on the Public Safety
Plan at Fire Station 54 on March 18. There was significant turn out by the community
and very good conversations about the Public Safety Plan. As we have experienced
since we began this effort, there is great support for our first responders in Tukwila. Big
thanks to the firefighters, many of whom volunteered their time to cook and serve a
great pancake breakfast for the community and thanks to the International Association
of Fire Fighters Local 2088 that paid for the food.
• Public Safety Plan Implementation: The Request for Qualifications for a Real Estate
Broker are currently being advertised with proposals due on March 31. Fire Station
Architect design contracts will be moving forward through Public Safety Committee and
Council in April.
IV. Staff Updates
Public Safety
• Coffee with a Cop: The Community Liaison Officers held Coffee with a Cop on March 11
at Starbucks. They plan to make this a quarterly outreach event.
• Bulldog Academy Week 6: On March 16 the class took a field trip to the Criminal
Justice Training Commission (CJTC) in Burien where Traffic Sergeant Eric Lund led
them in the Emergency Vehicle Operations Course (EVOC) driving simulator and
Sergeant Kraig Boyd and Officer Matt Valdez gave tours of the CJTC campus. The
students got to experience a flag ceremony, watch a Defense Tactics test in the gym,
and speak with recruits and officers on campus.
• American Legion Officer and Firefighter of the Year Awards: The Tukwila American
Legion recently presented Sergeant Kraig Boyd with the 2016 Officer of the Year award
and Firefighter Alan Codenys with the 2016 Firefighter of the Year award.

• Southcenter Pedestrian/Bicycle Bridge: On the east side of the Green River, the
contractor started to remove existing rockeries and lay down new crushed rock. The
adjacent sidewalk on West Valley Highway is closed due to construction and will be
closed for the remainder of this project. On the west side of the Green River at Span 1,
the Contractor is constructing the pedestrian railing embedment and utility hangers.
Away from the project site, welding and fabrication of the steel bridge Span 2 was
completed and has been transported to a new site for painting.
• Deputy Finance Director Interviewed by Foster High Graduate: On March 15
Deputy Finance Director, Vicky Carlsen was interviewed by Saraswati Subedi, a Foster
High School graduate who participated in a job shadow in the Finance Department in
2014. Ms. Subedi interviewed Ms. Carlsen as part of a Highline Community College
class assignment.
• Tukwila International Boulevard (TIB) Workshop at Foster High School: On March
16 Community Development staff worked with five civics classes at Foster High School
presenting a mini version of the Congress for New Urbanism workshop on TIB to the
high school seniors. Staff briefed the classes on the Comprehensive Plan vision for the
TIB district and then the students broke into small groups for discussion. Personal
safety walking along TIB and at the light rail station were common concerns. Students
were also concerned that efforts to improve the corridor would negatively impact
housing affordability and result in displacement of low income residents. Staff urged the
students to get involved with city activities and follow the City's progress on
implementing improvements on TIB.
• S 144th St Phase III: The pre-construction conference will be held on March 30 and
construction should begin in mid-late April.
• Washington Place: On March 23 Omar and Christine Lee spoke to the Southcenter
Rotary Club about their 19 story building under construction on Andover Park East. The
residential portion will be called AirMark and the hotel portion will be called LandMark.
It will have 371 apartments and 185 hotel rooms. They plan to open in 2018.
• Tukwila Village: The King County Library System has announced the new Tukwila
Library will open on Saturday, April 29 at 9:30 a.m. and have invited the community to
attend the celebration. For more information, please contact the staff at Foster Library.

Once Council has taken action on the proposed municipal code changes, all vacancies will
be advertised on the City's website, on Channel 21, in the Tukwila Reporter, through social
media and outreach to the local schools.

• Civil Service Commission: No vacancies.
• Community- Oriented Policing Citizens Advisory Board: Two vacancies - Position #8
School District Representative and Student Representative.
• Equity & Diversity Commission: Four vacancies — under current code requirements —
Position #2 School District Representative, Positions #4 and #7 City Employee
Representatives, and Position #6 Business Representative. Under the proposed code
changes under consideration Position #2 would be open to someone working in the
education field rather than limited to the Tukwila School District and a Student
