SUBJECT: Ordinance to Correct Recreational Vehicle Parking on Private Property
ISSUE
TMC 9.20.090, "Recreational vehicle and trailer parking in residential zones," contains a
reference to a section of the Code that was repealed last year.
DISCUSSION
During a periodic update of the online Tukwila Municipal Code, staff in the Clerk's Office noted
that TMC 9,20,090 contains a reference to TMC Chapter 8.25. TMC Chapter 8.25 was repealed
in 2016 by Ordinance 2518, which implemented low impact development requirements in the
Zoning code. Provisions relating to recreational vehicle storage on private residential property
are now codified at TMC 18.56.065.
This draft ordinance simply changes the reference from TMC 8.25 to the correct TMC
18,56.065. No policy or process will be impacted by this change.
The specific amendment is in Section C as follows:
9,20.090 Recreational vehicle and trailer parking in residential zones
A. Application. This section shall apply to parking recreational vehicles and small trailers
on City streets in residential zones.
B. Recreational vehicles and small trailers may be parked on any City street, alley or
public right-of-way in any residential zone in the City for a period of up to 24 hours.
C. Recreational vehicles may be stored or parked on private property as specified in TMC
Section '18.56.065, G-hapter--8,25
RECOMMENDATION
Staff recommends Council approval of this housekeeping ordinance and recommends the
Community Affairs and Neighborhoods Committee advance it to the September 18, 2017
Regular Consent Agenda.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUKWILA, WASHINGTON, AMENDING ORDINANCE
NO. 2494 §13, AS CODIFIED AT TUKWILA MUNICIPAL
CODE SECTION 9.20.090, TO UPDATE REGULATIONS
REGARDING RECREATIONAL VEHICLE AND TRAILER
PARKING IN RESIDENTIAL ZONES; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN EFFECTIVE
DATE.
WHEREAS, the City of Tukwila regulates the parking and storing of recreational vehicles
on private residential property; and
WHEREAS, Tukwila Municipal Code (TMC) Section 9.20.090, "Recreational vehicle
and trailer parking in residential zones," references TMC Chapter 8.25 regarding the
storage and parking of recreational vehicles on private property; and
WHEREAS, Ordinance No. 2518, which implemented low impact development
requirements in the Zoning Code, eliminated TMC Chapter 8.25 and codified provisions
relating to recreational vehicle storage on private residential property at TMC Section
18.56.065; and
WHEREAS, TMC Section 9.20.090 should be updated to reference the appropriate
section of the code;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY ORDAINS AS FOLLOWS:
Section 1. TMC Section 9.20.090 Amended. Ordinance No. 2494 §13, as codified
at Tukwila Municipal Code Section 9.20.090, "Recreational vehicle and trailer parking in
residential zones," is hereby amended to read as follows:
9.20.090 Recreational vehicle and trailer parking in residential zones
A. Application. This section shall apply to parking recreational vehicles and small
trailers on City streets in residential zones.

B. Recreational vehicles and small trailers may be parked on any City street, alley
or public right-of-way in any residential zone in the City for a period of up to 24 hours.
C. Recreational vehicles may be stored or parked on private property as specified
in TMC Chapter 8.25 Section 18.56.065.
Section 2. Corrections by City Clerk or Code Reviser. Upon approval of the City
Attorney, the City Clerk and the code reviser are authorized to make necessary
corrections to this ordinance, including the correction of clerical errors; references to other
local, state or federal laws, codes, rules, or regulations; or ordinance numbering and
section/subsection numbering.
Section 3. Severability. If any section, subsection, paragraph, sentence, clause or
phrase of this ordinance or its application to any person or situation should be held to be
invalid or unconstitutional for any reason by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of the
remaining portions of this ordinance or its application to any other person or situation.
Section 4. Effective Date. This ordinance or a summary thereof shall be published
in the official newspaper of the City, and shall take effect and be in full force five days
after passage and publication as provided by law.

Ordinance Correcting Tukwila Municipal Code Section 9.20.090
Staff is seeking Council approval of an ordinance that will correct Tukwila Municipal Code
Section 9.20.090, "Recreational vehicle and trailer parking in residential zones." Currently,
Section C refers to TMC Chapter 8.25, which was repealed with the low impact development
update in 2016. This amendment would remove the reference to the repealed chapter and
instead point to the current TMC Section 18.56.065, where provisions regarding recreational
vehicles on private property now reside. UNANIMOUS APPROVAL. FORWARD TO SEPTEMBER
18, 2017 REGULAR CONSENT AGENDA.
II. MISCELLANEOUS
Safe Consumption/Supervised Injection Sites
The Heroin and Prescription Opiate Addiction Task Force appointed by King County Executive Dow
Constantine and Seattle Mayor Ed Murray developed a set of recommendations that included the
establishment of two "safe consumption sites" in the County, one in Seattle and one in another city. A
safe consumption site provides a medically supervised facility for intravenous drug users and is
considered by supporters to be a solution toward preventing overdose deaths, of which there were
332 in King County last year. The King County Council adopted a budget amendment in June that
directed no safe consumption sites be placed in a City without an affirmative vote by that City's Council.
Staff asked for Committee direction on next steps, which could include the development of a policy
statement via a resolution. The Committee discussed the options and decided to take no action at this
time because there has been no indication that a site will be placed in Tukwila, and if there were, the
Council would have a right of refusal at that time. In addition, there is uncertain status of the potential
to have such a facility due to the pending Initiative 27. The Committee feels there is time to address
this when appropriate.
