II. DECISION
SEPA Determination: The City SEPA Responsible Official has previously determined that this application does not require
a SEPA threshold determination because it is categorically exempt.
Decision on Substantive Permit: The Community Development Director has determined that the application for a Type 1
Wireless Communications Facility Permit complies with applicable City and state code requirements and has approved that
application, subject to any conditions which are set forth in the Decision based on the findings and conclusions contained in
the staff report.

III. YOUR APPEAL RIGHTS
The Decision on this Permit Application is a Type 1 decision pursuant to Tukwila Municipal Code §18.104.010. Other land use
applications related to this project may still be pending.
One administrative appeal to the Hearing Examiner of the Decision on the Permit itself is permitted.
A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from
the Hearing Examiner decision.
IV. PROCEDURES AND TIME FOR APPEALING
In order to appeal the Community Development Director's decision on the Permit Application, a written notice of appeal must be filed
with the Department of Community Development within 14 days of the issuance of this Decision, which is by August 30, 2010.
The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. All appeal materials shall be submitted to the
Department of Community Development. Appeal materials MUST include:
1. The name of the appealing party.
2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the
address and phone number of a contact person authorized to receive notices on the appealing party's behalf
3. A statement identifying the decision being appealed and the alleged errors in the decision, including any specific challenge to an
MDNS.
4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in the decision being appealed;
(b) the harm suffered or anticipated by the appellant, and (c) the relief sought. The scope of an appeal shall be Limited to matters
or issues raised in the Notice of Appeal.
5. Appeal fee of $515 plus additional fees if review time exceeds 5 hours.
V. APPEAL HEARINGS PROCESS
Any administrative appeal regarding the Permit shall be conducted as an open record hearing before the Hearing Examiner based on
the testimony and documentary evidence presented at the open record hearing. The Hearing Examiner's decision on the appeal is the
City's final decision.
Any party wishing to challenge the Hearing Examiner decision on this application must file an appeal pursuant to the procedures and
time limitations set forth in RCW 36.70C. If no appeal of the Hearing Examiner decision is properly filed in Superior Court within
such time limit, the Decision on this permit will be final.
VI. INSPECTION OF INFORMATION ON THE APPLICATION
Project materials including the application, any staff reports, and other studies related to the permits are available for inspection at the
Tukwila Department of Community Development, 6300 Southcenter Blvd., Suite 100, Tukwila, Washington 98188 from Monday through
Friday between 8:30 a.m. and 5:00 p.m. The project planner is Courtney Thomson, who may be contacted at (206) 431-2164 for further
information.
Property owners affected by this decision may request a change in valuation for their property tax purposes. Contact the King County
Assessor's Office for further information regarding property tax valuation changes. The notice board must be removed at the expiration of
the appeal period if no appeal is filed.

FINDINGS
Vicinity/Site Information
Project Description:
The applicant is requesting approval of a Type 1 Wireless Facilities Permit to install one (1) two -foot diameter
microwave dish on an existing 60 -foot tower and add one (1) new equipment cabinet within the existing
equipment enclosure. The proposal does not increase the height of the existing tower or the size of the enclosure
area.
Existing Development:
The Bow Lake Transfer Station is located on this site. An existing 60 -foot tall wireless communication
monopole is located in the southwest corner of the site. The wireless communication facility contains ten (10)
antennas, multiple equipment cabinets, and other ground equipment.
Surrounding Land Uses:
The property and all immediately surrounding properties are zoned Tukwila Valley South. The Bow Lake
Transfer Station is located on this parcel and the parcel to the north. Other surrounding land uses in the area are
primarily industrial lots with the exception of a golf facility. I-5 forms the western border of the site.
Location Selection
Tukwila Municipal Code (TMC) provides a hierarchy of appropriate locations within the City. Generally, co -
locations and utilizing existing structures are favored over the development of new standalone WCF within the
City. The applicant is proposing to attach additional antennas on an existing structure in a non-residential zone.
General Requirements (TMC 18.58.070)
The City provides general design standards for the placement of WCF within the City of Tukwila. The following

CONCLUSIONS
1. As demonstrated in Tables 1 and 2 the project meets all applicable development standards for the
proposed type of WCF.
2. No noise will be generated from the new antennas, and the applicant is not proposing to install a
generator.
3. The proposed project is in keeping with the goals and policies of the Comprehensive Land Use Policy
Plan.
4. Verizon has a business license for this specific location as required by TMC 18.58.070 (2). The purpose
of the business license requirement is so that City staff has contact information for the actual entity
utilizing the WCF.
DECISION
The application for a Type 1 WCF is approved with no conditions.

11. Materials board for the screening material;

13. Letter from a radio frequency engineer that demonstrates that the facility meets
Federal requirements for allowed emissions;
14. If the facility is located within a residential zone, a report from a radio frequency
engineer explaining the need for the proposed wireless communication facility at that
location. Additionally, the applicant shall provide detailed discussion on why the
wireless communication facility cannot be located within a commercial or industrial
zone.
If the application requires a Type IV review these additional items are needed:
15. A narrative responding to the criteria at TMC Section 18.58.060.
16. The radio frequency engineer report shall include a discussion of the information
required under TMC Section 18.58.070. The report shall also explain why a tower must
be used instead of any of the other location options outlined in Table A.
17. Engineering Plans for the proposed tower.
18. A vicinity map depicting the proposed extent of the service area.
19. A graphic simulation showing the appearance of the proposed tower and ancillary
structures and ancillary facilities from five points within the impacted vicinity. Such
points are to be mutually agreed upon by the Director of DCD and applicant. All plans
and photo simulations shall include the maximum build -out of the proposed facility.
20. Evidence of compliance with Federal Aviation Administration (FAA) standards for
height and lighting and certificates of compliance from all affected agencies.
21. Evidence that the tower has been designed to meet the minimum structural standards
for wireless communication facilities for a minimum of three providers of voice, video or
data transmission services, including the applicant, and including a description of the
number and types of antennas the tower can accommodate.

INTRODUCTION
Verizon Wireless (here alter referred to as "Verizon") is a wireless telephone company operating
throughout the United States of America. Verizon is licensed to operate in the United States by
the Federal Communications Commission (FCC).
This proposal describes the scope of the proposed project by providing specific information
regarding the project: location, zoning, specifications, and required services.
It is Verizon's desire to work with the City of Tukwila to ensure that. this project is consistent: with
local ordinances and zoning regulations while providing wireless coverage to Verizon's customers
and provide critical communication services for emergency, business, and personal use.
Project Goals
\The goal of the Verizon SEA Brisco / Orilla Road Site is to upgrade Verizon's existing network to
provide better telephone service. Verizon intends to achieve these network goals consistent with
all policies and ordinances of the City of Tukwila.

Project Overview
The applicant, Verizon, proposes to modify an existing approved telecommunication facility at.
18700 Orillia Road Tukwila, Washington (Parcel Number 3.523049037).
The proposed modification consists of the following: Add one (1) two foot (2') microwave dish
and one (1) new equipment. cabinet.
Facility Specifications
■ Facility Maintenance - The facility is generally serviced once a month. One (1) to two (2)
employees are on site for an average of lour (4) hours of maintenance checks. This check
is typically for preventive maintenance purposes. In the event of a problem, a crew is
dispatched to the site immediately.
■ Microwave Dish - Verizon is proposing to add one (1) new two foot (2') microwave dish.
GENERAL SITE ANALYSIS
Zoning General Plan Designation
The site is zoned Tukwila Valley South (TVS). Verizon's proposed telecommunication Iacility
modifications require a "hype 1 Land Use Review according to Tukwila Municipal Code (TMC)

Noise
According to TMC 18.58.070:
1. Noise - Any facility that requires a generator or other device which will create
noise must demonstrate compliance with TMC Chapter 8.22, "Noise". A
noise report, prepared by an acoustical engineer, shall be submitted with any
application to construct and operate a wireless communication facility that
will have a generator or similar device. The City may require that the report
be reviewed by a third party expert at the expense of the applicant.

Business License Requirement
According to TMC 18.58.070:
2. Business license requirement - Any person, corporation or entity that
operates a wireless communication facility avithin the City shall have a valid
business license issued annually by the City. Any person, corporation or
other business entity which owns a lower also is required to obtain a business
license on an annual basis.
Verizon has Idled for a business license for this site location.
Signage
According to TMC 18.58.070:
3. Signage - Only safety signs or those mandated by other government entities
may be located on wireless communication facilities. No other types of sighs
arc permitted on wireless communication facilities.
No signs will be on-site unless required by either the FCC and/or FAA.
Parking
According to TMC 18.58.070:
4. Parking - Any application must demonstrate that there is sufficient space for
temporal), parking for regulhu• maintenance of the proposed facility.

According to TMC 18.58.070:

The feed lines, coaxial cables, and associated mounting hardware will be painted to match the
monopole to blend with the surrounding environment.
Color
According to TMC 18.58.070:
7. Color - A11 antennas and ancillary facilities located on building's or structures
other than towers shall be of a neutral color that is identical to or closely
compatible with the color of the supporting structure so as to make the
antenna and ancillary facilities as visually unobtrusive as possible.
The associated mounting hardware will be painted to match the monopole to blend with the
surrounding environment.
Lighting
According to TMC 18.58.070:
8. Lig/sting. - Towers shall not be artificially lighted unless required by the FAA,
FCC or other applicable authority. If lighting is required, the reviewing
authority shall review the lighting alternatives and approve the design that
would cause the least disturbance to the surrounding ;ureas. No strobe lighting
of any type is permitted on any tower.
No tower lighting will be on-site unless required by either the FCC and/or FAA.
Advertising
According to TMC 18.58.070:
9. Advertising- - No advertising is permitted at wireless communication facility
sites or on any auncillary structure or facilities equipment compound.

Equipment Enclosure
According to TMC 18.58.070:
10. Lquipmenl Linc%sure - Each applicant shall be limited to an equipment
enclosure of 360 square Leet at each site. However, ibis restriction shall not

residential or institutional building.
No additional equipment area is needed. The additional equipment cabinet will be located within
the existing equipment area. There are no proposed changes to the existing equipment enclosure
size.
Height
According to TMC 18.58.090:
1. Heigbl - The height must not exceed what was approved under the original
application to construct the tower. If the height shall exceed what was
originally approved, approval as a 'Type 2 decision is required for any height
which will be less than the maximum height of the zone.

2. Antenna aesthetics - Antennas shall be painted to match the color scheme of
the tower.

enclosure that was approved as pari of the original application. If the
applicant wishes to expand the equipment enclosure from what was approved
by the City or County under the previous application, the applicant shall seek
a wireless communication facility (Type 2) application for only the equipment
enclosure increase.

Setbacks
According to TMC 18.58.090:
.5. Setbacks - Setbacks shall not apply when an applicant installs new antennas

the existing equipment arca. There arc no proposed changes to the existing equipment enclosure
size.
Existing Use
The subject. area accommodates an existing telecommunication facility.
Access/Circulation
The site will be accessed by the existing right of entry. There are no traffic impacts associated with
these types of facilities as they arc unmanned and require infrequent maintenance.
Federal Requirements
Vc- rizon's proposed telecommunication facility modification will meet or exceed current standards
and regulations of the FAA, the FCC, and any other agency of tie Federal government with the
authority to regulate towers and antennas.
Verizon's site will conform to all FAA/FCC regulations, and because the maximum ERP is less
than two thousand (2,000) watts and/or the height of the facility is greater than ten meters (10m),
an environmental evaluation of radio frequency missions is exempted per CFR Title 47 Part 24,
Subpart E.
Verizon has a license from the FCC to provide wireless services in throughout. Washington State.

This report presents a noise survey performed in the immediate vicinity of the proposed
Verizon telecommunications facility at 18700 Orillia Road S in Tukwila, Washington. This
noise survey extends from the proposed equipment to the nearest properties. The purpose
of this report is to document the existing conditions and the impacts of the acoustical
changes due to the proposed equipment. This report contains data on the existing and
predicted noise environments, impact criteria and an evaluation of the predicted sound levels
as they relate to the criteria.
Ambient Conditions
Existing ambient sound levels of the site were measured on June 8, 2010 with a Larson -
Davis 2800B real-time spectrum analyzer sound level meter. Measurements were
conducted as close to the proposed location as possible and the property lines in accordance
with the State of Washington code for Maximum Environmental Noise Levels WAC 173-60-
020. The average ambient noise level was 71 dB(A), and the primary noise source was
vehicle traffic on Interstate 5. The weather during the measurements was partly cloudy and
the roads were dry.
Code Requirements
The site is located within the City of Tukwila Zoning jurisdiction on property with a TVS
zoning designation. The receiving properties are all zoned TVS. Tukwila Municipal Code
8.22.020 defines TVS as being within an Industrial district.
The proposed new equipment consists of equipment support cabinets, which are expected to
run 24 hours a day.
Under Tukwila Municipal Code 8.22.040 noise from equipment on a within an Industrial
district is limited as follows:
Industrial District Receiver: Noise is limited to 70 dB(A) 24 hours a day.

manufacturer data, the produces a sound pressure level of 73 dB(A) at 5 feet.

The 60' monopole with the proposed antenna loading will conform to the requirements

level of 25 percent of the members design capacity.

At the request of RealCom Associates, we have performed:a structural feasibility
review for the addition of.a microwave antenna to an existing Verizon. Wireless 60'
monopole located in Tukwila, Washington. A finite element analysis was completed' in
conformance with,the current design standard, TIA-222-G, "Structurat•Standard for
Antenna Supporting Structures and Antennas" with the following site specific design
conditions:

The monopole was designed ;by Paul J. Ford and :Company and fabricated. by Summit
Manufacturing, iLLC in 1999. The design drawings detail the 18 -sided, 60' tall monopole
with a 28.1" base diameter and i/a" thick walls tapering to a 21.1" diameter at 32'. The
lower section is slip jointed with a 3' splice 'to the upper section. The upper section
has 3/16" thick walls and tapers to a top diameter of 16.5''. Based on a visual
inspection performed by LDC on May 12, 2010, the monopole appears free of visible
structural damage and corrosion.
Geometry, .member sizes and additional proposed antennas were obtained from the
structural calculations by Chi.S. Lee, P.E., S.E. dated June 21, 2007. The existing
antenna layout was confirmed by LDC in the field prior to completion of this report.
The proposed microwave addition is detailed in the Site Modification Request dated
April 15, 2010. This analysis evaluated the adequacy of the monopole based on length,
cross sectional properties and steel grade. Antenna mount attachment details and
installation recommendations are to be'provided.by the manufacturer.

IV. Conclusions and Recommendations
1. The 60'-0" monopole with the proposed antenna loading conforms to the
requirements of TIA-222-G for 85 mph basic wind speed and 30 mph wind speed with
1/4" radial ice. The monopole is structurally adequate with the existing and proposed
antenna loading as previously listed in this report. This conclusion is based on the
information provided by RealCom Associates. If discrepancies exist between the report
loading and the actual existing or proposed loading, LDC should be notified
immediately.
2. The existing foundation is structurally adequate under the existing and proposed
loading as listed in this report. Foundation information was derived from the original
foundation design by Paul J. Ford and Company dated November 3, 1999. The original
design base reactions exceed the proposed base reactions as calculated with the
additional antenna loading. The foundation embedment depth was also reviewed in
conformance with the 2006 IBC for a nonconstrained condition and determined
adequate.

The following design criteria apply:
Tower is located in King County, Washington.
Basic wind speed of 85 mph.
Structure Class II.
Exposure Category C.
Topographic Category 1.
Crest Height 0.00 ft.
Nominal ice thickness of 0.25 in.
Ice thickness is considered to increase with height.
Ice density of 56 pcf.
A wind speed of 30 mph is used in combination with ice.
Temperature drop of 50 °F.
Deflections calculated using a wind speed of 60 mph.
Weld together tower sections have flange connections..
Connections use galvanized A325 bolts, nuts and locking devices. Installation per TIA/EIA-222 and AISC
Specifications..
Tower members are "hot dipped" galvanized in accordance with ASTM A123 and ASTM A153 Standards..
Welds are fabricated with ER -70S-6 electrodes..
A non-linear (P -delta) analysis was used.
