All correction requests from each department must be addressed at the same time and reflected on your drawings. I have enclosed comments from the following departments: BUILDING DEPARTMENT: Allen Johannessen at 206-433-7163 if you have questions regarding these comments. • (GENERAL NOTE) PLAN SUBMITTALS: (Min. size I Ix17 to maximum size of 2406; all sheets shall be the same size. New revised plan sheets shall be the same size sheets as those previously submitted.) (BUILDING REVIEW NOTES) 1. From our discussion May 12th we determined the house shall stay as one residence and not converted into an accessory dwelling unit. The only thing that will be constructed is a wall in the garage to create a heated space for protection of new proposed plumbing for a sink installation. Also in our discussion the new space shall not be used as a kitchen. 2. Since this space shall be required to be heated for the protection of plumbing fixtures, the walls and ceiling rafter space above the walls shall be required to have R-21 insulation to include the surrounding walls. New wall shall be constructed of 2x6 studs with pressure treated 2x6 wall plates. Existing exterior wall furring is not sufficient for R- 21 insulation; therefore 2x6 walls shall be required to be constructed. The existing 2x4 wall shall be allowed to have 2x2 wood strips applied to each stud to allow for the R-21 insulation. Walls placed against concrete walls shall be provided with a minimum 6-mil black poly sheets for moisture barrier. After wiring, plumbing and insulation is completed, walls shall have drywall installed on all exposed sides to include the room ceiling. The room shall be provided with a source of heat either by some type of electric in -wall heater or space heat supplied from the other portion of the basement by removing the door to the room to allow for warm air to filter in or extending a heat duct from the existing heating system. The hollow core door to the existing garage shall be replaced with a new solid core door minimum thickness of 1-3/8" thick and provided with a self -closing device or hinge. 3. To provide clarification as requested during our meeting pertaining to the sequence of construction and inspections, after the permit has been issued the framing portion may begin. The following describes the sequence of construction and inspections: a. The first inspection shall be a framing inspection. All rough -in plumbing and electrical work shall be installed, inspected and approved prior to the framing inspection (plumbing permit and electrical permit required). All penetrations for plumbing, wiring and other penetrations shall be sealed per code. Once the framing is approved, you will be given the ok to insulate. b. After insulation is completed there will be an insulation inspection. Once the insulation installation is approved you will be given the ok to drywall. c. After all work is complete including final plumbing and final electrical inspections signed off; the final building inspection shall be signed off to complete the permit process. 4. Provide the revised plans as we discussed showing only the one new wall installation to include details for the insulation, framing, and method of heating and show where the plumbing fixture shall be installed. Specify replacing the garage door as discussed. All other portions of the basement shall remain as is with no changes made. Provide notes to indicate `No other work on the remaining basement" as discussed. Planning will review the revision when it is submitted. If the applicant decides to address the building code issues with adding the kitchen, then the floor plan must identify the area to be used for the accessory dwelling unit, which can be a maximum size of 673 sq. ft. Please address the comments above in an itemized format with applicable revised plans, specifications, and/or other documentation. The City requires that four (4) sets of revised plan pages, specifications and/or other documentation be resubmitted with the appropriate revision block. In order to better expedite your resubmittal, a 'Revision Submittal Sheet' must accompany every resubmittal. I have enclosed one for your convenience. Most likely this will not be allowed per a discussion with the planning department, to include that which is allowed per Tukwila Municipal codes. There are a number of building and energy code issues that need to be resolved i.e. separate heating/utility arrangements, fire separations of the two residences, unit access, parking, just to mention a few. Therefore before I provide the required corrections for building and energy code issues, it would be recommended that planning department with local code issues are resolved first. In addition future submittals for this type of alteration shall require plans clear and neatly drawn to an architectural scale showing all rooms, doors, windows of both levels. Plans for this type of building alteration should preferably be provided by a professional designer with architectural design and building code experience.
