PERMIT CONDITIONS: 1: 'PUBLIC WORKS PERMIT CONDITIONS' 2: The applicant or contractor must notify the Public Works Inspector at (206) 433-0179 upon commencement and completion of work at least 24 hours in advance. All inspection requests for utility work must also be made 24 hours in advance. 3: Permit is valid between the weekday hours of 7:00 a.m. and 10:00 p.m. only. Coordinate with the Public Works Inspector for any work after 5:00 p.m. and weekends. 4: The City of Tukwila has an undergrounding ordinance requiring the power, telecommunications, and cable service lines be underground from the point of connection on the pole to the house. 5: Any material spilled onto any street shall be cleaned up immediately. 6: Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation off -site or into existing drainage facilities. 7: The site shall have permanent erosion control measures in place as soon as possible after final grading has been completed and prior to the Final Inspection. 8: The Land Altering Permit Fee is based upon an estimated 10 cubic yards of cut and 10 cubic yards of fill. If the final quantity exceeds this amount, the developer shall be required to recalculate the final quantity and pay the difference in permit fee prior to the Final Inspection. 9: From October 1 through April 30, cover any slopes and stockpiles that are 3H:1V or steeper and have a vertical rise of 10 feet or more and will be unworked for greater than 12 hours. During this time period, cover or mulch other disturbed areas, if they will be unworked more than 2 days. Covered material must be stockpiled on site at the beginning of this period. Inspect and maintain this stabilization weekly and immediately before, during and following storms. 10: From May 1 through September 30, inspect and maintain temporary erosion prevention and sediment at least monthly. All disturbed areas of the site shall be permanently stabilized prior to final construction approval. 11: Since the house must have a fire sprinkler system installed, it shall be verified in writing to the Public Works Inspector that the fire loop system for the building contains a WA State Department of Health approved Double Check Valve Assembly (DCVA). This shall be done prior to final inspection. Refer to attached Public Works Details for 1" FIRE/DOMESTIC SERVICE and/or 1" FLOW -THROUGH SYSTEM. Backflow device is optional if a FLOW -THROUGH SYSTEM is installed. Coordinate with the Public Works Inspector. 12: An approved automatic fire sprinkler extinguishing system is required for this project. (City Ordinance #2436) 13: All new sprinkler systems and all modifications to existing sprinkler systems shall have fire department review and approval of drawings prior to installation or modification. New sprinkler systems and all modifications to sprinkler systems involving more than 50 heads shall have the written approval of Factory Mutual or any fire protection engineer licensed by the State of Washington and approved by the Fire Marshal prior to submittal to the Tukwila Fire Prevention Bureau. No sprinkler work shall commence without approved drawings. (City Ordinance No. 2436). 15: New and existing buildings shall have approved address numbers, building numbers or approved building identification placed in a position that is plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numbers or alphabet letters. Numbers shall be a minimum of 4 inches (102mm) high with a minimum stroke width of 0.5 inch (12.7mm). (IFC 505.1) 17: Adequate ground ladder access to rescue windows shall be provided. Landscape a flat, 12' deep by 4' wide area below each required rescue window. (City Ordinance #2435) 18: Maximum grade for all projects is 15% with a cross slope no greater than 5%. If you have any questions, please call Tukwila Fire Prevention Bureau at (206)575-4407. 22: 'BUILDING PERMIT CONDITIONS' 23: Work shall be installed in accordance with the approved construction documents, and any changes made during construction that are not in accordance with the approved construction documents shall be resubmitted for approval. 24: All permits, inspection record card and approved construction documents shall be kept at the site of work and shall be open to inspection by the Building Inspector until final inspection approval is granted. 25: Truss shop drawings shall be provided with the shipment of trusses delivered to the job site. Truss shop drawings shall bear the seal and signature of a Washington State Professional Engineer. Shop drawings shall be maintained on the site and available to the building inspector for inspection purposes. 26: Subgrade preparation including drainage, excavation, compaction, and fill requirements shall conform strictly with the recommendations given in the soils report. Special inspection is required. 27: All construction shall be done in conformance with the Washington State Building Code and the Washington State Energy Code. 28: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any requirements for special inspection. 29: All wood to remain in placed concrete shall be treated wood. 30: There shall be no occupancy of a building until final inspection has been completed and approved by Tukwila building inspector. No exception. 31: All construction noise to be in compliance with Chapter 8.22 of the City of Tukwila Municipal Code. A copy can be obtained at City Hall in the office of the City Clerk. 32: Every occupied space other than enclosed parking garages and buildings used for repair of automobiles shall be ventilated in accordance with the applicable provisions of the International Mechanical Code. 33: Water heaters shall be anchored or strapped to resist horizontal displacement due to earthquake motion. Strapping shall be at points within the upper one-third and lower one-third of the water heater's vertical dimension. A minimum distance of 4-inches shall be maintained above the controls with the strapping. 34: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the City of Tukwila Building Department (206-431-3670). 35: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center. 36: Preparation before concrete placement: Water shall be removed from place of deposit before concrete is placed unless a tremie is to be used or unless otherwise permitted by the building official. All debris and ice shall be removed from spaces to be occupied by concrete. 37: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the Building Official from requiring the correction of errors in the construction documents and other data. 38: ***MECHANICAL PERMIT CONDITIONS*** 39: All mechanical work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center (206/431-3670). 40: All permits, inspection record card and approved construction documents shall be kept at the site of work and shall be open to inspection by the Building Inspector until final inspection approval is granted. 41: Manufacturers installation instructions shall be available on the job site at the time of inspection. 42: Except for direct -vent appliances that obtain all combustion air directly from the outdoors; fuel -fired appliances shall not be located in, or obtain combustion air from, any of the following rooms or spaces: Sleeping rooms, bathrooms, toilet rooms, storage closets, surgical rooms. 43: Equipment and appliances having an ignition source and located in hazardous locations and public garages, PRIVATE GARAGES, repair garages, automotive motor -fuel dispensing facilities and parking garages shall be elevated such that the source of ignition is not less than 18 inches above the floor surface on which the equipment or appliance rests. 44: ***PLUMBING/GAS PIPING PERMIT CONDITIONS*** 45: No changes shall be made to applicable plans and specifications unless prior approval is obtained from the Tukwila Building Division. 46: All permits, inspection records and applicable plans shall be maintained at the job and available to the plumbing inspector. 47: All plumbing and gas piping systems shall be installed in compliance with the Uniform Plumbing Code and the Fuel Gas Code. 48: No portion of any plumbing system or gas piping shall be concealed until inspected and approved. 49: All plumbing and gas piping systems shall be tested and approved as required by the Plumbing Code and Fuel Gas Code. Tests shall be conducted in the presence of the Plumbing Inspector. It shall be the duty of the holder of the permit to make sure that the work will stand the test prescribed before giving notification that the work is ready for inspection. 50: No water, soil, or waste pipe shall be installed or permitted outside of a building or in an exterior wall unless, adequate provision is made to protect such pipe from freezing. All hot and cold water pipes installed outside the conditioned space shall be insulated to minimum R-3. 51: Plastic and copper piping running through framing members to within one (1) inch of the exposed framing shall be protected by steel nail plates not less than 18 guage. 52: Piping through concrete or masonry walls shall not be subject to any load from building construction. No plumbing piping shall be directly embedded in concrete or masonry. 53: All pipes penetrating floor/ceiling assemblies and fire -resistance rated walls or partitions shall be protected in accordance with the requirements of the building code. 54: Piping in the ground shall be laid on a firm bed for its entire length. The existing house (#13418) located in the center of the site, as well as the detached garage and shed on the north portion of the property will be removed. A new access drive will enter the property from South 135 Street to serve all four of the new homes. Storm drainage will be discharged to the existing system in South 135"' Street, requiring a street crossing and storm drain extension. The property slopes gently down toward the east from the edge of Military Road South. A gravel driveway enters the northwest corner of the site and angles across the north side of the centrally - located house, before continuing straight south to South 135t' Street. As mentioned above, there is a detached garage and a shed located on the north portion of the site. Most of the remainder of the property is covered with grass or landscaping, with some trees scattered around the site. There are no steep slope areas on, or around, the subject property. The lots to the north and east contain previously -constructed single-family homes. In order to explore the subsurface conditions on the site, two test pits were excavated and four soil probes were conducted at the approximate locations shown on the attached Site Exploration Plan. Logs of these explorations are also attached. Based on the explorations, the native subsurface profiled consist of a layer of topsoil overlying loose, weathered, gravelly, silty sand. At a depth of approximately 3 feet below the original ground surface, we encountered dense, gravelly, silty sand that has been glacially compressed. This competent soil is locally referred to as glacial till. The glacial till is very compact, and is difficult to excavate. Although not encountered in our test pits, boulders of varying sizes are often found scattered through glacial till soils. In Test Pit 1, we found 2 feet of fill overlying the original topsoil. It is relatively common on previously -developed sites to find areas of fill where grading occurred for driveway, structures, utilities, landscaping, etc. No groundwater seepage was observed in the test pits. However, we noted wet conditions in the upper portion of Test Pit 2. It is common to find at least isolated zones of subsurface water perched on top of the relatively impervious glacial till following extended wet weather. - I . N'wi 1!0W GEOTECH CONSULTAN S, INC. Sapphire Homes November 24, 2015 CONCLUSIONS AND RECOMMENDATIONS GENERAL JN 14482 Page 2 Based on our observations the new houses can be supported on conventional foundations that bear on the dense glacial till soils. Footings should not be placed on the existing fill soil, topsoil, or loose weathered soils. All soils loosened by the excavation process will have to be scraped out before pouring concrete. In wet conditions the dense bearing soils will tend to get disturbed and muddy by foot traffic during the placement of foundation forms and rebar. As a result, it is prudent to protect the bearing surfaces with several inches of clean crushed rock. Alternatively, any muddy or softened soils will have to be shoveled out of the forms by hand before pouring concrete. If the bearing soils lie below the planned footing subgrade elevation: 1. The foundations could be extended downward to the bearing soils; or, 2. The overexcavation below the planned footing elevation could be backfilled with clean crushed rock (quarry spalls or railroad ballast rock). Well constructed drainage and waterproofing will be important, as perched subsurface water should be expected. A typical footing drain detail is attached to the end of this report. In addition to this drainage element, it would be prudent to install a minimum 6-inch-thick layer of drain rock or pea gravel below the vapor retarder/barrier with a perforated pipe buried in the gravel. This underdrainage is intended to collect any perched subsurface water that may want to "pop up" under the structure. There are no steep slopes on or around the site to present a hazard to the planned development. The erosion control measures needed during the site development will depend heavily on the weather conditions that are encountered. Existing ground cover and landscaping should be maintained wherever possible. A rock -covered access should be provided for trucks and equipment moving between the street and the excavation. Tracking of soil and mud onto the surrounding streets must be avoided. A wire -backed silt fence should be erected immediately downslope of the work area. Areas of bare should be covered with plastic, gravel, straw, mulch or another suitable material during wet weather. As with any project, erosion control measures must be maintained, and be upgraded as necessary, throughout the earthwork and construction process. SEISMIC CONSIDERATIONS In accordance with the International Building Code (IBC), the site class within 100 feet of the ground surface is best represented by Site Class Type C (very dense soils). The soils that underlie the site and will support the new foundations are not susceptible to seismic liquefaction, even under the Maximum Considered Earthquake (MCE), due to their dense condition. The MCE has a theoretical return period of once in 2,475 years (2 percent probability of occurring in a 50-year period). CONVENTIONAL FOUNDATIONS We recommend that continuous and individual spread footings have minimum widths of 12 and 16 inches, respectively. Exterior footings should also be bottomed at least 18 inches below the lowest GEOTECH CONSULTANTS, INC. Sapphire Homes JN 14482 November 24, 2015 Page 3 adjacent finish ground surface for protection against frost and erosion. The local building codes should be reviewed to determine if different footing widths or embedment depths are required. Footing subgrades must be cleaned of loose or disturbed soil prior to pouring concrete. Depending upon site and equipment constraints, this may require removing the disturbed soil by hand. An allowable bearing pressure of 2,500 pounds per square foot (psf) is appropriate for footings supported on competent native soil, or on rock fill placed over the bearing soils. A one-third increase in this design bearing pressure may be used when considering short-term wind or seismic loads. For the above design criteria, it is anticipated that the total post -construction settlement of footings founded on competent native soil will be less than one inch, with differential settlements on the order of one-half inch in a distance of 50 feet along a continuous footing with a uniform load. Lateral loads due to wind or seismic forces may be resisted by friction between the foundation and the bearing soil, or by passive earth pressure acting on the vertical, embedded portions of the foundation. For the latter condition, the foundation must be either poured directly against relatively level, undisturbed soil or be surrounded by level, well -compacted fill. We recommend using the following ultimate values for the foundation's resistance to lateral loading: ULTIMATE VALUE Coefficient of Friction 0.45 Passive Earth Pressure 350 pcf Where: (i) pcf is pounds per cubic foot, and (ii) passive earth pressure is computed using the equivalent fluid density. If the ground in front of a foundation is loose or sloping, the passive earth pressure given above will not be appropriate. The above values do not include a.safety factor. PERMANENT FOUNDATION AND RETAINING WALLS No tall retaining walls are anticipated for the site development. Any walls backfilled on only one side, and with imported granular fill, should be designed to resist the lateral earth pressures imposed by the soil they retain. The following recommended parameters are for walls that restrain level backfill: PARAMETER Active Earth Pressure * VALUE 35 pcf Passive Earth Pressure 350 pcf Coefficient of Friction 0.45 Soil Unit Weight 135 pcf Where: pcf is Pounds per Cubic Foot, and Active and Passive Earth Pressures are computed using the Equivalent Fluid Pressures. * For a restrained wall that cannot deflect at least 0.002 times its height, a uniform lateral pressure equal to 10 psf times the height of the wall should be added to the above active equivalent fluid pressure. Sapphire Homes A 14482 November 24, 2015 Page 4 The values given above are to be used to design only permanent foundation and retaining walls that are to be backfilled, such as conventional walls constructed of reinforced concrete or masonry. It is not appropriate to use the above earth pressures and soil unit weight to back -calculate soil strength parameters for design of other types of retaining walls, such as soldier pile, reinforced earth, modular or soil nail walls. We can assist with design of these types of walls, if desired. The passive pressure given is appropriate only for a shear key poured directly against undisturbed native soil, or for the depth of level, well -compacted fill placed in front of a retaining or foundation wall. The values for friction and passive resistance are ultimate values and do not include a safety factor. Restrained wall soil parameters should be utilized for a distance of 1.5 times the wall height from corners or bends in the walls. This is intended to reduce the amount of cracking that can occur where a wall is restrained by a corner. The design values given above do not include the effects of any hydrostatic pressures behind the walls and assume that no surcharges, such as those caused by slopes, vehicles, or adjacent foundations will be exerted on the walls. If these conditions exist, those pressures should be added to the above lateral soil pressures. Heavy construction equipment should not be operated behind retaining and foundation walls within a distance equal to the height of a wall, unless the walls are designed for the additional lateral pressures resulting from the equipment. Wall Pressures Due to Seismic Forces The surcharge wall loads that could be imposed by the design earthquake can be modeled by adding a uniform lateral pressure to the above -recommended active pressure. The recommended surcharge pressure is 7H pounds per square foot (psf), where H is the design retention height of the wall. Retaining Wall Backfill and Waterproofin_p Backfill placed behind retaining or foundation walls should be coarse, free -draining structural fill containing no organics. This backfill should contain no more than 5 percent silt or clay particles and have no gravel greater than 4 inches in diameter. The percentage of particles passing the No. 4 sieve should be between 25 and 70 percent. If the on -site soil is compacted as backfill, a minimum 12-inch width of free -draining gravel should be placed against the wall for rapid downward movement of water to a footing drain. A detail for a typical footing drain is attached. For increased protection, drainage composites should be placed along cut slope faces, and the walls should be backfilled entirely with free -draining soil. The top 12 to 18 inches of the backfill should consist of a compacted, relatively impermeable soil or topsoil, or the surface should be paved. The ground surface must also slope away from backfilled walls to reduce the potential for surface water to percolate into the backfill. It is critical that the wall backfill be placed in lifts and be properly compacted, in order for the above -recommended design earth pressures to be appropriate. The wall design criteria assume that the backfill will be well -compacted in lifts no thicker than 12 inches. The compaction of backfill near the walls should be accomplished with hand -operated equipment to prevent the walls from being overloaded by the higher soil forces that occur during compaction. Sapphire Homes November 24, 2015 JN 14482 Page 5 The above recommendations are not intended to waterproof below -grade walls, or to prevent the formation of mold, mildew or fungi in interior spaces. Over time, the performance of subsurface drainage systems can degrade, subsurface groundwater flow patterns can change, and utilities can break or develop leaks. Therefore, waterproofing should be provided where future seepage through the walls is not acceptable. This typically includes limiting cold -joints and wall penetrations, and using bentonite panels or membranes on the outside of the walls. There are a variety of different waterproofing materials and systems, which should be installed by an experienced contractor familiar with the anticipated construction and subsurface conditions. Applying a thin coat of asphalt emulsion to the outside face of a wall is not considered waterproofing, and will only help to reduce moisture generated from water vapor or capillary action from seeping through the concrete. As with any project, adequate ventilation of basement and crawl space areas is important to prevent a build p of water vapor that is commonly transmitted through concrete walls from the surrounding soil, even when seepage is not present. This is appropriate even when waterproofing is applied to the outside of foundation and retaining walls. We recommend that you contact an experienced envelope consultant if detailed recommendations or specifications related to waterproofing design, or minimizing the potential for infestations of mold and mildew are desired.
