When recognized by the Presiding Officer to address the Council, please go to the podium and state your

your comments to 5 minutes. The Council appreciates hearing from citizens and members of the public, and
may not be able to answer questions or respond during the meeting.
PUBLIC COMMENTS
Members of the public are given the opportunity to address the Council on items that are NOT included an
the agenda during PUBLIC COMMENTS. Please limit your comments to 5 minutes. If you have a
comment on an Agenda item, please wait until that item comes up for discussion to speak on that topic.
SPECIAL MEETINGS/EXECUTIVE SESSIONS
Special Meetings may be called at any time with proper public notice. Procedures followed are the same as
those used in Regular Council meetings.
Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel
matters as prescribed by law. Executive Sessions are not open to the public.
PUBLIC HEARINGS
Public Hearings are required by law before the Council can take action on matters affecting the public
interest such as land -use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of the
Tukwila Municipal Code states the following guidelines for Public Hearings:
1. The proponent shall speak first and is allowed 15 minutes for a presentation.
2. The opponent is then allowed 15 minutes to make a presentation.
3. Each side is then allowed 5 minutes for rebuttal.
4. Members of the public who wish to address the Council may speak for 5 minutes each. No one may
speak a second time until everyone wishing to speak has spoken.
5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to the
question, but may not engage in further debate at that time.
6. After the Public Hearing is closed and during the Council meeting, the Council may choose to discuss
the issue among themselves, or defer the discussion to a future Council meeting, without further public
testimony. Council action may only be taken during Regular or Special Meetings.
COUNCIL MEETING SCHEDULE
No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given.
Regular Meetings - The Mayor, elected by the people to a four-year term, presides at all Regular Council
Meetings held on the 1st and 3rd Mondays of each month at 7:00 p.m. and Special Meetings. Official
Council action in the fonn of formal motions, adopting of resolutions and passing of ordinances can
only be taken at Regular or Special Council meetings.
Committee of the Whole Meetings - Councilmembers are elected for a four-year term. The Council
President is elected by the Councilmembers to preside at all Committee of the Whole meetings for a
one-year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m.
Issues discussed there are forwarded to Regular or Special Council meetings for official action.

SUBJECT: Boards and Commissions Appointments and Reappointments
ISSUE
There are several positions on the City's Boards and Commissions with terms that expire
December 31, 2019. I am recommending the following appointments and reappointments as
outlined below. Applications are attached for your review.
Community Policing Citizens Advisory Board
Position #3: John Lindsay has been serving in this position since April 6, 2015 and is
interested in continuing to serve in this capacity. I am recommending he be
reappointed for an additional term. His new term will expire December 31, 2023.
Position #6: Jan Bolerjack has been serving in this position since October 19, 2015 and is
interested in continuing to serve in this capacity. I am she be reappointed for an
additional term. Her new term will expire December 31, 2023.
Equity and Social Justice Commission
Position #1: Councilmember Kathy Hougardy has been serving as the Council representative
since April 7, 2014 and is interested in continuing to serve in this capacity. I am
recommending she be reappointed for an additional term. Her new term will
expire December 31, 2021.
Position #7: Roy Busch has been serving in this employee representative position since
September 5, 2017 and is interested in continuing to serve in this capacity. I am
recommending he be reappointed for an additional term. His new term will expire
December 31, 2021.
Human Services Advisory Board
Position #1: Terra Straight has served in this position since August 29, 2007 and is interested
in continuing to serve in this capacity. I am recommending she be reappointed for
an additional term. Her new term will expire December 31, 2022.
Position #2: Katrice Cyphers has been serving in this position since January 2, 2018 and is
interested in continuing to serve in this capacity. I am recommending she be
reappointed for an additional term. Her new term will expire December 31, 2022.
Position #4: Sharon Myklebust has been serving in this position since August 6, 2018 and is
interested in continuing to serve in this capacity. I am recommending she be

Position #3: Marie Parrish has been serving in this position since November 20, 2006 and is

interested in continuing to serve in this capacity. I am recommending he be

Planning Commission
Position #3: This position is currently held by Mike Hansen and will be vacant effective
January 1, 2020. I am recommending the appointment of Andrea Reay,
President and CEO of the Seattle Southside Chamber of Commerce to this
business representative position. The term for this position expires December 31,
2023.
Dennis Martinez has been serving in this position since April 18, 2016 and is
interested in continuing to serve in this capacity. I am recommending he be
reappointed for an additional term. His new term will expire December 31, 2023.
Heidi Wafters has been serving in this position since January 2, 2018 and is
interested in continuing to serve in this capacity. I am recommending she be
reappointed for an additional term. Her new term will expire December 31, 2023.
Sharon Mann has been serving in this position since August 20, 2012 and is
interested in continuing to serve in this capacity. I am recommending she be
reappointed for an additional term. Her new term will expire December 31, 2023.
SeaTac Airport Stakeholder Advisory Roundtable
Community Representative: This position is currently held by Trina Cook and will be vacant
effective January 1, 2020. I am recommending the appointment of
Erica Post to this position. The term for this position expires
December 31, 2021.
Non -Elected Staff Member: Brandon Miles has been serving in this position since March 5,
2018 and I am recommending he be reappointed for an additional
term. His new term will expire December 31, 2021.

As a serving member of COPCAB I believe my participation on the committee has supported the strategic goals of the
city of Tukwila and the Tukwila Police Department.
If reappointed to this committee, I believe I will continue to make a positive contribution.
As a resident of Tukwila for more than 30 years, I think I bring a balanced perspective and maturity to add to the work
of the committee.
I have extensive experience working with and appreciating the views of diverse populations. My work experience
includes more than 30 years teaching experience at Highline College and more than 10 years customer service and
marketing experience with regional airlines. I have also worked in customer service at Emerald Downs Race Track, 2
cruise line representative companies and a major local retail store. I also teach tai chi classes mostly to seniors.
I have also done volunteer work at the Museum of Flight and the Civil Air Patrol.

I was appointed to Equity and Diversity Commission in 2014. Since that time, the
Commission has transformed to the Equity and Social Justice Commission. The Sister
City Committee has become the Sister City and and Civic Awareness Committee, and
is now a subcommittee of Equity and Social Justice.
I was the ESJ chair in 2018, and during that year we received equity training, reviewed
our bylaws, gave input to the City of Tukwila's Equity Policy, and created a workplan for
2019 and a budget for 2019-2020. This year, with Mikkell Roeland as chair, we have
continued this type of work, and continue to give input into policy items that the council
is considering.
As the Council Representative, I monitor items coming before the council, and notify the
Commission of appropriate issues. Conversely, I report back to the Council regarding
discussion and actions taking by the Commission.
At this time I am one of the "long-term" members of the commission. It is valuable to
have some members with historical knowlege to give that insight during new
discussions.
I would like to continue my work on this commission. Thank you for your time and
consideration.

and raised my 4 children here. I volunteered
with the school district including coaching and
mentoring students.
After my children were grown; I graduated
from the U with a BA in Social ork. I have
worked with at -risk youth and adults social and
housing programs until I retired.
I have served on this committee for over 12
years and believe that I can fairly evaluate the
needs and programs for our changing
population.

To Whom It May Concern:
I'm interested to continue serving as a Tukwila Parks Commissioner for many reasons, a few of
which I've outlined below.
As 13+ year Tukwila resident I want to remain engaged with my City and my community as a
whole. Serving as a Parks Commissioner allows me the great privilege to make an impact on the
future of the City I call home. Parks Commission monthly meetings include frequent City staff
updates, opportunities to provide feedback on important City policies and documents, and the
ability to hear public comments on issues at hand. All of which keep me engaged with various City
Departments and Staff, elected officials, my community, as well as educated on future City
projects.
As a Tukwila Green City Land Steward for the Duwamish Hill Preserve, a restoration project I've
worked on for over a decade, I believe I bring an important boots on the ground perspective and
institutional knowledge on parks and open space to the commission. I currently organize and lead 6
monthly volunteer restoration work parties at DHP, and thus also serve as a main point of contact
with Parks Staff and Forterra during those community events. My continued deep rooted
involvement with DHP as a Land Steward and member of the management team allows me to
provide important updates to the Commission on progress being made on the site. I truly believe
Duwamish Hill Preserve is a crown jewel in the Tukwila Parks system, a place I'm passionate
about!
Volunteering is a great way to give back to my community! We live in a time where we're all pulled
in a million different directions by constant distractions from social media, screen time, and
technology. No matter how busy we are, finding time to make an impact in our community and at
the place we call home is crucial, thus I'm a big believer of giving back to my community by
volunteering my time and knowledge, even if only a few hours a month.

I have live in the area since the early 1970s. I actively work to annex the lower Riverton
area to the City of Tukwila. I saw living in a smaller city rather than a large county that
citizens had better representation.
I have been a Realtor for over 40 years and have been involved with zoning,
construction and platting issues both as an agent and as a consumer. I understand both
sides of the issues.
As an appointed or elected official I believe our job is to look out for the interest of the
City as a whole. We need to listen to the citizens and the investors but in the end what
is best for the City as a whole without infringing on citizens rights and pursuit of quality
life in the City.

As both a Tukwila resident and a frequent traveler (business and pleasure), it would be my honor to
serve my community through participation in StART.
I chose to purchase my home in Tukwila due to its proximity to SeaTac, and the convenience that
affords me as a frequent traveler. I understand the challenges and the great opportunity for both
SeaTac and the Port of Seattle, and the neighboring communities as air travel continues to grow; it
will bring new jobs, and congestion, increase the greater Seattle area's connection to the world, and
increase noise pollution for residents. Balance and equity for residents, travelers, and the
businesses based in and around SeaTac are important. It is important that SeaTac and the Port of
Seattle continue to be good neighbors to the residents who call the area home, and that residents
support SeaTac and the Port of Seattle to continue to bring growth to the area.
I have traveled domestically and internationally through close to 100 airports; I understand what
makes a good airport, and what experiences, projects, programs, and operations can create a
less -than -desirable experience for residents and tourists alike.
It is important to me to be connected in my community, and serving on the board of StART will allow
me to both serve my community, and gain a deeper understanding of the opportunities and
challenges facing SeaTac, the Port of Seattle, airlines, and air cargo companies.
I look forward to the opportunity to serve.

BACKGROUND
Green fees are the major source of revenue for operating, maintaining and making capital
improvements at the City of Tukwila owned Foster Golf Links. Green Fees at Foster Golf Links
were last increased in 2018 by way of Resolution 1926 and are referenced in the TMC Chapter
12.12 "Foster Golf Links Fees" as adopted by Ordinance 2567. This is a static pricing system that
increases fees on a bi-annual frequency.
DISCUSSION
To maintain proper price points, stimulate growth, and work towards revenue goals, staff is
recommending the ability to apply dynamic pricing for golf fees at Foster Golf. The City desires
to authorize the Parks and Recreation Director to set and adjust green fees as needed,
"dynamic pricing" rather than adhering to a static fee schedule for two years. This would
become similar to the policy established for setting recreation program fees. In order to do this,
both Resolution 1926 and Ordinance 2567 will need to be repealed. Draft versions of both the
revised Resolution and Ordinance are attached.
Attachment A, the draft Resolution, repeals the existing Resolution 1926 that establishes the
static Green Fees.
Attachment B, the draft Ordinance, repeals the existing Ordinance 2567 and includes some
housekeeping and necessary updates to the TMC Chapter 12.12 "Foster Golf Links Fees" as
well. A summary of those revisions are listed below:
12.12.010 Fee Schedule
A. Fees established. The green fees shall be set by the Director of Parks and
Recreation, established by resolution of thc City Council.
B. Director's authority. The Director of Parks and Recreation is authorized to adjust

In order to be eligible for Residential Fees, the individual must present identification to
prove they reside within the City limits of Tukwila. Eligibility cards will be issued to qualifying

12.12.050 "Weekend" Fee
A "Weekend" fee shall be established on Saturdays and Sundays from April 1st through
September apt.
12.12.060 "Winter" Fee
A "Winter" fee shall be established for all days from October November 1st through the last
day of February March. This fee shall allow all golfers (regardless of residency) to play paying
the appropriate applicable "Residential Fee."
12.12.070 Application of "Junior" "Senior" Fee
A "Senior" fee shall apply anytime to anyone 62 years old and older.
The three remaining sections all move down one number because "Senior" is inserted where
"Junior" used to be, there are no other changes.
FINANCIAL IMPACT
There is no financial impact at this time. The dynamic fee structure will assist Foster Golf Links
in staying current with the market which should increase revenues annually to keep up with
inflation.
RECOMMENDATION
The Council Committee is being asked to consider forwarding this item to the Consent Agenda at
the January 6, 2020 Regular Meeting.

corrections to this ordinance, including the correction of clerical errors; references to
other local, state or federal laws, codes, rules, or regulations; or ordinance numbering

Section 14. Severability. If any section, subsection, paragraph, sentence, clause
or phrase of this ordinance or its application to any person or situation should be held to
be invalid or unconstitutional for any reason by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of the
remaining portions of this ordinance or its application to any other person or situation.
Section 15. Effective Date. This ordinance or a summary thereof shall be

Staff is seeking Council approval of a resolution and an ordinance that would repeal existing
golf fees legislation and establish a "dynamic pricing" system that would authorize the
Parks and Recreation Director to set and adjust green fees as needed as opposed to the
current method of Council adoption every two years. The proposed ordinance also removes
a Junior fee to those 17 and younger and adds a Senior fee to those 62 and older.

C. Critical Areas and Shoreline Master Program Legislation
Staff is seeking Council approval of ordinances to update the Critical Areas Code, Shoreline
Master Program and associated regulations for compliance with state rules and guidelines.
The CDN Committee has spent multiple meetings reviewing the proposals and the City
Council has held public hearings on both issues. Staff presented proposed language
incorporating previous committee direction and will return to the successor committee in

CITY OF TUKWILA, WASHINGTON, NAMING TAX
PARCEL NO. 7345600722, LOCATED AT THE
NORTHEAST CORNER OF THE INTERSECTION
OF SOUTH 128TH STREET AND 37TH AVENUE
SOUTH, AS "COTTONWOOD CORNER."
WHEREAS, Tax Parcel No. 7345600722, located at the northeast corner of the
intersection of South 128th Street and 37th Avenue South, was accepted by donation in
2016 by the City into the City of Tukwila park system; and
WHEREAS, said parcel is a location providing natural play, exploration, and respite
that has a high density of mature cottonwood trees on site and is ready to be identified
and promoted as an open public space within the City of Tukwila park system; and
WHEREAS, Resolution No. 1400, which established policies for naming City
property, includes "geographical location" and "geological features" among the unranked
criteria that may guide naming decisions; and
WHEREAS, the City of Tukwila Park Commission made a unanimous
recommendation of the name "Cottonwood Corner" to the Community Development and
Neighborhoods Committee for consideration; and
WHEREAS, the City Council considered the unranked criteria listed in Resolution No.
1400 and the Park Commission's recommendation before naming the park "Cottonwood
Corner";
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Tax Parcel No. 7345600722, located at the northeast corner of the intersection of
South 128th Street and 37th Avenue South, shall be named "Cottonwood Corner."

CITY OF TUKWILA, WASHINGTON, ESTABLISHING
THE TITLES, DUTIES, AND SCHEDULE OF THE
STANDING CITY COUNCIL COMMITTEES FOR
2020, AND REPEALING RESOLUTION NO. 1956.
WHEREAS, RCW 42.30.030 states that all meetings of the governing body of a public
agency shall be open and public; and
WHEREAS, all persons shall be permitted to attend any meeting of the governing
body of a public agency; and
WHEREAS, it is in the best interest of the City Council to inform the community of all
City Council Committee meeting days, times and locations; and
WHEREAS, the City Council desires to evaluate the standing committee framework
each year in an effort to appropriately balance the current policy work of the City; and
WHEREAS, the City Council strives to operate at the highest level of functionality
and efficiency;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Pursuant to City of Tukwila Ordinance No. 2024 and Tukwila Municipal
Code Section 2.04.180, there are four standing committees of the Council, consisting of
three members each. The Council President shall appoint the membership of each
committee and the Committee Chair by the second Regular Meeting of each year. All
Council Committee meetings are open to the public.

Section 2. The Council Committee meeting schedule with locations is as follows:
1. Transportation and Infrastructure Committee meetings shall be held on
the first and third Monday of every month in Suite 100 of the 6300 Building, Foster
conference room, 6300 Southcenter Boulevard, Tukwila, Washington, commencing at
5:30 p.m. This Committee will provide policy recommendations on legislative matters
relating to transportation, traffic, streets, water, sewer, surface water, power, street
lighting and signals, solid waste and recycling, river basins and levees,
telecommunications, shops facilities, fleet, and other ad hoc matters as assigned.
2. Planning and Economic Development Committee meetings shall be held
on the first and third Monday of every month at Tukwila City Hall in the Hazelnut
conference room, 6200 Southcenter Boulevard, Tukwila, Washington, commencing at
5:30 p.m. This Committee will provide policy recommendations on legislative matters
relating to housing policies and programs, planning and land use, building and
development regulations, code enforcement, economic planning and tourism,
environment, sustainability, and other ad hoc matters as assigned.
3. Finance Committee meetings shall be held on the second and fourth
Monday of every month at Tukwila City Hall in the Hazelnut conference room, 6200
Southcenter Boulevard, Tukwila, Washington, commencing at 5:30 p.m. This Committee
will provide policy recommendations on legislative matters relating to financial
management and fiscal operations of the City, administrative services, personnel,
compensation, technology systems, government performance, public records, and other
ad hoc matters as assigned.
4. Community Service and Safety Committee meetings shall be held on the
second and fourth Monday of every month in Suite 100 of the 6300 Building, Foster
conference room, 6300 Southcenter Boulevard, Tukwila, Washington, commencing at
5:30 p.m. This Committee will provide policy recommendations on legislative matters
relating to police, fire, emergency services, municipal court, public safety facilities,
animals, community engagement, human services, parks, recreation, library, public art,
social equity and justice, census, and other ad hoc matters as assigned.
Section 3. In the event a City holiday falls on a Monday, there will be no Council
Committee meetings during that week. Time sensitive matters may be placed directly on
a Committee of the Whole agenda, or a Committee meeting may convene with approval
by all members.
Section 4. In the event there is a fifth Monday in a month, there will be no Council
Committee meetings during that week.
Section 5. Repealer. Resolution No. 1956 is hereby repealed.

Families: On December 9 Mayor Ekberg and City Administrator David Cline joined Chief
Linton, the Community Policing Team and Human Services staff to host a group of 24
international human and civil rights leaders for a roundtable discussion on safe and
equitable community integration for immigrant and refugee families in Tukwila, asxVe|i as
how new Tukwila residents are connected to social and health services. It was expressed by
the visitors that the meeting was the most beneficial of their trip and getting the different
perspectives from the panel was extremely important. The 24leaders were from 22different
countries: Afghanistan, Armenia, Brazil, Cambodia, Cote Ovoire, Czech Republic, Egypt, Fiji,
Georgia, Hong Kong, Hungary, India, Israel, Jamaica, Japan, Malaysia, Nepal, Poland, South
Sudan, Tajikistan'Tanzania and Venezuela.
• King County Mobility Coalition Meeting: Community Development Transportation Demand
Management staff attended the King County Mobility Coalition's Access toWork and School
Committee on December IO.The committee isworking ondeveloping asmall business
transportation tVoikittopilot inTukwila.
• Legislative Reception: On December 11 Mayor Ekberg hosted the 2019 Legislative Reception
with State Senator Hasegawa and Legislative Representatives Bergquistand Hudgins asan
opportunity for local business and community members to meet with the legislators to
discuss community issues ofconcern.
• Seattle Southside Chamber ofCommerce Holiday Lunch: Mayor Ekberg, Coundinlenlber
Kruller and City Administrator David Cline attended the Seattle Southside Chamber of
Commerce Holiday lunch onDecember l3.

Public Safety
• Camera in Cascade View Park: With the assistance of TIS, the Parks Department and Public
Works, a camera has been placed at Cascade View Park to assist the Community Police Team
in monitoring activity inthe park.
° Shop With Cop Event: On December 7, 18 officers, along with family and volunteers, took
16 children shopping during the annual Shop With A Cop event. Together, they shopped for
over 100 people during the day. A total of $7,800 in donations were received from Target,
Acura of Seattle, and Westfield Shopping Center. Red Robin, Jimmy Johns, and BYS all
donated food for the event.
• Homeless Encampment CKean-Up:Funding has been secured for the ciean'upofaiarge
homeless encampment onBoeing Access Road near Airport Way. Cleanup Vfthecamp
began Friday, December 2T. The Community Police Team and the Community Liaison Officer
made contact with persons staying atthe camp and connected them 0Vithin_persoO
representatives from outreach organizations.
Project Updates
• S 196*h/200th Street Bridge Repair: Estimated Completion: January 2020
South 196th/200th Street bridge was opened to vehicular traffic on November 27. After the
Thanksgiving holiday, the contractor, Nordvind, the City of Kent, and the City of Tukwila
worked together tncorrectly 'configure the streetlights and signal wire due toissues with the
wire being cut during the repair work and multiple wire thefts within the projectSite.Thg
streetlights and utility conflicts have all been addressed and secured. The projectpunchi|st
was completed on December 18 and the City is working with Nordvind to complete the
required documentation for project cornpet|tion.
* 53rd Ave S: Estimated Completion: April 2O2O
Seattle City Light (SCL) has begun putting wires for the underground power. SCL anticipates
that the underground power conversion could be completed by February 2020. After
completion, the utility poles will beputted by[eDtUrVLiDk.The construction contractor will
then return to finish up the project.
• Public Works Fleet and Facilities Building: Kick-off meeting for the design ofPublic Works
Fleet and Facilities Building was held in December 2019. SHKS Architect's contract was
amended to start design of the tenant improvements to convert the former Heiser Auto Body
Shop into esafe, functional space for Fleet and Facilities staff.
• Minkler Upgrades: Public Works staff is utilizing the Job Order Contracting (JOC) process for
the Minkler Shop improvements. Per Council approval in 2019, the City is piggybacking off
City of Bellevue's JOC contract with Gordian. Staff has met with Sabyr Construction, the
contractor who will perform the work, on multiple occasions to develop the Scope ofWork.
