Construction Management Amendment No. 2
ISSUE
Execute Amendment No. 2 with TranTech Engineering, LLC (TranTech) for construction management services for the
Boeing Access Road over Airport Way Bridge Seismic Retrofit Project.
BACKGROUND
Boeing Access Road (BAR) is a principal arterial connecting 1-5 and East Marginal Way South. It is considered
regionally significant and is included on the National Highway System (NHS) for access to the Boeing Company and
the King County Airport at Boeing Field. The BAR over Airport Way Bridge is the only remaining structure on the BAR
corridor that has not been seismically upgraded. This improvement would allow the entire corridor to be seismically
resistant during a seismic event. A Federal BRAG bridge grant, in the amount of $2,981,055.00 will cover 85% of
design and 100% of construction. TranTech is currently the design consultant for this project for $350,349.00,
ANALYSIS
The BRAC grant covers 100% of the construction funds during the construction phase. The construction bid is currently
being advertised with the bid opening scheduled for 04107/2020. Amendment No. 2 is for construction management
and the scope of work requires TranTech Engineering to provide all the field work, testing, inspection, and project
documentation. The estimated construction management fees for this project are a larger than normal percentage of
the estimated construction costs due to the complexity of the project and significant anticipated coordination efforts
with the Washington State Department of Transportation. However, the total estimated construction management costs
are within the total project budget.
FINANCIAL IMPACT
Construction Management for Boeing Access Rd over Airport Way Bridge is budgeted at $520,000 with the current
design fees of $350,349 and construction management at $356,397. TranTech's new contract total will be $706,746.

Provide seismic modifications to the Boeing Access Road over Airport Way Bridge to allow it to withstand

The Boeing Access Road over Airport Way Bridge is the final bridge on the corridor from 1-5 to the King

Construction Management Services
Exhibit A
This scope of work provides construction management services for the Boeing Access Road
Over Airport Way Seismic Retrofit (PROJECT) for the City of Tukwila (AGENCY) by
TranTech Engineering, LLC (CONSULTANT).
The AGENCY reserves the right to eliminate any task or parts of tasks during the performance of
the contact work.
The duration of this contract will be from Notice to Proceed (NTP) from The AGENCY through
August 31, 2021.
The individual tasks to be completed by the CONSULTANT are as follows:
CONSTRUCTION WORKING DAYS
The construction working days assumed is 170.
TASK 1 Project Management
This Task includes administration of the contract between the CONSULTANT and
the AGENCY, preparation of progress reports for the PROJECT. It also includes all
administrative services needed to coordinate with the sub-CONSULTANT(s) and to monitor
the PROJECT for scope, schedule, budget, and quality. The following are the categorized
activities associated with this Task:
1. Progress Reports and Invoicing - progress reports will contain a narrative that
identifies and describes significant activities performed in the previous period
and significant upcoming activities along with the monthly invoice;
2. Construction Team Management - management of scope, schedule, budget,
quality; and
3. Management of Sub -consultants.
Assumptions:
1. The AGENCY will manage all activities related to the construction contract
advertisement and execution.

2. The AGENCY will provide a project manager to respond to the CONSUTANT
questions and approval for any potential contract changes, material over -runs, and
differing site conditions.

TASK 2 Pre -construction Services
The CONSULTANT will provide pre -construction services prior to the contract advertisement,
during the bidding period, and pre -construction meeting management. Services for the following
activities will be provided:
1. Limited contract document review before advertisement of the contract;
2. Preconstruction meeting management;
Assumptions:
1. The AGENCY will provide the CONSULTANT 3 hard copies of the contract
documents.
2. The AGENCY will provide a location for the pre -construction meeting.

TASK 3 Resident Engineering / Site Inspector
The CONSULTANT will provide one qualified person who will perform dual roles as resident
engineer (RE) and inspector to the AGENCY for the duration of the contract. The REs /
inspector's duties will be as follows:
1. Review and coordination for responses to contractor's RFIs;
2. Managing weekly meetings;
3. Management of risk log and cost to complete;
4. Contractor submittals review;
5. Coordination with the engineer of record (EOR);

6. Construction schedule reviews and determination of potential schedule slippage and
delays;
7. Determination of entitlement for contractor's equitable adjustment requests;
8. Negotiations for equitable adjustment for contract changes;
9. Change orders, back up documentation language, independent cost estimates (ICE);
10. Materials test results review;
11.Initial Site visit and initial Field Survey of existing condition of the site. The
inspector will photograph the site for documentation of the baseline conditions;
12. Review of the contract documents;
13. Daily presence at the site while the contractor is working;
14. Coordination with the documentation engineer for use of approved materials;
15. Force account (FA) monitoring;
16. Preparation of inspector's daily reports (IDRs), and field note records (FNRs);
17. Coordination for any necessary testing;
18. Daily photo log of critical site activities;
19. Monitor the site for contractor compliance with traffic control plans, environmental,
and contract requirements; and
20. Close out;
21. Punchlist; and
22. Project Management Reviews (PMR).
Assumptions:
1. The AGENCY will assume management of stakeholders and public relations; and
2. The AGENCY will execute and manage the FOR construction engineering support
services contract.
The AGENCY will provide a workspace at the site or the City for preparation of
paperwork; and
3. Ten paid weather days if encountered.

This Task includes activities associated with preparation of construction documentation
consistent with the FHWA and LAG Manual requirements including:
1. Project files set up and maintenance;
2. Submittal log tracking/management;
3. Attending the Pre -con and preparation of meeting notes.
4. Weekly agenda preparation and meeting notes;
5. Preparation of monthly progress estimates;
6. Request for approval of materials (RAMs) reviews and approvals;
7. Maintenance of record of materials (ROM);
8. Contractor traffic control records management;
9. Materials testing and RAM approval coordination with inspector;
10. WSDOT special inspection and testing coordination;
11. Close out;

12. PMR PROJECT documents preparation, coordination with WSDOT Local
Program, and attendance.
Assumptions:
1. WSDOT will provide the project ROM; and
2. The AGENCY will manage monthly progress estimate payment to the contractor based
on inspector's FNR's and progress report; and
3. The AGENCY will execute, and process change orders.
Deliverables:
1. Pre -con agenda, meeting draft and final notes;
2. Complete contract paper -work tracking and documentation filing;
3. Weekly meeting agenda preparation and meeting notes;
4. Change order preparation;
5. Monthly FNRs tabulation for the progress estimates;
6. Punch -list preparation; and
7. PMR PROJECT documentation hard copies.
TASK 6 Materials Testing
The CONSULTANT'S sub -contractor, Mayes Testing, will conduct materials sampling and
testing for the PROJECT including:
1. Concrete (air, slump, temperature, and compressive strength);
2. Grout compressive strength;
3. Soils sampling, gradation, and density; and
4. HMA density.
Assumptions:
1. The City will arrange for WSDOT to provide testing, inspection and approval for the
following PROJECT elements:

a. Signs
b. High strength bolts; and
c. Rebar/bolt coating.
The CONSULTANT will coordinate with WSDOT pre -fabrication unit for testing needs.
Deliverables:
1. Concrete compressive test results at 3, 7, 21, and 28 days.
2. Proctor charts for each soil type and field density results; and
3. HMA density results;
GENERAL ASSUMPTIONS
1. Work performed under this scope is limited to the hours and fee listed in the Scope and
Budget, Prime and Subconsultant Cost Computations. Any work requested that exceeds
what is shown in the Scope and Budget will be considered EXTRA WORK and be added
as a Supplement to this Agreement.
2. Shop drawings, construction and falsework drawings will be reviewed and approved by
the EOR.

B. Grant Applications: Transportation Demand Management & 42"d Avenue South Bridge
Staff is seeking Committee approval to apply for federal funding through the Puget Sound
Regional Council's 2023-24 project selection process. 1) $450,000 for the Transportation
Demand Management program's outreach activities and 2) $4M for the 42"d Avenue South
Bridge Replacement Project. The 13.5% match requirement would come from available
WSDOT funding and would not affect the general fund.

C. Grant Application: Gilliam Creek Fish Barrier Removal
Staff is seeking Committee approval to apply to the Recreation and Conservation Office,
King County Flood Control District, and other future grants for the Gilliam Creek Fish
Barrier Removal Project. This project will restore fish passage between Gilliam Creek and
the Green River, restore salmon habitat, and maintain or improve flood protection. Staff
recommended submitting the grant proposal for Option 3. The feedback they received
from major funders was that Option 3 was the only option that would likely receive
funding. The 15% match requirement would come from surface water enterprise funds or
other available grant funds.

Essential Services and City Operations
There have been no changes to essential services and City operations since the last report.
Financial Stability
There have been no changes since the last report. On Monday, April 13, 2020 Finance Department staff began
working with the Council's Finance Committee to determine next steps as the City identifies how it will fully
close the financial gap associated with the coronavirus pandemic. The Finance Committee will hold a special
meeting on Tuesday, April 21 to continue their review.
Police Staffing and Calls for Service
There have been no changes to Police staffing since the last report. Calls for service are analyzed on a monthly
basis and staff will report April statistics at the end of the month.
Fire StaffinLy and Calls for Service
There have been no changes to Fire staffing since the last report. Calls for service are analyzed on a monthly
basis and staff will report April statistics at the end of the month.
Human Services
There have been no changes to Human Services since the last report.
Business R
Staff drafted a survey for businesses and is now working on the database technology. Parks and Rec staff will
help make the phone calls. Calls anticipated to start the week of 4/20.
Staff understands that the Federal funding for the Paycheck Protection Program and Emergency Injury Disaster
Loan programs have been allocated to current applications so new applications are no longer being taken. The
Federal government is considering adding more money to the programs.
Lodging Tax Advisory Committee (LTAC) held a special meeting to review staff's request for funding for a digital
campaign to encourage people to buy gift cards and experiences now. Staff requested $25,000 and the LTAC felt
more funds should be allocated. LTAC increased the funding to $50,000, provided staff comes back to LTAC with
a plan how the additional funds will be spent. City Council will review the LTAC application at the April 20
meeting.

Meeting our Community's Basic Needs
Food Security
City staff are in communication with a variety of partners that serve our community. The Tukwila Pantry, which
usually serves 60 — 80 households a day is reporting they are now serving approximately 500 — 600 households
per day. The National Guard has deployed two members to assist in food prep and distribution. The Pantry has
requested additional National Guard resources, including more personnel and a refrigerated truck to store
perishable food. Three staff from Parks and Recreation and one from Community Services and Engagement
continue to assist the Pantry in packaging food for families as well as food distribution. The Pantry is low on
donations; the City used its social media platforms to ask the community for additional supplies.
Seniors
City staff again supported our senior community through direct food distribution to homebound residents. Staff
calls residents on Monday and Tuesday, to set up a Wednesday meal delivery. This week staff delivered 620 meals
to seniors (multiple meals to each individual), an increase from last week where approximately 550 meals were
delivered. In addition, through a partnership with the Food Innovation Network, Halal meals were delivered.
Students
Technology and Innovation Services (TIS) staff report that over 275 hot spots have been distributed to Tukwila
School District students. The hot spots have the ability to connect multiple devices and multiple students in the
same household.
Utilities
The Council asked for a list of what other major utility providers in Tukwila are doing in response to COVIDI9.
Residents interested in accessing these programs should contact their utility providers directly. More
information on various coronavirus-related programs and opportunities can be found
at www.TukwilaWA.gov/COVID-Resources.

For both residential and commercial:
• The City of Tukwila has suspended all water offs for non-payment for occupied structures. Late fees will
not be incurred from April through September.
• Payment plans are available and people should contact Finance at (206) 433-1835.

For both residential and commercial:
• Water shut offs have been suspend for nonpayment.
• Imposition of late fees has been suspended.
Vallev View Sewer District
• Late fees for March were suspended. The policy may be extended for April.

• Shut offs for non-payment are suspended.

ISSUE
Review of a lodging tax funding request from City of Tukwila in the amount of $25,000.
BACKGROUND
The City collects a 1 % lodging tax on certain qualifying overnight stays in paid accommodations
(hotels/motels/Airbnb) in the City. State law limits the use of these funds to tourism promotion'.
There is currently just over $1 million in lodging tax funds available for use.
The City's Lodging Tax Advisory Committee (LTAC) reviews all requests, even by the City, for
use of lodging tax funds. LTAC then forwards a list of recommended applications to the City
Council for its review and consideration. If LTAC does not recommend an application be funded,
that application is not forwarded to the City Council. The City Council may approve or deny any
of the applications recommended by the LTAC. The City Council may also approve an
application and increase or decrease the dollar amount awardedz.
The City accepts applications on a rolling basis, with the LTAC reviewing requests monthly.
Pending Applications
LTAC is scheduled to meet the week of April 13 to consider the request below. Staff will provide
an update on LTAC's recommendation following its meeting.

1 RCW 67.28.080 (6) defines "tourism promotion" as "...activities, operations, and expenditures designed to
increase tourism, including but not limited to advertising, publicizing, or otherwise distributing information for the
purpose of attracting and welcoming tourists; developing strategies to expand tourism; operating tourism
promotion agencies; and funding the marketing of or the operation of special events and festivals designed to
attract tourists."
Z On August 17, 2016, the Washington State Attorney General's Office issued an informal opinion regarding
whether a municipality could change the dollar amounts recommended by the local lodging tax advisory
committee. Specifically, the informal opinion states:
"When awarding lodging tax revenues pursuant to RCW 67.28.1816(2)(b)(ii), a municipality may award amounts
different from the local lodging tax advisory committee's recommended amounts, but only after satisfying the
procedural requirements of RCW 67.28.1817(2), according to which the municipality must submit its proposed
change to the advisory committee for review and comment at least forty five days before final action on the
proposal."

Tukwila relies on visitors to the City for a significant amount of its operating revenue. Prior to the
pandemic it was estimated that 150,000 people visited the City everyday to work, play, stay,
shop, and dine. As a result of the pandemic all entertainment businesses are closed, Westfield
Southcenter has shut its doors, and restaurants can only offer takeout/delivery.
Economic Development staff has been looking for ways to support consumer facing businesses
during the pandemic and to help them quickly recovery once the Stay Home Order is lifted. The
first campaign was the "Great Tukwila Carryout," which promoted restaurants in the City that
were offering takeout/delivery.
The next campaign is more ambitious, and staff hopes that it helps the City consumer facing
businesses that are not operating. The "Back to Business (working name only)" will promote the
purchase of deals and gift card by consumer of closed businesses. The idea to help inspire
people that this to will past and to help generate cash flow for closed businesses.
The campaign will work as follows:
• Consumer facing businesses are asked to provide a deal, something that people can
purchase now. It is free for Tukwila businesses to participate. Because it would increase
the reach of the campaign, non -Tukwila businesses in King County could also
participate. Staff is still working on how this work. Ideally other cities will come on as
sponsors for the campaign.
• A campaign will be developed with its own brand, consistent with the overall Tukwila
brand.
• A microsite, with a domain name consistent with the brand, will be set up to promote the
deals. The actual transaction will occur on the businesses' website, not the City's. Our
goal is to have 12,500 unique visitors to the webpage within one month.
• Social media channels will be set up to promote the campaign. Our goal is to have 8,500
followers within one month.
• Public relations campaign to generate earned media.
• While it's free for Tukwila businesses to participate, the businesses will be asked to
promote the campaign through their digital channels.
The following are the immediate goals of the campaign:
• Help to drive businesses to Tukwila hotels, restaurants, and entertainment
establishments. Help with the overall rebound of the Tukwila tourism economy once the
Stay Home Order is lifted.
• Improve the overall brand perception of Tukwila in the overall Puget Sound region.
• Establish Tukwila as a leader in the hospitality industry recovery.
• Build relationships with businesses in Tukwila and businesses outside of Tukwila.
Businesses outside of Tukwila may eventually be interested in opening additional
locations in the City.
This campaign will also have long term benefits to the City:
1. It will allow the City to develop social media channels that can be transitioned to
promoting the Tukwila tourism brand once the pandemic has ended.
2. It will help to reinforce Tukwila as a tourism designation in the Greater Seattle area.

FINANCIAL IMPACT
The total cost for this campaign is $40,000. Staff utilized $15,000 in funding from the City's
general operation's lodging tax application to begin getting the campaign developed. Staff is
requesting an additional $25,000 in lodging tax funds for digital marketing, project management
by the marketing firm to manage the digital marketing, and for any additional costs that might
arise.
RECOMMENDATION
Staff recommends that the City Council approve the funding request, as recommended by
LTAC. Staff has placed this on the April 20 regular agenda (same night at P.E.D meeting).

About the Applicant:
The City of Tukwila is a non -charter City organized under the laws of the State of Washington. Founded in
1908, Tukwila is one of the oldest cities in King County. Since its founding, Tukwila has always been a
community at the "crossroads." Tukwila lies at one of the busiest freeway interchanges in Washington State.
The City has a small bedtime population of just under 20,000. During the day the City's population swells to
over 150,000 people, with people coming to the City to work, shop, dine, stay in hotels, and to visit once in a
life time experiences, such as the Museum of Flight or iFly.
The City is one of the most diverse cities in the country. Over 70 languages are spoken in the Tukwila School
District. Many well-known businesses are based in Tukwila, such as BECU, Westfield Southcenter, Seattle
Seawolves, Seattle Sounders FC, Top Pot Donuts, Pop Gourmet, and the Sabey Corporation. The City has over
2,000 hotel rooms and over 100 restaurants.

Staff Comments:
This is a small step the City can do to help its businesses and the region recover from the pandemic. Staff has
allocated $15,000 from the City's general operations application to this campaign. Staff is requesting an
additional $25,000 in lodging tax funds specific to this campaign. The $25,000 will be used for digital ad buys,
project management by the marketing firm to manage the digital campaign, and other costs that might arise.
Consistency with Six Year Financial Model:
The six -year financial model did not anticipate a pandemic. However, the City's policy has been to retain a
significant amount of reserves for an economic downturn, such as this pandemic. There are sufficient lodging
tax funds to support this campaign.

1) Describe your tourism -related activity or event.
The COVID-19 Pandemic and the Stay Home Order has impacted many Tukwila restaurants. Almost all
retailers are closed, all entertainment related businesses are closed, and restaurants can only offer
carryout and/or delivery. The City's visitor economy is getting crushed. Prior to COVID-19 nearly
150,000 people visited the City every day to shop, dine, play, and work.
Over the last ten years Tukwila has become home to a number of well-known entertainment business,
such as iFly, Virtual Sports, Defy, and Round 1. More entertainment businesses such as Stone Gardens
will open this summer. COVID-19 threatens these businesses survival since these businesses may not
reopen. Additionally, the City's hotels are struggling with low occupancy.
The City will need to work aggressively to get back its hospitality market position. Several initiatives
have or will be launched to help the City's hospitality businesses and economy recover. The City
launched the Great Carryout Campaign on April 1, which supported Tukwila restaurants open for
carryout and delivery.
The City is seeking funds for the following activity:
1. "Get Out, Have Fun ($25,000)."
This campaign will support consumer facing businesses by providing opportunities for people in
Western Washington buy future experiences, food, and hotel stays once the Stay Home order is lifted.
The City has already utilized funds to hire a marketing firm to begin development of the campaign,
website, and social media. Additional funds are needed to support an aggressive digital ad buy and
public relations initiative.
Staff has already secured deals from several well-known Tukwila businesses. More businesses are likely
to join once the campaign launched. Additionally, staff believes there is a significant advantage to
inviting non -Tukwila businesses to be part of this campaign. Getting well-known Seattle businesses to
be part of this campaign would help expand the reach of the marketing efforts. It also helps to
establish Tukwila as a leader in the hospitality industry.

• Help to drive businesses to Tukwila hotels, restaurants, and entertainment establishments.

People need something to look forward to once the Stay Home order is lifted. This campaign will lift
people's sprits and allow us to recapture our market share once the Stay Home order is lifted.

We will focus on consumers within a one -hour drive of the City. Our target is regionally, but consumers
in other areas might benefit.

• Two Rave Green Runs with the Seattle Sounders.
• Last year's food truck rodeos with Westfield Southcenter.

Working with Mammoth, our marketing agency, the City will develop and execute the following
marketing strategy:
The items below are already funded through the basic operation's application for the City.
• Develop an overall name and brand for the campaign. The name will be unique to the campaign
and the brand will be consistent with the overall Tukwila brand.
• A microsite will be developed to promote and advertise all of the deals offered. While other
consumer facing businesses in King County can join, Tukwila businesses will have first priority.
The City will likely not allow non -Tukwila hotels to be listed on the microsite. The microsite will
be very basic, but rich in graphics and images, with Tukwila businesses have priority.
• Create social media accounts. These social media accounts will use the Tukwila name, but their
initial focus will on this Get Out campaign. We will develop posts and images to use on the
social media accounts. Specific deals from individual businesses will be pushed throughout the
campaign. Once the campaign has concluded these social media accounts will promote the
overall Tukwila brand.
• While it's free for businesses to participate, businesses will be asked to promote the their deals
and the overall campaign through their digital channels.
• Development and execution of an earned media strategy.
Items to be funded under this application ($25,000)
• Paid posts on social media to obtain 8,500 followers, 12,500 web visits, and over 2 million
impressions. The City maybe able to secure paid posts from Facebook for free. If so, this would

Campaign Overviwrur
Background
As part of the Governor Inslee's "Stay Home, Stay Healthy" order, most entertainment businesses have
temporary ceased operations. Many Washingtonians are stuck at home unable to attend sports games, go
to the movies, dine out, or simply get out and have fun with their friends.
The `Stay Home' order will eventually be lifted, and we will be able to get back to our regular activities.
Until then, we must do everything possible to inspire hope and help our local businesses survive.
Objective
The campaign will help generate cash flow for local businesses while also giving people across Western
Washington things to look forward to. Participants can also feel a sense of pride that comes from helping
out in a meaningful way. The effort will have the added benefit of reflecting well on Tukwila as a city that
cares deeply about its business community.
The initial campaign will focus on the greater Tukwila area, including Seattle, Renton, Tacoma, and
other neighboring communities. The campaign will ideally expand to more of Western Washington as
partner organizations join the effort.
How it Works
The effort will be centered around a digital advertising campaign and campaign -specific microsite
featuring special advance deals from local businesses. These deals will promote a broad range of
experiential and retail opportunities which can be booked at a discounted price now, and enjoyed once
the all clear is given.
These events and activities will emphasize the concepts of community, togetherness, and reconnecting
with friends. The deals will be organized and curated on the microsite, and promoted via a
comprehensive targeted paid, social, and earned media campaign.
The microsite will provide links that click -through to each of the deals so any purchasing will occur
on the websites of participating businesses. It will be completely free for businesses to be listed on the
website, although there may be some requirements for reciprocal social media promotion of the
effort.
Project Approach and Deliverables
Campaign Development
Mammoth will begin the creative process by developing a campaign theme, name, and visual direction
that effectively expresses the objectives of the effort in a way that is compelling to Tukwila's diverse
communities. This process begins with comparative market research and social listening to identify
similar efforts from around the country. We take inspiration from what's working best and learn from
the mistakes of others.

From there our creative team will brainstorm and iterate campaign concepts that are regionally
appropriate and resonant with diverse audiences, while effectively reflecting the brand essence of
Tukwila. Campaign concepts will be presented to Tukwila for feedback and approval.
Website
The crux of the Back to Business initiative will be based on the content and links on a custom,
campaign -specific microsite. Once the campaign theme and creative direction is approved, Mammoth
will quickly design and develop the microsite, and work with Tukwila to organize, curate, and verify the
deals and vendors listed on the site.
Once the campaign is up and running successfully, the microsite could be expanded to accommodate
the participation of more partner organizations and businesses across a larger geographical region.
Advertising and Media Services
Creative development and deployment of paid media assets will be timed to coincide with the launch of
the campaign microsite. The ads will be reflective of the campaign's objectives and ethos, and designed
to effectively compel audiences to engage with the creative assets, click through to the microsite, and
spend time exploring and purchasing available deals.
Mammoth will develop and present a recommended media plan. Because of current social distancing
recommendations, people are overwhelmingly staying at home, so paid media will largely focus on
digital display and social media advertising.
Social Media
Effective social media outreach will be a critical component of this campaign. Mammoth will design
and develop Facebook and Instagram accounts for Tukwila's new consumer -facing branding initiative.
We will create brand -appropriate materials specific to this campaign for use in organic and paid social
media. These channels will be developed to establish a platform for future use, and will be distinct and
separate from the City's official social media handles.
Earned Media
Engaging with local media outlets to attract coverage will help expand the reach of the campaign and
provide third -party validation of the effort with the broader public. This disciplined earned media
approach will help ensure messages reach people where they are (e.g. local, community outlets), amplify
key messages to reinforce paid, social and other communications tactics, while also demonstrating a
commitment to transparency and partnership by working proactively with relevant media outlets.

DEFINITIONS:
1. "Public Health Emergency" shall mean any such emergency declared by the Governor of
the State of Washington pursuant to his or her powers under 38.08, 38.52 and 43.06 RCW,
any such emergency declared by the King County Executive pursuant to RCW 38.52, or
the Mayor of the City of Tukwila pursuant to RCW 38.52.
2. "Gambling Tax" and "Gambling Activities Tax" shall mean the tax set forth in TMC 3.08.
POLICY:
Under TMC 3.08.080 (A), requires remittance of the gambling tax to the City on a quarterly basis,
with the tax for the first quarter (January through March) being due by April 30, 2020. As a result
of the Public Health Emergency, the City of Tukwila shall extend the time for remittance of the
first quarter tax. A person or entity shall submit an email or letter to the City requesting the
additional time and stating the reason for the need. The first quarter gambling tax to the City
shall be due no later than June 1, 2020.

SUBJECT: Temporary Policy to Discontinue Water Shut-off for Non -Payment of Water and
Sewer Service Fees and to Discontinue the Imposition of Late Fees on Delinquent
Water and Sewer Accounts
PURPOSE: The purpose of this policy is to temporarily suspend the imposition of past -due
and late penalties on delinquent water and sewer accounts and to temporarily
discontinue the water shut-off on delinquent accounts subsequent to Governor
Inslee's February 29, 2020 Proclamation of Emergency No. 20 05 and subsequent
orders. This policy will be effective on April 1, 2020 and will expire on September
30, 2020 unless otherwise terminated or extended.
SCOPE: This policy applies to all City of Tukwila water and sewer customers.
DEFINITIONS:
1. "Public Health Emergency" shall mean any such emergency declared by the Governor of
the State of Washington pursuant to his or her powers under 38.08, 38.52 and 43.06 RCW,
any such emergency declared by the King County Executive pursuant to RCW 38.52, or
the Mayor of the City of Tukwila pursuant to RCW 38.52.
2. "Water Shut-off' shall mean any notice of water shut-off, the act of shutting -off water,
and any fees, charges, or monetary penalties associated with water shut-off and turn -on
set forth in TMC 14.04.125 and TMC 14.04.130.
3. "Late fees" shall mean any penalty, fee, or charge associated with a delinquent account
as set forth in TMC 14.04.270.

During a Public Health Emergency, the City of Tukwila shall discontinue the issuance of Shut-off
Notices for delinquent water and sewer accounts for the duration of the Public Health
Emergency. In addition, the City shall not apply Late Fees incurred after April 1 delinquent
accounts during the Public Health Emergency.
This policy does not suspend regular monthly utility charges for water and sewer service.
Customers are encouraged to continue making regular payments.

The following procedures are established to allow for community members to continue receiving
water and sewer, utility service, without penalty, during a declared Public Health Emergency.
Notification
A. The Utility Billing Division shall provide written notice of the policy herein to customers
with delinquent accounts. Such notice shall state that all past due amounts are still owed
but that late fees incurred after March 16, 2020 will be suspended, and disconnections

will be postponed for the duration of the Public Health Emergency. Water shut-off fees
for water turnoff prior to March 15 shall still be applied. In order to prevent squatting
and to protect the City's utility system, the City shall still disconnect water of properties
the City determines are vacant.
B. Within thirty (30) days of termination of the Public Health Emergency, the Finance
Director will review delinquent accounts and will work with customers to enter into
repayment plans as in the Director's discretion is appropriate as to each account.
C. Late fees and shutoff shall resume 30-days after discontinue of this temporary policy in
response to COVID-19

1. Intergovernmental Update
• King County City Managers/City Administrators Weekly Meetings: City Administrator
David Cline is participating in weekly virtual meetings with the King County City
Managers/City Administrators group.
• South Kin County ounty Housing and Homeless Partnership Meeting: Community Development
staff attended a staff working group of South King County Housing and Homeless Partnership
meeting and updated them of the City Council action on Resolution to allocate 90 % of HB
1406 funds towards rental assistance and 10%towards SKHHP until the pandemic is over.
• Regional Planning Directors Meeting: Community Development staff attended a Planning
Directors meeting where ideas were shared about maintaining permitting services while the
Stay at Home Order is in place. Some cities are passing temporary legislation to formally
extend timelines involved with permitting.
• King County Metro Town Hall Meeting: Councilmembers Hougardy and Kruller and
Community Development staff attended a Town Hall meeting hosted by Rob Gannon,
General Manager of King County Metro Transit. The meeting covered service reduction
changes to operations for the safety of transit passengers and operators in response to the
COVID-19 pandemic. Mr. Gannon reported that transit ridership is down by approximately
75%, and the agency continues to provide service for approximately 100,000 transit riders per
day. Metro's aim is to preserve regional connectivity and ensure that buses are not crowded.
To protect drivers, bus boarding is currently not allowed at the front door and fares are not
being collected. Metro is also monitoring and responding to feedback from community -based
organizations and transit riders to respond to the community's transportation needs.

II. Community Outreach
• Business Outreach: Economic Development staff has compiled a webpage for small
businesses offering links to resources that may help them. Outreach will expand to a
telephone survey to Tukwila businesses that is currently being compiled by staff. Survey
responses will assist staff in preparing a business recovery plan.
• School District Distributing Meals at the Tukwila Community Center: The Tukwila
Community Center is a distribution location being utilized by the Tukwila School District for
families to pick up breakfast and lunch items for students - Monday through Friday from
10:00am - Noon.
• Tukwila Pantry Support: Parks and Recreation staff members began providing staffing
support to the Tukwila Pantry on April 13, as demand for food has increased substantially.
Staff will help bag groceries and boxes and assist with distribution.
• Operation Senior Food Drop adds Halal Meal Option: This past week, Parks and Recreation
staff picked up over 30 meals at the Food Innovation Network in Kent and delivered them to
residents at Tukwila SHAG. Next week numbers of Halal meal requests are expected to
double. Outreach efforts continue to grow for the program, a new flyer that will be
distributed to clients at the Tukwila Food Pantry. Social media outreach is also attracting
new clients to the program. Staff expects to increase distribution substantially over the next
few weeks.

• Fire Regional Meetings: Chief Wittwer continues to participate in daily meetings with
regional partners regarding the COVID-19 issues affecting the region.
• King County Police Chiefs and Sheriff Meeting: Chief Linton attended a virtual meeting with
the King County Police Chiefs and Sheriff on April 9.
• Outreach to Homeless: The Community Police Team continues to provide outreach to the
homeless camps.

• 53rd Ave S:
Estimated Completion: July 2020
Comcast's contractor, Sefnco, is scheduled to dig up and repair a Comcast conduit and pull
the remaining span of fiber beginning April 24.Once that is complete, Comcast will schedule
fiber splicing and complete the removal of their overhead facilities. After Comcast has
completed the work, Centuryl-ink will remove the existing utility poles and the construction
contractor will return to physically complete the project.
Boeing Access Rd over Airport Way Bridge: Estimated Completion: December 2020
The City conducted a virtual bid opening on April 7, 2020 to abide by current social distancing
restrictions and to read the bids out loud per industry standards. Sealed bids were dropped
off into a secure lock box at the main doors to City Hall, collected by City staff, and then read

out loud via Skype. There was a total of 5 bids that were timely submitted. The City and
TranTech Engineering are currently reviewing the bids to verify the apparent low bidder.
42nd Ave S Bridge In-depth Inspection: The City was informed at the beginning of April 2020
that Seattle Department of Transportation (SDOT) has restricted the use of their Under -
Bridge Inspection Truck (UBIT) due to social distancing concerns and the safety of their
employees. The City continues to work with TranTech Engineering and Fickett Structural
Solutions to perform a partial inspection of the bridge to the areas that can be accessed
without the UBIT. Once the social distancing regulations have been lifted, the City will work
with SDOT to reschedule the UBIT to finish the remaining portion of the inspection.
West Valley Highway: 30% plans were submitted to staff for review on April 2 along with the
channelization plans that will be submitted to WSDOT for approval. Other work still
underway includes environmental studies and other supportive work necessary for the
federal permit approvals.
• TIB Channelization Study: Continue presentation and discussion at April 20 Planning and
Economic Development Committee.
• Tukwila Village: Construction restarted on Buildings A and B. Construction of affordable
housing is allowed as an essential use under the Governor's Stay at Home Order.

TUKWILA CITY OF OPPORTUNITY SCHOLARSHIP APPLICATION DEADLINE EXTENDED TO APRIL 30
The Tukwila Scholarship Program was established in 2014. The mission of the scholarship is to provide financial assistance to individuals enrolled for
undergraduate study in community colleges, colleges, trade schools and universities. This program principally targets two and four year academic programs,
however, certificate/licensing programs are also eligible. Awards will range from $1,000 to $5,000 as determined by the City of Tukwila Selection Committee. Must
be a resident of Tukwila and be equivalent to a senior in high school.

FREE MEALS DELIVERED TO SENIORS
If you are 60+ years of age and live in Tukwila, you can get up to 7 frozen meals a week. Halal meals are available. This service is provided during the
COVID-19 shutdown by Tukwila Parks and Recreation and King County Veterans Seniors and Human Services Levy. Staff will contact you on Monday
or Tuesday to take orders for Wednesday delivery.
