PERMIT CONDITIONS: 3: The total number of fire extinguishers required for an ordinary hazard occupancy with Class A fire hazards is calculated at one extinguisher for each 1,500 sq. ft. of area. The extinguisher(s) should be of the "All Purpose" (3A, 406:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (IFC 906.3) (NFPA 10, 5.4) 1: Portable fire extinguishers, not housed in cabinets, shall be installed on the hangers or brackets supplied. Hangers or brackets shall be securely anchored to the mounting surface in accordance with the manufacturer's installation instructions. Portable fire extinguishers having a gross weight not exceeding 40 pounds (18 kg) shail be installed so that its top is not more than 5 feet (1524 mm) above the floor. Hand- held portable fire extinguishers having a gross weight exceeding 40 pounds (18 kg) shall be installed so that its top is not more than 3.5 feet (1067 mm) above the floor. The clearance between the floor and the bottom of the installed hand-held extinguishers shall not be less than 4 inches (102 mm). (IFC 906.7 and IFC 906.9) 2: Extinguishers shall be located in conspicuous locations where they will be readily accessible and immediately available for use. These locations shall be along normal paths of travel, unless the fire code official determines that the hazard posed indicates the need for placement away from normal paths of travel. (IFC 906.5) Maintain fire extinguisher coverage throughout. Accumulation of combustible waste material is prohibited during the demolition phase of this project. Remove and properly dispose of all waste material prior to the close of the working day and as often throughout the day as needed. 7: Maintain coverage and operability of portable fire extinguishers, sprinkler systems and fire alarm systems during demolition and construction. 5: Contact The Tukwila Fire Prevention Bureau to witness all required inspections and tests. (City Ordinances #2436 and #2437) 8: Any overlooked hazardous condition and/or violation of the adopted Fire or Building Codes does not imply approval of such condition or violation. 9: These plans were reviewed by Inspector 511. If you have any questions, please call Tukwila Fire Prevention Bureau at (206)575-4407. 10: ***BUILDING PERMIT CONDITIONS*** 11: Work shall be installed in accordance with the approved construction documents, and any changes made during construction that are not in accordance with the approved construction documents shall be resubmitted for approval. 12: All permits, inspection record card and approved construction documents shall be kept at the site of work and shall be open to inspection by the Building Inspector until final inspection approval is granted. 13: The special inspections and verifications for concrete construction shall be as required by IBC Chapter 17, Table 1705.3. 14: The special inspections for steel elements of buildings and structures shall be required. All welding shall be done by a Washington Association of Building Official Certified welder. 15: All construction shall be done in conformance with the Washington State Building Code and the Washington State Energy Code. 16: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any requirements for special inspection. 17: Special inspection for sprayed fire-resistant materials applied to structural elements and decks is required. Special inspections shall be based on the fire-resistance design as designated in the approved construction documents. 18: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, welis, and other excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of this requirement. 19: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the City of Tukwila Building Department (206-431-3670). 20: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center. 21: Preparation before concrete placement: Water shall be removed from place of deposit before concrete is placed unless a tremie is to be used or unless otherwise permitted by the building official. All debris and ice shall be removed from spaces to be occupied by concrete. 22: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the Building Official from requiring the correction of errors in the construction documents and other data. 23: All mechanieal work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center (206/431-3670). 24: A soils inspection is required after amending the soil, but before any plants are installed 25: Prior to requesting a landscaping inspection please provide a landscaping affidavit from the landscape architect, stating that the landscaping was installed per approved plans. Landscape inspection can occur any time after the plants are planted. You do not need to wait until the end of the project to schedule the landscaping inspection. As part of the landscaping inspection you will need to verify that the irrigation system is working properly 26: Submit a landscape plan showing details of the proposed trees, shrubs and groundcover. Also include soil amendment details and an irrigation plan. Refer to TMC 18.28 for detailed landscaping requirements. The landscape plans shall be submitted by Aug 15, 2016. 27: The applicant or contractor must notify the Public Works Inspector at (206) 433-0179 upon commencement and completion of work at least 24 hours in advance. All inspection requests for utility work must also be made 24 hours in advance. 28: Prior to construction, all utilities in the vicinity shall be field located. NOTE: For City of Tukwila utility locates, call 811 or 1-800-424-5555. 29: Permit is valid between the weekday hours of 7:00 a.m. and 5:00 p.m. only. Coordinate with the Public Works Inspector for any work after 5:00 p.m. and weekends. 30: Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation off-site or into existing drainage facilities. 31: The site shall have permanent erosion control measures in place as soon as possible after final grading has been completed and prior to the Final Inspection. The requirements for durability are based on the exposure classes assigned to each concrete structural member and the structural engineer is required to assign the exposure classes, which are based on severity of anticipated exposure. The structural notes should be revised by specifying f'� for structural strength and the exposure classes for durability. We recommend a table listing f'� and exposure classes for freezing and thawing (Fx), sulfate (Sx), permeability (Px) and corrosion (Cx) for each applicable type of concrete structural member. Door Mark 103 is being installed in the wall at Grid A/6.3 that is constructed of inetal studs supporting a brick fa�ade. Documentation should be submitted verifying the existing studs and masonry anchorage have sufficient capacity to support the modified brick fa�ade. See IBC Sections 1604.2 and 1613.1 and ASCE 7-10 Sections 13.3 and 13.4. RESPONSE: For graviry, there is no additional load going on to existing studs as the new opening is framed with new boxed sections. Again for graviry for brick veneer: the new opening is only going to be 10' high by rnax 3' wide. There is already about another 17' of brick veneer above opening extending sufficiently on either sides so as to easily distribute load through arch action. This means that the new "L" ledger supporting the modified fa�ade over the opening is going to see very no`rtinal loads. Hence concentrated load transferred via "L" ledger to adjacent brick veneer pier would be very nominal and is acceptable by inspection. 11. Door Mark 103 is framed with a box header and columns per Plans 52.0 and 53.0 and Details 3/52.0 and 3/53.0. Structural calculations substantiating the design of the structural door framing, including its capacity to laterally support the existing brick fa�ade, should be submitted for review. See IBC Sections 1604.2 and 1604.4. . RESPONSE: For lateral, box header and column are only designed to support wind loads from new opening (which is ok even by inspection and so no calculations are required). Brick veneer as is the usual norm are supposed to have been designed to transfer out of plane loads at floor lines and there is no interruption in this connection. There would be minor increase in stresses to brick piers on either side of opening but for 3'-0" opening this seems `nanageable even by inspection. 12. Continuing with the previous comment; Sheet 53.0 references Detail3/53.0 for the light gauge metal box beam. Sheet 53.0 does not include Detail 3/53.0 and should be revised. The angle appears to provide both vertical and lateral support for the fa�ade. Structural calculations substantiating the angle, including connection to the existing wall framing, should be submitted for review. We recommend the calculations include a check of the angle deflection to limit cracking of the fa�ade. See IBC Sections 16042 and 1613.1 and ASCE 7-10 Sections 13.3 and 13.4. RESPONSE: See attached calculations for the same. Deflection has been restricted to L/600 since it is supporting the brick veneer. 15. Continuing with the previous comment, Detail8/54.1 indicates the L6 is embedded in the existing farade joint to provide full bearing. We recommend adding a note to install the L6 with grout at the joint and between the angle and supported brick to ensure full bearing. See IBC Section 107.2.1. RESPONSE: A note on detail 8/S4.1 has been added per comment 16. Calculations page 9 specify a W21x57 beam at Grid A/7-8. However, Sheet 53.0 specifies a W21x44 beam. Sheet 53.0 should be revised to specify the W21x57 section; or structural calculations substantiating the W21x44 section should be submitted for review. Note that page 9 indicates a canopy is included in the beam loading, but the canopy does not appear in the drawings. The loading from this element should be clarified. See IBC Sections1603.1 and 1604.2. RESPONSE: The canopy shown in calculations submitted during permit was eventually removed from ARCHT drawings. Hence the beam size has been revised to W21x44 for which the calculations from page 1 to 8 submitted during permit should suffice. No further action needed. 17. The beams on Grids A and 8, supporting the existing wall and brick fa�ade, are designed considering lateral bracing along their lengths. However, the bracing shown in details on Sheet S4.1 appear to connect to the tension-flange only and not the compression flange. Also, the beam ends appear only laterally supported at the top flange to the existing columns. Beams shall be braced at their compression flanges and have their ends restrained against rotation; see AISC 360- � 10 Section F2.2 and Section F1(2), respectively. See IBC Section 2205.1. All welding parameters shall be within the electrode manufacturer's recommendations. Welding procedures shall be submitted to the owners testing agency for review before starting fabrication or erections. Copies of the WPS shali be on site and available to all welders and the speciai inspector. Steel to steel bolted connections are shown to be bearing-type connections using A325 bolts with threads included in the shear plane. Hole size shall be in accordance with AISC specification for bearing connection and bolts shall be tightened to snug-tight condition. Steel Fabricators and Detailers: Base bid to include steel detailer and fabricator time and costs for routine construction questions. Routine construction questions include dimensional questions and minor framing questions. Routine construction questions are part of the normal construction process, and are to be included in the base bid. SCOPE OF STRUCTURAL ENGINEERING SERVICES The Structural Engineer has performed the structural design and prepared the structural working drawings for this project. The construction must be performed in strict accordance with the structural drawings. Any deviation from the drawings must be approved in writing by the Structural Engineer. Errors and/or omissions found on the structural drawings must be brought to the Structural Engineer's attention immediately. Architectural drawings are the prime contract drawings. Structural drawings shall be used in conjunction with Architectural drawings. Primary structural elements are dimensioned on the Structural plans and details. The General Contractor shall verify and coordinate dimensions among all drawings. Any discrepancies, contradictions, or omissions shall be reported to the Architect for resolution prior to proceeding with work or fabrication of the item(s) in question. The Structural Engineer is responsible for the design of the primary structural system, except for any components noted above. Responsibility for any secondary structural and non-structural systems not shown on the structural plans rests with someone other than the Structural Engineer. The structure shown on these drawings is structurally sound only in its completed form. The Contractor shall provide all necessary bracing to stabilize the building during construction. The Structural Engineer is not responsible for, and will not have control of, construction means, methods, techniques, sequences or procedures, or for safety precautions and programs in connection with the construction work, nor will he be responsible for the Contractor's failure to carry out the construction work in accordance with the contract documents. Field measurements and the verification of field dimensions are not part of the Structural Engineer's responsibility.
