Strapping shall be at points within the upper one-third and lower one-third of the water heater's vertical dimension. A minimum distance of 4 -inches shall be maintained above the controls with the strapping. 7: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the City of Tukwila Building Department (206-431-3670). 8: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center. 9: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. A contractor retained by the insureds identified several conditions that were unsafe or did not meet the requirements of the current building code. FINDINGS OF ASSESSMENT An on-site field examination/assessment was conducted on November 3, 2017, by Robert S. Lauderbach, P.E., Senior Civil Engineer with CASE. Mr. Lauderbach was met on-site by Tom Drotts and. Chuck Seversen of Elite Installers. Access to the property was provided by Mr. Obrien. During the examination/assessment, the following pertinent observations were made and recorded.4 General 1. The residence is a two-story, wood -framed building constructed over a full basement. The exterior wall faces of the home are finished with wood siding. The roof is finished with asphalt shingles (Figure 1 and Photographs 1 and 2). CASE Comment: For the purposes of this report, the front of the structure will be considered to face east. 2. Research of property records revealed the residence was constructed in 1920 and is 1,800 square feet of finished space. The second level is 400 square feet, the first level is approximately 1,010, and the basement is 369 square feet. The home was renovated in 1984. The residence has been owned by the insured since April 1997. 3 For purposes of this report, the basement space is sub -divided into the southwest, the southeast and north areas. (Figure 1) 3 Selected photographs, taken or otherwise acquired during this assessment, may be referenced and/or embedded in this report. Embedded photographs may have been cropped and/or otherwise modified to emphasize or identify a specific item or feature. He was out of town when the plumbing fixture failed within the second level bathroom. 2. The water bill associated with the failure was equivalent to water usage that would occur over a 2 -1/2 -year period. 3. Prior to the plumbing failure, the basement interior was finished within the southeast and north areas and partially finished within the southwest area by the laundry room. The southwest area is used for laundry and the storage of household goods (see Figure 1). Mr. Tom Drotts with Elite Installers (Elite) was interviewed on November 3, 2017, at the time of the assessment and provided the following information: 1. Elite was hired by Mr. Obrien to repair the water damage to the home the occurred as a result of the plumbing fixture that failed within the second level bathroom. 2. Elite removed all interior finishes from the basement and first level, including the appliances. Elite did not remove the electrical wiring or the related electrical panels located within the basement. 3. The removal of finishes within the basement revealed the following: a. The notched bottom edges of first level floor joists located within the southeast basement area. Plastic - sheathed wiring (Romex) was passed through the notches. He stated the notches likely diminished the structural capacity of these joists. b. Limited soil support for one basement concrete post/plinth assembly. Client Communication On October 19, 2017 Mr. Jeffery Anderson with Safeco Insurance issued an email to CASE regarding the loss description at the Obrien residence. The email listed the following information that was of concern to Mr. Dan Drotts with Elite: 1. Code issues with the electrical located within the basement. 2. The floor joists associated with electrical wiring. 3. Basement post that was washed out by domestic water associated with the plumbing failure. 4. Observations of loose foundation cement associated with the plumbing failure. Undermining of the basement slab within the laundry room that is associated with the plumbing failure. Building Examination Examination note - The CASE scope of services was limited to assessment of structural issues brought forth by Elite and observed by CASE. CASE did not examine or addressthe architectural building envelope: the mechanical system; the electrical wiring and related service panel; Washington State Energy Code requirements; roof and whole house ventilation; fire protection; and occupancy related issues, including egress and ceiling heights. General 1. Examination of the exterior siding revealed noapparent bulges or readily apparent distress. 2. The perimeter of the home is constructed with concrete foundation. 3. The perimeter of the home is constructed with a concrete foundation. The height of the wall above the surface of the basement concrete on -grade floor (slab) varied. The top of the foundation was nearly level with the slab surface along the southwest side of the basement (and home); and 1 to 2 feet above the slab surface along the south, north, northwest, and east basement walls. CASE Comment: CASE did not determine the thickness of the foundation walls and/or the depth of the foundation below grade. 4. Examination of the perimeter foundation revealed no readily apparent vertical and horizontal displacement or surficial soil erosion located adjacent to the exterior and interior sides of the foundation. 5. Basement egress is via one man -door located within the west wall of the basement (southwest area) and via one stair structure constructed between the basement slab and the first level floor The door operated as expected and the stair structure was not damaged by the plumbing failure. 6 The finishes within the basement and first level were removed prior to the CASE examination. The absence of finishes revealed no readily apparent wood decay within accessible areas. 7 The second level of the home was not accessible due to dehumidification work; which precluded examination to determine the extent of finish removal and/or any related water damage that may have occurred to the framing. First Level 1. The first level interior and exterior walls are framed with 2x4s. The second level floor is framed with 2x8 joists. The spacing of the joists varied. Examination of these elements revealed no readily apparent framing issues associated with the plumbing failure. Basement General 1. The basement interior and exterior walls are framed with 2x4s. The first level floor is framed with 2x8 solid lumber joists, and the joists are sheathed with plywood. 2. The floor joists within the southeast area are typically oriented in a north/south direction. The joist ends bear on either light gauge mechanical connectors that are attached to sides of interior beams or wood- framed walls. The subject metal connectors are similar to Simpson Strong -Tie joist hangers. The beams bear on wood posts, and the respective posts each bear on one of the following: the surface of the basement slab, a precast concrete pad, or a cast in-place concrete footing pad. 3. The southeast area is approximately 20 feet by 30 feet with the long dimension oriented in an east/west directions. Starting from the south side of the room, the joists bear on the top plate of the exterior wood - 5 It is the contractor's responsibility to confirm the room dimensions. The respective north ends of these joists are hung from joist hangers that are face -mounted to the south face of an interior glue laminated beam (Glulam) that is oriented in an east/west direction: The joists are approximately 10 feet in length. CASE Comment: For purposes of this report; these joists are referenced as the south joists. 4. The joists located along the north face of the Glulam are also hung from joist hangers that are face -mounted to the Glulam. The joists are approximately 10 feet in :length and are spaced 24 inches on -center. The north end of each joist bears on the top plate of an interior wood -framed bearing wall This wall is common to the north area of the basement (see Figure 1). CASE Comment: For purposes of this report, these joists are referenced as the north joists. 5. The Glulam beam equally subdivides the southeast area in- half. Southeast Area: Joist Notches 1. Examination of the north and south joists, the Glulam beam, and the north bearing wall revealed no readily apparent wood splits and no apparent structural distress to these elements, such as bowing and/or vertical/horizontal displacement. 2. Examination of the north joists revealed two notches cut from the bottom edge of each joists. The notches were 2 inches long (along the length of the joist) and 2 inches deep (along the depth of the joists). The notches were centered within the north joists and located between the north face of the Glulam and the north wall that is common to the southeast and north areas. (Photographs 3 and 4) CASE Comment 1: Review of IRC Chapter 5, Floors: Section. R502.8, Cutting, Drilling and Notching revealed a structural member such as solidlumber joist shall not be notched in excess of one-sixth of the depth of the member and the notch shall not be located within the middle one-third of the joist span. CASE Comment 2: Review of IRC Chapter 5, Floors: Table R502.3.1(2) revealed a tabulation of floor joist spans based on the following: a variety of common lumber species; a residential live load of 40 pounds per square foot=(psf), a 'dead floor load of 20 psf, and a joist (floor) deflection criteria. Review of : Table R502.3.1(2) revealed the structurally capacity of the notched joists is insufficient to satisfy the floor loads specified and required by IRC. CASE Comment 3: These notches are unrelated to the plumbing failure and were not affected by the subsequent discharge of water. However, the depth and location of the joist notches are structurally significant due to the reduced structural capacity of these joists to resist normal and expected design floor loads. Accordingly, the joists should be repaired. CASE Comment 4: In order to repair the joists, remove the wiring andthen install solid non -notched lumber 2x8 joists adjacent to one side of a notched joist. The placement of the electrical wires after repair of the joists is not part of the CASE scope or work. 6 It is the contractor's responsibility to confirm the quantity of notched joists. The basement was formerly constructed with a finished laundry room. (Photograph 5) 2. The west wall of the southwest basement area is common to the exterior west wall of the home. This wall is wood framed to include an operable man -door that provides a means of basement egress. The man - door is in proximity to the laundry room. Hand manipulation of the door revealed the door opened and closed as expected. 3. There are a series of wood posts that support the first level floor joists. The posts are constructed adjacent to the interior face of the west exterior wall of the home, the related southwest basement area, and the laundry room. There are three posts in proximity to the west wall of the former laundry room. Examination of all west side posts including the laundry room posts revealed no readily apparent vertical and horizontal displacement. The posts appeared structurally sound, including the slab surface located beneath the base of each post. Examination of the slab surface located within the former the laundry room did reveal random concrete cracks. However, the crack edges were worn and not new. Also, the examination revealed no readily apparent movement as evidenced by the undisturbed condition of the of the posts shown in Photograph 5 and as evidenced by the operability of the man -door. Photograph 5: Basement Laundry Room Source: Safeco Insurance Company Basement Posts 1. The first level floor joists and beams are supported by 4x4 posts. Each post typically bears on one pre- cast concrete plinth and the plinth bears on the surface of the concrete slab. The connection between the post and the plinth and the connection between the base of the plinth and the surface of the concrete slab are are not mechanically connected via a metal connection. 2. Examination of one post post/plinth assembly revealed the base of the plinth was not fully supported by the slab or soil as shown in Photograph 6. The post is in proximity to the north common wall and the common located between the basement's southwest and southeast areas. CASE Comment 1: The cause of the absence of soil beneath the plinth was likely soil erosion associated with the plumbing failure. However, the edge termination of the slab and the underlying soil located along the exposed edge of the slab was not affected by the plumbing failure. CASE Comment 2: Review of !RC Chapter 5, Floors, Section R502, Wood Floor Framing, Section R502.9 Fastening revealed floor framing shall be nailed in accordance with Table R602.3(1), Fastening Schedule. Where posts and beam or girder construction are used to support floor framing, positive connections shall be provided to ensure against uplift and lateral uplift, including construction of post foundations that bear on undisturbed soil. CASE Comment 3: The unsupported plinth shall be repaired via the construction of a concrete pad formed flush to the surface of the existing slab. The depth of the pad shall be 12 inches and the base of the post shall be mechanically anchored to the new pad. CASE Comment 2: The other post/plinth connections existed prior to the plumbing failure and were not affected by or related to the plumbing failure. However, these connections represent substandard construction practice and potentially unsafe conditions. If desired, the owner can remedy this condition by PAGE 8 OF 12 Obrien Structural Condition Assessment Claim #: 290192666039 / CASE File: 2550630 / December 11, 2017 015E AJENSEN HUGHES COMPANY mechanically fastening the posts to the floor framing (if needed) and to concrete footings that are properly sized for the applied and/or required loads. photograph 6: Post Basement North Area Common Wall 1. The interior south side of the basement north area runs parallel to the common wall that separates both the north area and the basement southwest and southeast areas. 2. The north area is constructed with a bathroom that is located adjacent to the common wall. The bathroom is located within the southwest corner of the north basement area. Examination of the bathroom revealed the slab surface at this location was approximately one foot below the slab level associated with the southwest basement area. The vertical transition between these slabs was constructed with a concrete wall that was approximately equal in height to the elevation change that separates the slab surfaces. Examination of the transitional wall and the north slab did not reveal evidence of vertical/horizontal subsidence and/or damage to the common wall framing; including damage from the plumbing failure. Examination Note — The following conditions were not part of the concerns presented by the insured or Elite but were observed by CASE during the site examination Basement Stairs 1. Examination of the basement stairs revealed in -tact stair treads and stringers. However, construction of the stair assembly was completed via the removal and/or termination of first level floor joists. Several of the modified first level floor joists were cut off and left without support as evidenced by the absence of 2x headers and/or trimmer joists and an absence of joist support framing. (Photograph 7) CASE Comment 1: Review of IRC Chapter 5, Floors, Section R502, Wood Floor Framing, Section R502.10, Framing and Openings revealed openings within floor framing shall be framed with a header and trimmer joists. CASE Comment 2: These conditions existed prior to the plumbing failure and were not affected by or related to the plumbing failure. However, this condition represents substandard construction practice and potentially unsafe conditions. If desired, the owner can remedy this condition by framing, supporting and fastening the cut floor joists as set forth by the IRC. The slab elevation within the basement southeast area is approximately one foot lower than the surface elevation of the basement southwest area. Egress between these areas is via one framed opening. Mr. Obrien reported the framed opening was formerly finished with an operable man -door. He also reported the surface transition between the southwest and southeast areas of the basement existed before the plumbing fixture failure. (Figure 1 and Photograph 8). CASE Comment 2: These conditions existed prior to the plumbing failure and were not affected by or related to the plumbing failure. If desired, the owner may consider: installing a landing that satisfies the requirements of the IRC. PAGE 10 OF 12 Obrien Structural Condition Assessment Claim #: 290192666039 / CASE File: 2550630 / December 11, 2017 A JEHSEN HUGHES COPMANV Photograph 8: Basement Slab Transition DISCUSSION/ANALYSIS The International Existing Building Code recognizes that many existing buildings do not comply with the current building code requirements for new construction and that rehabilitation to bring them into compliance is often cost - prohibitive due to the potential for extensive changes. The code also acknowledges that a building that is undergoing additions, alterations, extensive repairs or a change of occupancy presents an opportunity to improve certain conditions in the existing structure. The IEBC allows for controlled departure from full compliance with the IBC while maintaining basic levels of safety and structural integrity. Typically, a structure must be substantially damaged or altered in size or occupancy before the IEBC requires compliance with requirements for new construction. Even then, such compliance only applies to new elements of the structure. At the Obrien residence, a number of conditions exist that do not meet the requirements of the current building code, namely, insufficient ceiling height, insufficient door height, excessive changes in floor elevation at an interior door, unconnected floor framing and foundation elements, and substandard stair framing. The stated framing conditions represent potentially unsafe conditions that should be corrected. The other conditions are relatively undesirable but are not inherently unsafe, especially in regard to the structural capacity, stability, and integrity. Additionally, these referenced conditions existed prior to the plumbing failure and were not affected by or related to the subsequent discharge of water. COMMENTS/RECOMMENDATIONS' Determination of the required repairs at the Obrien residence is at the discretion of the building official of the authority having jurisdiction, which in this case is the City of Tukwila. CASE recommends Elite and the insured meet with the representatives from the City of Tukwila to determine the repair requirements of the City. The comments and/or recommendations in this report are limited to the purpose and scope as directed by the Client as stated herein. This report is not intended to be a complete or comprehensive scope of repair or a remediation plan. Further investigation, assessment, and/or research may be appropriate or necessary to identify and/or mitigate additional damage and determine an appropriate scope of repair. The following MAY NOT identify all necessary future actions or repairs and should NOT be used for the estimation of costs unless specifically so stated for that purpose. A final determination on the impacts of code requirements cannot be assessed with certainty until repair plans are submitted and approved by the officials of the permitting jurisdiction. To assist with the conversation, I offer the following. Building review notes # 1. There was a leak on the top floor behind the toilet, that occurred while the homeowners were out of town for a week. The water ran solidly during this time period. All the sheetrock, insulation, flooring, cabinets, lighting etc., were completely ruined. CORRECTION RECEIVED CITY OF TUKWILA LTR# 1 JAN 10 2018 bi7 0335 PERMIT CENTER The Insurance Company had a water damage/restoration company come out and remove all of the above damaged materials. My company was hired by homeowners /insurance company to restore the home back to its previous state. All work is replacing demo -ed items; ie.. sheet rock, insulation, flooring cabinets, lighting etc. and painting. No windows were affected, no outside work is being done, no expansion. The plumber is strictly replacing the damaged items and correcting plumbing to bring it up to current codes. A permit has been taken out for this work. Due to water, the electrical wiring is being replaced, along with switches, light outlets and new lighting fixtures, and 2 new panels with new arc fault circuit breakers. The Electrical Contractor has taken out permits for work. The engineer was called out to see if any code violations need to be corrected and that was in his report. No walls are being moved. New kitchen cabinets are being installed, new flooring, new wall heaters provided by electrician. This project is literally a "facelift" to bring back to useable conditions. Notes # 2. Attached are plans with the smoke detectors, now being hard wired. At this time we are expecting the stairs to the basement, which leads to storage area only, no living arrangements are being installed, to replacing treads, landing, need to be braced up. The engineer is leaving it up to City of Tukwila for final approval. As engineer states many buildings are not up to code, as when the O'Briens bought the house the walls were sheetrock, the ceiling heights in basement was not challenged by an inspection company, etc. We want to leave the residence in a safe condition and many of his notes were about prior conditions not related to water damage. Again, the engineer is leaving it up to the City of Tukwila. I am asking if the city would allow the stair to storage area be looked at by City, on initial inspection, which would be part of framing inspection. The O'Briens have been out of house for 6 months and their insurance runs out for assisted living costs in two months. If the stairs are not safe for the City, we can correct in 2 days for a second inspection. Concerning PW Department, I talked to Joanna, and she stated the city sent her the plans, but because no outside disturbance of land and no addition of plumbing or increase of use of water, nothing needs to reviewed. I shall need some clarification at to the scope of work. Page 3 of plan set indicated corrections as per engineer's plans. The insurance assessment talks about the limitations of repairs required per the existing building codes. The permit documents did not include the engineers plans and details. Please provide clarification as to the specific work to be accomplished per this permit that may be beyond what the insurance analysis describes. The specific scope of work shall be noted on the "cover sheet" of the plans. Engineer's documents shall be provided if applicable and shall have the engineer's stamp, signature and include date of signature. 2. A note shall be provided on the plans or symbols showing location of new smoke alarms (SA) and carbon - monoxide alarms (CO) on the plans with SA in each bedroom and SA with CO alarms shall be located in the hallway within close vicinity of the bedrooms. Smoke alarms may be combination SA & CO. Since the house is now open to framing, smoke alarms shall be required to be interconnected and hardwired to a breaker in the main panel. Show the alarms as indicated on the plans. (IRC R314.4 & R314.5) 3. Please indicate if any work shall be performed on the stairs to bring into current code compliance.
