Available at www.tukwilawa.gov) WELCOME TO THE TUKWILA CITY COUNCIL MEETING The Tukwila City Council encourages community participation in the local government process and welcomes attendance and public comment at its meetings. MEETING SCHEDULE Regular Meetings are held at 7:00 p.m. on the 1st and 3rd Mondays of each month. The City Council takes formal action in the form of motions, resolutions and ordinances at Regular Meetings. Committee of the Whole Meetings are held at 7:00 p.m. on the 2nd and 4th Mondays of each month. The City Council considers current issues, discusses policy matters in detail, and coordinates the work of the Council at Committee of the Whole meetings. PUBLIC COMMENTS Members of the public are given the opportunity to address the Council for up to 5 minutes on items both on and not on the meeting agenda during Public Comments. The City Council will also accept comments on an agenda item when the item is presented in the agenda, but speakers are limited to commenting once per item each meeting. When recognized by the Presiding Officer, please go to the podium if on-site or turn on your microphone if attending virtually and state your name clearly for the record. The City Council appreciates hearing from you but may not respond or answer questions during the meeting. Members of the City Council or City staff may follow up with you following the meeting. PUBLIC HEARINGS Public Hearings are required by law before the Council can take action on matters affecting the public interest such as land -use laws, annexations, rezone requests, public safety issues, etc. The City Council Rules of Procedure provide the following guidelines for Public Hearings: 1. City staff will provide a report summarizing and providing context to the issue at hand. 2. The proponent shall speak first and is allowed 15 minutes to make a presentation. 3. The opponent is then allowed 15 minutes to make a presentation. 4. Each side is then allowed 5 minutes for rebuttal. 5. After the proponents and opponents have used their speaking time, the Council may ask further clarifying questions of the speakers. 6. Members of the public who wish to address the Council on the hearing topic may speak for 5 minutes each. 7. Speakers are asked to sign in on forms provided by the City Clerk. 8. The Council may ask clarifying questions of speakers and the speakers may respond. 9. Speakers should address their comments to the City Council. 10. If a large number of people wish to speak to the issue, the Council may limit the total amount of comment time dedicated to the Public Hearing. 11. Once the Presiding Officer closes the public hearing, no further comments will be accepted, and the issue is open for Councilmember discussion. 12. Sustainability of the Fire Department service levels within existing City revenues. 2. Any additional Fire Department programs and staffing services that should be priorities to fund in the near-term (0-6 years). "Enhanced Services" 3. Criteria for evaluating the City's options for future fire/EMS service delivery. 4. Recommendation as to the preferred option or options for ensuring future provision of high-quality fire/EMS service in the City at a sustainable cost. 5. Strategic Financial Plan 2022-2028 • Current Fire Department Operation, plus: • Additional reserve funds to fund predictable expenses • Additional bond issue for Stations 53 and 54 • Some key findings: • City General Fund expenses growing faster than City general fund revenues • Fire Department in 2022 expends equivalent of $1.80/$1,000 AV in property taxes. • Total city levy rate in 2022 is $2.18/$1,000 AV Financial Sustainability • Based on discussion to date, the Committee would define "financial sustainability" for fire/EMS services as follows: Afire agency is considered fiscally sustainable if it can maintain service levels within available revenues — in the City's case (as a government providing many services), this means maintaining fire/EMS service levels without negatively impacting services in other City departments competing for the same funding. • Based on information provided, a strong majority of the committee agree that the city's fire department operations are not financially sustainable. Enhanced Services • The staff team has brought forward 3 proposed Enhanced Services (presented here in priority order for the Fire Department): • CAREs unit--- sharing a unit with other agencies • Adding a Public Education program/staff • Increasing Fire Marshal Office Staffing by up to 4 FTE • Based on discussion to date, most committee members support the addition of at least some of the proposed enhanced services and would prefer that new funding be secured for these services, rather than cutting into other departments. Criteria important to the Committee for making a recommendation on future fire/EMS service include: • Ability of provider to meet needs of diverse community • Ability of provider to meet needs of large business community • Total costs, considering both costs to residents and businesses • Impact on labor force, recruitment and retention • Control over operational and financial decisions • Overall quality of services (response times and more)- • Accountability for outcomes/ ability to measure outcomes • Sustainability of funding Options 1-9 • Staff Team has identified these as potentially workable options. • To date, the committee has discussed Options 1-5, all of which have Tukwila as the service provider. (PACE) for the Macadam Rd S. Water Upgrade. Amendment No. 3 includes a fulltime inspector for the duration of the project. BACKGROUND In 2015, the City contracted with PACE as the design consultant for the Macadam Rd S. Water Upgrade Project, along with the Andover Park E Water & Sewer Improvements under Contract No. 15-116. In 2017, the design was put on hold due to construction cost estimates coming in higher than proposed in the 2019-2024 Capital Improvement Program. Due to limited fire flow issues, the project design contract was renewed and the project budget allocated was increased. This project addresses the need for additional capacity and the decision was made to change to a 12 -inch pipe after two fires had erupted during Summer 2021 along the Macadam Road S waterline. The 12 -inch pipe size will create plenty of redundant capacity and fire storage to minimize liability. In February 2021, Council approved a new project design contract with PACE Engineers. Previous amendments increased design costs, added construction management costs, and included public outreach. DISCUSSION The project has been repeatedly prioritized as a critical Capital Improvement Program project by the Water Department. Due to staff shortage, construction management will need to be contracted out instead of completed in-house. Amendment No. 3 includes a fulltime inspector for the duration of the project. FINANCIAL IMPACT The contract amendment is for $150,062.40, which will bring the contract total to $292,001.56 for the design and construction management services portion of the Macadam Rd S Water Upgrade. The project costs are within budget and are 100% funded by the water enterprise fund. (PACE) is submitting the following contract amendment for City review and approval, to provide full time construction inspection for the Macadam Road Watermain and Sidewalk Improvement Project. This amendment covers costs necessary to provide full time inspection services including necessary support staff as described below. Construction Inspection PACE will provide a full-time inspector for this project as requested by the City. Duties include but are not limited to: • Onsite Inspection • Coordination with Contractor • Coordination with City • Tracking of Quantities • Pay Requests • Project Closeout • Other Tasks as needed. Previously approved scope and budget included responding to RFI's, review of Material Submittals and attendance at the preconstruction meeting. This contract does not include any required special inspections such as compaction testing which will be provided by the City under a separate contract. PACE proposes to provide the services listed above on a time -and -expense basis not to exceed $150,0000. The breakdown for the above fee is shown on the attached budget worksheet. For 2022 Experience Tukwila will focus on growing its reach and followers on social media with authentic posts, including video. As the region emerges from the COVID-19 pandemic Experience Tukwila will be essential in helping to bring visitors back to Tukwila and bring customers back to our hospitality businesses. DISCUSSION True Blue Strategies (formally Mammoth) has been the City's marketing agencies for Experience Tukwila since it launched in 2020. True Blue is small, woman owned marketing firm based out of Seattle and is responsible for the day-to-day management of Experience Tukwila. The City selected True Blue in 2020 after interviewing several firms. True Blue was selected due to its small size and overall background in working with both public policy and marketing. FINANCIAL IMPACT The City Council approved a $130,000 lodging tax funding request for Experience Tukwila at the January 28, 2022 Special Meeting. The agreement with True Blue is not to exceed $160,000. This additional expenditure authorization is being requested in case other funds, such as grants or additional lodging dollars, become available during the contract term. As a reminder, lodging tax funds are collected at area lodging businesses from overnight stays. Under Washington State law, lodging tax funds can only be used for tourism promotion activities, such as Experience Tukwila. RECOMMENDATION Staff recommends that the Committee forward the Agreement to the March 21, 2022 consent agenda for final action by the City Council. Project Designation. The Consultant is retained by the City to perform marketing, advertising, and social media management services in connection with the project titled Experience Tukwila Digital Initiative. 2. Scope of Services. The Consultant agrees to perform the services, identified on Exhibit "A" attached hereto, including the provision of all labor, materials, equipment and supplies. 3. Duration of Agreement; Time for Performance. This Agreement shall be in full force and effect for a period commencing on February 1, 2022 and ending March 31, 2023, unless sooner terminated under the provisions hereinafter specified. Work under this Agreement shall commence upon written notice by the City to the Consultant to proceed. The Consultant shall perform all services and provide all work product required pursuant to this Agreement no later than December 31, 2022 unless an extension of such time is granted in writing by the City (email suffices). 4. Payment. The Consultant shall be paid by the City for completed work and for services rendered under this Agreement as follows: A. Payment for the work provided by the Consultant shall be made as provided on Exhibit "A" attached hereto, provided that the total amount of payment to the Consultant shall not exceed $160,000 without express written modification of the Agreement signed by the City. B. The Consultant may submit vouchers to the City once per month during the progress of the work for partial payment for that portion of the project completed to date. Such vouchers will be checked by the City and, upon approval thereof, payment shall be made to the Consultant in the amount approved. C. Final payment of any balance due the Consultant of the total contract price earned will be made promptly upon its ascertainment and verification by the City after the completion of the work under this Agreement and its acceptance by the City. D. Payment as provided in this section shall be full compensation for work performed, services rendered, and for all materials, supplies, equipment and incidentals necessary to complete the work. E. The Consultant's records and accounts pertaining to this Agreement are to be kept available for inspection by representatives of the City and the state of Washington for a period of three (3) years after final payments. Copies shall be made available upon request. 45 5. Ownership and Use of Documents. All documents, drawings, specifications and other materials produced by the Consultant in connection with the services rendered under this Agreement shall be the property of the City whether the project for which they are made is executed or not. The Consultant shall be permitted to retain copies, including reproducible copies, of drawings and specifications for information, reference and use in connection with the Consultant's endeavors. The Consultant shall not be responsible for any use of the said documents, drawings, specifications or other materials by the City on any project other than the project specified in this Agreement. City retains ownership of all social media accounts and the ExperienceTukwila.com website, including domain name. Upon expiration of this Agreement or demand by the City, Consultant shall transfer hosting of ExperienceTukwila.com to a provider of the City's choice and provide all login credentials for ExperienceTukwila.com and all Experience Tukwila social media accounts. City retains ownership of any photography, videography, and animation created in conjunction with this Agreement. 6. Compliance with Laws. The Consultant shall, in performing the services contemplated by this Agreement, faithfully observe and comply with all federal, state, and local laws, ordinances and regulations, applicable to the services rendered under this Agreement. 7 Indemnification. The Consultant shall defend, indemnify and hold the City, its officers, officials, employees and volunteers harmless from any and all claims, injuries, damages, losses or suits including attorney fees, arising out of or resulting from the acts, errors or omissions of the Consultant in performance of this Agreement, except for injuries and damages caused by the sole negligence of the City. Should a court of competent jurisdiction determine that this Agreement is subject to RCW 4.24.115, then, in the event of liability for damages arising out of bodily injury to persons or damages to property caused by or resulting from the concurrent negligence of the Consultant and the City, its officers, officials, employees, and volunteers, the Consultant's liability hereunder shall be only to the extent of the Consultant's negligence. It is further specifically and expressly understood that the indemnification provided herein constitutes the Consultant's waiver of immunity under Industrial Insurance, Title 51 RCW, solely for the purposes of this indemnification. This waiver has been mutually negotiated by the parties. The provisions of this section shall survive the expiration or termination of this Agreement. 8. Insurance. The Consultant shall procure and maintain for the duration of the Agreement, insurance against claims for injuries to persons or damage to property which may arise from or in connection with the performance of the work hereunder by the Consultant, its agents, representatives, or employees. Consultant's maintenance of insurance as required by the agreement shall not be construed to limit the liability of the Consultant to the coverage provided by such insurance, or otherwise limit the City's recourse to any remedy available at law or in equity. A. Minimum Amounts and Scope of Insurance. Consultant shall obtain insurance of the types and with the limits described below: 1. Commercial General Liability insurance with limits no less than $2,000,000 each occurrence, $2,000,000 general aggregate. Commercial General Liability insurance shall be at least as broad as ISO occurrence form CG 00 01 and shall cover liability arising from premises, operations, stop -gap independent contractors and personal injury and advertising injury. The City shall be named as an additional insured under the Consultant's Commercial General Liability insurance policy with respect to the work performed for the City using an additional insured endorsement at least as broad as ISO endorsement form CG 20 26. Professional Liability with limits no less than $2,000,000 per claim and $2,000,000 policy aggregate limit. Professional Liability insurance shall be appropriate to the Consultant's profession. B. Public Entity Full Availability of Contractor Limits. If the Contractor maintains higher insurance limits than the minimums shown above, the Public Entity shall be insured for the full available limits of Commercial General and Excess or Umbrella liability maintained by the Contractor, irrespective of whether such limits maintained by the Contractor are greater than those required by this Contract or whether any certificate of insurance furnished to the Public Entity evidences limits of liability lower than those maintained by the Contractor. C. Other Insurance Provision. The Consultant's Automobile Liability and Commercial General Liability insurance policies are to contain, or be endorsed to contain that they shall be primary insurance with respect to the City. Any Insurance, self-insurance, or insurance pool coverage maintained by the City shall be excess of the Consultant's insurance and shall not be contributed or combined with it. D. Acceptability of Insurers. Insurance is to be placed with insurers with a current A.M. Best rating of not less than A:VII. E. Verification of Coverage. Consultant shall furnish the City with original certificates and a copy of the amendatory endorsements, including but not necessarily limited to the additional insured endorsement, evidencing the insurance requirements of the Contractor before commencement of the work. Upon request by the City, the Consultant shall furnish certified copies of all required insurance policies, including endorsements, required in this Agreement and evidence of all subcontractors' coverage. F. Notice of Cancellation. The Consultant shall provide the City with written notice of any policy cancellation, within two business days of their receipt of such notice. G. Failure to Maintain Insurance. Failure on the part of the Consultant to maintain the insurance as required shall constitute a material breach of contract, upon which the City may, after giving five business days notice to the Consultant to correct the breach, immediately terminate the contract or, at its discretion, procure or renew such insurance and pay any and all premiums in connection therewith, with any sums so expended to be repaid to the City on demand, or at the sole discretion of the City, offset against funds due the Consultant from the City. 9. Independent Contractor. The Consultant and the City agree that the Consultant is an independent contractor with respect to the services provided pursuant to this Agreement. Nothing in this Agreement shall be considered to create the relationship of employer and employee between the parties hereto. Neither the Consultant nor any employee of the Consultant shall be entitled to any benefits accorded City employees by virtue of the services provided under this Agreement. The City shall not be responsible for withholding or otherwise deducting federal income tax or social security or for contributing to the state industrial insurance program, otherwise assuming the duties of an employer with respect to the Consultant, or any employee of the Consultant. 10. Covenant Against Contingent Fees. The Consultant warrants that he has not employed or retained any company or person, other than a bonafide employee working solely for the Consultant, to solicit or secure this contract, and that he has not paid or agreed to pay any company or person, other than a bonafide employee working solely for the Consultant, any fee, commission, percentage, brokerage fee, gifts, or any other consideration contingent upon or resulting from the award or making of this contract. For breach or violation of this warrant, the City shall have the right to annul this contract without liability, or in its discretion CA revised May 2020 Page 3 47 to deduct from the contract price or consideration, or otherwise recover, the full amount of such fee, commission, percentage, brokerage fee, gift, or contingent fee. 11. Discrimination Prohibited. Contractor, with regard to the work performed by it under this Agreement, will not discriminate on the grounds of race, religion, creed, color, national origin, age, veteran status, sex, sexual orientation, gender identity, marital status, political affiliation, the presence of any disability, or any other protected class status under state or federal law, in the selection and retention of employees or procurement of materials or supplies. 12. Assignment. The Consultant shall not sublet or assign any of the services covered by this Agreement without the express written consent of the City (e-mail suffices). 13. Non -Waiver. Waiver by the City of any provision of this Agreement or any time limitation provided for in this Agreement shall not constitute a waiver of any other provision. 14. Termination. A. The City reserves the right to terminate this Agreement at any time by giving ten (10) days written notice to the Consultant. B. In the event of the death of a member, partner or officer of the Consultant, or any of its supervisory personnel assigned to the project, the surviving members of the Consultant hereby agree to complete the work under the terms of this Agreement, if requested to do so by the City. This section shall not be a bar to renegotiations of this Agreement between surviving members of the Consultant and the City, if the City so chooses. 15. Applicable Law; Venue; Attorney's Fees. This Agreement shall be subject to, and the Consultant shall at all times comply with, all applicable federal, state and local laws, regulations, and rules, including the provisions of the City of Tukwila Municipal Code and ordinances of the City of Tukwila. In the event any suit, arbitration, or other proceeding is instituted to enforce any term of this Agreement, the parties specifically understand and agree that venue shall be properly laid in King County, Washington. The prevailing party in any such action shall be entitled to its attorney's fees and costs of suit. Venue for any action arising from or related to this Agreement shall be exclusively in King County Superior Court. 16. Severability and Survival. If any term, condition or provision of this Agreement is declared void or unenforceable or limited in its application or effect, such event shall not affect any other provisions hereof and all other provisions shall remain fully enforceable. The provisions of this Agreement, which by their sense and context are reasonably intended to survive the completion, expiration or cancellation of this Agreement, shall survive termination of this Agreement. 17. Notices. City Hall, the Permit Center and Human Services are open Mondays and Wednesdays from 8:30 a.m. to 12:00 p.m. The Police Department front desk is open 8:30 to 5:00 Mondays through Fridays for fingerprinting, concealed pistol licenses and other services. Muncipal Court resumed its limited in-person operations on Mondays and Wednesdays, from 1:00 to 4:00 p.m. The Tukwila Community Center remains open and proof of vaccination is required. All services remain available remotely. It is expected that City staff will use March as a bridge to bring more in-person services available beginning in April. The state and county mask mandate ended March 12, 2022. Mask wearing is a personal choice for both staff and visitors. * Human Services In the past week, HS staff has assisted 5 household (12 individuals) with $9,208.03 in financial assistance ($8,875 in rental assistance, $333.03 in City water/sewer). The State ended its indoor masking order on March 12 (some exceptions apply). King County ended its business vaccine verification order on March 1 and its indoor masking order on March 12. COVID continues to spread but the rate of spread is much slower than the peak in early January. In King County, the seven-day average daily number of new cases, hospitalizations, and deaths are about where they were in early December. Business Assistance The State's Small Business Flex Fund continues of offer low interest loans to small businesses. Staff is participating in the Port of Seattle's creation of a Trusted Community Partners Network that will help navigate small businesses to resources like technical assistance and funding. The State plans to issue another Working Washington grant program in 2022. In 2022 City staff will explore options to use the $190,000 of ARPA funds that Council designated for small business support. MEETING THE COMMUNITY'S BASIC NEEDS * Food Resources and Distribution Senior Meals, number of meals distributed. Week of 3/14 During the week of 3/14; 42 meals were picked up at the Duwamish Curb Cafe and 220 meals were delivered to 18 residents. Meals are distributed weekly, unless there is a holiday that may affect delivery. In those instances, meals are "doubled" up for Meals on Wheels and delivered the prior week. Tukwila Pantry The Pantry is in need of volunteers on Monday, Wednesday and Friday to build emergency food boxes for the community. The existing rotary 2 -post hoist lift and a heavy-duty crane will move to the new shop as well. Staff Updates Public Safety • Fire Department Town Hall at Marvelle: The Tukwila Fire Department C Shift conducted a Town Hall meeting at Marvelle in Southcenter. Deputy Chief Norm Golden and Battalion Chief Jack Waller lead the discussion and answered questions from the residents. A fire drill was conducted at the end of the event. • Violent Crime Strategies Planning Meeting: Chief Dreyer attended Violent Crime Strategies Planning meeting with other King County Chiefs and stakeholders on March 2. • Tukwila Officer Provides Crossing Guard Services: As he was driving by, a Tukwila Police Officer noticed that there were no school crossing guards on duty while children were headed to school. He pulled over and provided crossing guard duties to ensure a safety for the students. Project Updates • 42nd Ave S Bridge Replacement: The City plans to open the 42nd Ave S Bridge to one lane southbound traffic after review of the completed structural analysis and bridge inspection report. The plan is to open the bridge to one lane in the southbound direction to allow 3 exits out of the Allentown Neighborhood. It is estimated that the bridge will open by April 1, 2022. Design for the 42nd Ave S Bridge Replacement continues and is on schedule to have 30% plans and engineering estimate in early to mid -2022. The draft type, size, and location (TS&L) has been submitted to the City and has been presented to the Council at the February 14 Committee of the Whole meeting. The Washington State Legislature passed the $17 billion Move Ahead WA transportation package, which included $17 million for the replacement of the 42nd Avenue Bridge. The City of Tukwila has also received funding from PSRC and the State Local Bridge program, totaling an additional $14 million. According to current engineering estimates, the City now has enough funds to complete the 42nd Avenue Bridge replacement. Project staff conducted a monthly Allentown meeting at the Tukwila Community Center on February 22 to present the latest findings to the community and receive the initial feedback. Staff continues to compile all the questions/comments to address the concerns of the attendees. Council will continue to have the opportunity to review the draft TS&L and ask any additional questions. Staff will present answers to the Council questions at the March 21 Transportation and Infrastructure Services Committee meeting. The truck struck one sway frame of the bridge and inflicted some critical damages to the mentioned sway frame and its associated vertical elements of the through -trusses of the bridge. The bridge was closed shortly after this incidence by City Police Department and on Thursday 12/16, the King County inspection crew performed an in-depth inspection of the damaged areas. Since that time, the bridge has been repaired by a City -hired specialty contractor and been post -repair inspected by the King County bridge inspection crew. Furthermore, on January 3rd, 2022, TranTech's team performed additional non-destructive testing on a critical gusset plate on the bridge under City supervision. The results of post -repair analyses show that the bridge is further compromised due to this impact, and it can only serve a one-way traffic safely. It is the recommendation of the WSDOT Bridge Engineer, King County Inspectors, TranTech Engineers and City staff that the City reopens the 42nd Avenue bridge to one-way traffic until the bridge can be replaced. For this reason, City has requested TranTech's team to study traffic attributes of both north- bound (NB) and south -bound (SB) one-way traffic alternatives on the bridge. The following presents a summary of this comparison study: • NB alternative would require Allentown traffic to exit via S 115th St or S 129th St only. The S 115th St/E Marginal intersection is unsignalized which may make outbound left turns challenging and result in queuing back on S 115th St. SB alternative provides Allentown with 3 exit locations; two of these locations are signalized which can better facilitate the outbound turning movements. • Given the load limits on 42nd (north of 124th), the SB alternative allows two different routes out of Allentown for trucks. With NB alternative, trucks would only be able to exit via 129th to MLK Way. If for any reason 129th is impacted and/or needs to be closed, trucks would essentially be stranded in Allentown. Trucks may have challenges in the opposite downgrade direction during inclement weather as well, but this should be more manageable than the upgrade. • The NB alternative requires fewer needed temp channelization/ signal modifications than the SB alternative. • Regarding Emergency Fire access, SB alternative provides for better egress for Fire Station 53 response. This is the established SB response route for Station 53. • SB alternative provides less truck impacts to the Superette corner store parking and its patrons, it reduces traffic on 42nd Avenue heading NB in the neighborhood and restores some normal traffic flow in Allentown with less cut through traffic via S. 116tH In comparing and analyzing the mentioned attributes of the NB and SB one-way travel alternatives over the bridge, TranTech's team recommend the SB travel alternative for the bridge re -opening. The City has been working on repairs to reopen the bridge. Due to the condition of the bridge, it can only be opened with a single lane of traffic. This memorandum evaluates the advantages and disadvantages of operating the bridge with one northbound lane versus one southbound lane and provides our recommendation. Allentown Neighborhood The 42nd Avenue S bridge over the Duwamish River connects Interurban Avenue S with the Allentown Neighborhood. The approximate boundaries of the Allentown Neighborhood are the Duwamish River to the south and west, S 115th Street to the north, and 1-5 to the east. The primary land uses in the Neighborhood are residential, Tukwila Community Center, and the BNSF Railway Intermodal facility. Fire Station 53 is located in the Neighborhood at 4202 S 115th Street. There are three access points to the Neighborhood: S 115th Street, the 42nd Avenue S Bridge over the Duwamish River, and S 129th Street bridge over 1-5 that connects to Martin Luther King Way S (SR 900). The City has reached out and solicited feedback from the Allentown Neighborhood residents regarding whether to reopen the bridge in the northbound or southbound direction. Feedback from the neighborhood is a preference to open the bridge in the northbound direction. Residents have expressed concern about trucks traveling downhill (westbound) on the S 129th Street bridge over 1-5. There were no reported crashes of this type at this location from January 2016 to September 2021. Transportation Analysis This section evaluates the trade-offs of reopening the bridge in either the northbound or southbound direction. Single Lane Northbound Traffic A northbound bridge would provide three entry locations (S 115th Street, S 129th Street and 42nd Avenue S) and two exit locations (S 115th Street and S 129th Street) for the Allentown Neighborhood. 3131 Elliott Avenue, Suite 400, Seattle, WA 98121 206.286.1640 www.kpg.com 81 Pros • Provides more direct access to enter the Neighborhood from locations to the south. • Trucks and other vehicles entering the Neighborhood have good access from both northbound and southbound 1-5. Cons • More difficult for trucks and other vehicles to exit the Neighborhood to access southbound 1-5. There are no 1-5 southbound on -ramps at the 1-5/S Boeing Access Road interchange. Vehicles would need to travel northbound on 42nd Avenue S to S 115th Street and then southbound on Interurban Avenue to access the southbound 1-5 at S 133rd Street. • A third street entering the Allentown Neighborhood is expected to increase traffic volumes using Neighborhood streets. Single Lane Southbound Traffic A southbound bridge would provide two entry locations (S 115th Street and 50th Place S) and three exit locations (S 115th Street, 42nd Avenue S and 50th Place S) for the Allentown Neighborhood. Pros • Expected to reduce northbound truck traffic on the segment of 42nd Avenue S, north of S 124th Street, which is signed for only local trucks serving local businesses. • Reduces the number of vehicles making unsignalized left turns from westbound S 115th Street to southbound East Marginal Way. • Trucks and other vehicles exiting the Neighborhood would have simple access to both northbound 1-5 via Interurban Avenue S and southbound 1-5 via S 133rd Street. • Provides trucks another route to exit the Neighborhood that does not require them to use the steep uphill on the S 129th Street bridge over 1-5. Cons • Trucks traveling from northbound 1-5 do not have a good route to enter the Neighborhood and will be more likely to travel using eastbound on S 115th Street and southbound on 42nd Avenue S. Recommendation Based on the analysis above, feedback from the neighborhood and discussions with City staff, our recommendation is to reopen the 42nd Avenue S bridge in the southbound direction.
